>> good morning. i am marcus washington. >> i am laura garcia. we're up early this morning. thank you for starting your day with us. did you get rain yesterday? who was up for it? i was. it was great. we're so excited. we'll have more details on this, and traffic times as well, but let's get straight to the forecast with kari. >> yeah, it's very nice to see that rain coming through and we are so happy about it, but it has cleared out for most of us, maybe some spotty sprinkles left behind, but this is the system that is bringing in some much cooler temperatures. take a look at some of the rainfall totals we had, up to about 0.2 of an inch of rain in ukiah. further north, a little more rain you got there. but in san francisco, less than 0.1 of an inch, and then much less for the tri-valley and parts of the east bay. as this clearers out we are getting ready for more rain in the forecast starting late on tuesday night, so we'll talk more about the timeline and how much more rain you may see. that's coming up in a few

minutes. mike, you have another single car crash? >> yeah, we have had several overnight, solo car crashes, and when only one car involved and we have had recent rain, i would like to remind folks that it could be slick out there when the oil and grease rise up when water hits the road. the green highlighting you will see from time to time, there could be damper roadways like in los gatos, and chp called out wind for the dumbarton bridge, and the benicia bridge. nothing major. and then restoring power after electricity was knocked out during yesterday's rain. the streetlights are out there making dangerous driving conditions. no word on pg&e on what

laura. the covid infection rate in santa clara county has been dropping, but it depends on where you are. there are zip codes where the virus is spreading faster than what public health officials would like to do, and that's where the school district of the allen rock school district says she wants to be part of the solution for her district. students will be tested weekly starting today once their parents opt in. we talked with parents who like the idea to be on the safe side, and others who say they probably won't agree to it. >> i don't feel comfortable with her being tested every week. i think it would cause her anxiety. >> as some parents are planning to keep their kids home from school to protest the state's planned vaccine mandate, which would make vaccination mandatory for all children eligible once

the fda grants full approval and not the emergency use authorization, and the mandate would go into effect the next full term which is expected to be july of 2022 for students 7th through 12th grade. and the governor said this is about protecting our children and school staff and keeping them safe in the classroom. the our children our choice protest is planned for the steps of the state capitol in sacramento at 10:00, and we will monitor that to see whether or not it happens. we know some local parents have voiced some interest in participating. kris sanchez for "today in the bay." leaders will consider offering new incentives to get people vaccinated. mayor london breed will discuss

incentives and the meeting gets under way at noon. 17 missionaries from the u.s. based christian and aid ministries have been kidnapped. nbc's sam brock has the latest on the rescue efforts. >> laura, good morning. still no word right now on how the 17 missionary, staff members and their families are doing. the group christian aid ministries in a statement said among those kidnapped, five men, seven woman and five children. authorities are blaming a notorious gang for this crime and comes amidst a wave of kidnappings, and conditions on the ground deepening. u.s. officials said they are having conversations with high level officials in haiti. it's likely a crime of

opportunity. there's no military or police infrastructure, and the gangs have filled the vacuum. back to you. >> take it from here, sam. thank you. there's breaking news to tell you this morning, former secretary of state, complicatio covid. he was fully vaccinated. we want to thank the federal staff at walter reed national medical center for their care and treatment. we have lost a remarkable and loving husband, father, grandfather and great american. he was 84 years old. powell had a lot of links to the bay area. he sat on the board of many silicon valley companies. we will continue to follow the breaking news story and bring you updates as they come in. and former president clinton was discharged from uc irvin

medical center yesterday. an aide said he had a urological infection that spread to his bloodstream. this is video of him later arriving home in new york. mr. clinton was in california to attend fundraising events for his foundation. and then killing 25 people destroying 3,500 homes. oakland hills fire started from a small fire firefighters believed was put out and then roared back to life when weather conditions took a turn for the worst. despite the great news, snow is falling in the sierra. much-needed snow is falling but because of last month's caldor wildfire, some resorts may not be able to open by next month.

