we have breaking news on the vaccine front. pfizer is submitting initial data on the fda for children ages 5 to 11. the fda is expected to take several weeks to analyze the data covering about 2,000 children. a formal authorization emergency use is supposed to happen at the same time. it has been available for children over 12 since may. today in the bay's cierra johnson is live. it's important for staff to hear this as well. >> reporter: good morning, students and nonemergency personnel are being told to stay away from campus because of a threat. right now we are just being told it was an anonymous nonspecific threat on campus. student that live in dorms on on campus, they are being asked to

chris? >> marcus, that's a great question. without a temporary spending bill in place the federal government could shutdown on friday, and then there's a debt limit crisis looming a few weeks after that. the issue now, the country being one day closer to the government shutdown and defaulting on its debt, senate republicans defeating a procedural vote which would fund the government and extend its credit until december. they are hoping to thwart president biden's future spending wishes, especially the $3.5 trillion build back better bill and trying to force the democrats to raise the debt limit on their own. >> they want to use the pandemic as a permanent source for socialism. >> that showdown is happening as progressive and moderate democrats square off with each other over president biden's top

agenda priority, passing the infrastructure bill and then the build back better bill with a house vote on the looming infrastructure, and it's not clear if either measure as enough votes to pass. what is next with regard to the government shutdown? the democrats could hope republicans come along as we get closer to the shutdown, or they could separate the debt limit out of the bill and that would give them a few days to work on that after funding the government. marcus? >> hopefully there's a resolution. the last thing we need is a government shutdown. it's 6:03 right now. sonoma county will remember a fallen sheriff's lieutenant. he died earlier this month from covid complications. he was a 14-year veteran of the department. a procession is planned for this morning in the windsor area. it will end at the luther

burbank center of the arts for a private ceremony will be held. on thursday you sick leave for covid patients is set to expire. workers right groups will call for that to be extended. it covers businesses with more than 25 employees. many employees argue they cannot afford the leave without a federal tax credit. here's a live look in san francisco where today mayor london breed will join a state senator and they are calling for governor newsom to sign a bill paying addicts to stay sober. the bill is sitting on the governor's desk. the governor has talked about trying to pay for it through medicaid. new relief may soon be coming for those really trying the make it in the bay. governor newsom is scheduled to

now in vasco down toward the county line. the earlier disabled vehicle is clear. 680, a disabled vehicle near mission. back over to you. >> we're looking at the golden gate bridge. yesterday we had fog rolling over and now the clouds are higher now that we are seeing the system passing by. we also have an ocean breeze, a westerly wind helping to clear the air and the good air quality will continue today. a lot of green dots meaning good air quality. our temperatures are coming down. today we are going to enjoy temperatures in the mid-70s for the south bay reaching 75 in morgan hill. for the east bay, some of the warmer spots in the upper 70s, and as you look at the 7-day forecast at the bottom of the screen, it's going to be heating up. enjoy this.

leave the air-conditioning off today. we still have the natural air-conditioning near the coast, and in san francisco we're up to about 60 degrees. 68 degrees in mill valley. santa rosa headed towards 74. also 74 today in napa. as we head throughout the end of the month and to the start of october, you may wonder how much rain do we get? looking in the month of october, usually we get about two inches of rain in santa rosa, and then we get back into the rainy season in san francisco. throughout the month, about an inch of rain. oakland about the same. less than an inch for a lot of the other microclimates. as we go deeper into fall, we will have summer-like temperatures. it's now the transition period where we are between fall and summer. we are at fall today and then look at livermore's forecast for the weekend, going into the 90s early next week.

