the looming fire threat>> plus masks off in santa clara county. the third hour of "today in the bay" continues right now. first, breaking news. a 3.4 magnitude quake hitting the wine country within the last few minutes or so. it was centered in santa rosa about 5:45 this morning. kari hall has more on that quake for us. >> that 3.4 happened on the rogers fault as we are looking

at this information you can see where it happened just east oov sap that rosa. of course, earthquakes very common because that's what formed those mountains up there. sometimes we feel the earth literally moving and shaking. let's talk about santa cruz county and what they are doing right now to lift indoor mask requirements. it has a lot of bay area

counties taking notice as well. it comes amidst new data shows covid transmission rates are actually declining. sierra johnson is live in san francisco, a county talking about doing the very same thing. >> reporter: good morning. it's really about positive movement as you mentioned. the covid rates are falling and vaccination rates are increasing in many bay area communities. that's what really led health leaders in santa cruz county to drop that mandate. the county has dropped into the moderate transmission range. according to the cdc, it's that threshold that is enough to lift that indoor mask rule. some business owners in santa cruz said they plan on keeping their own rules in place for a couple of weeks. in san mateo county health

officials say they will considering relaxing the rule based on transmission rates. san francisco mayor london breed says her team will continue to keep an eye on the data. >> we're seeing the numbers decline. in fact, many of the indoor venues, of course, require that people are vaccinated. >> reporter: california leads the nation in having one of the lowest covid transmission rates. right now we're rated substantial. every other state is rated in the high category. we'll continue to keep a close eye on this. here's a look at where the state stands when it comes to covid numbers. california's positivity rate is

low less than 1% back in june. then in august it went up more than 7%. since then it has been dropping and now sits at 2.5%. santa cruz county rate is just at 1%. happening now in washington, the clock is ticking down to a possible federal shutdown. lawmakers are confident they can still pass a spending bill to avoid it. chris pollone live on capitol hill with the latest. >> the senate is set to vote in just a couple of hours on a bill that would keep the federal government open for the next couple of months. less certain is a vote on the

infrastructure bill. progressives threatening to scuttle that. alameda county deputies are talking about busting what they believe is one of the biggest illegal pot growing operations in the state. they posted photos on social media of the bust including 100,000 plants. they're not saying exactly where that bust was made other than somewhere in the east bay. the changeover complete in the san francisco uh city attorney's office. outgoing attorney dennis herrera is moving over to lead the public utilities commission. a special election will have to be held within 140 days. two oakland schools are dealing with fleas. starting today the two

elementary schools will be closed for two days for deep cleaning. those schools share a campus which backs up to a wooded area. leaders say there have been some issues with raccoons and experts believe that may have led to the infestation. let's take a live look at oracle park in san francisco where the giants are taking on the diamondbacks tonight. let's talk about how the weather is looking for fans heading into that game. >> it's going to be a very nice evening heading out for the game. it's been pretty breezy out there and we are going to be watching that as our temperatures will be in the 60s. a red flag warning continues for parts of the north bay until about 11:00 this morning. wind gusts up to about 35 miles per hour and the relative humidity is dropping very low. san francisco headed up toward

73. during the game temperatures drop back to the 60s, so bring a jacket. inland areas reaching up to 92 in antioch today and 86 in santa rosa. morgan hill will reach into the upper 80s. overall we are looking at some good weather. >> i want to show folks this video and a live look out here on quimby road eastbound away from white road and clam expressway and away from 101, 680, 280, the entire area. you see the flashing lights closing the east bay direction. we have video from earlier this morning. this fire apparently is coming out of the gas line. fire crews are on scene. they're going to let this burn for a while because they don't want to cap something off and spark maybe an explosion.

they're going to have the fire crew on scene controlling the heat and letting that stay as a relatively controlled burn for a while. that's why eastbound quimby is closed. here's the road map. you see slowing coming down to this intersection coming away from capital expressway. we're following that gas line fire near manila market. in the east bay this is the big traffic issue. west 24 we had an earlier car fire past highway 13. that cleared from the roadway. there is debris near the tunnel. everything else in that area moving smoothly. highway 4 over to i-80 a smooth

drive. traffic there as well as the rest of the bay not as heavy as yesterday. up near santa rosa there was a 3.4 earthquake this morning about 5:45. with the looming deed line for small businesses, the grants small business owners can still apply for the they're affected by the pandemic. plus, pulled from the ashes. we're talking about these little bears.

