capitol hill friday night to unite a splintered party and save his >> it doesn't matter when. it doesn't matter whether it's weeks. we're going to get it done. >> reporter: the rare presidential visit comes at the end of a long week of negotiations between the white house, democratic leadership, progressives and moderates. but no deal. >> speaker pelosi, will there be a vote today? >> when we have the vote. >> reporter: behind closed doors, biden told democrats both sides would have to compromise. the bipartisan infrastructure bill would have to wait and the $3.5 trillion social safety net would be scaled back to as little as $1.9 trillion. >> is this a setback for the president's agenda and democratic agenda? >> i think if we get it done it will be a victory. the question is when do we get that victory. >> reporter: the breakdown, moderates demanded a vote on the bipartisan bill this week.

they argue an infusion of cash for infrastructure would help the economy, the country and biden's sagging poll numbers. it spends a trillion dollars for bridges and highways, electric vehicles and to expand high-speed internet. >> the president said we're going to get both bills done. in order to get that done we have to get this agreement on the reconciliation. >> reporter: progressives withholding their support until they have an iron clad commitment on a major bill filled with their priorities. those priorities provide government help from cradle to grave, including paid family leave, universal preschool and community college and home-based care for the elderly. it also tackles climate change. who will pay for it? corporations and the wealthiest americans by raising taxes. >> we need a vote. we need to be real. are we going to deliver universal pre-k to this country or not? >> reporter: two senators are trying to slow down the process. kyrsten sinema of arizona and

joe manchin of west virginia are demanding a slimmer bill. >> how do you get there, though? >> we're talking to each other. we're finding common ground. we're legislating. that's what people don't realize. >> reporter: overnight josh gottheimer released a scathing statement saying a far-left faction have undermined action and blocked a vote. moderates are frustrated and show that democrats still have a lot of work to do to pass the president's agenda. >> could be a long several weeks ahead. leigh ann, thank you. this is a critical moment in joe biden's presidency. with his own party at odds as you just heard and the president in desperate need of a legislative victory, nbc's monica alba has been working her sources overnight. she's at the white house with more. monica, good morning to you. good to see you. >> reporter: kristen, good morning. that's right, this was the most personal and direct engagement from president biden so far in

the negotiating process. but white house officials concede there's still a ton of work to do to get these spending bills from impasse to passed. the president had been largely behind the scenes this week but aides felt it was important for him to go to the hill as a political peace maker of sorts, urging patience, but also acknowledging that both pieces of infrastructure legislation are linked together. meaning one vote was simply not going to materialize without a clear outcome for the other. bottom line, the once frantic urgency from september has now been tempered, with the white house blowing past its timetable and president biden will now travel to his home in delaware this weekend, given there is no expected action on the hill before monday. the president told lawmakers yesterday he does accept that the $3.5 trillion price tag on the social safety net package will be slashed dramatically and argued a smaller bill can still have a, quote, historic investment. next week the president is set to leave d.c. and take his plan

to the american people, but it's unclear whether the president will be able to tout any significant process by then or whether intraparty fighting will delay it further. kristen, peter. >> all right, monica alba at the white house. monica, thank you. so we want to bring in nbc news political analyst claire mccaskill, a former democratic senator from missouri. claire, good morning. as a democrat, a lot of this is in your team's court, so to speak, right now. the president said it doesn't matter if it happens in six days or six weeks, but you know how washington works. momentum is everything and you often need a deadline. with that timeline, are you concerned that nothing gets done here? >> i think everybody is feeling a lot of pressure, peter. you know, this really kind of reminds me of when there is maybe the most turbulence in an airplane right before landing. and the captain comes on the microphone and calms everyone down and says, hey, everybody, everything is fine. it's just a little turbulence. that's kind of what joe biden

did yesterday. he told everybody this is what happens when you have differing opinions on a bill of this size and scope. >> well, you talk about the pressure that everyone feels, but of course you still have progressives and moderates sharply divided. and frankly digging in to some extent. how can they govern, and can the president unify his party to get this done? >> i think every democrat on capitol hill knows what's at stake here. it's about the size and the scope, kristen, it's not about the policies. you know, this is going to be the party that brings paid family leave. and i think that's important to point out this morning because we're all happy to see you back. you work for a company that provided you time with your baby but there are millions of women across this country that don't have the ability to take the leave they need when they have a baby or have an illness. that is wildly popular and