take a look at the different temperatures by the middle of next week. we will have another taste of fall headed our way. still a lot of changes in our temperatures. we have upper 70s and low 80s for the next few days, and then for the weekend as you are making plans, keep in mind it will be hot out there. san francisco will warm up modestly. we will go from the low 60s to the 70s over the weekend. now let's look at our climate in crisis. we are looking at wind turbines that were put online in altamont. this project helped the east bay community energy reach their goal of generating 100% clean energy by 2030. >> this is our first operational local renewablerg resource. it's -- we hope it will be the

the covid-19 vaccine. >> chris chmura looks at who qualifies. >> the cdc said an additional dose of the covid-19 vaccine could give immunocompromised people additional protection. that's people who get treatment for tumors or blood cancers, had an organ transplant or have an advanced or untreated hiv infection or get treated with drugs that suppress your immune system. you have to be fully vaccinated with the moderna or pfizer vaccine for at least 28 days. if you got the johnson & johnson vaccine an additional dose is not yet recommended by the cdc, but that could change because j&j just released new information favoring a second dose. when you go to get the second dose, make sure you bring your paper vaccine card, and it

a very good tuesday morning to you. thank you for starting your day with us. i am laura garcia. >> i am marcus washington. we are following breaking stories this morning, and one, the first one we have, san francisco state warning students and nonemergency personnel to stay off campus as of right now. the university is under a lockdown due to what investigators are calling an anonymous nonspecific threat. in-person classes and campus activities are delayed until 10:00 this morning. until then, students are asked to continue to remote instruction. we are expecting an update from police around 8:00 this morning. today in the bay's cierra johnson will have a live report for us coming up in the last segment of the show. more breaking news, this time from pfizer taking the next step to roll out covid vaccines for younger children. bob redell joins us live this morning. how long before they may become

eligible, bob? >> reporter: it's hard to tell. it could be a few weeks or several weeks. good morning to you, laura and marcus. this morning pfizer biontech announced it submitted information to the fda, and this is data it obtained from a vaccine trial of more than 2,000 children. the fda expect to take several weeks to analyze that data. in a release this morning, it was written it's expected to request emergency use authorization. in its trial pfizer gave children two smaller doses of the vaccine. these are smaller than those given to those 12 and older, which according to the company, still produced antibody responses comparable to the 16

to 25-year-olds. children do face a lower risk of severe covid, but it's important that they get vaxxed as many students continue with in-person classes. more than a quarter of the weekly cases in the united states are reported in children under the age of 18. >> thank you, bob. we brought you breaking news for both of the stories we are covering this morning. download the nbc bay area app and get news alerts sent straight to you. california leading the way when it comes to covid transmission, and that's a good news story for you because it's in a good way. the cdc's latest transition map, california alone in the yellow, this is the moderate level of virus transmission. connecticut in the orange you see to the east, and that's the only state in the substantial tier. all other 48 states are in the

red transmission category. the positivity rate for california is now at 2.6. that is down from 7% from eight weeks ago. some contra costa county business owners are pushing back on the new indoor vaccine mandate. gyms, restaurants and other businesses must now require proof of vaccination or a recent negative test. masks are also required. during a town hall yesterday the county health director explained the reasoning. >> we're also getting into the fall and winter holiday season. we did see last fall cases started going up after halloween, and thunder they really shot up after thanks thanksgiving and christmas. >> health leaders argue too many schoolchildren are getting covid

and hospital beds are too full. the county may dial down the mandate once more schoolchildren are vaccinated. and then the company's former lab director said the test results from theranos were so inaccurate he was told to use other machines from other companies. stay with us for more continuing coverage on the trial. and then am san francisco sheriff's deputy was arrested on four felony charges. he was at a party when he was off duty, and he was arrested for breaking items and

assaulting several attendees, and then he threatened to return to the party and shoot people. he eventually left and police later arrested him. meanwhile newlyweds in texas and a wedding photographer are hoping somebody here in the bay area could reunite them with the wedding pictures. the photographer's car was broken into last week during a shoot in san francisco's painted ladies. the wedding photos from alabama and the backups on the hard drive, all gone. >> we are very spread out, and the chances of us being together again just, you know, aren't possible. >> meanwhile, the newlyweds are offering a $1,000 reward for the return of the hard drive and sd cards. >> happening today, san jose leaders are apologizing for the

