with us as we broadcast live on tv and stream live on nbcbayarea.com. >> i'm going to do a facebook live later today. ic we're talking about cooler temperatures over much of the bay area. how are we looking today? >> it looks so nice but cool for many of our micro climates. we're waking up to spotty light sprinkles. it's been in the north bay, but now starting to work into parts of the east bay with some very light showers, all apart of this cold front sweeping through. it's going to give us a cloudy start but it will clear out. temperatures start out in the upper 40s in the north bay. we have low 50s for much of the bay area. we're headed for the 60s and 70s for today. we'll talk about the changes ahead in our weekend forecast coming up in a few minutes.

breaking news this morning on the covid vaccine. parents, this is for you. pfizer says it's asking the fda for emergency use authorization for its vaccine for younger children. pfizer is the first drug company to ask for approval for its vaccine for kids ages 5 to 11. many parents have been wondering when their kids could get vaccinated. the fda is going to consider the request later this month and a ruling could come between halloween and thanksgiving. we'll continue to follow this breaking news as we learn more. it could happen as soon as today. bay area officials are expected to announce criteria for ending mask mandates. most counties in the bay area requiring masks indoors. the exception solano county, the only county that never issued that mandate.

>> reporter: good morning. i know for the last couple of months the second i head out the door i grab my kes and i grab my mask because there aren't many places you can go without one. as we see positive trends in the covid cases, some local health leaders are weighing their options about loosening some of those restrictive mask mandates. as it stands right now, every county except for solano county currently has that mask mandate. health leaders are expected to use data to help determine guidelines for lifting those rules. while some business owners are ready to drop the mandate

completely, a local epidemiologist says the rules may not be so cut and dry. >> what i expect is that we're probably going to have some concessions. if you know the vaccination status even if you're in an enclosed space, i expect that the masks would not be mandatory in that setting. >> as you're heading out today, i know sometimes it gets a little confusing where you need to wear a mask. we have a link online to every county and where it is required to wear a mask. if you're on the mobile app just type in "mask mandate" and that will pull up a list of counties and where you're required to wear the mask. this is a hot topic in my gym. my trainer's always asking, when

are they going to lift the mask mandate. for more details about all of this, the final decision with this could likely come down to the numbers. the positivity rate in san francisco on june 15th when the state first ended the indoor mask mandate the city's positivity rate was at .4%. right now it's at .6%. other numbers would be the case rate. back in june san francisco had a case rate of 1.2 cases per 100,000 people. that is now six times higher. developing now, one of the most restrictive abortion laws in the country is dealt a major blow. a federal judge is blocking a near total ban on abortion in texas. the law prohibits women from obtaining abortion after fetal

cardiac activity can be detected, which is as early as six weeks. texas is fighting back, filing an appeal. the judge's ruling is drawing a mix of criticism. an anti-abortion group slamming the decision. planned parenthood praising the decision but says the fight is far from over. no word if clinics will resume services in tax. president biden is going to chicago today to talk about vaccine mandates. in washington, there appears to be movement on increasing the nation's debt limit. lawmakers have just 11 days to pass the increase. a default would likely trigger a recession and rattle the world's financial markets. chris pollone has more live from capitol hill. >> reporter: good morning. if negotiations go well, the senate could vote to raise the debt limit today. the senate majority leader saying late last night there are just some minor details that

need to be worked out. >> we're making good progress. we're not there yet, but i hope we can come to agreement tomorrow morning. >> i'm not going to vote for debt ceiling increase. i'm just not. >> reporter: republicans have are blocked attempts to increase the debt limit, protesting the biden administration's future spending goals by potentially defaulting on spending largely incurred during the trump administration. now minority leader mitch mcconnell appears willing to let democrats raise the debt limit with a simple ma jorpt, but for a fixed amount of money and only until december. meanwhile the treasury is scheduled to run out of money to pay the nation's bills by october 18th, meaning the military wouldn't get paid, social security checks wouldn't get paid and a healthy economy and world wide ramifications are

hanging in the balance. new details about an officer-involved shooting in the north bay. napa police telling us that yesterday afternoon officers were called to a family fight. neighbors told police that a 26-year-old man was pointing a gun at his father. this is in front of their home on pear tree lane. as officers got closer to that home, they stay that's when they heard shots. when they arrived, they say the suspect acted in a threatening manner. one officer shot the man. he was rushed to the hospital where he is still being treated. the name of that suspect has not been released and the officer is on paid administrative leave as the investigation continues. new this morning, governor newsom signing a bill to expand prescribed fires in california. it aims to help cut down the financial risk for so-called burn bosses who oversee prescribed fires. it also removes a layer of risk for burn bosses if the fire burns out of control and requires emergency response.