popular with every democrat. it's now about finding the size and scope that will be comfortable for everyone. that's always the hardest part. but as the congresswoman said, they're legislating. this is what it looks like when they have differences of opinion. i'm pretty confident they'll get this across the finish line. >> you know the president has had a rough couple of months with the withdrawal from afghanistan, the recent covid issues and board are issues that have received headlines as well. you said all democrats know the stakes here but for the president himself, what is at risk if he isn't able to deliver on his signature policies? >> obviously he's got to get the infrastructure bill across the finish line. it is a bipartisan -- we finally would have an infrastructure week in the united states even though it was talked about for four weeks under the former president. and this other bill is really transformational in terms of changing some of the rules about how families live and work and get health care in this country. so even if it's not as big, even

if it's dramatically smaller, it's going to have a big impact and he needs it. that's why i think he'll get it done. he knows how capitol hill works more so than any president than lbj. >> no doubt we'll be talking about this for the next several weeks. senator mccaskill, always nice to see you, thanks very much. >> thank you. we want to turn to the other big story and the battle against the coronavirus. there is some positive news from drug maker merck, announcing on friday that it has an experimental pill, a potential game-changer in the fight against covid. it comes as the number of covid deaths doubled between august and september. even as the u.s. saw a 15% decline in cases and hospitalizations over the past week, nbc's kathy park is in new york with the very latest there. kathy, good morning to you. >> reporter: kristen, good morning to you and welcome back. this week the u.s. crossed more than 700,000 covid deaths since the start of the pandemic. while this fight isn't over,

some health experts say that this anti-viral pill is a game-changer. another potential breakthrough in the fight against the pandemic. drug maker merck announced friday that it's new experimental pill, the first of its kind, cuts the risk of hospitalization and death by 50% when given to patients recently infected with the virus. >> this is a pill you can take at home and will significantly reduce the risk that you either ultimately are hospitalized or more importantly that you would ever face the unfortunate outcome of hi currently remdesivir is the only approved antiviral drug in the u.s. but needs to be given by iv or injection. merck will seek emergency use for its pill. >> this is to protect people from the worst outcome of covid. >> out of california, they will

require it once the shot receives final approval. the first of its kind mandate will taking place in two phases. >> they're getting our economy moving, getting our kids educated. >> reporter: across the country, the divide is deepening in schools over policies. a group of teachers asked the u.s. supreme court to block the vaccine mandate before it's enforced monday. justice sonia sotomayor denied the request and parents from coast to coast are pushing back too. >> come on, come on. officers. >> reporter: with frustrations boiling over, the national school board's association is asking the white house for help writing the growing number of threats against public school officials could be equivalent to a form of domestic terrorism and hate crimes. and back here in new york city, the vaccination rate among public school employees jumped

to 90% ahead of monday's mandate. those who didn't provide proof of vaccination by close of business yesterday will now be knocked off the payroll. kristen, peter. >> yet another flash point. kathy park, thank you. to texas where the controversial abortion law is now in the hands of a federal judge after the biden administration went to court urging him to block it. emily is in los angeles with the latest. >> reporter: good morning, we're anticipating hundreds of women's marches to play out across the country. thousands of people expected to descend on washington, d.c. alone in protest of texas's abortion law. some lawmakers already using texas as a blueprint for introducing similar legislation in their state. this morning, protests set to push on nationwide, now a month since one of the most restrictive abortion laws in the country went into effect. with the future of the controversial law unclear, as an

obama appointed federal judge considers whether or not to block sb 8 which bans abortions once a fetal heart beat is detected, as early as the 6th week of pregnancy before many women know their pregnant. the law at the center of three hours of arguments friday, between the department of justice and the texas attorney general's office. judge did not say when he would rule but pressed texas lawyers on the law's very unusual nature which empowers private citizens to sue abortion providers. >> the texas heartbeat law takes the state out of the whole enchilada entirely. instead, enforcement is delegated to private citizens. >> reporter: abortion providers say they now feel like they're wearing a target. >> the state has placed a $10,000 bounty on our head. >> reporter: just over half of americans support legal abortions in all or most cases, fueling competing marches nationwide. on capitol hill this week, congresswoman cori bush taking a

