"today in the bay" continues right now. good monday morning to you. thanks for starting your morning with us. i am marcus washington. >> i am laura garcia. we are covering that breaking news this morning, former secretary of state, colin powell has died. he had a lot of links to the bay area. he sat on the board of many silicon valley companies. a statement from his family on his facebook page said, quote, he was fully vaccinated. we have lost a remarkable and loving husband, father, grandfather and a great american. >> here's a live look at the white house. it's expected to lower the flag at half-staff soon to honor the passing of general colin powell. former president bush released this statement.

laura and i are sad about the passing of colin powell. we'll bring you more updates. kari hall has the update on how much more rain and when. >> yeah, it was great to seat rain move through the bay area last night, and we have one last shower moving through campbell. waking up and heading out the door to showers, this pushes off to the north and south, so maybe headed down to the south county over the next few minutes. for the most part, most of us saw that rain yesterday and now it's starting to clear out. it will continue to clear out as we get ready for yet again another round of rain. we will talk more about how much we had and how much we need to catch up to normal. that's coming up in a few

minutes. >> and how it affected things as well. developing now, pg&e crews restoring power where electricity was knocked out during yesterday's rain. new video of outages in oakland this morning. streetlights all out making for dangerous driving conditions. take a look at this fire. a transformer on fire. the first rain of the season often turns the dirt into mud and it causes them to blow. right now there's less than 8,000 customers without power. at the height last night of the outages, more than 35,000 customers were left in the dark. we'll continue to monitor the outage map throughout this newscast. another great resource is our website. there you can find our comprehensive power outage guide and what to do before, during and after an outage. you can head to it on nbcbayarea.com/power outages.

and then one school district taking an extra step to battle covid, offering free regular testing and its rolling out the same day parents plan to protest the vaccine mandate for students. today in the bay's kris sanchez is live with both developments this morning. kris? >> reporter: good morning, marcus. santa clara counties' infection rate has been dropping depending on where you are. there are still zip codes where there are pockets of community spread and that's the reason why the alum rock superintendent wants to put this school in the position to be part of the solution. alum rock superintendent wants to offer up the campuses for covid vaccination sites for children onces vaccines are approved by the fda for children. until then children will be tested weekly once parents opt into that plan. we have talked to parents that like that idea to be on the safe side, and we also talked to

parents that will not agree to it. >> i don't feel comfortable with her being tested every week. i think it would cause her anxiety. >> reporter: some parents are planning to keep their kids home from school across the state to protest the state's mandated vaccine. the plan is vaccine mandate for children, and that would make vaccination mandatory for all children once the fda grants full approval, not the emergency use authorization. that mandate is expected to go into action as soon as it's approved. the our children, our choice protest is planned for sacramento at 10:00 this morning. we are monitoring that to see whether or not it happens as it has been planned on social media. we also know that some local

missionaries aid are blaming a notorious gang, the conditions on the ground right now are deepening. u.s. officials said they are having conversations with high-level officials in haiti, and as soon as they have more information, they will provide that. experts say there's no political infrastructure, no military or police, and the gangs have filled that gap. >> thanks, sam. and former president clinton was discharged from uc irvine san diego. an aide said he had a urological infection that spread to his bloodstream. this is him arriving later in new york where he will finish his course of antibiotics.

mr. clinton was in california attending a fundraising event for his foundation. look at that! don't you want to play in the snow? there's rain. rain in the bay area created snow in the sierra, but some ski resorts may not benefit right away. we have video to show you. more proof of the much-needed snow falling again, but as a result of the caldor fire many resorts may not be able to open soon. south lake tahoe's mayor says there's still a lot of work ahead. >> they are going up there and they are trying to work on clearing out as many of the injured trees as they can. there are a few of the lifts that were damaged in the fire. >> right now pg&e is using the resort as a staging area for repairs. some resorts that escaped damage