strong wind that shook the house. what a way to wake up this morning. my favorite is from saying they felt it, no damage. >> we'll continue to keep an eye on that. in the meantime, facebook could have a tough day today as some of its executives face a senate subcommittee investigating facebook and instagram's effect on mental health, particularly the mental health of teenagers. this comes after a series of cutting reports from the "wall street journal" that showed internal facebook memos and studies that raised the very same concerns. how tough are they? well, they haven't even heard anything yet and look what they're saying. the ranking committee leader saying mark zuckerberg's guiding principle is profit. the platform was fully aware that facebook had serious and harmful issues . the committee leader says,

quote, this hearing will exam the toxic effects of facebook and instagram on young people and ask tough questions about whether big tech companies are knowingly harming people and concealing that knowledge. the subcommittee is relying on internal facebook documents that the journal saw and now facebook has released so you can look at them yourself online. they look pretty bad. facebook says the employees who wrote them weren't being exact. like this one that reads, we, meaning instagram, make body image worse for girls. facebook has added a new addendum for congress trying to explain what they're seeing is not as bad as it sounds. wells fargo saying its work from home employees will work from home well into next year. this is the third time the bank has changed the target date for return to work. other companies are doing the same or not setting a date. nobody really knows what's going

to happen. it is time for "no time to die," the james bond film is on target for release here in america next week. it was supposed to be year and a half ago it was supposed to open. it's six years since the last bond film. the longest pause between bond films was "license to kill" in '89 and "golden eye" in '95. "the problem with jon stewart" debuts at midnight on apple tv. the latest ucla forecast predicting a slower and recovery in california that ultimately outpaces elsewhere. so far the state has recovered

last year. this year the job market is predicted to grow only about half as much compared to the national rate. 1.8% versus 3.7%. next year jobs in california should jump about 5%, versus about 3% across the u.s., meaning the recovery here will be later but also faster. today is the deadline for small businesses to get state relief during the pandemic. here's what you need to know. applications are being evaluated based on impact of covid. to qualify, small businesses need to have between 1,000 to $2.5 million in yearly gross revenue based on tax returns. nonprofits are eligible. >> they need to present documents proving they were operating before june 5th, 2019.

they need to have the tax return for 2019 and also the legal documents for the business. >> this can really had some help. businesses can get up to $25,000 in grants. the deadline to file is 5:00 p.m. today. >> trending this morning, a new lease on life. four bear cubs including triple bears who became orphans after the dixie fire now have are a new home. san diego's ramona wildlife received them to their campus. one is still being treated for burns. they are being quarantined indoor. once that period is over they'll be moved to a larger outdoor enclosure and once they're strong enough released back into the wild. sometimes we have a dance

there, mike? >> as we approach friday we expect traffic to be lighter but it's not necessarily the case. we've been seeing the backup here at the toll plaza. we've had almost 45 minutes of backup and it's still not fully full. the caldecott tunnel is fine. the latest crash should be cleared from lanes around highway 13 toward the maze. the rest of the bay shows a smoother drive, a lighter flow of traffic. no major problems for 580 out of altamont.

we've got about 45 minutes before sunrise. we had a bad way to wake up this morning with people in the north bay feeling an earthquake most likely happening on the rogers fault in the north bay. it's been a long time. it mainly is very inactive. the last major earthquake happened back in the 1600s. so it ruptures every 200 years and has been dormant for about 300 years. that's something to watch. of course with a lot of people dealing with that, some people said it felt like a burst of wind. that's because we've seen gusty winds in the north bay with this red flag warning which continues. elevations over 1,000 feet kicking up to about 35 miles an hour. we have to keep a close eye on that. looking at our forecast for today in the east bay, it will

be warmer this afternoon reaching into the upper 80s for later today. antioch reaching 92. still 70s near the coastline staying very comfortable. looking ahead, we are all dry. it's going to feel like summer this weekend. next week we get a blast of fall. we will definitely have a big cooldown. going from the upper 80s and low 90s to by next weekend highs in the upper 60s and low 70s. now we turn to our climate in crisis. >> it's time to move some of my summer clothes to the back of

welcome back. it is 6:26. the nba clarifying its position on players who miss games for refusing to be vaccinated. san francisco along with new york have mandates requiring home players be fully vaccinated. among those standing to lose a significant sum of money, warriors andrew wiggins. players will not get paid when they have to sit out. for wiggins that would amount to $15 million. apparently earn has a take, that includes senator texas ted cruz saying he stands with unvaccinated players even though he himself is vaccinated. top stories today include looming evictions. we have live team coverage coming up next.

good morning on this thursday. thank you so much for starting your morning with us. i'm marcus gton. >> and i'm laura garcia. op in the north bay experiencing a 3.4 magnitude quake this morning. no reports of damage but a lot of people in that area saying they felt it. it wasn't too strong. >> meteorologist kari hall has been monitoring those situations. what fault are we talking about? >> this is the rogers creek fault. it is one of those lesser known faults that are still very active and do very often produce small earthquakes as we are getting that movement and the shaking this morning from this fault.