stand against restrictive abortion bills, opening up about being raped on a church trip. >> during my first visit i found out that i was nine weeks pregnant and then there the panic set in. how could i make this pregnancy work? >> reporter: across the aisle, impassioned pleas pouring in to consider the unborn. >> i would not be here had it not been for the very brave choice that my mother made 33 years ago. there's been a lot of talk about justice here today. what about the justice for those unborn? >> reporter: the supreme court is expected to take up a challenge to roe v. wade by the end of the year. many questioning if the high court's conservative majority will overturn the landmark decision protecting abortion rights. peter, kristen. >> emilie, thank you. we want to head overseas where north korea says it has test-fired a new antiaircraft missile. it's the country's fourth

weapons launch in recent weeks. experts say the show of force is part of a strategy to get relief from u.s.-led sanctions. talks to get north korea to abandon its nuclear arsenal have been unsuccessful for the past two years. back at home it's a gorgeous saturday. dylan is out on maternity leave. somara theodore is here helping us out. >> things are looking really awesome but we're going to take a trip to the tropics. check out this video from inside the hurricane captured on sail drone. calling this a world first as the drone surfed into the atlantic. the drone had to deal with 50-foot waves and wind speeds of 120 miles per hour. noaa hopes the drone will help it better forecast hurricanes in the future. that is pretty incredible stuff. we're so accustomed of being left in awe by the visuals from hurricane hunters in the sky, it's nice to see that in the

water. it shows the sheer magnitude and power of these storms. you just saw hurricane sam from the water. take a look at it in space. it also has a friend out there, tropical storm victor. so we've got two named storms here. as far as hurricane sam, it's a category 4 so it's a very strong storm. in fact i think i've been reporting that a category 3 and 4 for the past week. here's the latest track. good news, it's going to stay away from bermuda but will whip up some really high cur

baby a family name. russell is named after brian's dad and james is dylan's father. so our biggest congratulations to that new family of five. it was nice to see them on the air a little earlier this week. >> and dylan talked about how both of their fathers got emotional when they heard that. pretty nice. >> they've their hands full in that household these days. we want to begin with a check of the headlines right now. it is congress that went home for the weekend without voting on one of the white house's signature priorities, a trillion dollar bill to face the nation's aging infrastructure. president biden making a visit to capitol hill friday urging his party to come together and finalize a deal. progressive democrats say they're withholding support for the bipartisan infrastructure bill until they get a commitment on a separate social safety net bill. that plan provides funding for health care, education and climate change. conspiracy theorist alex jones may have to pay a fortune for calling the sandy hook elementary school massacre a, quote, giant hoax.

a texas judge issued a default judgment in defamation lawsuits filed by the parents of two first graders killed in the 2012 shooting. she said the infowars host and his company are liable for all damages after jones failed to produce evidence to back up his claims. he later did admit the shootings were real. a jury will decide how much jones will pay the parents of the two children who were gunned down along with 18 classmates and six school staffers. the powerball jackpot is now at record levels and it is still growing ahead of tonight's drawing. the top power prize is now more than $635 million. the sixth biggest jackpot ever. most winners take the lump sum payout. if you win tonight that would be a cool $450 million. the pot has been growing since early in june. that was the last time there was a powerball winner. but just before you announce an early retirement, your chances

of winning are 1 in 292 million. well, also this morning, a scandal is shaking up the national women's soccer league. all games have been suspended this weekend to give the players some time to heal after several women came forward accusing former coach paul riley of inappropriate behavior. nbc's sam brock has been following this and is in miami with more. sam, good morning to you. >> reporter: kristen, good morning. welcome back. great to speak with you. these accusations are serious enough that fifa is now investigating. we're talking about women from three different teams spanning more than a decade of paul riley's career speaking out now about alleged inappropriate behavior and coercion. kristen, just as disturbing of the accusations is the prospect the league heard what was going on and failed to act in a meaningful way. >> marta, the goal for the pride! >> reporter: there won't be any national women's soccer league games this weekend. all five matches have been

