well. a lot of us in the valleys and near the coast won't feel these high winds, but we could see how those winds pick up as they come in from the north and move in through parts of the north bay as well as over toward solano county late morning and afternoon. we are going to see another round of high winds and fire danger and our temperatures will be coming up a few more degrees. i'm tracking that. we'll talk more about what's ahead in the full forecast. people in the north bay may be waking up this morning without power as the result of pg & e's latest shutoff including 5,000 customers in napa, and solano counties. our nbc bay area app is free to

download. you can get weather alerts sent straight to your phone. a head coach of one of the bay area's top high school football teams has tested positive for covid as long as with at least one of his players. >> what happens if and when they play tomorrow? >> reporter: good morning. everyone is asymptomatic and delasalle will play tomorrow. the head coach and some players will miss the game because they are in quarantine. earlier this week head coach justin allen back tested possible for covid after possible exposure to another player on his team who also tested positive for covid. by phone last night, he told us his wife and kids have tested negative, but that he's really

bummed and sad about catching covid. he says he does everything right, wears a mask, he's fully vaccinated and was supposed to get the booster shot later this week. he is clearly one of those breakthrough cases. none of the players are showing symptoms but a number will miss tomorrow night's game to comply with covid protocol. he says the county is conducting contact tracing. even though the coach won't be on the sidelines himself, he will be watching a live feed with a headset so he can communicate in realtime with his assistant coaches. he expects to be back in person in the middle or end of next week. >> let's hope everyone is okay. happening today, the fda may be poised to clear the way for moderna and johnson & johnson's booster shots. many experts believe third doses will be green lighted for some people as they were for pfizer.

there are some questions about evidence johnson & johnson provided in its application. while fda scientists say there may be a benefit from a second dose of j&j, two months after the initial dose the agency noted the data is limited and needs more review. marin county hits a major milestone, entering into the yellow tier of covid transmission. this is following new guidance from the cdc. as you can see, it is the only california county in the moderate tier. most bay area counties are currently in the orange tier, which is substantial. napa county in the red transmission tier. one sign of the pandemic remaining least for now in mountain view. city leaders just voted to extend pedestrian friendly street closures until january of 2023 and make it permanent perhaps. the decision was made after strong public support. the closures allow for more

at first pitch our temperature is about 62 degrees. not really all that warm, then we drop back to the mid 50s throughout the game. you want to make sure you are layered up. we see temperatures across the bay area reaching into the upper 60s during the middle of the day in san francisco, oakland reaching 72, 80 today in antioch, north bay reaching into the upper 70s. that warming trend continues into the weekend. i'll have more on that in a few minutes. >> contra costa county still the source of our breaking news. keeping our eye on the marina boulevard off ramp, which is open, but there's some oil spill there. highway 4 much less slowing. it extends just past somersville. it still blocks one lane just

happy thursday. it's a chilly start again this morning as you're heading out in the east bay. look at pleasant hill in our forecast, starting out in the upper 40s, but then it will actually be a warmer afternoon. we've got a lot of changes ahead in our forecast and i'm tracking the fire danger coming up in a few minutes. right now the truck standing

by on the golden gate bridge. we're watching that. we'll track what else you should know about coming up. good morning. good thursday to you. i wish i could tell you something, anything is getting cheaper, but if there is, i haven't found it. the latest to get more expensive is natural gas. new estimates from the u.s. energy administration predict this is winter will be unusually cold and america will use more natural gas than normal. that will drive the price you pay to heat your home up 30% from last year. if you use propane it will go up 50%. electricity is one of the most expensive ways to heat your home in the first place. the demand for natural gas could increase the demand for petroleum, which could hit you at the pump.

