history, and 33% without a family history. quickly approaching 6:00, and soccer chaos. what started off as a friendly game turns ugly for san jose earthquake fans, and even players were involved. what we're actually learning about the chaotic and violent night. plus, ditching your mask may depend on where you live. a live report on what has to happen in your county before those masks can come off. >> everything you need to know about tesla's big move. we'll break it down ahead. this is "today in the bay." good morning to you on this friday. i am marcus washington. >> i am laura garcia. let's start with a live look out in san francisco. some parts of the bay area being hit with a little early-morning drizzle. >> yeah, we have storm ranger out there scanning the skies. let's bring in meteorologist, kari hall. how are things shaping up for

us? >> it's starting out nice. it's great to see a little moisture coming by, even though it's not a lot of measurable rain. we are seeing some of the spotty showers moving further to the south as it moves through the south county, once again, just a couple spotty light rain showers passing by. just enough to turn on the windshield wipers, and then it moves on out. we will continue to see this clearing as we go into today. our temperatures stay cool as we get another round of cooler air moving in. san jose starting out with temperatures in the mid-50s and it will be slow to warm but we will get sunshine later today. we'll talk about what is happening this weekend coming up in a few minutes, marcus and laura. >> thank you, kari. new overnight, a live look at paypal park, quiet this morning after what was a chaotic night in the area around earthquake stadium there in san jose. last night the earthquake's hosted a team in a friendly

match, but it was anything but friendly with reports of fights and even gunfire. two people were taken to the hospital. none of the injuries said to be life threatening. it's not clear how many people were arrested. and then somebody ran on to the field during a game and punched a earthquake's player. the fan eventually was taken off the field. so far no word on any charges. 6:02. moving forward, some mask mandates could be according to where you live. >> they must meet three certain criteria before lifting the indoor mask mandate, and by the

way it could be several weeks before this happens. first, the county has to reach the moderate yellow tier for covid transmission and stay at that or below that for at least three weeks. right now most counties are in the orange tier, except for napa that is in the red. and then hospitalizations, and hospitalizations are going down across the bay area. we put up this chart from the hospitals to show the hospitalizations in santa clara county, for example, where hospitalizations have been dropping steadily for a few weeks now, as you can see. finally, 80% of the area's population in the county including kids must be fully vaccinated. however, if a county is not at 80% eight weeks after a vaccine for kids is approved, health officers say they will drop the

mask rules as long as the other guidelines are met. >> we have a combination of natural and vaccine immunity that will keep the force field high, and therefore i think we are in the right direction and will not be turning back. >> reporter: yesterday the alameda county office of education pointed out these new criteria do not apply to mask mandates in schools. those mandates come from the california department of public health. the state is supposed to be reviewing the mask mandates for students before the end of the month. reporting live here in livermore, bob redell, "today in the bay." >> bob, thank you. one week from today, san francisco is easing its mask requirements. the mayor's office announcing yesterday the restrictions will be lifted in offices, gyms, religious gatherings and college

classes. the new rules will not apply to places unvaccinated children might frequent, including stores and restaurants. and then google and facebook telling "the chronicle" they have no plans to change their mask policies. both companies require employees on site to wear a mask, and they issued vaccination requirements back in july. tesla's ceo, elon musk, says he is moving the headquarters to texas. >> he has been threatening this for years. >> he sounds more serious. musk talks with analysts and investors and said the headquarters will move from palo alto to austin. >> here in austin, and the factory is five minutes from the airport and 15 minutes from

downtown. >> and the factory in fremont, those jobs are going to stay. musk says the factory operations will get bigger, in fact, 50% bigger. musk pointed to a number of issues to move to texas, and you are familiar with many of them, and texas doesn't even have a personal state income tax at all. this has been a long time coming. musk has been arguing with california and its rules and its regulations and its leaders for many, many years. remember, back at the start of the pandemic musk did not want to shutdown the factory. sort of a tour of headlines, may 10th of last year, elon musk threatens to move tesla out of california because of shelter-in-place rules.

data from alameda county would show quite a number of those employees came down with covid, and a number of employees at tesla say they were fired for staying home during the pandemic even though tesla told them they could stay home during the pandemic. not clear how many jobs will leave palo alto. the workers that make the cars, they stay and continue to pay taxes and try to buy bay area houses. >> just to be clear, though, we will be continuing to expand our activities in california. it's not a matter of tesla leaving california. our intention is to actually increase output from fremont and nevada by 50%. >> we will continue to watch for details of the move in tesla's financial filings, where it really counts. >> so it will move it's

headquarters to texas, and you can't buy a tesla in texas. >> texas law says manufacturers cannot sell directly to consumers, and so they ship them out of state, and you technically buy them from out of state. even texas has laws elon musk does not like. >> you buy them from out of state, but you pay the taxes -- >> texas is its own -- >> there's lot to keep up with, but, you know, we will keep up with it for you, go to our website anytime, nbcbayarea.com, and you can find it in the trending bar and more information there on our app. frontline firefighters injured yesterday afternoon when a tree fell. they are expected to be okay. the fire killed hundreds of sequoia's last month in the

sequoia forest, and the devastation is said to be heartbreaking. the fire is only 10% contained a month after it started. firefighters did save some of the more notable big sequoias. >> yeah, the weather has been playing a factor in the firefight, and kari hall has been monitoring that, and it's starting to get cooler out there for us. >> it's getting cooler. we have had higher humidity. at the same time gusting winds makes it tougher for firefighters out there. we are waking up to temperatures nice and cool and cloud cover passing by san francisco. we are going to seat clouds linger for the next few hours. if you are about to head out the door in fremont, maybe heading to the warm springs station, it's going to be about 56 degrees and you will need a jacket for not only the morning but throughout the day.

