the start of our day. >> yes. there is a lot of changes headed our way as we're waking up this morning. don't be surprised if you have to turn on the windshield wipers a bit. we have this cold front sweeping through bringing in a lot of clouds and moisture. we're starting out with a cool morning. this is where we're headed, up to 70 degrees. it will be clearing out today and we'll see temperatures in spots like martinez in the 60s. i'll have more coming up in a few minutes. it could happen as soon as today. bay area officials are expected to announce criteria for ending mask mandates. most of the bay area still requires masks indoors with the

exception of solano county, who never issued a mask mandate. this sounds like pretty exciting news for a lot of people out there. >> reporter: for months that mask has become a part of you. when you left the house, the mask typically left the house with you. but we've seen rates slowing and transmission rates decreasing. we're expecting to hear news from bay area health leaders about possible loosening of the mask mandates. every county in the bay area except for solano county has an indoor mask mandate, put back in place in early august as the delta variant began to spread rapidly. health leaders are expected to utilize transmission rates and data for determining guidelines for lifting those rules.

while some business owners are ready to drop the mandate, a legal epidemiologist say the rules may not be so cut and dried. >> we've lost a ton of business for people wanting to work out but not feeling comfortable with the mask on. >> i expect that the masks would not be mandaory in that setting. >> reporter: we will continue to keep a close eye on all of the local health departments here in the bay area. as we go throughout our day, i know some folks may forget where they need to wear their masks, where they're not required to wear their masks. we have all of that information listed on our nbcbayarea.com. click on your county to see what the mask requirements are there in your county.

>> a final decision is likely to come down to the numbers. the positivity rate in san francisco on june 15th when the state first ended the indoor mask mandate was at .4%. right now it's at .6%. the other numbers we're keeping a close eye on would be the case rate. back in june san francisco had a rate of 1.2 cases per 100,000 people. right now it's six times as high. one of the most restrictive abortion laws in the countries has been dealt a major blow. the law prohibits abortion after fetal cardiac activity can be detected. the judge's ruling is drawing a mix of criticism. an anti-abortion group is

slamming the decision. in a statement planned parenthood praised the judge's decision, but says the fight is far from over. no word yet if clinics will resume services in texas. president biden is going to chicago today to talk about vaccine mandates. but in washington there appears to be movement on increasing the nation's debt limit. lawmakers have just 11 days to pass a debt limit increase. a default would likely trigger a recession and rattle the world's financial markets. chris pollone has more from capitol hill. >> reporter: good morning. if negotiations go well today, the senate could vote to increase the nation's debt limit, avoiding a financial crisis for at least a couple of months. the senate majority leader saying late last night that there still are some minor details to work out. >> we're making good progress. we're not there yet, but i hope we can come to an agreement

tomorrow. >> i'm not going to vote for the ceiling increase. i'm just not. >> reporter: for weeks republicans have blocked democrats' attempts protesting the biden administration's future spending goals, including a $3.5 trillion social program and climate change bill by potentially defaulting on spending largely incurred during the trump administration. mitch mcconnell appears to let the debt limit raise with a simple majority, but with a fixed amount of money and only until december. meantime the treasury is set to run out of money to pay the nation's bills by october 18th, social security checks and military pay hanging in the balance. >> thank you. new details this morning about an officer-involved shooting in the north bay. napa police telling us that yesterday afternoon officers were called to a family fight.

neighbors told police that a 26-year-old man was pointing a gun at his father in front of their home on pear tree lane. as officers got close to the home, they say they heard shots. when they arrived they say the suspect acted in a threatening manner. one officer shoot the man. he was rushed to the hospital where he is still being treated. the name of the suspect has not be released and the officer is on paid administrative leave. it also removes a layer of risk for the burn bosses if the fire burns out of control. prescribed fires are a crucial tool used before fire season to clear out dry brush. a live look outside this morning in san jose, waiting for the sun's arrival, feeling a little fall-like out there. how do you dress the kids before

comes after former facebook employee turned whistleblower frances haugen showed congress internal documents showing employees at facebook were worried about the very same thing, that their products could do harm, particularly to children. general motors says it will put all efforts into going electric. this is one of their current cars, the cadillac lyric. tesla, of course, pioneered electric cars and as a company it's worth far more than general motors or ford or any other car company. teslas are great cars, but their appeal for many drivers is about range and other car companies are starting to catch up. on musk's other company spacex far ahead of its competitor boeing as both companies race to build space capsules. spacex has already sent astronauts to space. boeing, meanwhile, has more