suspended after a damning report in "the athletic" where a reporter speaks to roughly a dozen women who said north carolina coach paul riley sent them inappropriate pictures, made remarks about their weight and sexual orientation. >> there was this culture of both normalized behavior but also verbal abuse that everyone else really spoke to. >> reporter: for two players, the accusations were more serious. farley in particular spoke of instances of sexual coercion. >> the first time that she felt coerced, that's the word that she uses, that they went into a room together and something happened in that room and then it happened again two more times. >> reporter: riley was fired on thursday. nbc news was unable to reach him for comment. he vehemently denied any suggestion he slept with or coerced players or was verbally abusive to "the athletic." he did concede there's a chance i've said something along the

way that offended someone. reaction from the most decorated athletes was immediate. alex morgan tweeting the league was informed of these allegations multiple times and refused multiple times to investigate the allegations. her fellow olympian, megan rapinoe, adding men protecting men who are abusing women. and more fallout overnight. the nwsl announcing it's accepted the resignation of league commissioner lisa baird, who earlier in the day accepted full responsibility and apologized for the pain the players are feeling. >> who do you think bears the most responsibility for not acting? >> i do think that most of the weight of this does have to fall to the nwsl as the actual front office running the league. >> reporter: and the national women's soccer league says it is launching an investigation immediately into what happened and has set up an anonymous reporting system where players can text their concerns and have them examined immediately. peter and kristen, back to you. >> there will be a lot of eyes

agenda. leigh ann caldwell is here in washington with the latest overnight developments. leigh ann, good morning. >> reporter: good morning, peter. the democrats decided to hold off voting on their $1 trillion bipartisan infrastructure bill because they just don't have the votes. the party is still divided on how to move forward and the hold-up is a separate multi trillion dollar social safety net and climate change plan that is not yet ready. president biden trekked to capitol hill friday night to unite a splintered party and save his agenda. >> it doesn't matter when. it doesn't matter whether it's in six minutes, six days or six weeks. we're going to get it done. >> reporter: the rare presidential visit comes at the end of a long week of negotiations between the white house, democratic leadership, progressives and moderates. but no deal. >> speaker pelosi, will there be a vote today? >> when we have the votes. >> reporter: behind closed doors, biden told democrats both sides would have to compromise. the bipartisan infrastructure

bill would have to wait and the $3.5 trillion$1.9 trillion. >> is this a setback for the president's agenda and the democratic agenda? >> i think if we get it done, it will be a victory. the question is when do we get that victory. >> reporter: the breakdown, moderates demandedipartisan bil. they argue an infusion of cash for america's outdated infrastructure would help the economy, the country, and biden's sagging poll numbers. the bill spends a trillion dollars to build bridges and highways, invest in public transportation and electric vehicles, and to expand high-speed internet. >> the president said we're going to get both bills done. in order to get that done we have to get this agreement on the reconciliation. >> reporter: progressives withholding their support until they have an iron clad commitment on a bill with their priorities. it includes federal help from

cradle to grave. it includes pre-k, and who will pay for it? corporations and the wealthiest americans by raising taxes. >> we need a vote. we need to be real. are we going to deliver universal pre-k to this country or not. >> reporter: two senators are trying to slow down the process. kyrsten sinema of arizona and joe manchin of west virginia are demanding a slimmer bill. >> how do you get there, though? >> we're talking to each other. we're finding common ground. we're legislating. that's what people don't realize. >> reporter: overnight moderate representative josh gottheimer of new jersey released a scathing statement saying, quote, a small far left faction of blocked a critical vote. moderates are from us rated the party is being pulled to the left and show democrats still have a lot of work to do to pass

the president's agenda. >> leigh ann caldwell, thank you very much. now to encouraging news in the battle against the coronavirus, as drug maker merck says it has an experimental pill that could be a potential game-changer in the fight against covid. nbc's kathy park has more from new york. kathy, good morning to you. >> reporter: hey, kristen. good morning to you. yeah, it's considered a game-changer because it's in pill form. the first of its kind. health experts say that it could reach more people and potentially save thousands more lives. yesterday merck's ceo said if this drug is taken early on at the first sign of infection, it could potentially reduce the risk of hospitalization or deaths by 50% among covid patients. right now remdesivir is the only anti-viral therapy approved by the fda. however, it needs to be administered via iv or injection so merck says it will move forward quickly to submit an emergency use application.