some electric companies still have oil fired power plants. they buy the oil, increasing demand and you pay even more for gas. we talked about the cost of living increase for social security. that will help seniors afford all these high prices. checks are going up 5.9%. that figure was not yet available when we talked wednesday morning. that's the biggest cost of living increase in years. electronic arts has taken jon gruden out of its madden game. it said it did so because of gruden's behavior. the city of san bruno has approved youtube's expansion of more than 400,000 square feet of office space. that's remarkable considering so many companies are getting rid of office space. actor william shatner will be on

the "today" show at 7:00 talking about the trip to space. he played captain kirk on star trek. i'm looking forward to the interview because listening to him describe his experience right after he landed was something close to poetic. we see him enjoying a few minutes of micro gravity. he was moved to tears calling it profound. others around him were screaming and shouting and pouring champagne. shatner is overwhelmed, literally near tears. i look forward because the way he described it was poetic. >> he was so moved by it. i almost thought it showed the generation gap there as well. he was really taking in this

moment. >> he is the captain. it is 5:16. trans gender netflix workers are reportedly planning to protest the release of dave chapelle's new comedy offering. l.a. times reports the group is planning a walkout six days from now. netflix did not respond to the development but has previously stated its support of the right of employees to openly disagree. a beef over emissions may soon make beef a luxury item in europe. >> it turns out denmark is europe's top beef producing country, but denmark recently approved new emissions standards to fight climate change which could really paralyze the beef industry. slaughter houses are warning by the year 2030 steak could become a luxury item.

road. one lane blocked from an earlier crash. started with a disabled vehicle. someone hit that vehicle. no major injuries. the rest of your drive in toward the bay bridge, a smooth flow of traffic, easy drive through the rest of contra costa county to the alameda county border. we have the golden gate bridge and we are concerned about that traffic flow, which is great and a clear view. we also have that zipper truck that moves the center divide. folks visiting from l.a. might notice this shot that they're not used to. we can even configure traffic the way we need to flow for the morning commute. >> always interesting to watch the zipper truck move those lanes. we are watching out still for a high fire danger especially in the north bay mountains as well as the delta.

a red flag warning will be going up later this morning. tomorrow we'll feel the temperatures reaching into the 80s for some of our inland areas. for the first part of the weekend it feels like summer and then sunday it feels more like fall. this red flag warning will not be as widespread as the previous wind event. our wind speed forecast where we see the bright reds through sacramento valley and funneling through the delta. that's going to increase our four danger today. south bay highs reaching 78 in gilroy, the east bay up to 79 degrees, hayward reaching 74. near the coastline we're in the mid 60s. palo alto is up to about 73 today. for san francisco, we're going to see upper 60s. for the north bay, highs reach

into the upper 70s. looking ahead, we are looking to see if there's any chances of rain. a couple more storm systems do move very close by. a lot of the rain drying up once again before it gets here, but it will cool off temperatures and may kick up the winds at the same time. in gilroy, milder weather starting today, warming up as we go into the first part of the weekend. look how the temperatures drop down on sunday and we stay fall-like and seasonable through much of next week. our temperatures once again still fluctuating. just a couple of days of a spike in temperatures reach into the 80s tomorrow and saturday for the inland areas, while san francisco goes to the 60s to the mid 70s and back down to the 60s by early next week. >> i'm sure most of us have had to deal with dead batteries.

welcome back. nbc bay area responds to a contra costa county woman whose tax return didn't add up. >> for starters, it had someone else's name on it. >> good morning. back in may cami martinez paid h & r block 169 bucks to do her taxes. when she looked at her tax return, she realized it was a different client's. when they returned her real

file, they found an invoice for $469, which is what she should have been charged. she paid the 469, then asked them to refund the $169 she paid for someone else's return. she asked in person, then over the phone, then again in person. still no refund. so cami asked us to step in. we contacted hr block. about a month later she got the money back. in a statement hr block told us the privacy of our clients' information is extremely important and we'll be taking steps to help prevent an error like this in the future. next, stop sto big money at the latest twist in the elizabeth holmes fraud trial.

