good morning to you on this thursday. thank you so much for making us a part of your morning. i'm marcus washington. >> i'm laura garcia. we want to check in with meteorologist kari hall. part of the bay area could be in for some dangerous conditions? >> yeah. once again, we're still tracking a high fire danger and a red flag warning, but it won't be as widespread as the event we had to start out the week. today it looks like the red flag warning includes solano county as the winds rush through the sacramento valley and through the delta. may also include participates of the north bay hills. by late morning into the afternoon we're looking at wind speeds about 35 to 45 miles an hour. much of us in the valleys won't see those high winds. we're looking at light breezy conditions and temperatures coming up a few degrees.

we're watching solano county and fairfield today because of the high winds and the low humidity. we'll talk about the weekend forecast coming up. people in the north bay may be waking up this morning without power as a result of pooeg's latest power shutoffs. the utility scaled back the size of the shutdown. it now includes about 5,000 customers in napa, sonoma and solano counties. the shutoffs take effect sometime early this morning. we have more information on our nbc bay area app. it is free to download and you can get weather alerts sent straight to your phone. you can even customize it to your neighborhood. the head coach of one of the bay area's top high school football teams has tested positive for covid along with at least one player. bob redell joins us outside of

concord's de la salle high school. are they going to play tomorrow? >> reporter: good morning. yes, the head coach and the players are asymptomatic. yes, de la salle will play their game tomorrow night against michigan. but the head coach and a number of players will miss that game because they are in quarantine. earlier this week head coach justin alumbaugh tested positive for covid despite the fact he's fully vaccinated. one of his players also tested positive. he told us his wife and kids tested negative but he's really bummed, in his words, and sad about catching covid, says he does everything right, wears a mask. he's a full believer in science and is fully vaccinated. none of the players are showing

systems, but a number will miss tomorrow night's game to comply with quarantine. it's not clear how many of the players tested positive. we know of possibly one. the others might have just been exposed. the county is contact tracing, according to the coach. even though the coach won't be on the sidelines, he will be watching a live feed with a headset so he can communicate with his assistant coaches tomorrow night. he expects to be back in person by the middle or end of next week. happening now, the fda may be poised to clear the way for moderna and johnson & johnson booster shots. the federal safety panel is meeting today and tomorrow. many experts believe a third dose will get the green light for at least some people as they are actually preparing for the pfizer shot. but there are some questions

about the evidence johnson & johnson provided in its application. while fda scientists say there may be a benefit from a second j&j dose, the agency noted the data is limited and needs more review. one sign of the pandemic remaining at least for now in mountain view, city leaders voted to extend pedestrian street closures until january of 2023 and they may make it permanent to allow for more outdoor dining and strolling along three blocks of castro street. some her chanlts are concerned about the lack of parking. >> business has been better than it has in several years at this point here. >> it's really bad. >> where do people have to park? >> sometimes people have to park two city blocks. >> that last business owner says she worried she'll lose some

good thursday morning. as you're stepping out the door in the east bay, it's going to be a little breezy and cool. temperatures right now in the low 50s in oakland. we'll have a nice warmup as our temperatures continue to rise. i'm tracking that as well as our fire danger in the forecast coming up. to or from the east bay, san mateo bridge looking fine. westbound away from the east bay getting a little more crowd.

here. mike, how is it looking out there? >> smooth flow for most of the bay. we did have earlier issues, a big alert on highway 4. a little blip slowing into hayward. the marina boulevard off ramp still closed for that oil cleanup. highway 4 was jammed up from somersville. the crash did clear. just a more gradual build heading in to concord, typical pattern there. slow getting into san francisco. one more note if you're heading in. a couple blocks around the park closed. you could arrive waterfront on one of our number of ferry lines. that would be a great arrival on the water today.