3.4 happened about 45 minutes ago. still a lot of people were shaken out of bed, probably still talking about it. of course we are following this, because once again it is one of those lesser known faults. the last major eruption that happened there was in 1690. so it's been a long time, but still pretty active. the reason why we've those mountains in the north bay. we'll talk more about this and the winds in the forecast coming up. we are also staying on top of breaking news on san jose's east side. a gasoline on fire at quimby road and south white road. firefighters are dousing the line with water. they're letting the fire burn out. pg&e is there as well. no evacuations to report but a lot of crews out there. portions of quimby road near that gas line remain closed. mike is keeping tabs on the closures to see if there are any

backups. the clock is about to run out for thousands trying to make it in the bay. as the state's eviction moratorium expires, housing situations everywhere on the line. >> we'll walk you how to sign up for last-minute relief. bob o'dell is live to talk about how the end of the moratorium will impact a lot of californians. >> reporter: this eviction moratorium ending today means if a landlord wants to evict they can begin that process tomorrow for renters behind on their rent due to the pandemic. even though the moratorium ends today, renters, even landlords can still apply for the billions of dollars in covid-19 relief available from the state of california.

as of monday, more than 300,000 households have applied for assistance, asking for nearly $3 billion. the state has paid nearly 650 million to about 55,000 households so far. the state has approved another 950 million in assistance that is in the process of being paid. the census bureau conducts pulse surveys to get a feel for how americans are faring on a range of topics. the latest data ending on september 11th reveals more than 600,000 californians are not current on their rent and believe they could be at risk for eviction. some housing experts say landlords have also struggled. deborah carlton executive vice president for the california apartment association says more

than 50% of the housing for california are situated in small units. she says the pandemic has hurt a number of small mom and pop landlords. >> we certainly want to keep people in place. i know rental property owners are in the business of providing housing. it's not valuable at all for anybody, not even the rental property owner, to evict a tenant because it's expensive, time consuming and you end up with a vacant unit. we want landlords to get the rent so they don't end up in foreclosure. >> reporter: tomorrow she does not expect to see an eviction cliff. state law protects landlords and tenants applying for that

covid-19 relief. >> let's bring in consumer investigator chris camora this morning. >> let's talk about some confusion. the state eviction moratorium expires today and the state has been urging tenants to apply for help. there has been this notion on social media that the program is ending. it is absolutely not ending today. it's actually continuing. the california covid-19 rent relief program is planning to keep running until the money runs out. eviction experts are telling us you should still apply if you have a covid-19 hardship and do it as soon as possible. >> it's not just based on a certain amount of rent. it's really based on what rent do you owe and that is legitimately the rent that you haven't been able to pay because of the pandemic. >> let's look at it.

the rent relief available, help paying 100% of rent and utilities, back rent as far back as april of this year and future rent and utilities up to the next year and a half. that is potentially a huge help for families. >> i know a lot of people are hearing about this. talk to us about who can apply. >> everybody can apply. let's look at who is eligible for it. you got to live in california. someone in your household must have experienced a covid-19 financial hardship, a loss of wages or increase in expenses. your income has to be less than 80% of the county median. in santa clara county for a family of four that's $117,000 a year. the application will help you figure all that out. >> how do people apply? >> two ways, online or by phone. online is housingiskey.com or

mayor shaft is being termed out. it is friday eve. let's bring in meteorologist kari hall with a look at things for the weekend. >> as you start to make some plans you may be wondering what's going on around the bay area. it's going to be warm. the trivalley with a look at the taste of africa happening saturday. this is downtown, it's going to make it up to about 90 degrees during the middle of the day with sunshine in the forecast. if you're planning to head down to the pumpkin farms, we are going to see temperatures in the south bay reaching up to about 84 degrees saturday. of course you want to get there before the big crowds. we are going to see cooler coastal temperatures, very nice in santa cruz, a lot of nine,