delays, meaning astronauts will not go to space this year. instead they'll go to the space station on a spacex rocket. we're seeing positive progress on the debt ceiling in washington. we'll talk politics in about 30 minutes. and donald trump's lawsuit against youtube is coming out to california. trump had sued youtube in florida, demanding youtube let him back on the service. a judge there said youtube's terms of service means it has to be adjudicated in northern california. mr. trump is also suing twitter, demanding he be let back on there as well. twitter says it's a private business and should be allowed to do as it wishes. both cases will be handled in northern california. halloween still weeks away, but the real scare isscenes. you probably noticed some empty

shelves in the stores and maybe even delays with your online orders. >> it's likely because more than 70 big cargo ships are anchored just waiting to unload. there are 1400 popup spirit halloween stores across the country still waiting for the remaining 20% of their merchandise. >> at this point in the season, historically we would have delivered probably 90% plus of our merchandise to our stores. today we're probably at 80%. we'll see the additional 20% by the third week in october. >> thankfully the port of oakland has already cleared its line of ships waiting to dock thanks to more dock workers and giant cranes. delays are still expected because there's a shortage of truck drivers as well.

that's how the weather might affect those chp reports. here's another view as the trivalley. a live look at dublin. it's a chilly start to this morning as we mentioned. some of these temperatures are going to stay on the cool side today. this time in october we're normally reaching 80 degrees in santa rosa. but today we're headed for 67. concord will be in the upper 60s. normal is 81 degrees. big changes here. we see some upper 60s in the so you shall -- south bay today. we're up to 70 today in antioch,

68 in martinez and for the coastline, upper 50s in half moon bay, daley city reaching 62. we're going to see some high temperatures in the upper 60s today for much of the north bay. we start out cloudy in some spots with very light mist and drizzle and some spotty light rain. it does clear out as we go into today. this afternoon is looking nice and sunny. by tomorrow we'll see a lot more sunshine once this system moves out. we're still left with the cool weather for the near term. but look how it looks going down the line for our inland spots. we're going to have a nice cool weekend. temperatures bump up a few degrees. look at the extended forecast for next week. it still doesn't look like we'll need the air-conditioning even toward the end of next week. we're still looking at changes here with a cool end to the

but a nice mild weekend. san francisco is mainly going to see temperatures continue in the 60s. as we turn to climate in crisis, we have a climate hack. >> love a good party, but it's a bummer that these balloons aren't more planet friendly. the environmental nature center says balloons put wildlife at risk. if they end up in the ocean, fish and birds can eat them. they can also cause power outages if they hit power lines. instead of using balloons, try making decorations out of recycled materials instead. things like pompoms. try make beautiful cloth banners out of old ballo

welcome to thursday morning. thanks so much for joining us. i'm laura garcia. >> i'm marcus washington. we're going to get to your micro climate forecast in just a bit. we have breaking news coming within the last 15 minutes. parents, you want to hear this, because pfizer says it is asking the fda for emergency use authorization for its vaccine for younger children. pfizer is the first drug company to ask for approval for its vaccine for kids age 5 to 11. the fda is going to consider the request later this month and a ruling could come between halloween and thanksgiving. we'll have this breaking news as we learn more for you. right now we want to get to meteorologist kari hall with a look at that forecast for us. >> getting ready to head out the door, you definitely need something warmer to put on. not only are we seeing cooler temperatures, but a lot of

clouds and in some spots even light showers coming down, especially in the north bay. as you step out the door in santa rosa, it's only 45 degrees. we see temperatures remain in the 40s for the next few hours, making it into the mid to upper 60s here as cooler weather settles in today. we're going to see it also clearing out by this afternoon and more of this kind of weather tomorrow before a weekend warmup. we'll talk about what's going on this weekend coming up in the forecast in about 8 minutes. police have arrested five people in connection with an armed crime spree throughout the east bay. >> what's remarkable here, the suspects are just little kids under the age of 16 including one in elementary school. >> reporter: correct, one just out of elementary school, we presume, because one of the suts is just 11 years old, the oldest 15 years old. we're talking about five

juveniles arrested in connection with a string of crimes throughout the east bay. the suspects allegedly carjacked someone on mondayoakland. then police say they p gun on a woman walking in downtown walnut creek, grabbed her hair, pulled her to the ground, stole her purse. she was not seriously hurt. on tuesday they allegedly stole a laptop from someone on the patio of pete's coffee shop in berkeley. here's a member of oakland's youth commission. >> we need to step back and see what are the needs, what are all the young people facing vulnerability and where can we as adults step in and ask young people whether they need or at least provide those support services so young people can be steered away from the system. >> reporter: police in berkeley spotted the suspects in the car they stole earlier in the week

