bay" continues right now. good wednesday morning. thanks so much for making us a part of your morning. i am marcus washington. >> i am laura garcia. we will get to the commute with mike in just a moment, but first let's talk about the forecast. it's cold out there this morning. >> yes, in some spots we dipped down into the 30s, and i have powered up stormranger, and we have a little green here. some of this may not be making it to the ground and not all of us will see it, but it's nice to see higher humidity and a little bit of showers passing by before we go back to warm and windy weather. we are looking at the hour-by-hour forecast, and it shows most of us will miss out on the chance of rain. we start out cloudy but it clears out today. our temperatures only headed for the upper 60s and low 70s. we'll talk about where we will have a fire danger in the forecast. that's coming up in a few minutes. >> kari, thank you. classes are resuming today

after a covid outbreak shutdown a south bay elementary school and middle school campus. kris sanchez is live in los gatos with how that district is planning to move things forward. >> the small district serves students in the santa cruz mountains, about 500 of them. after they had an outbreak of about nine people they went forward with testing but only after they had to shutdown the schools. the good news between friday and monday, 70% of the student body and staff were tested and all the tests came back negative. going forward students at the elementary school and ct middle school will undergo weekly covid testing with their parents' permission, and they will take advantage of the fresh mountain

air spending more time outside, and then middle schoolers will be reminded to keep their masks on when they are not social distancing. here's what some of our big bay area school districts are doing in terms of testing. san francisco and san jose unified are asking anybody that feels unwell to do testing, and oakland unified, test something mandatory for unvaccinated staff, and mt. diablo, test something available but it's optional. they are working together with the county health officers, but as the students go back to the joint union school district, everything will be looking good going forward. parents and students in hayward will rally to save their schools. the district is facing a $14 million budget shortfall due to

declining enrollment. right now numerous schools are on the list of possible closures, but the district is planning to get more feedback when preliminary meetings start next week. a shortage of teachers now forcing south san francisco schools into a new strategy to maintain staffing levels. they are pooling administrators into the classroom. it also includes nearly all district principals and office staffers. the district tells nbc bay area administrators are on rotation through a part-time basis. there could be more family reunions and an influx of tourists in the coming weeks. there is one key requirement. today in the bay's chris pallone joins us live from washington to explain. good morning, chris. >> laura, good morning.

after being banned from the country for more than 18 months, travelers from canada and mexico will soon be welcomed back into the united states if they can prove they are fully vaccinated. the white house making it official today that in early november, the country will start welcoming back leisure travelers, tourists, family members who have not been able to visit their family from the land crossings and ferry crossings in canada and mexico. again, at some point in early november, the date has not been set yet. this has been a long-time coming, and both countries pressuring the u.s. to open back the border, and truck drivers will have to be fully vaccinated, but not by november. the federal government will check essential workers like truck drivers bringing cargo across the border in january. this is generally considered tkpwao good news for those that

want to come across the land crossings from the u.s. can and canada in early november, laura. >> thank you, chris. a popular coach of an east bay school football team, a high school, the coach, jacob rincon has been placed on administrative leave after video from two years ago recently resurfaced and went viral. it shows the machine gun drill. it involves repeated hits from two other players. it went viral when a few nationally known football players took notice. parents and students want the coach back on the sidelines. >> it has been like this for a

course, has been monitoring that. kari, when i got out of the car this morning it was cold. >> did you put on the seat heater? >> i didn't. >> i think a lot of people will do that, as well as some turning on the windshield wipers. we have seen us go from warm and chilly conditions now to chilly and wet weather. by tomorrow we will have winds picking up and we are back to some parts of the bay area dealing with the high fire danger. red flag warnings going up. gusting winds along with low humidity -- take a look at our relative humidity. tomorrow, nice and high and then tomorrow afternoon some areas looking at relative humidity numbers in the teens. once again, when we start to see that it's the potential of fire starting and spreading rapidly.

mike, that crash in pinole not having a ripple affect? >> yeah, it's affecting folks coming off the carquinez bridge. appian way is here. look at that, san pablo avenue, we have been watching the sensors and that's jamming up as well. that is a tough drive on the upper part of the east shore freeway. once you pass by hilltop drive and the mall, things look fine. highway 37 could get slower if folks decide not to come down here and try to cut across to novato and down perhaps san rafael. a typical build for highway 4.