the fire damaged ski lifts and mountains, and there's still a lot of work ahead. >> they are trying to work on clearing out as many of the injured trees as they can, and there are a few of the lifts that were damaged in the fire. >> right now pg&e is using the resort as a staging area for repairs. some resorts that escaped damage could still reopen on-time. taking a live look outside at the golden gate bridge. snow in the sierra means rain here in the bay area. slick roadways out there to greet you on your morning commute. we'll have more on that with mike in a little bit. kari, you say more rain is in the works as well? >> yeah, and it may not put an end to the drought but it could put an end to the wildfire season. we'll keep an eye on that. tomorrow we will see showers moving in late tomorrow evening. the rest of the week, off and on

rain. yes, it may be more measurable than what we just had. as we look at the rain water year update. we have had less than 0.1 of an inch in santa rosa, and still at a deficit of half an inch. we can see the rainfall deficits running up to three quarters of an inch. looking at concord reaching into the 60s. tonight dropping back into the low and mid-40s. yeah, we have a clear ride out of san francisco. the lower deck, there was a hit-and-run crash around treasure island and the off-ramps there, and nothing complicated the road after that, and whoever was hit kept moving as well. unfortunately, somebody was hit. the good news, not impacting your trip on i-80.

happy monday. it's 5:14. and the little bit of rain we got yesterday evening cleared so you can leave the umbrella at home as you head out in oakland, and temperatures in the low 50s. it will be a chilly and breezy day even with the sunshine. we'll talk more about all of the changes ahead and more rain in our forecast, coming up. in a live look at fremont, the nimitz here moving nicely.

the headlights heading south past tesla and down towards 237 where you may encounter crash activity. we'll give you the latest when we come back. we will continue our warning that this holiday season could be very bumpy indeed with shortages of both gifts and people. the people shortage felt wherever you need employees, but particularly bad for tsa. they are federal employees. they are supposed to have their shots, but a staggering 40% do not. no covid vaccine, no work for that tsa employee. washington talking about maybe dogs could do some of the work. chuck schumer said bomb-sniffing dogs could take over the secondary examination where they wipe your hands to check for explosive residue. >> so the message today, if the tsa lags in jabs, send in the dogs.

apple will hold another event today we think to show off mcintosh computers. this will all be virtual, of course. it will be interesting to see if apple mentions the supply chain, which is causing all kinds of havoc for stores and consumers. and in china, the latest data economic figure shows china's economy is slowing because of it. cars are hard to find and expensive. the average car in the american family is 12 years old, and experts say hold on to it for now, as the auto industry frantically tries to clear it up. >> this is the biggest problem in the supply chain since world war ii. >> i lease my car, and you know how there's an end value to it, and the mileage, i am way under

feeling bone-chilling this year for some of us. in santa rosa, it's 43 degrees and 49 in dublin, and 50 in livermore. the 7-day forecast is coming up at the bottom of the screen. we are only headed for the mid-60s today. there's a lot more rain headed our way this week. it's dry today. we are in the mid-60s in walnut creek. only in the 60s for half moon bay, and san mateo. while in the north bay we're checking out temperatures that will reach into the mid-60s today. it will be clearing out as this storm system moves away, and so still maybe spotty sprinkles here and there for now, but this system is moving out of the bay area and there's another one right behind that. this one set to move in late on tuesday. let's go through our hour-by-hour outlook and the timeline, and this starts to move first into the north bay. here we are, 8:00 on tuesday

evening. then spreading across the rest of the bay area as we go into early wednesday morning. then we are still left behind with the off and on showers throughout the day on wednesday into thursday, possibly into friday as well. some of our computer models are showing the potential that we could measure decent amounts of rain. take a look at this one. it shows santa rosa could get close to an inch of rain or maybe over an inch of rain. napa reaching three quarters of an inch of rain, and we are still keeping in mind we need about two inches of rain for the month of october in the north bay to reach our normal amount, but we could go well above what we normally see heading toward the end of the month. yes, this is a look at one of the computer models for snow in the sierra. 33 inches in king vail. that would be amazing. maybe a nice little start to our ski season there as well. taking a look at our temperatures over the next few days, it does stay cool and we will see the showers off and on, and starting on tuesday night

into wednesday, off and on through friday and then another round on sunday. san francisco, we're going to keep those temperatures mainly in the 60s and those showers with us through the end of the week. mike, you were looking at a crash in the south bay? >> yeah, 237 coming off of 880, looking at the transition and it sounds like the transition ramp is what is impacted. we are watching that, and one lane blocked. that note as you hit the curves, those transition ramps, where you change speed, watch that because there's green here and we are looking at those patches where it's damp and wet roadways. keep that in mind. no major puddling because there was not that much rain but enough to make the roads damp and that's enough to make them slip. here you are at speed here toward concord.