historical wrongs against the chinese community. on may 4th, 1887 is when san jose's china town went up in flames and displaced thousands. the fire happened two months after the city council called china town a public nuisance. san francisco leaders reportedly looking into the tab of the recall election involving three school board members and the tab will be expensive. city schools are facing a budget short fall of more than $100 million. "the chronicle" reports the recall election will involve another $8 million hit. supervisors today expect to shuffle money around to cover the cost. that could happen as early as january. developing now, firefighters tackling what is left of the caldor fire and are preparing for possible flare ups with the new red flag warning in effect.

security is looking to support daca. the biden administration has appealed the ruling. america's top general facing some tough questioning today. >> it's part of the civilian control over the military, speaking broadly. more specifically for what was revealed in a new book documenting the last few days of the trump administration. general mark milley appointed by donald trump as chairman of joint chiefs of staff is said to have assured the chinese we have not lost control of our government as the chinese watched the attacks on the capitol on january 6th. we assured them trump would not order an attack on china, milley did as part of a way of trying to stay in power was the theory the chinese had. chinese really thought we were

going to attack. a frightened enemy, a dangerous enemy, and milley went over the night is when he allegedly said he would warn china if we were to attack, and he will be asked about that? >> there are important questions to be asked about afghanistan as what went wrong in the early days and how the military was able to turn that situation around so fast. and then on capitol hill, a new budget resolution blocked that would keep the government open. you might think the most important thing is to keep the government open, and it is important. it has happened before and we survived. what is far more worse is this, the credit issue. the u.s. government doesn't default on debt, and it is what

i am @scottmcgrew. today san jose leaders plan to ban flavored tobacco. the mayor and city council members rallied in front of city hall accusing tobacco companies are trying to attract children by using the flavored tobacco. and then returning to the tank. >> san jose's new vaccine mandate is different than six months ago, and it's an exciting time for a lot of fans. tell us what team teal fans need to know before they head out. >> reporter: the sap center, the shark tank is a city-owned venue and that means city rules apply. if you want to get into see your

san jose sharks inside the sap center you will have to show proof of vaccination. that could be a cdc vaccination card, a digital record, or documentation from your doctor or health care provider, and negative covid test has to be within the last 72 hours along with documents on your exemption. fans looking for sharks tickets on ticket master got the same notice to be ready to show the proof of vaccination. this is the first game that fans got to attend back in april when the county still had capacity limits, but before the city's ordinance requiring proof of vaccination went into effect. there were about 500 fans in attendance in the venue that maxs out at 17,000 fans. today is a pre-season game

and rip currents making it dangerous to be out there today. for the inland areas it's going to be very comfortable. our natural air-conditioning kicking up, mid-70s today. upper 70s for concord and antioch, and mostly low 70s for hayward and fremont. oakland reaching 69. 62 for a high today in daly city. san mateo reaching 70. we have low 60s for spots like the marina district. and our north bay highs reaching 76 in sonoma and in ukiah. even though it feels like fall today, look at the trend for the next ten days for san jose. we're headed back to summer for the weekend, and then next week we take a dip and will be back to fall. there's a struggle between fall and summer right now, so it's fall today and then summer for the weekend. take a look at the highs reaching into the low to mid-90s at our warmest spots inland. that's morgan hill and brentwood, we will see the hotter temperatures. in san jose, 70s for the weekend

personnel toinside and don't come to campus until at least 10:00 this morning. details are still very limited. police are saying it's a anonymous nonspecific threat that led to the notification. any students that live on campus are asking to stay in their dorms and in housing until 10:00 this morning. there will be an update around 8:00 this morning. the details remain limited to students that have class today. they want them to stay with remote instruction until given the all clear. >> cierra, thank you. a san francisco sheriff's deputy is expected to be arraigned on a number of charges including making terror threats. he was off duty and attending a small party when he started