based on license plate information from a witness of that laptop robbery. there was a pursuit, which ended when the suspects crashed the car into someone sitting on the bench. berkeley also reports some of the suspects were on pro bus station -- probation and wearing ankle monitors when they were taken into custody. >> hard to believe those ages, bob. thank you. this morning the covid summer surge seems to be over as cases nationwide are dropping. new infections are down 50% since september 1st. experts say they're encouraged by the decline. there have been over 44 million covid-19 cases since the start of the pandemic. here in california there have been 4 million total covid-19 cases. health leaders are urging people to get both their covid and flu shots. flu season is expected to be bad because the country has reduced

immunity following an all time low of flu cases last year, in part because we were all wearing our masks, washing our hands and social distancing to keep covid at bay. during the 2020 flu season, there were just 2,000 cases of flu in the u.s., compared to 35 million the year before. a booster clinic opens at 9:00 this morning. people eligible for pfizer's booster include those 65 and older, those with underlying medical conditions and those at higher risk of exposure to the virus because of their jobs. get vaccinated or get fired, according to the san francisco examiner about 300 drivers still

not fully vaccinated and they need to be by november 1st or they could be fired. there are concerns if they don't get vaccinated, there could be a service cut and many delays. new video giving us an up-close look at the ruptured pipeline that spewed crude oil into the waters around southern california. you can see there's more oil being released. the u.s. coast guard is looking into the cause of that leak, focusing on the movements of multiple ships anchored or moving near the oil platforms and over the pipelines. the oil spill dumped at least 126,000 gallons of crude oil into the pacific ocean. it's considered to be one of the largest oil spills ever seen in that area. for an in-depth look head to nbcbayarea.com where we've posted a link to details and all the latest developments including a timeline of events leading up to this bill. head to our home page or search for it on our mobile app.

state agricultural officials are ordering residents in parts of san jose not to move home grown fruits and vegetables out of the area. this comes after invasive fruit flies from asia were discovered near santa clara fairgrounds. the quarantine areas roughly bordered by this area. you're being asked to throw away home grown fruits and vegetables in the garbage disposal or double bag them if you throw them away. much colder temperatures are

likely to continue next week. this is really great news. >> i like to hear that. >> kari, you have a closer look at how things are potentially shaping up. >> right. we have some rain, a little bit of snow in the forecast for tahoe. you have to go into the upper elevations before you see some snow, but yes, rain in the forecast for early tomorrow morning. take a look at those high temperatures, only reaching 44 degrees. it will get milder as the weekend goes along and that weather system moves out. we're up to 60 degrees by sunday. i know san francisco is going to be the place to be this weekend with baseball if you're going out to oracle park to watch the game there. we're going to see temperatures throughout both days for friday and saturday staying in the low 60s at first pitch and dropping down to the upper 50s as the game goes along. it's going to be a chilly weekend out there at the eratures. if you're going to be watching

mitch mcconnell, who up until now had been blocking a solution in the senate says republicans will agree to extending the debt ceiling temporarily to december because we're up against a hard and fast deadline later some in washington are gloating a bit, putting this in terms of who wins and who loses but solving the debt ceiling even temporarily is not a part of the issue. there's no republican or democratic side to paying bills we already ran up. it's just responsible government. some did seem gleeful. mitch mcconnell came to the right decision. >> your reaction to mitch mcconnell? >> well, the latest news is that it looks like it just folded. >> paying bills is not a big decision. americans don't sit around at home around the kitchen table and declare victory because they decided to pay the mortgage.

president biden met with business leaders and banking leaders yesterday. those banking leaders warned of permanent damage to the economy if we didn't raise the debt ceiling. new polling from quinnipiac shows biden's approval rating falling to 38%, a new low. other polls put him in the 40s. president biden has nominated lucy ko to the ninth circuit court. she is known here in the bay area. her courtroom is in san jose. she's been the judge in very important cases, including the massive samsung versus apple lawsuit. lawyers from google and zoom have already faced her and she's got a very good reputation amongst almost all of them. ko talked a lot about her korean american upbringing. she was born in washington, d.c., but her mother escaped