breaking news. former secretary of state general colin powell has died from covid complications. he was 84 years old. along with being a retired four-star general, powell had a lot of links to the bay area. >> in a statement from his family on his facebook page, his family says he was fully vaccinated, and we want to thank the medical staff. we will continue to follow this breaking news and bring you the updates as they come in. to the other top story of the day, what everybody is talking about is more rain, and we are expecting more in the bay area later this week. meteorologist, kari hall, has when and how much. >> yeah, we are ready for the rainy season. we have another round firing up over the santa cruz mountains and moving over towards mountain

view as well, and for the most part the rain is tapering off. some of the heavier showers now over parts of the sierra this morning as we will see inactivity quickly clearing out. you can leave the umbrella at home. we will talk about the rainfall totals. 0.2 of an inch or less for parts of the east bay and tri-valley. once this moves out we are looking at our water year and the update and so far we only measured 0.1 of an inch in santa rosa, and we are usually measuring in the month of october two inches of rain, so we have work to do. we will have more coming up in a few minutes. we're looking for a little relief from yesterday's rain, and it's a little but it's welcomed. >> bob redell is live for us in

san ramon. bob, let's just hope this is a good start, right? we really need a lot more rain out there. >> reporter: nbc bay area spoke with a high tkraul gist, marcus and laura, that said we would have to get 50% more rain than we got, and if we had that for five or six years, then we would be fine. we have long way to go. the light rain we experienced yesterday throughout the bay area is just a start. one of the biggest problems, our reservoirs are super low, like this one in the mt. tau pieious watershed. one expert says more than 70% of the rain that does fall drains into the ocean and the bay. he says capturing about half of that runoff would put the region in a much better position to deal with climate change and the decreasing annual rainfall. >> in order to keep up with our

after school transportation will also be impacted. and then the fda will make the final call on the final round of the booster shots. recommended boosters for the moderna vaccine, and it's similar to pfizer. it initially will be for those over the age of 65 or those most at risk. final rulings typically comes quickly, the fda is not requiring to follow the panel's advice. 5:35 right now. happening today, jury selection begins in the case of a high-profile shooting that sparked protests across georgia. >> we are talking about the death of ahmaud arbery. he was killed while out on a job. a son and father is facing murder charges, along with the man that filmed the shooting.

an arbery family attorney said it's been difficult. >> this is part of the process they are looking forward to getting through and so they are glad it's finally here. >> can you see the entire interview this morning on the "today" show. happening tomorrow, the los gatos mother accused of fueling alcohol-fueled parties for minors. she faces dozens of criminal charges here in the bay area. police say she held parties for her son and his friends at her los gatos home and encouraged them to drink and even engaged in sexual acts. prosecutors say some of the sexual acts were nonconsensual. and then the jury is expected to hear to a former theranos employee that would give tours to perspective

investors. if convicted holmes could spend up to 20 years in prison. cal fire will conduct an internal review on the controlled burn that got out of control on friday in santa cruz county. >> things got tense outside of wautenville when flames jumped from a prescribed burn acre. before the rain came last night it was 60% contained, and all evacuation warnings were lifted. cal fire's chief said conditions are always closely monitored before a prescribed burn. >> we will continue to monitor the weather and as long as they stay within the prescription requirement we will move forward with that given burn. >> the plan calls for removing dry brush owned from a retired fire chief. county board of supervisors want to also see that report from cal

fire. the bay bridge toll plaza this morning there. let's see how the monday is shaping up weather-wise. we are all talking about the rain. look at the green behind you. >> yay, we are so excited to see it. after some of the showers moved through late last night it quieted down and now we are seeing more showers firing up. looking around the cupertino area and moving towards sunnyvale, we have rain that will have you slowing down for the morning commute. we will not see it moving into much of the rest of the bay area, but for the rest of us heading out it's a very nice start to the day. cooler temperatures. we will only reach into the low and mid-60s. this is a big change from what we had recently. we will gradually clear out today. we did have more rain in the forecast. it will be heading in on tuesday night. i will have more on that in the forecast. that's coming up in just a few minutes. mike, you were seeing degree off of highway 92.