our high temperatures headed for the mid-60s, and that's what we will see in all of our microclimates today. about 15 degreeser than where we are normally at this time in october. we will talk more about the sunshine and forecast in a few minutes. mike, what is going on for the commute? >> berkeley has been the problem with the crash. a tow truck, another tow truck just arrived at eastbound 80 at gilman, and it has the backup there. the frontage road, it's the frontage road on the other side of i-80, and watch that as an option. westbound, the commute direction, also jamming. we will let you know if the second tow truck can move that accident at gilman. and this morning there's a closure for police activity, and

drizzle but it all clears out today and it's going to stay cool now that the system is passing by. we have more changes in the weekend forecast. we'll talk about that coming up in a few minutes. great news, friday commuters your backup in berkeley is clearing from the eastbound direction. that second tow truck was able to clear that crash at gilman. we'll show you the commute at the bay bridge coming up. and we just got the numbers, very strange. 194,000 jobs added in the month of september. that doesn't make a lot of since since we know there are millions of jobs numbers. we know about the job openings out there. unemployment rate, 4.8%. stock market, the same way i am, not quite sure what to make of

the number. investors liked when that happens. tesla ceo, saying to investors yesterday, the company is moving to texas. the biggest threat is not texas, it's anywhere you can work from home. a number of huge companies said you could work from home wherever that is, hawaii, or tahoe. this woman is head of san francisco's incredible health and is there on the left. it has a big headquarters there in san francisco, and the company's headquarters will rotate from city to city with

meetings as needed. legally you have to have a headquarters somewhere, and legally tesla is a delaware company. we talk about this on our podcast. i find that fascinating. the ceo can just travel from city to city to city and then every three or four months say our headquarters is in cleveland, everybody gather in cleveland, and then miami, et cetera. >> that would be kind of cool, at least from my perspective. >> the world has changed so much that you can do this now. >> i would think that they would do it for the tax benefit, too. >> yeah, sometimes. >> thanks, guys. trending for you this morning as fans gear up for baseball's biggest month, pepsi pitching a new flavor, how about

it shows parts of the tri-valley, and the heavier rain is rolling out east of the bay area. you may use a few swipes of the wipeders. fur heading out and maybe going out for a run on the peninsula, we are checking out the forecast for burlingame. we are starting out at 45 degrees and will get some clearing, but it will be a clear day or perfect for an outdoor run or walk earlier in the day. also we will see a high of 67 in east san jose. we're in the upper 60s for the east bay. this is about 10 to 15 degrees cooler than normal. it will be nice to leave the air-conditioning off, and we still have the natural

air-conditioning for the coast. it will be cool out there. we will have highs in the upper 60s for the north bay. as we go into tonight, we could see spotty showers once again but it clears out during the day. we will do this all over again tomorrow, because we start out with a high amount of moisture and a chance of some spotty showers, and then it clears out for the afternoon. some of our models picking up on all of the moisture streaming by, and it may bring in drizzle. the dre connid meteor shower happening overnight. i saw a meteor last week and then bought a lottery ticket, but i'm still here, but maybe you will have better luck. once all of the cool and dry weather moves out we will see warmer temperatures and gusting winds, so we will watch out for that starting out on monday as

and last night you could hear the blue angels doing practice overhead, and so excitement continues today with the giants -- or the giants take on the dodgers at 6:30 tonight, and i hear it's a little rivalry, and everything is at full capacity. a couple blocks down the road, the warriors tip-off against the lakers in another pre-season game. if you have tickets to the game, you need to be fully vaccinated to get into the arena and they will ask for identification, as well. and if sports are not your thing, you're in look. fleet week happening all over this weekend, and the blue angels have a performance this weekend as well as ship tours. a lot going on there. city leaders a lot of this is

>> with all the orange here, you can't tell who we are rooting for the dodgers and giants game tonight. but we are going to have to layer it up this weekend, kari? >> yeah, especially if you are watching the air show along the water, we will have the breezy winds. we are starting out in the upper 50s with clouds. i know always the fog is one of those things we have to watch to see if it's going to block our view of the air show. it's looking clear for us this weekend and it's also going to be windy. if you are going to be in the oracle park with the gusting winds, temperatures in the 50s, it's going to feel much cooler than that so make sure you are wearing all of the layers, and it doesn't hurt if they are orange and black. we'll talk more about what is going on this weekend coming up in a few minutes. mike, how are we going to get around san francisco? >> if you are wearing blue, make sure it's blue and gold for the warriors. we'll talk about that.

