and johnson & johnson are not eligible for the pfizer booster shot right now. marianne favro, nbc bay area news. two families in the east bay are displaced. it happened around 2:30 this morning. contra costa county fire says the fire started near a mobile home and spread to the two homes that were burned and burned a few cars as well. embers sparked a roof fire at a different home down the street. thankfully crews were able toll put it out. one neighbor tell us he saw the fire and had a moment's notice to leave and get his family out safely. >> i went and knocked on her door or yelling at her, hey, hey, house is on fire. come on, let's go, let's go. >> the red cross is helping those displaced families. the cause of the fire is under

investigation. one person is recovering in the hospital after being rescued from this apartment fire. it happened just before 11:00 last night. a small street off of 16th street in san francisco's mission district. you can see flames erupted from the window. firefighters rescued one person from the fire but seven people in total are displaced. no word on how that fire started. now to the mysterious death of a bay area man who's gunned down in the central oregon resorts town nearly one week ago. the shooting led to call for justice there. the people who knew him here wants answer. there was a vigil in the north bay to remember him. thom jensen was there. >> reporter: 22-year-old b.j. washington spent a lot of time at this park near where he grew up and dozens of people remembered him at a vigil at the same park. >> i am shocked and disbelieved. i always hear stories.

>> reporter: his mom's pain is still raw but she's determined to give her son a voice. >> i want to speak for my son because i know there has been a lot of misleading stories out there. >> the sheriff department says bj and the 27-year-old ian cranston got into a fistfight when suddenly cranston pulled out a handgun and shot b.j. other men were arguing with b.j. when cranston walks up and shot b.j. he's charged as man slaughter and walked out of jail later outraged the community. >> make him do to him what have they wanted to him and kept calling him the "n" word. tonight was about honoring the young man whose friends and family describes him as a big

teddy bear. >> he always had a kind heart and loved everybody. >> reporter: the family wants oregon state police to take over the investigation. in venetia, thom jensen, nbc bay area news. there will be a public funeral for gabby petito who vanished and found dead. people released butterflies at a growing memorial for the 22-year-old. her death was ruled as a had had. the search for her fiance continues. shifting gears, cooler temperatures are helping fire crews here in northern california gain some ground. the fawn fire burning in shasta county outside of redding is 25%

contained. flames have burned some 8500 acres and destroyed at least 100 homes. sheriff arrested a palo alto woman on suspicion of starting the fire. investigators are looking into whether she started other fire in shasta county and throughout california. the race to be the next mayor of san jose, it's officially underway. city councilman matt mahan launched his campaign yesterday. he says government should focus on the basics, keeping the city clean and safe. he wants new housing downtown near public transit. mahan is the first official candidate to replace sam licardo who's turned out next year. san mateo is planning to get back to prepandemic levels.

the event center will host the largest in-person conference since the pandemic started. more than 5,000 people are expected to attend the conference. attendees are required to show proofs of vaccination. the conference begins tomorrow at 7:00 a.m. if you live in santa clara county and your child is eligible and still needs vaccines this fall. the county may have you covered. they are offering a no cost tdap immunization. the first event is on tuesday in gilroy and it opens at 3:00 p.m. it's 7:09 right now. coming up, we take you live to washington, d.c. for our weekly interview with chuck todd.

moderator of "meet the press." hi chuck, it's good to see you there. i am smiling but we'll switch emotions now. we saw awe those heartbreaking images from texas where border agents on horse backs with whips. you met with mayorkas this morning. what is he saying? does this reflect the biden administration as a whole? where do we go from here? >> he defended the decision, the reason the envoy resigned because he thought deporting anybody back to haiti was

inhumane. he defended that decision and says that's the law. they didn't have papers to send anywhere else. he did say they were looking at a third party country. these folks, yes, they migrated from haiti five or ten years ago but they went down to south america and they came up here as their opportunity to drive up to south america. he says there is no other place to send them and the law says you have to send them back to where ever home or country they came from. he defended it and implied it may happen again. he also indicated they are doing their best to create as many opportunities for them to make their asylum claim as possible. as for border patrols, he says there is going to be an investigation and he defended the use of horse back. in many cases because of the terrain at the border,s that's the only way. he defended the agents there. he knows the pictures don't look good.