forecast. we have a lot of changes here, keeping it interesting going from windy weather to calmer, and also a chance of showers. we have been watching a little light rain coming down in parts of the north bay. i powered up storm ranger, our mobile doppler radar. for many of the upper elevations, we are seeing the light rain coming through and that's about it. most of us are waking up to dry conditions. a few more clouds passing by. this is in between the weather systems where we have had those high winds and now cool temperatures. take a look at our school-day forecast for gilroy. we always advice, write your kid' name on the jacket, because as you drop them off it's 40 degrees in the south county, and as you pick them up they may not be wearing the jacket and so you can find it later. 60s in the south bay.

east bay, 70s. reaching 63 degrees downtown in san francisco. 68 degrees in santa rosa. let's look at the extended forecast for napa. it's nice and cold today but look at how the temperatures warm just for the weekend. by sunday we are cooling off. we keep that cool weather for much of the rest of next week. looking further out toward the end of october, the climate prediction center is saying, hey, we could see well above-normal rainfall for the end of october, and that would be amazing. we're watching all of these changes. we have seen a lot of changes already. upper 60s today. clouds, and a slight chance of rain and then from saturday to sunday for the inland areas, and then some 70s for early next week.

san francisco will also have a nice warm-up going into the low 70s for friday and saturday. mike, that jam keeps getting worse for i-80. >> that's right, kari. critical roadway coming off the carquinez bridge, and it's almost backed up to the carquinez bridge from here, appian way, and pinole -- excuse me, folks heading in those areas will get stuck. if you join in south or west of appian way, everything is clear there. it's paying benefit for the richmond bridge. there's a motorcycle down, and bad injuries, i should say, reported there. no update on when they will be able to reopen the lanes. you might see more slowing as folks may slip over to the carquinez bridge. we have not seen a change in the

welcome back. it's 6:25. new calls this morning to change the way california community colleges admit students into their nursing programs. the problem is in some cases wait lists are years long, and others fall to lottery systems some colleges use to admit students. there's a bill being drafted in sacramento, and some colleges say because of staffing levels they could not manage an overhaul. according to the data, uc and cal state school systems gained students in the last

fall. this is compared to the last year. and california community college lost more than a quarter million enrollees during that same time. a 16% decrease. and then the uc flu vaccine mandate approaching. uc says the policy is meant to reduce the burden on health care workers already dealing with covid cases. everybody must be vaccinated by november 19th, though medical exemptions can be requested. and then the coachella festival posted on social media it will require proof of a negative test taken within 72 hours of the event or proof of vaccination. it says after seeing successful implementation of safety protocols at other festivals, its confident loosening the restrictions at coachella will be a good thing. the east bay county

requirement by december or early january. 80% need to be vaccinated, and covid rates need to be stable as hospitalizations also need to be low. san francisco eases its mask mandate in just two days. it's only in certain settings. people can go maskless in offices, gyms and college classes as long as everybody is vaccinated and nobody under 12 is present. in a few hours one bay area county will reopen one of the mass vaccination sites. today in the bay's bob redell is live for us. talk to us about why now. >> reporter: good morning, marcus. we are talking about the solano public health department reopening the mass vaccination site in the next few hours for two reasons, one, to provide booster shots for those needing the third shot, and two, to encourage people that have not received their first or second dose. 67% of residents in the county

have been fully vaccinated, and 78% has one shot. contra costa county, 82% of their residents there fully vaxxed. you can see on the tv screen, alameda, 79% have both shots. solano county is encouraging residents, as i mentioned, to get their booster shots if they are immunocompromised or 65 and older or living in a long-term care facility, and you must have received their second shot from pfizer at least six months ago. reporting live, bob redell, "today in the bay." >> thank you. 6:33 right now. a los gatos mother is awaiting extradition back to the south bay. she's accused of throwing

alcohol-fueled parties for her teenage son and his friends. shannon o'connor invited teenagers to her home, giving them alcohol, some who became extremely intoxicated. she's also accused of sexual assault on minors as young as 14. in one incident she allegedly left an unlicensed driver alone and able to drive her car, her suv, in the parking lot while two other teens held on to the back. one of them actually fell and ended up with a concussion. investigators say several teens came forward which led to her arrest in boise, idaho, where she now lives. and then the continuation of