house has lowered the flag to half-staff this morning. the powell family are announcing this morning on his facebook page that his death comes following complications of covid. general colin powe buttigieg, responded over the weekend from attacks from fox's tucker carlson. he made jokes about breastfeeding. >> when somebody welcomes a new child into their family and goes on leave to take care of the child, it's not a vacation, it's work. it's joyful. wonderful. it's fulfilling work, but it is work and it's time our nation joined pretty much every other nation in the world and recognize that. >> looking ahead on the weekend, chuck schumer will try and set standards on voting, and republicans oppose many of his ideas claiming without evidence things like mail-in balloting encourages fraud. nobody disputes this, and they generally increase the number of democrats voting. the most basic rule of thumb in politics is, there are more democrats than republicans in the country, but republicans vote faithfully and regularly more so than democrats. the house select committee is expected to hold former trump

then the "new york post" reports major league baseball is looking at offering a new video streaming service that would bypass cable tv subscriptions. right now streaming is only available for out of market games. fans would probably pay $10 to $20 a month for that service. hospitaling today rangers at sequoia and kings canyon national park is getting ready to open portions of the forests that were closed by the fires. that fire is still burning in some parts of the park. more than 88,000 acres have burned. the fire is now 55% contained. take a look at this. drone video. oh, great white sharks, look how close they get to the surfer out there. this is along the coast of del mar just outside of san diego. they are just swimming around, looking for a little bit of

food. some surfers say they were certainly caught off guard when they saw the sharks. based on the size of these, one scientists said they are probably just juveniles. there's a lot of food out there and the water is warmer. stay out of the water. >> just keep swimming. >> get your legs up! get your legs up! >> don't move. >> they should have known from the music like marcus did. >> yep. >> oh, my goodness. yeah, we are seeing the sharks starting to migrate. we are also going to have at times clouds rolling by. we are waking up to chilly temperatures right now in the low to mid-40s. concord, 51. 44 in morgan hill.

after the chilly start to the day and the showers moving out we will see the temperatures heading to the mid-60s and the sky will gradually clear. we will see the temperatures in milpitas reaching 60 degrees, and as we move over towards the east bay, mid-60s. this is like an all-day jacket day, especially with the breezy winds. oakland reaching 62. upper 50s in daly city. mainly upper 50s from the marina district to engel side, and then mission district up to 61. we are so excited to see the rain moving through. we had one last bursts of showers moving through bartolo valley, and now towards los gatos and towards cupertino. maybe heading down to the south county next here. this is one last bit of moisture that fired up over the past hour or so but the bigger picture

shows this system is winding down. this could happen to subtropical moisture, and enhance the amount of rain and that's exactly what we need. i will stop it here at 8:30 tuesday night. we see it moving into parts of the north bay approaching san francisco, and continuing to spread across the rest of the bay area. heavier rain during the early wednesday morning hours. then light spotty showers lingering into wednesday and possibly on and off rain through the end of the week. as far as the rainfall totals, it shows some of the models could maybe put down an inch of rain in parts of the north bay. also for mill valley, maybe a quarter inch of rain. this would be great for us if it pans out. also the models are showing very high amounts of snow going toward the end of the month for the sierra. we could see possibly a couple

feet or more in some of our upper elevations, a lot of our ski resorts, and this would be a nice and early start to our ski season. our temperatures are going to stay nice and cool, only coming up to the low 70s to the inland areas on thursday, and that's in between the showers falling. looks like we will see off and on rain through thursday and friday, and then maybe another round of rain coming in on sunday. this won't bust the drought but could put an end to the wildfire season, so it's great to see this time of year. mike, you are looking at a couple spots in silicon valley. >> yeah, the rain brushing down here through 280 in that area, so do get that note as well as if you are heading down to highway 17 through los gatos. that could be a factor. right now 101, we had things jamming up by our camera, right about there, and now the tapping the brakes

alerts in many of the areas have been withdrawn. coast guard and ntsb is focusing on one cargo ship operated by the mediterranean shipping company in the port of long beach. they believe back on january 25th during a storm the ship dragged its anchor close to the pipeline. the pipeline only started leaking oil earlier this month. according to tracking data, the ship drifted to the east crossing the pipeline multiple times that morning. and then this is in response to her lawsuit alleging emotional distress. vanessa bryant claimed leaked photos of the crash triggered her distress. the defendants argue the emotional distress was caused by