pelosi told democrats these proposals, quote, "must passed." three people are dead after an amtrak passenger train derailed in montana. it happened at joplin state. in addition to the three people killed, 15 others are in the hospital. the train was carrying 150 passengers and 13 crew members. it's not clear of what caused that derailment. tesla rolled out a much anticipated software update. it allows customers to request access to self-driving data or ffd program. it gives drivers access to features that are not entirely free of bugs. it includes autosteer on city streets. it gives control over to the car

drop. there is an air quality advisory in effect that was extended through monday. the air quality sensors are looking green which means air quality are doing good. we still see some moderate air quality. we are expecting though some of the wind to start pushing the smoke out further east which is going to make way for a better air quality. today's forecast here it's. daytime highs will be in the 70s this afternoon. upper 70s for concord and 78 degrees, 66 degrees in oakland and 66 in san francisco and if you are heading to the game which is in santa clara. bundle up. by the end of the game will be in the 60s. if you come from green bay, i know it's a whole other thing. storm ranger right now, up and scanning. we are monitoring a storm to our north, that storm is expected to bring a chance of rain, areas north of the golden gate bridge,

live look in san jose right now. we are expecting to see cloudy conditions. temperatures out the door in the 50s for san jose. now, let's get to the air quality because and there is an air quality advisory extended. air quality management district, these are current sensors that picks up the current air quality. we are doing okay. because of drifting smoke from central and southern california into our area. as we head into monday and tuesday, we'll get some wind that's going to push some of that out. as far as a drifting smoke, what

you can see santa rosa and sonoma county expected to get the majority of the rain. it's looking more like a drizzle and light rain. a couple hundredths of an inch. noticing on tuesday right near the fire area. that's going to be a welcome site hoping to bring relief to the area. the next seven-day forecast, it's going to be a couple hunts of an inch. it's going to help in some of those fire zones for sure. over the next seven days, a closer look at what we are expecting. tuesday and wednesday, we'll remain 60s in san francisco. i want to turn your attention to for our in land areas. we'll be topping out in the 70s and may see over night lows in the 40s. that's chilly for sure. at least for me it's. kira, i will send it back to you. >> good weather for all those packers fans who are here for sunday night football.

newsom signed a $15 billion package to fight climate change including wildfires and rising sea levels and droughts. the bill is the largest of its kind in california's state history. analyst larry gerston is joining us now to break down the component. good morning, good to see you. what are some key pieces to this legislation? >> this $15 billion bill, you said the largest ever is the size of a state budget of hawaii. its got some important components for dealing with wildfires, drought and the whole deal in attempt to finally really focus on climate change. so, among the biggest interests and area of interests, i should say are dealing with the drought. $5 billion for doubt. dealing with electric vehicles and investment infrastructures

and as we know automobile are the largest source of pollution. heat and sea level rise. we see all around us and along the coast. flooding land areas near by. wildfires protection response. sustainable agriculture is suffering because of the drought. $15 billion, the largest of its kind, representing a sizable investment by the state of california. it does not get through all the billions of dollars of losses that people are suffering losing their homes and businesses or whatnot. >> we have seen the last few falls, fire season really extended all yearlong almost all yearlong. how do these climate problems that we suffer with in california relates to the nation as a whole. >> we always look at california sort of like what's to come.

when we talk about climate change and the cost which tremendous and growing exponentially if you will. take a look at the chart i put together of how the nation suffered over the last four decades. $177 billion during 1980s. $200 billion during the '90s and 517 billion during the 2000s and 800 billion plus during the last decade. it's over $1.7 trillion that this country suffered in disasters caused by climate change, kira. it hits the united states very hard. harder than europe. twice as much money than europe. very costly. >> $800 billion in the last decade? that's truly astonishing.

does $15 billion help? can this be solved or controlled? >> it's a start. it's a big start for a state. let's remember we are one state even though we are the biggest state. we have to see a lot more effort from the national government. here you have right now the build back better bill prosed by president biden, $3.5 trillion and it's in trouble. we all know it's in trouble and many as expects of that bill deals with climate change, drought, sea level issues, infrastructure for electric vehicles. you know as they are looking to cut that bill down. the first area of people looking at are the climate change area because of what we had historically on fossi fuel. we have a big night in our hands, kira. those who say we don't want to spend money on that and we want