upper 70s all throughouting the weekend for those high temperatures. sonoma going from the upper 80s tomorrow to 92 degrees on sunday. >> i want to touch on the breaking news. the video you saw was water being sprayed onto a gas line on fire just off quimby road and white road. it is east of capital expressway. going away from the expressway, that direction is blocked because of that gas fire. it's around the marina market, carl's junior. it's right by those, opposite side of the roadway from the chevron station. that will affect folks on quimby road. fremont, south 880, the crash cleared there and the crash on 24 also cleared. we'll talk about an issue for vallejo coming up.

good thursday morning. it's almost time to wake the kids up and get t chilly start at 50 degrees. a jacket for the the day but air-conditioner on in the pickup line. it will be in the low 80s. picking up, the volume at the bay bridge still not fully packed in, but it is full for most of the lanes. we'll show you why it might be a little bit loose other at the toll plaza because of other slowing. 6:46 right now. today is the deadline for health care workers across the state to prove they're vaccinated or lose their jobs. same for employees in the city of san jose. chris sanchez has the impact this could have on the community. >> reporter: here in the city of san jose the vast majority of

workers have already provided their proof of vaccination except for a pretty vocal few people. let's talk about those vaccination rates overall. 91% across city employees, all departments. that includes 87% of all people who work for the city of san jose police department, which includes 1100 plus officers. 92% of san jose fire department staff. both unions are pushing the city for flexibility in the remaining employees who are either unvaccinated or don't want to provide proof of vaccination. today is also the deadline for health care workers to show their proof of vaccination. as of two weeks ago 90% of kaiser employees were fully vaccinated, 94% of stanford health care workers. protesters have ralied outside

san jose city hall. protesters are going to raise their voices in contra contra county in martinez today there is a rally planned. the government not going to shut down any time soon. the bad news, congress has accomplished nothing else. >> so much to do but little progress on anything. >> even a deal to keep the government open is a continuing resolution. that's the washington equivalent of kicking the can down the road. the road is only until december 3rd. the government has until the end of today before it runs out of money. the continuing resolution will get a vote today and senators have promised to vote yes. >> we have an agreement on the continuing resolution to prevent the government shutdown and we should be voting on that

tomorrow morning. so i'm going to make that an order now. >> that should come any time. the agreement to keep the government open does not include the debt ceiling. that is still dangling over every american. the american economy faces a crisis if the government doesn't pay its debt. there may be a vote in the house today on one of two bills. the infrastructure bill, though it's looking less and less likely. this is a bill most people, republicans and democrats, seem to like. this other bill, the much more expensive build back better bill is facing opposition from all republicans and several democrats. as we were discussing yesterday, liberals were promised these would be put up for a vote together. if they're split apart, some of the left wing will vote against

it. congress did get together to play ball on one issue, the annual congressional baseball game. republicans won. you can look at this video one of two ways. one, at least they're cooperating on something. it's time to get a look at the forecast. meteorologist kari hall has a look at that. >> some people were up early in the north bay this morning because of that earthquake rattling them out of bed about an hour ago. let's talk about this lesser known rogers fault it happened on this morning. very often it produces small earthquakes because the last major earthquake we had was around 1700. of course it's been very dormant

for a long period of time. so we're watching that as we've also had some gusty winds and fires burning around northern california. that's contributing to how much smoke we're seeing coming in. the air quality moderate for the coast and the bay . if you're sensitive about smoke you should limit your time outside today. we're headed towards 73 in san francisco, 84 in palo alto and 89 in livermore. the inland east bay up to about 92 degrees. it's going to be hot throughout the weekend, all dry, nothing happening across the region because high pressure is keeping it all away. but we are going to see a very strong front early next week. we will get a big cooldown by the middle of next week.

san jose with a hot weekend ahead. next weekend it does look much cooler. in fact we may only be at about 70 degrees for highs next weekend. this weekend feeling like summer, valley temperatures reaching the low to mid 90s and then cooling down by the middle of next week, while san francisco will see temperatures at about the low 70s from now through the next several days. mike, you were following breaking news? >> it's turned out it's not breaking news, which is great. over in the north bay it's highway 37 at 29. that crash that did pop up in vallejo is not a problem. it did show up on the map. slowing through richmond plus 24 getting over toward the maze because of earlier crashes may have made the bay bridge toll