the holmes fraud trial. yesterday the former ceo of safeway talked about a similar deal, and holmes faces 20 years in prison if convicted. a surprise move in san francisco. five walgreens stores people are counting on are suddenly closing their doors. the reason cited was too much theft. today in the bay's cierra johnson joins us in san francisco this morning. is the company saying anything about it? >> reporter: good morning. the company is walking away from some of the locations here in san francisco. many of us have seen viral videos of folks just walking out of the stores and drug stores with a handful of goods they have not paid for, and it's those thefts repeatedly in the walgreens stores that have them walking away from five locations here in the city. we have a map of where those locations are. one of the stores includes mission in the excel seer

neighborhood. just to put in perspective how severe the thefts are, walgreens said thefts in san francisco are five times higher than other stores. this is not the first time walgreens has announced closures. the chain has closed nearly a dozen stores in the city in the past two years. the closures have come to 17 stores since 2019. the blame falls on city leaders. >> all of us in the city should hold ourselves accountable because at the end of the day frontline workforces loses their jobs, and those that need access to these items lose out. >> just last month the major's office organized a new retail organized crime initiative, and the plan is to investigate and solve the retail theft cases as well as the criminal webs behind them. this is not the first time a retailer is taking action

california, or already in a container on the port and not moving. early this morning the white house did announce a deal to keep the ports open 24/7, around the clock work to try and clear the cargo already there, and that will clear the way for more than 60 ships waiting offshore to start their process of docking so they could be unloaded. you could hear this coming. if you get one part of the supply chain moving 24 hours a day with overnight work, you need other parts of the supply chain to work 24/7, too. the containers go on trucks and trains but you need the trucks and trains to show up 24 hours a day. here's is a supply expert, hanna kaine. >> you have a real disaster. i call it whack-a-mole supply

start to pick up tomorrow. i will stop it right here. tomorrow morning at 5:00, and most of us in the valleys are not really going to have the high wind gusts. this wind event will be much less widespread compared to what we had yesterday. notice the bright reds and purples, our upper elevations will start to get the high wind gusts. we will have another round of a high fire danger. this one will mainly be for our mountains in parts of the north bay and the east bay and central valley. after the winds calm down, our temperatures head up. concord going into the low and mid-80s this weekend. that's a quick spike in temperatures before we go back to the 70s from sunday throughout much of next week. take a look at this. we have good news from the climate prediction center putting out the outlook for the end of october, and it shows for much of the bay area, there

could be cooler than normal temperatures and above normal rainfall. when we get those kinds of conditions, the sierra could get snow. in the near term, it's dry. our temperatures, still going up and down. it's fall and we sometimes see that. we get a quick taste of summer before the weekend, and then back to fall and san francisco makes it into the low 70s for the weekend. mike, you are seeing a big buildup in the toll plaza. >> yeah, and this is because of the big crash at appian way, westbound 80 coming through pinole. now we have what you actually expect to see about now. more slowing and recovery coming off the carquinez bridge and standard there through richmond as well. west walnut creek clearing a crash.

it's 6:57. welcome back. we're moving you forward with a look at the top stories here on "today in the bay." >> it's possible people in contra costa will be ringing in the new year without mask requirements if covid trends hold. current health leaders say the county may enter the yellow tier as soon as the end of october and may meet the criteria needed to meet endorse mask requirements by december or early january. the county has 69 covid hospitalizations, and 72% are fully vaccinated. to lift the mask mandate, 80% of people need to be vaccinated and covid rates need to be stable

and hospitalizations need to be low. in two hours from now, solano county will be reopening a mass vaccination site for booster shots and first and second doses. it will open for eight weeks at the solano county fair grounds. shots will be offered wednesday through saturday and can be booked at the solano county website. parents and teachers in hayward will rally later today in a effort to save their schools. numerous schools are on the lists of possible closures and the district is looking to get more feedback when preliminary meetings start next week. west texas this morning, jeff bezos' blue origin capsule is scheduled to lift off at 7:18. we will bring you that launch