or select fleet week on our mobile app. it's all on nbcbayarea.com as well. governor newsom plans to sign a new recovery covid package for small businesses, . and then bart's board of directors will vote on a new proposal for all of its employees to be vaccinated by november 13th. the board will vote on that mandate next week. today marks four years since the firestorm that killed 40 people in the north bay. severe weather sparked a series of massive wildfires. the fire would end up burning through part of santa rosa. in sonoma county alone fires killed 24 people and destroyed

5,300 homes. the fire department will hold a memorial event and a bell-ringing event, and that's not open to the public will be live streamed. and then investigators are look into the possibility that a cargo ship's anchor ruptured that line. a new class action lawsuit filed on behalf of a huntington beach serving school. overlooking san francisco on this morning. beautiful views out there, and a beautiful weekend ahead. finally the fall-like temperatures that we have been waiting for finally arrived. >> yeah, going to have to pack a jacket if you are heading out, especially this weekend, kari. >> yes, and i think even during the middle of the day you will

see people bundled up with the gusting winds picking up. if you are going to be watching the air show along the water it may be in the 50s, and in the city low to mid-60s. a lot of sunshine and looks perfect for all of the events going on in the city this weekend. if you want to get out with the kids and away from the crowds, head to livermore to joe's farm, a great place to have costumes on, so a great weekend to do that. if you want to head to the sierra, we will have rain and snow in the elevations above 9,000 feet. we are looking at that clearing out this weekend. temperatures in the 40s for highs to the morning in the mid-20s. a nice refreshing weekend with highs in the low 60s by the end of the weekend. if you want to also hit the road and maybe see some fall colors

we have the drive heading up to the bay bridge, and we'll talk about what to expect this weekend, coming up. >> sounds good, mike and kari. president biden says in retrospect he should have pushed for vaccine mandates earlier. >> scott mcgrew, those mandates seem to work. >> not government mandates but corporate and organizational mandates, so schools saying you have to be vaccinated, companies like united airlines and fox news and nbc telling employees they have to be vaccinated. the president says those are working and they are nothing new. >> they have been around for decades. we have been living for these requirements throughout our lives. students, health care professionals, our troops, they are required to receive vaccinations from polio to measles to mumps and rubella, and the reason most people in america don't worry about polio, measles, mumps and rubella is

because they have been vaccinated. >> the construction company here requires vaccinations for its employees, and he was joined by the illinois governor in the blue mask, and governor pritzker said all schools have to have mask mandates. now, 194,000 jobs were added to the economy in the month of september, and that's surprisingly low, especially since we know there are millions of job openings. there were far fewer government jobs that helped depress the numbers. and president biden met with banking and industry ceos earlier this week and urged congress to take action. this shot right here, we all

the south bay, and with the system coming through it will cool off our temperatures in the 7-day forecast. that's already up at the bottom of the screen. we will see a high of 67 degrees today in east san jose. for the east bay, upper 60s as well with concord up to 65 degrees, and oakland today reaching 66 degrees. low 60s for daly city. redwood city reaching 64. we will see upper 50s in san francisco, and gusting winds and it will feel chilly there even throughout the day. 63 in the middle district and north bay highs reaching 67 in santa rosa. go into the weekend, it's going to be warming up and then by monday we will have the concern of a high fire danger, so for all of these areas shaded in yellow starting on monday morning, we will have a high fire weather watch going up and we'll see if that turns to a red flag warning. we are looking at mountain gusts that could reach up to 50 miles

basketball, all within a couple blocks of each other, really. let's start with the giants right here with the big game starts 6:30 tonight against the dodgers. it's going to be well attended. i hear there's a rivalry, and there will be a game again tomorrow. and then the warriors, the game kicks off 30 minutes after the giants and dodgers. if you are heading to the warriors game, it's full capacity and it should be a great event and you will need to show your vaccination card and id. if sports are not your thing, fleet week is here, and there's a lot going on in the city. city leaders it's because of the vaccination rate that has made all of this possible. we have a higher vaccination rate, so a lot to do and a lot to keep in mind. there will be traffic, so if you are in the closed spaces it's important to do what you can to

keep those things safe. live in san francisco, ahead of a very busy weekend, cierra johnson for "today in the bay." governor newsom will visit alameda county where he will sign a new covid business package. that is scheduled for 10:30. it may be a while before any county meets the requirements to drop the mask mandates. hospitalizations may also be low and stable though there's no hard threshold for that. 80% of the county's population must be fully vaccinated which no county has hit yet. a live look at paypal park. it's quiet this morning after a chaotic night in that area around paypal park in san jose. we are learning more details about the violent night there. last night earthquake's hosted a friendly match. outside the stadium, the vibe

anything but friendly. there were five arrests including one for firearms violations. among them, people were injured, and one person was grazed by a bullet. and then inside, somebody ran on the field during the game and punched one of the earthquake players. no word on any charges. tesla's ceo, elon musk told investors they are moving from palo alto to austin, texas. most of the bay area operations are at the fremont factory. musk said those jobs will stay and operations will expand by 50%. musk pointed to a number of different issues, including high costs of houses, taxes and traffic as reasons. so far there's no timeline.