management district launched a program called clean cars for all. it gives money to retire your old car. but you must use that money to buy a hybrid or electric car. you can get between $5,000 and $9,000 for your old car, but to qualify you must be a single person earning less than $51,000 a year or a family of four making less than $106,000 a year. that car can be turned in but it must be a 2005 or older. a live look in los angeles where city leaders approve one of the strictest vaccine mandates in the nation. it requires proof in bars, restaurants, malls and gyms. people with medical or religious exemptions must show a negative within 72 hours. the owner of one gym says he's ready to enforce the mandate. >> just have them have their card on file and it will always

cool weather for tomorrow as well. as we take a look at high temperatures today, it's been nice to get this break. on monday we started out with some low 90s in the south county. today it will stay in the upper 60s. a lot of these spots will not hit 70 degrees. so with the early clouds and the breezy winds, it's going to give us a nice taste of fall, reaching 65 in san mateo, san francisco headed toward the low 60s, downtown 62 degrees and upper 50s in the marina district, north bay temperatures reaching 67 in sonoma and 73 in ukiah. as we go through the forecast, we've been watching the clouds and light rain, mist and drizzle moving in. tomorrow we should really start to see all of this clearing out once that weather system pushes toward the south and east and we're left with cooler weather for quite a while. take a look at ukiah and our

ten-day forecast. we're going to reach the low 70s today, upper 60s tomorrow, then we go back to the upper 70s for the weekend. even in the extended forecast, looks like for the most part we can leave the air-conditioner off. a bit of a spike in temperatures by next friday, but our overall inland temperatures reach into the upper 60s today and tomorrow. the weekend we're in the upper 70s so we do warm up just a little bit but staying fairly mild into next week. for san francisco we have some nice weather in the weekend forecast with some mist and drizzle today. we are going to see more sunshine tomorrow, highs in the low 60s. of course we've been keeping an eye on the sky conditions. even though it will be chilly, the fog will be staying away and we'll see sunshine for saturday and gusty winds picking up early next week. looking all good and cool here, mike. hopefully it's chilled out there on the roads. >> pretty skill except for san

jose. heads-up northbound 280. this crash leaves debris across lanes. at least a couple affected, damage to a car, but no major injuries reported. also a concern, the backup. this is more of a concern, actually, because the bigger backup starts back at capital expressway. no reason given right here on the chp reports as far as crashes go. this is the same area that has had a tough drive all morning with the closure of north 680. north 680 is open, we just have more traffic flowing on the 101 right now. that's it for the south bay. a crash on the shoulder now, but a distraction heading south and slowing as the build happens out of brentwood, byron and discovery bay. that crash is on the shoulder, so we're just going to watch that. no problems out of the altamont pass. the bay bridge moving slowly.

the toll plaza, a line is starting to form for i-80 now. we talked about tahoe maybe having some inclement weather over the weekend. they're closing three passes this afternoon through saturday because of that weather. check out my twitter feed for the details. happening now, it will soon be easier for community college students to transfer to uc and cal state schools. governor newsom signing a new law that streamlines the process of college transfers. it also guarantees priority admission to cal state schools for students with associate degrees. the law also requires uc and cal state schools to accept a common set of courses community college students need to take to transfer. much more ahead, including a doctor taking a stand for the unvaccinated. why she quit her job over a vaccine mandate and the reason she says her employer is ethically wrong.

this morning we are hearing from the man who was attacked by a great white shark in the north bay over the weekend on sunday at salmon creek beach in bodega bay. eric steinly says his life. he was waiting to catch another wave when he felt that heavy clamp on his leg. he says he repeatedly hit that shark in the head. surfers and good samaritans raced to get him out of the water and apply pressure to his wound. and in a stroke of luck, one of those beach visitors happened to be a doctor who just happened oh to have a medical kit in his car. >> i looked at my leg. i'm like, i'm going to lose my leg. i don't know if i'll physically be able to surf. i'm not sure i can even walk. >> he was air lifted to the hospital. he has undergone two surgeries

now. the local surfing community has set up a go fund me page to help with his medical costs. a new expert is advising san francisco and the millennium tower on stopping the vehicle from sinking further. the building sank another inch which increased the tilting at the top from 7 inches to more than 22 inches towards fremont streak. a drilling expert has been hired by homeowners to advise them and the city on how to make sure further testing on a safe way to up stall steel support piles won't cause the building to lean even more. >> not to use the cliche, but if you're going to bomb the village to save it, it might turn out to be a terrible idea. >> the outside advisor now on board, engineers hope to resume testing next week.