that's for sure. somara, how about another check of the forecast? >> things are looking amazing, my friends. on the east coast we have gotten spoiled by this great weather but it's about to change. take a look at the weekend storms that we have setting up shop from the great lakes right on down into texas, arkansas. the front is moving pretty slowly to the east from the midwest and we'll see areas of very heavy rain around the mississippi valley. we're going to track these showers and storms sweeping through the ohio valley into the west virginia panhandle, mid-atlantic, all the way up to new england and down to the southeast through your sunday night. rainfall forecast, we could see 1 to 2 inches of rain little rock to parts of western tennessee, southern missouri. flash flooding is going to be a big concern there because the grounds are already saturated. now, while that rain is headed towards the east coast, back west they're going to be experiencing plenty of sunshine. and we do have that wildfire smoke out in cal

wouldn't kick in immediately. i had the incredible gift of being able to help catch her in the hospital as she was being born. i was the first set of hands to touch her. and in that moment i was just margot's mom. >> kristen definitely has the mom gene. it came right out the minute margot was there. >> it's our favorite thing to do to hold hands, right? we held hands the first moment you were born, right, when mommy got to hold you, and you held on to my finger and it meant so much. >> there are times where i'll be on the other side of the room and i'll see how she's interacting with margot. just something flutters inside you. >> i miss her when i put her to bed at night. sometimes i sneak into her room because i miss her so much and i love her so much. >> it is taco tuesday. there you go. >> it's taco tuesday. >> it has been really challenging to parent in a

margot. we've had a lot of time to spend time but for you what has been the best part of these last four months? >> it's been so wonderful we' friends and family like your family and the girls. that has been so special. but i think having those moments with just the three of us building a family of three, that moment when we first brought margot home from the hospital, john and i were a little nervous making sure that we knew exactly what to do, how to change her diapers, how to get her into bed, but we are just so incredibly bonded as a family. i think for me and for john, we are now margot's parents. that comes first. she's the love of our lives. she's spitting up a little bit. and that's a part of raising a baby. that's what it looks like. >> john, rule number one is to be not to bounce a baby on your knee after a bottle of milk. we're getting there. john, for you, if i can, this girl, i like to call her baby john hughes because she looks so much like her dad. mind you, she wears a notre dame

fighting irish ones so she's got some of your genes as well here. for you, though, what are you seeing in terms of her personality? >> well, she -- yeah, she definitely has my cheeks and she has my appetite, no doubt about it. but her personality is all mom. she's fiesty, she knows what she wants. but she also has a huge smile to light up any room. so it's great to see that combination. >> well, when i think about some of my favorites moments, it's seeing john with margot. john, that's so sweet of you to say. and this is the first morning i've left, john, so how's it going there? it looks like things are going pretty well. it looks like you're holding down the fort. >> well, you've seen a few live tv moments so far, but yeah, no, we're doing great. we're both enjoying the moment and peter is absolutely right. if you were to pan left or right, you'd see pacifiers and burp cloths everywhere. we're doing great. we're doing great.

kira klapper, a developing story in the east bay. crews are working to repair a massive water main break. minutes ago we learned that water has been restored to all homes, schools and businesses in the area. and eight inch pipe bursts before 1:00 yesterday. it ruptured the pavement and gushing thousands of gallons of water into the street and into san ramon creek. the area is still blocked off. it's an ongoing issue for the utility as it works to replace hundreds of miles of old pipes in that system. a new covid vaccine mandate for one bay area school district, the west contra costa school board approved mandates for school employees and for older students. students 12 and older required to be vaccinated against covid. eligible students must show