prescribed fires are a crucial tool used before fire season to clear out dry brush. well know it certainly is dry out there. could use some rain. right now we're just experiencing, finally, some cooler temperatures as we take a live look outside overlooking san jose, waiting for the sun's arrival. >> better air quality too. we've had fresher breezes picking up. as we are looking at current air quality right now, green dots all across the bay area. we're going to see some nice weather for the kids heading off to school this morning, some low 50s. jacket weather and they may still be wearing it even when you pick them up. it will be in the mid 60s in livermore as we start the day with mostly cloudy skies only reaching into the upper 60s. a few spots reaching 70.

morning wind advisory. the south bay early slowing cleared up. we like to see that. >> yes, we do. it's been a chilly start and also dealing with some more clouds and even some light mist and drizzle in parts of the bay area this morning, this coming with temperatures now at 46 degrees in santa rosa and 52 in dublin. a cool start with a jacket needed and maybe a couple of swipes of the windshield wipers as we're starting out. a live look at dublin, only making it into the upper 60s today. how does this compare to normal for october? usually in santa rosa we're hitting about 80 degrees, and san francisco's normal high temperature 71 degrees. we'll be at least 10 degrees cooler for today's high

temperatures. in the south bay expect a high of 68 degrees. for the east bay we're looking at temperatures reaching up to 70 in antioch, hayward up to 65 degrees, near the coast some low 60s, upper 50s for half moon bay and much of san francisco. our north bay temperatures reach into the upper 60s and low 70s with gusty winds. we'll start with clouds and light rain but clearing out later today. we could see a little bit of light rain here. good to see that coming along with these cooler temperatures. brentwood reaching into the low 70s today and 60s tomorrow. it will be nice and fall-like. we can leave the air-conditioning off for at

three major insurance companies are in hot water with the state for overcharging customers for car insurance during covid. you might have all right gotten a check or seen a reduction in your rates. the department of insurance says allstate, mercury and csaa insurance were charging people pre-pandemic rates even though most people stopped driving. all insurers need to refund and lower autopremiums. the companies now have a month to explain why they did not lower those rates and start cutting checks or face some

vaccine. the fda will meet on this on october 26th. that would be later this month. and then issue a ruling between halloween and thanksgiving. the paper reports pfizer has proposed children between the ages of 5 and 11 receive one-third of the adult dosage. you'll recall last night pfizer biontech submitted that to the fda from its vaccine test trial of more than 2,000 children. according to the company it produced antibody responses comparable to those seen in the study of people 16-25 who received the full dose. the vaccine caused similar side effects to those seen in adults, including arm soreness and fatigue. the breaking news comes as the covid summer surge seems to be over as cases nationwide are dropping. new infections are down nearly

50% since september 1st. experts say they're encouraged by the decline but they also say the country is not out of the woods just yet. there have been over 44 million covid-19 cases since the start of the pandemic and here in california there have been over 4 million total covid-19 cases. happening today, san mateo county will start giving out pfizer booster shots to those who are eligible. they'll be given out at san mateo county event center. appointments are encouraged but not required. you are asked to bring your previous covid-19 documentation. people eligible for pfizer's booster include those 65 and older, those with underlying medical conditions and people at higher risk of exposure to the virus because of their jobs. muni employees are facing a looming deadline, get vaccinated or get fired. about 300 drivers are still not

fully vaccinated and they need to be by november 1st or they could be fired. new video is giving us an up close look at the ruptured pipeline that spewed crude oil in the waters around southern california. the footage shows the damage to the pipeline. right now the u.s. coast guard is looking into the cause of the leak, focusing on the movements of multiple ships anchored or moving near the oil platforms and over the pipelines. the oil spill dumped at least 126,000 gallons of crude oil into the pacific ocean. it is considered to be one of the largest oil spills ever seen in the bay area. head to nbcbayarea.com for an in-depth look.