could still reopen on-time. we're excited for that. >> we're seeing the fires and snow in our area right now. meteorologist, kari hall, has a look at that. >> never have i been so happy to see rain. >> it has been so great to see especially after the wildfire season. the snow is still coming down in parts of the sierra. we're just waiting on somebody to get up and stick a ruler in the snow and let us know how much fell. we will await those totals in the next couple of hours. we still have lingering showers moving through, and one last little shower wanted to move through the santa cruz mountains. as far as rainfall totals, most of us had 0.1 of rainfall or less. we will have much more rain headed our way into the middle of the week. we'll talk more about that. mike, you are watching the wait. >> yeah, we have been waiting for the wait that we are

good monday morning. we're waking up to most of us measuring about 0.1 of an inch of rain or less so far for the month of october, and we need another half inch of rain in santa rosa to catch up to the october rain deficit. but we could see this and more in the forecast with the next storm system coming in. we'll talk about that coming up in a few minutes. the number of cars rising, and that's natural for the nimitz where the back up builds. the headlights could head out to a crash in milpitas. we'll talk about that coming up. we will continue our warnings that the holiday season could be very bumpy, indeed, with shortages of both gifts and people. the people shortage felt wherever you need employees, particularly bad for the tsa. remember, they are federal employees and they are supposed to have their shots, but a staggering 40% of tsa workers

don't. no covid vaccine, no work for that tsa employee. and washington talking about whether dogs could do some of the work. chuck schumer at a press conference on sunday said bomb sniffing dogs could take over that part where they wipe your hands to check for explosive residue. >> as they say, if the tsa lags in jabs, send in the dogs. >> apple showing off maybe new mac computers, and even the ear pods. the latest economic figures out of china show china's economy is slowing. we have talked about how tough car sales are. cars are hard to find and they are very expensive.

them, and that's a good thing to do a trade out, and you can keep the cycle going. >> i have three of everything. >> i will come and check your closet. >> or get out the old sheets. after having a little bit of showers that moved through yesterday, the roads are wet. it's going to be much cooler now that the front moved through. check out our temperatures and where we are headed for today with santa rosa reaching up to 63 degrees now. what is normal for this time of october is about 77 degrees for a high. we're going to be much cooler than where we should be, and we are going to see more of the cool temperatures in the 7-day forecast at the bottom of the screen. let's talk about the rain. some of us still seeing spotty showers moving through, especially parts of the peninsula and the south bay. we are going to see the rain continuing to move out of here clearing out, but here's the next storm system. this one looks pretty good. let's go through our hour-by-hour forecast. we are going to be dry today and

tomorrow, but then late tomorrow night we see the showers first move into the north bay. we are right here at 8:30 tomorrow evening, seeing the rain spreading through and heading into wednesday morning, off and on showers. then it gets lighter. still the rain continues into wednesday, possibly thursday into friday. so this is what the computer models are putting down. the potential of getting over an inch of rain in santa rosa, as well as mill valley, about an inch of rain there. a quarter inch of rain for the tri-valley. san francisco may be getting half an inch of rain and about a quarter inch of rain for san josé and parts of the east bay. that would be really great to see. even better, the snow forecast for the sierra. take a look at the end of the month right before halloween, we could see possibly 33 inches of snow in king vale.

let's get a look at the off and on showers in the 7-day, we could have a break on saturday and another round on sunday, and then temperatures trending cooler by the end of the week. we have been watching this show all morning, we knew there was a early crash here at the transition, south 880 to the transition. on the transition it sounds like one lane is still blocked. just an issue, as far as i understand it, is getting the right-sized tow truck there, and it's not a huge vehicle there, so that's the note as you are coming out of the bend. there's slowing towards 1st street. everything else moving nicely, but there's the backup at the toll plaza. we'll show you that, coming up. back to you. >> thanks, mike. coming up next, nbc bay area