control parties for minors. the new accusations extending far from the bay area. thank you so much for starting your day with us. 5:30 right now. i'm laura garcia. >> i'm marcus washington. we have so much to get to this morning, but we want to start out with a look at the forecast. kari hall is tracking some strong winds in parts of the bay area. >> we will mainly see this happening in parts of the north bay mountains and moving through the delta with solano county included in a red flag warning. we have extremely dry vegetation. with the winds picking up and lowering humidity throughout the day, the fire danger will be back once again.

vallejo reaching some gusty winds today. much of the rest of the bay area will not see these high winds like we had earlier this week. this wind event will not be as widespread, but we're still watching it. we're headed toward a warmup into the weekend. i'll have more on that coming up. a new warning from san francisco police officers union with a new vaccine mandate now in effect. the union says some calls may have to go unanswered. >> kris sanchez is live this morning in san francisco looking at the possible impact on the public. this could be a big concern here. >> reporter: i want to say, though, that overall overwhelmingly the city workers here in san francisco are vaccinated. as of last check, 95%. but some of those holdouts are within the police department and the fire department and they are saying that is going to impact

public safety. as of today, about 120 police officers will not be allowed to go on patrols. the department of human resources will be recommending unpaid suspensions for those officers and firefighters. that includes about seven firefighters according to the san francisco chronicle. the fire and police union say it will impact response time as calls are prioritized to accommodate the lower staffing level. the head of the police union says it's about politics. >> it's another way of defunding without saying defunding, less cops on the street. >> reporter: now we have not gotten a response to that specific claim from mayor breed's office. however, the mayor has said she's happy with the overall vaccination rate which is 95%.

>> san jose is now disciplining police officers who refuse to get vaccinated. officers who don't get the shots have to get tested twice a week. at some point they'll have to serve a 40-hour unpaid suspension. anyone unvaccinated by the ends of the year may be fired. new details this morning on the south bay mother accused of illegal acts tied to actual-fuelled parties involving minors. she's facing similar allegations in idaho where she now lives and where she was recently arrested. shannon o'connor is awaiting extradition to los gatos where she's facing dozens of criminal charges. the principle of los gatos high school says in part, devote, we currently have students still being impacted by this horrible situation. we are reaching out to this them to ensure they are receiving continued support and comfort.

our counsellors are being proactive in making sure these young people are mentally healthy and getting services they need. the elizabeth holmes criminal fraud trial is back in session today. yesterday walgreens former chief financial officer testified that holmes and other theranos leaders convinced walgreens to invest $40 million into the blood testing startup and place its machines in stores. about 40 devices were operational before the deal started falling apart. one legal expert explains. >> when they start investing in theranos, you now take this from an arm's length transaction to a fiduciary responsibility. >> a judge is looking into releasing the private questionnaires filled out by jurors ahead of the trial. some experts warn it may have a

chilling effect. you can get updates from inside the courtroom. one man is in custody after a fire in the east bay at a homeless encampment that almost spread to some nearby homes. police say this started about 6:00 p.m. in antioch when that suspect struck someone with a pipe, then lit a rag and set that encampment on fire, flames spreading to the hillside on spalding street. firefighters put it out before it caused any real damage. the person hit with the pipe suffered minor injuries. an alert neighbor photographed that suspect, which led to an arrest. happening today, affordable housing takes center stage in oakland. u.s. housing and urban development secretary marsha fudge will join east bay

congresswoman barbara lee, attending three events promoting build back better. the agenda is part of president biden's economic plan. it includes investments in affordable housing and economic development. a popular north bay beach spot has a new owner. the question is who. johnson's beach in guerneville was purchased by an unidentified bidder. the beach sits on 10 acres along the russian river. the current owners rejected sonoma county's officer to take over the property. they were asking nearly $4 million. the new owner can still grant the county an easement allowing it to operate the beach, parking lot and concessions. taking a live look outside at the richmond bridge this morning. this red flag warning, we've been so concerned about the