we're always being told to eat our fruits and vegetables, but now you're being asked to throw them away. this warning is for folks who live in the south bay. state agricultural officials are ordering residents in parts of san jose not to move home grown fruits and vegetables in the area after an invasive fruit fly from asia was discovered near the fairgrounds. this is the area. if you live in this area, you're being asked to throw away unused home grown fruits and vegetables in the garbage disposal or double bag them if you throw them in the trash. for those fall gardens, we could use a little rain, cooler temperatures kicking in as well. great for the pumpkin patch this

gyms. people with medical or religious exemptions must have those negative tests within 72 hours of attending. the plan will take effect in early november. it looks like there's a way forward. this is to solve the debt crisis. >> a key republican says he'll no longer stand in the way. >> mitch mcconnell, who up until now had been blocking a solution in the senate, he says republicans will agree to extending the debt ceiling temporarily until december because we were up against a hard and fast deadline later this month. now, some in washington are gloating a bit, putting this in terms of who wins and who loses. but solving the debt ceiling, even temporarily, is not a partisan issue. there is no republican or democratic side to paying bills we already ran up. raising the debt ceiling to cover money already spent is just responsible government. but some did seem gleeful

mcconnell came to the right decision. >> your reaction to mitch mcconnell? >> well, the latest news is that it looks like mitch just folded. >> again, paying bills not really a big decision. americans at home do not sit around the kitchen table and declare victory because they decided to pay the mortgage. president biden met with business and banking leaders yesterday. those banking leaders warned of permanent damage to the economy if we didn't raise the debt ceiling. new polling from quinnipiac shows biden's approval rating falling to 38%. other polls put him in the 40s. northern california federal judge lucy koh faced questions for the senate judiciary yesterday. president biden nominated her to the ninth circuit. she is well known here in the bay area. her courtroom is in san jose. she has been the judge in very important cases, including the massive samsung versus apple

lawsuit. lawyers from google and zoom have also faced her. she has a very good reputation amongst all of them. during yesterday's hearings koh talks a lot about her korean american upbringing. she herself was born in america, actually washington, d.c. her mother escaped north korea. chuck grassley of iowa took up the talk about korean american americans. his daughter-in-law is korean american but for some it was awkward. >> if i learned anything from korean people, it's a hard work ethic and how you can make a lot out of nothing, so i congratulate you and your people. >> grassley's office clarified the 88-year-old senator was trying to give her a compliment. koh handled it with grace and thanked the senator. u.s. military action against targets in afghanistan is underway. >> lastly, it was 20 years ago today america and nato allies

attacked afghanistan to try to root out al qaeda after the 9/11 attacks. that was two decades ago today. there is a lot happening in washington. we're watching that debt ceiling vote, which hasn't happened yet. we'll tweet about it. how does $9,000 for your old car sound? well, that can be yours. the bay area air quality management district relaunched a program called clean cars for all. it gives people money to retire their old cars. but you must use that money to buy a hybrid or electric car. you can get between $5,000 and $9,000 for that old car. now, to qualify, you must be a single person making less than $51,000 a year or family of four making less than $106,000 a year. the car that you turn in must be a 2005 or older. it's no game. netflix latest hit show leading

welcome back. we are moving you forward with a look at our top stories. >> first, breaking news for you. pfizer is requesting emergency use authorization for its covid vaccine for children ages 5 to 11. bob o'dell joining us live this morning with the possibly timeline. >> good morning. this morning they submitted to the fda. the fda will meet about this emergency use authorization on october 26th and then they would issue a ruling on the emergency use authorization between halloween and thanksgiving. the paper reports that pfizer has proposed that children between the ages of 5 and 11 receive one-third of the adult dosage. last month pfizer submitted data to the fda from its vaccine test trial of more than 2,000 children. in that trial they gave children two smaller doses of the

vaccine, which according to the company still produced antibody responses that were comparable to those seen in the study of people 16 to 25 who received the full doses. the vaccine also caused similar side effects to those seen in adults which have included arm soreness and fatigue. happening today, san mateo county will start giving out pfizer booster shots to eligible people at the san mateo county event center. appointments are encouraged but not required. you're asked to bring your previous covid-19 vaccination documents. the booster clinic opens at 9:00 this morning. and just coming into our newsroom right now, firefighters responding to a large fire in antioch. the contra costa county fire department tweeting out this photo. we're told this is unfolding at a business on walter way. we're working to get more information right now and bring it to you during our news