>> yes. absolutely. it's going to be definitely needed today. our winds are going to pick up for parts of the delta and the north bay. new red flag warnings going upstarting at 10:00 this morning. that means with these conditions just a small spark could spread very quickly into an out of control fire if we're not very careful. vegetation is extremely dry and the humidity will be low today. we're mainly watching solano county because much of the rest of the bay area won't see the winds like we had last time. most of the winds coming through the sacramento valley and flowing through the delta fanning winds as we go into this afternoon and increase winds as the humidity drops. our wind speed forecast for most of us is about 5 to 10 miles an hour. then when you go up in elevation and through the delta, those winds will be very strong today. take a look at these highs.

we're reach into the mid 70s. it's still going to be comfortable today, but you probably won't need the jacket in the middle of the day like yesterday. we're up to 79 in walnut creek, oakland 72. low 70s for san mateo today and upper 60s in downtown san francisco as well as the mission district. north bay highs reach into the low 80s and mid to upper 70s for the north bay. looking ahead, it's all drape. a couple of storm systems do get very close early next week, but doesn't look like we'll see a lot of rain, but we will get cooler temperatures and higher humidity. gilroy going to the upper 80s for the weekend. then we're right back down on sunday, drastic drop in temperatures that will continue into next week. our weekend temperatures go up, but then more fall-like for the

paid hr block $169 to do her taxes. when she looked at her tax return, she realized it was a different client's. when they returned her real file, they found an invoice for $469, which is what she should have been charged. she paid the 469, then asked them to refund the $169 she paid for someone else's return. she asked in person, then over the phone, then again in person. still no refund. so cami asked us to step in. we contacted hr block. about a month later she got the money back. in a statement hr block told us the privacy of our clients' information is extremely important and we'll be taking steps to help prevent an error like this in the future.

widespread as the start of the week. solano county we're watching closely. we're also see breezy and dry conditions for our north bay mountains and the central valley over towards the sacramento valley where we will see some gusty winds. we're looking at wind speeds picking up late morning and early afternoon. wind speeds about 35 to 45 miles an hour. most of the valleys are looking at wind speeds about 10 to 15. new warning from the san francisco police officers union with the new vaccine mandate in effect. the union says some calls may have to go unanswered. kris sanchez has a closer look at the possible impact on public safety. >> reporter: so overwhelmingly san francisco city workers are vaccinated, 95% of them are

already vaccinated, but there are about 120 police officers who will not be on patrol today because they have not gotten their covid shot. the city's human resources department is recommending unpaid suspensions for those workers. that will also include at least seven firefighters who are not vaccinated according to the san francisco chronicle. the fire and police union says it will impact response times as calls already prioritized to accommodate that lower staffing level. the head of the police union says this is about politics. >> it's another way of defunding without saying defunding, less cops on the street. >> reporter: we haven't gotten a response to that specific claim from mayor breed's office. however, she has said she is happy with the overall vaccination rate for the city's 35,000 employees. again, 120 police officers will not be on the beat today.

at least seven firefighters also. we'll have to see what the response times are beyond that. san jose is now disciplining police officers who refuse to get vaccinated. officers who don't get their shots have to get tested twice a week. and at some point by the end of this month they'll have to serve 40 hours unpaid suspension. when they return from suspension, unvaccinated officers will still need to test twice a week. anyone unvaccinated by the end of the year could be fired. just in, the city of richmond responding to the news that the chief of police is on leave this morning. in a statement, the city manager tells us that, quote, due to an unfolding family situation, chief french became the first woman and first woman of color to head the department last year. in a statement the city says in part, quote, out of respect for chief french and her family and

a desire to protect their privacy, we will not be making any additional comments until all investigations are concluded. meanwhile, acting chief louis will be the lead of the department. new details this morning on a south bay mother accused of illegal acts tied to alcohol-fuelled parties involving minors. authorities say she's facing similar allegations in idaho, where she now lives where she's also been arrested. shannon o'connor is awaiting extradition to los gatos where she's facing dozens of criminal charges. the principal of los gatos high school speaking out. quote, we currently have students still being impacted. we are reaching out to them to ensure they are receiving continued support and comfort.

counselors are making sure these young people are mentally healthy and getting the services they need. the elizabeth holmes criminal fraud trial is back in session today. yesterday chief financial officer testified, saying holmes and other theranos leaders convinced walgreens to invest $40 million and place blood testing devices in stores. now the judge is looking into releasing private questionnaires as well filled out by jurors ahead of the trial. some legal experts warn it may have a chilling effect on this trial and future jury trials. the case has so many twists and turns. our nbc bay area team is walking you through every step. scott bedmen has been following this case.