prices are high because supply is low. increase supply, hopefully problem solved. president biden announced wednesday that the port of los angeles is joining long beach in staying of 24/7 to get cargo moving. >> by staying open seven days a week through the night and on the weekends, the port of los angeles will open over 60 extra hours a week. in total, that will almost double the number of hours that the port is open for business from earlier this year. that means an increase in the hours for workers to be moving cargo off ships. >> that means trucks and rail cars have to be moving as well at all hours. nobody's worked out that part of the deal. unsnarling this will take time. the house select committee

investigaing the january 6th attacks has subpoenaed jeffrey clark from the department of justice, who it was revealed last week worked behind the scenes of the white house to overthrow the election. the committee also wants to talk to steve bannon, trump's former political advisor. bannon has said he won't show up, subpoena or not. congress would then hold him in contempt. then what? congress demands somebody testify. that person says no. then what? legally congress could have that person arrested, but will it? trump allies are testing that. what if the united states congress told you to do something, something it legally has the power to make you do and you just say no? former president trump has said his former associated are

>> that was scary when you're a little kid. >> yeah, it is. >> halloween is quickly approaching. finally some fall-like temperatures out there. >> yeah. we're still going to have a taste of summer. we're going to have all kinds of weather in this forecast. we start off today with winds increasing in parts of the north bay mountains and the delta. winds rushing through there will increase the fire danger today. tomorrow we continue to warm up. summer like temperatures on saturday return to fall on sunday. let's get to our forecast and our temperatures for the south bay, reaching into the mid 70s, upper 70s for east san jose and morgan hill reaching 77 degrees. livermore reaching 75 degrees, 79 in walnut creek. near the coast, temperatures about 64 in daley city and 74 in

redwood city. san francisco temperatures up to about 67 in the mission district. it won't be as windy, but still pretty breezy. in the north bay is where we're watching out for high winds and high fire danger. that red flag warning begins at 10:00 this morning. we are looking at a couple of storm systems moving very close, but a lot of the rain just falling apart as it moves closer to the bay area. we'll see if the one on monday or the system on wednesday can bring us at least some spotty showers. we're heading up today with some upper 70s and some mid 80s for tomorrow as well as saturday. look at how temperatures drop off on sunday. we go from maybe turning on the air-conditioner a little bit on saturday to completely leaving it off and opening up the windows. we'll still see some fall like

weather into much of the rest of next week. a quick blast of warmer temperatures and high winds for today. then going into the forecast for san francisco, we're in the upper 60s. then we go into the mid 70s for the weekend. it's going to be so nice as we cool off for early next week as well. mike, how is it looks on the roads? >> it's looking pretty good. the backup at the bay bridge toll plaza, before 6:00 this morning we're seeing the backup. yesterday didn't see it until a little bit later. just a slight difference in volume. also the fact that we didn't have that crash over here to hold up traffic through richmond. a little slowing for highway 37. highway 4, you start to see the build heading over to concord

because all these folks are pushing their way out of antioch past the slower drive between lone tree way and somersville, still recovering from the earlier crash that had all lanes blocked for a short period this morning. a smooth drive for the rest of contra costa county. a little bit of slowing northbound 101 through san jose. sad news this morning. long time a's broadcaster and former all star catcher ray fosse has died. he was 74 years old. in august he stepped away from the broadcast booth after announcing he has been battling cancer for the past 16 years. he joined the a's in 1973 helping them go to two world series. the team released a statement, quote, few people epitomize what it means to be an athletic more

a new covid vaccination mandate taking effect tomorrow in california state prisons is now on hold for guards and police officers. sacramento bee reports a judge blocked the order after the union requested a temporary injunction. the mandate applies to other areas including prison health care facilities. a new push to save schools in hayward. at least ten schools may be on the chopping block or forced to merge. the district says it lost 2,000 students over the past two years, meaning the loss of millions in state funding. the parents say the school support system is irreplaceable. >> my son has adhd, so the teacher works with him. i felt very blessed because he's had harder times in other schools. >> next week the district will hold virtual town halls to get parents' feedback with a
