from the coronavirus. >> it is one of those breakthrough cases. powell's family announcing that he was fully vaccinated and that he received treatment at walter reed national medical center. >> he was 84 years old. he served in top national security roles throughout his career, helping shape u.s. policy under several u.s. presidents. we have complete coverage and reaction. let's get started with nbc's kelly o'donnell who is at the white house for us. kelly, good morning. >> reporter: good morning to both of you. an extraordinary american life is being remembered for his service to country and his stature, in a long career that broke barriers and attracted so many admirers. this morning, secretary of defense lloyd austin stepped before cameras to say he has a hole in his heart and the world lost a great leader. powell was being treated for covid-19 and cancer at the walter reed military medical center. this morning, colin powell, the nation's first african-american

secretary of state, a soldier and statesman who served multiple presidents, has died at 84. powell's family writing in a statement that powell, who was fully vaccinated, passed away from complications due to covid-19. the retired four-star general was hospitalized at walter reed while suffering from a form of cancer, multiple mialoma. the son of jamaican immigrants, he created a trailblazing career. as a soldier, powell served two tours of duty in vietnam. he became the first black national security adviser during the end of ronald reagan's presidency. and the youngest and first african-american chairman of the joint chiefs of staff under president george h.w. bush. a major figure and household name during the first gulf war. powell then reached a pinnacle, in a position whose responsibilities weighed on his shoulders for the rest of his

life. becoming the first african-american secretary of state under the george w. bush administration. >> our concern is not -- >> reporter: in the run-up to the 2003 iraq war, powell told the united nations that there were weapons of mass destruction in iraq, which later proved to be untrue. powell would call the speech a blot on his record. after leaving the bush administration and government service, powell went through rounds of public searching about his own politics. there had been calls for powell to become a candidate himself, but he declined and used his voice to influence politics. endorsing barack obama, speaking out against donald trump during the 2020 election, and telling savannah after the january 6th riots that he no longer considered himself a republican. calling on president donald trump to resign. >> what he is responsible for is one of the most disgusting things i have ever seen in all my years as a government employee here in the united

states of america and washington, d.c. he should be totally ashamed of himself, and he should take that shame and turn it into a resignation as quickly as possible. >> reporter: whether in or out of office, powell's powerful voice resonated across the political spectrum. a patriot awarded the bronze star. an air medal, a soldier's medal, and two purple hearts. colin powell is survived by his loving wife of 49 years, alma, and their three children. today, george w. bush called powell a great man, saying he was a favorite of presidents, awarded the medal of freedom twice, the nation's highest honor. former vice president and secretary of defense dick cheney said powell's record is unparalleled record of service and will never be forgotten.

>> kelly, thank you very much. joining us is retired u.s. navy admiral james, worked with colin powell and knew him well. admiral, good morning to you. >> good to be with you. we have indeed lost an extraordinary american today. you know, for those of us who have worn the cloth of the nation, who have served in uniform, we'll always remember him as general powell. you know, he was a vietnam veteran where he won not only the bronze star but the soldier's medal for life saving in combat, a very big deal. he went on to become the north star for my generation. i remember as a mid-grade officer, and all the way to being supreme allied commander of nato, going to colin powell for advice. he was always generous with his time. his spirit, his kindness, as well as the absolute precision of his mind. he was remarkable in every way,

savannah. >> and a barrier breaker. he wasadviser, the first chairman of the joint chiefs who was black, the first black secretary of state, and he took on that mantle with such grace and professionalism. >> he wore it as he wore everything, which is to say with humility, a sense of humor, and a sense of where he came from. you know, he is the son of jamaican immigrants, raised in a tough part of new york city. went to city college there. really earned everything he ever deserved. he remembered that his whole life. if i were to put two words on colin powell, i would one was optimism. he was someone who was always optimistic, even in difficult, challenging circumstances. he knew mistakes would be made, but he always felt it could be done. secondly, savannah, he was a

true patriot. he loved this country. he was a centrist, someone who had the ability to swim in that sea of politics and emerge with everyone's admiration. we will miss him. >> and he made quite the contribution to foreign policy. i mean, obviously, he came to regret the speech that he gave to the u.n. in the lead-up to the iraq war, but he also was known for the powell doctrine, the notion of using overwhelming force if you're going to go into a field of battle. we all remember the pottery barn rule, which was famously colin powell's. if you break it, you own it. what do you think his contribution was? >> i think you've outlined it well. if you are going to use military force, use it directly. napoleon said, if you want to take vienna, take vienna. he meant that sense of using force. but only use it when you absolutely must. it's a last resort.