follow him on twitter @scottbedman. u.s. housing and urban development secretary marsha fudge will attend three events on the build back better plan. a popular north bay beach spot has a new owner. the question is, who is it? johnson's beach in guerneville was push chas purchased by a hi bidder. no word on the sale price but they were asking nearly $4 million. the new owner can still grant the county an easement allowing it to operate the beach as well as the parking lot and concessions. taking a live look outside, this is outside of oracle park where the giants take on the

dodgers in game five tonight, the winner taking all moving to the national league championship series. meteorologist kari hall is monitoring the weather for the weekend. >> there's going to be a lot going on around the bay area. let's head to cupertino. saturday temperatures reach up to about 81 degrees. comfortably warm during the middle of the day. early temperatures start out in the low to mid 70s. a quick warmup also for oakland if you're heading to the taste of the bay outside event. it's going to reach the upper 70s for the mid afternoon with a breezy wind. if you're looking for a pumpkin patch, head to petaluma. it's going to be very nice.

saturday's temperatures start out in the 70s and then head to the low 80s and back down. this is open from 10:00 a.m. to 10:00 p.m. if you're thinking of a road trip, warm weather for friday and saturday, then cooling down on sunday. mike, how is it looking right now? >> 580 going across the richmond bridge, a disabled vehicle reported in the area. the slowing due to the volume of traffic. slowing through richmond in toward berkeley. pittsburg, bay point and concord slowing after that earlier traffic let up. a longer drive overall because of more slowing through antioch, but nothing dramatic there.

>> scott mcgrew says one way to get prices down is get the supply chain moving. >> prices are high because the supply is low. president biden announced wednesday the port of los angeles is joining long beach in staying open 24/7 to get cargo moving. fairly simple solution. ports are usually closed nights and weekends. >> by staying open seven days a week through the night and on the weekends, the port of los angeles will open over 60 extra hours a week. in total, that will almost double the number of hours that the port is open for business from earlier this year. that means an increase in the hours for workers to be moving cargo off ships onto trucks and rail cars to get to their destination. >> that means the truck and rail cars have to move at all hours as well and nobody's worked out that deal. unsnarling all this is going to take time.

to deal with is a lot of wind. >> winds are howling in parts of the bay area. we are going to see winds picking up by late morning, but this time it won't be as widespread as the previous wind event we had. now it's for solano county and the bay area about 10:00 this morning. some of the stronger winds come through the sacramento valley and funnel through the delta. that's why we are keeping an eye on solano county for today. for the south bay, not as windy. we're headed towards 78 in gilroy. for the east bay, a few spots could reach 80 degrees, but mainly some mid to upper 70s here as it will be a nice and sunny afternoon. a lot of sunshine for the peninsula as well. san francisco at 66 and 68 downtown. north bay temperatures reaching 78 in sonoma as well as 78 in

ukiah. as we go through the forecast, we're looking to see any rain on the horizon. we are going to see a couple of storm systems moving very close and some very slight rain chances farther north, but it does look like that rain dries up before it gets here. we'll be watching that system on wednesday. we will get the cooler temperatures. in santa rosa we are going to be warming up in the near term with a summer-like weekend reaching into the mid 80s. take a look how temperatures drop off on sunday and we'll continue with fall-like weather into next week with breezy winds. temperatures in the next seven days for the valley will definitely be warmer and then cooling down. we'll have basically a split weekend with warmer and sunny on saturday and cool and fall-like on sunday. mike, how is it looking heading out for week?

welcome back. we are moving you forward this thursday morning with a look at the top stories on "today in the bay". >> people in the north bay may be waking up this morning without power as a result of pg&e's latest power shutoffs. take a look at this map showing some of the affected areas. it now includes about 5,000 customers in napa, sew know that and solano counties. with a new vaccine mandate taking effect today in san francisco, 120 police officers will not be on patrol. according to the chronicle it also includes at least seven firefighters. the city's department of human resources will recommend unpaid suspensions. fire and police unions are saying it will impact response times with calls prioritized to accommodate lower staffing. 95% of all city workers are now vaccinated.

the city manager of richmond is telling us it's due to an unfolding family situation. chief french became the first woman and woman of color to head the department last year. in a statement they said out of respect for chief french, we will not make any additional comments until all investigations are concluded. who is ready for tonight? a win tonight means a trip to the national league championship series. >> kris sanchez live for us outside of oracle park. who are you rooting for? >> reporter: well, i'm rooting for the orange and black, of course. most of the folks passing through here also are. there's a gym here. we did hear one person say go l.a. whatever. we're not going to listen to that guy.