"today in the bay" continues right now. very good monday morning to you. thanks so much for starting your day with us. i am laura garcia. >> i am marcus washington. first up, breaking news we are covering this morning, former secretary of state, general colin powell died from covid complications. he was a four-star general and served as national security adviser and the chairman of the joint chiefs of staff, and he made history of the first black secretary of state serving in george w. bush's administration. a statement from his family said, he was fully vaccinated. we want to thank the staff at walter reed for their care. a live look at the white

house this morning where they are expected to lower its flag to half-staff in honor of the passing of general colin powell. former president, george w. bush just releasing this statement. he said laura and i are deeply saddened by the death of colin powell. he was a great public servant, starting with his time as a soldier. 6:31. we want to go back to the other top stories of the morning. meteorologist, kari hall, has the details on how much rain we could get. >> yeah, now the rain for the most part cleared except for a few spotty showers in the south bay, and we are seeing that pushing to the south. the clearing will continue. let's talk about how much rain we measured in some of the highest rainfall totals further to the north, about a quarter inch of rain but most of us got

one-tenth or less. livermore had 0.05 of an inch of rain. we'll talk more about that coming up in a few minutes. we're all looking for a little relief from the drought, no matter how much rain we got, a little rain, a welcomed relief. let's hope we are off to a good start, bob. we will need a lot more rain to pull us out of this drought. >> reporter: we definitely have a long way to go. good morning, laura. today on nbc bay area, i spoke to a hydrologist, and he said we would have to get inches more rain than what we got and experience that for five years

to get out of the drought. the rain was nice to have but we have a long way to go, as i mentioned. one of the big problems, our reservoirs are super low, like this one you are looking at, this is in the north bay that provides marin county for most of its drinking water. peter geissler said 70% of the rain that does fall, unfortunately, drains right back into the ocean in the bay. >> in order to keep up with our needs in agriculture and in terms of the urban environment and suburb environment, we will need to capture half of the rain water and only let half spill into the pacific ocean. >> reporter: there's also the whole idea of conserving our usage, the number of water districts in the bay area already declared a drought emergency and mandated customers

cut back on their water. reporting live in san ramon, bob redell for "today in the bay." >> thanks, bob. you want to track the rain for when it's coming to your door, download our nbc bay area app, and you can see the same radar we use on-air. bus service for educational children is canceled until friday because of a covid exposure that is forcing the drivers quarantine. as soon as today, the fda could make a final call on the new round of covid booster shots. the boosters were recommended for the moderna vaccine initially for those over the age of 65 or those at risks.

final rulings typically come quickly, the fda is not required to follow the panel's advice. 6:34 right now. jury selection begins today in the case of a high-profile shooting that sparked protests across georgia. >> in early 2020 investigators say ahmaud arbery was killed, shot while out on a jog. a father and son are facing murder charges, along with a man that filmed the shooting. the men later claimed they were conducting a citizens arrest because of the robberies in the area. this will be a difficult time for relatives. >> the family is very anxious. this is part of the process they've really been looking forward to getting through, so they are glad it's finally here. >> you can see the entire interview later this morning on the "today" show. cal fire will conduct an internal review on the controlled burn. it got out of control on friday in santa cruz county.

things got tense for a while outside of watsonville. this is when the flames jumped from a prescribed 20 acres of fire and then into the estrada fire. before the rain came last night, it was 60% contained, and all of the evacuation warnings were lifted. now let's take you outside looking at san francisco this morning. oh, the rain, a welcome and refreshing sight to so many in the bay area. i think i caused it because i got my car washed. >> you did it. >> kari has a look at the forecast for us. there's more in the works, and that's the great news. >> yeah, you can see the clouds in the distance. that's a beautiful shot as we get ready to head out this morning. we will see the sky gradually clearing out today, but it will be chilly. tomorrow we have got another round of showers coming in late in the evening. the rest of the week we have more measurable rain, and it looks really good for us, possibly putting an end to the wildfire season.

take a look at our temperatures and where we are headed today versus our normal high temperatures and what is average. santa rosa will see a high of 63, and usually in the time of october we are seeing highs in the upper 70s. it's going to feel nice and like the end of fall, while we see the skies clearing, we have more rain ahead and we'll talk about that. mike, you head a note about spinouts. >> yeah, technically solo car crashes, and let's say that, and that's usually resulting from a car losing traction. there were a lot overnight, and as things came up close to the 6:00 hour, the roadway reports calmed down. we still have the green highlighting, and we are looking at the tri-valley, still wet roads and damp conditions. the crash cleared from the 880.

bay." president biden running out of time to build back better. >> congress is coming back to work this week and democrats want to have something done bite end of the month. >> end of the month, 13 days, laura, 13 days to try and satisfy two key senators that stand in the way of biden's massive proposal that will overall from things from child care to community college. the plan has been whittled down a few times trying to get arizona's kyrsten sinema as well as joe manchin onboard. that's to get the conservative democrats onboard, but push too far and biden may alienate the liberal side of the party that could also hold up legislation. and in other news, pete buttigieg responded to attacks from tucker carlson that was

making fun of buttigieg for taking paternity leave after the adoption of twins. he was joking about breastfeeding, and it was homophobic and it was an attack on dads. >> it's not a vacation, it's work. it's joyful work, but it is work and it's time our nation join pretty much every other country in the world and recognize that. >> looking ahead, chuck schumer will talk about voting. what they do, it generally increases the number of democrats voting. there are more democrats than republicans in the country, but

say. we have cooler temperatures thanks to rain that moved through yesterday, and you're walking out the door to 42 degrees in santa rosa and in morgan hill. 59 in oakland. we are going to see our temperatures cooling off this afternoon. a nice breeze as our skies clear out. we are headed for 63 in milpitas. gilroy will see a high of 64. oakland today reaching 62, and 60 in san mateo. in san francisco, we have a lot of upper 50s from the marina district down to engelside. clearlake staying in the upper 50s today. the rain has for the most part cleared out. we are still seeing a few spotty showers moving through especially through the hills, and the snow is still coming down in the sierra but i will open the picture to see what else is coming our way. we have a stronger storm system arriving late tuesday into wednesday.

let's go through the outlook, and once again clearing out today and most of the day tomorrow. tomorrow evening, we see the rain moving through the north bay and into san francisco, continuing to spread across the bay area early on wednesday morning. then we are left with the off and on showers that will continue most likely for a couple days. that could all add up in the rainfall bucket and we could see over an inch of rain in santa rosa. this will be quite amazing for us because it has been so dry. this won't put an end to the drought, but it may put an end to our wildfire season. while we get rain, the sierra gets some snow. take a look at the end of the month rainfall totals we may see. this is going all the way out through the end of next week, but we are going to see the possibility of getting over 30 inches of rain -- or snow, in the tahoe city as well as king vale. taking a look at our temperatures for the inland areas, off and on rain starting late tuesday night throughout

the day on wednesday, thursday, friday, and then a break on saturday and more rain coming in on sunday. mike, you are starting with a look in the south bay. >> yeah, kari, you talked about some of the more recent rain late in the broadcast, here at 280 and 17, and then south of the shot around the summit, we heard about a car that slid off into the mud and the dirt on the side of the road. perhaps loss of traction. that note, again, after the rain, after a long break like we have had. 87 with the slower drive pushing into san josé, and that's a typical pattern. same thing for the tri-valley. hayward, the biggest backup is the bay bridge toll plaza, and your westbound push is on. back to you. >> thanks, mike. happening now, palo alto trying to go more green. today the city council expected to approve a complete transition for all electricity, gas and water customers for smart readers. it would encourage new

us this morning in san ramon. while the rain is great, we still need a lot more to get us out of the drought. >> reporter: we do. nbc bayologist that said we wou need to get 50% more rain than what we got and we would have to see the sustained rainfall over the next five to six years before we would be fine. we did get some rain yesterday. it was a light rain, not a downpour, unfortunately. the big issue is the reservoirs. you are looking at one of the reservoirs up in the north bay that supplies water in marin county. 70% of the rain that we get here in the bay area drains into the ocean and the bay. he says capturing half of the runoff would put the region in a much better position to deal with climate change and the decreasing annual rainfalls.