sherman of civil war fame said no one hates war like a soldier. general powell knew the horror of war. he would steer us out of it if he could. but if war came to us, he would succeed. >> general powell, a storied legend in foreign policy but also american life. retired admiral stavridisstavri to have you on this somber morning. >> thank you, savannah. another story, there is still no word on the condition of the 17 members of an ohio-based missionary group kidnapped by a dangerous street gang in haiti. among the hostages, five children. nbc's sam brock is in the little haiti neighborhood of miami with the latest on this for us. hi, sam. good morning. >> reporter: savannah, good morning. that group of missionaies was trying to build an orphanage in haiti when they reported 17 of their members kidnapped. authorities right now blaming a notorious gang, 400 marozo, for this happening.

the possibility the government of haiti and the u.s. government not flushing out details here, but so many people wondering, where are the missionaries and how are they doing? burning tires in port-au-prince, just one visible sign of the violence and disarray in haiti. haitian police confirming a notorious gang kidnapped 17 missionaries and their family members, almost exclusively americans, from one of the most dangerous parts of the capital. >> it is like living in a war zone. you don't know when you're going to get shot at or kidnapped. >> reporter: the ohio-based christian aid ministries declined to comment on the crisis but did say in a statement their workers were abducted while visiting an orphanage. 16 u.s. citizens and 1 canadian citizen includes seven women, five men, and children. a national expert on latin american politics called this kidnapping a crime of

opportunity. >> a foreigner is going to be an easy targtarget. there's no authorities to go to. there's no police. there's no military. there hasn't been a military for decades. >> reporter: a power vacuum further pronounced by the assassination of haiti's president in july and a deadly earthquake in august. conditions so dangerous, staff at orphanages, such as be like brit south of port-au-prince, take helicopters to and from the airport because the roads are infested with gangs. >> we're trying to help the people of haiti because the help is needed and the need is there. but it's just very scary at the same time. >> reporter: the white house has yet to weigh in. the state department only confirming the kidnapping sunday night, saying they've been in regular contact with senior haitian authorities. a u.n. report says haiti's kidnappings have exploded to more than 300 in the first eight months of the year. a figure local leaders say is not even close. >> they have been kidnapping

everyone from merchans on the side of the streets to children going to school. >> reporter: whatever that exact figure is, one thing is clear, nobody is safe. that gang, 400 marozo, has been accused of kidnapping five french priest and two nuns. back to you. >> thank you so much. we have a lot more to get to. sheinelle joins us, in more craig this morning. hi. >> good morning. in the ongoing covid battle, there are growing vaccine mandates from coast to coast. including chicago where the mayor and police union are locked in a standoff with officers now being required to reveal their vaccine status. meagan fitzgerald is outside of the chicago police headquarters. good morning. >> reporter: time has run out. the mayor's vaccine mandate has been in effect for all employees, including 12,000 police officers. there is a concern this morning that thousands of officers didn't comply, which is why the governor has offered up the

national guard. this morning, the battle over vaccine mandates for law enforcement officers reaching a fever pitch. in washington state, where workers are required to be fully vaccinated by today or risk losing their job, a state trooper's final signoff, attacking the governor, going viral. >> this is the last time you'll hear me in a state patrol car. and jay inslee c >> reporter: it's another class between officers and states coming as coronavirus is the leading death of viruses nationwide, more than firearms and traffic related deaths combined according to the national law enforcement officers memorial fund. in chicago, a city plagued by gun violence, coming off a violent summer, the head of the city's police union urging the officers to stay the course. >> hold the line. keep fighting. >> reporter: despite a restraining order barring him from telling officers not to comply with the city's vaccine mandate, it's a mandate that's

sparking duelling lawsuits between the city and the local fraternal order of police. >> we believe the fop leadership is trying to have a work stop. >> reporter: 150 officers have resigned ahead of a vaccine mandate taking effect today. in baltimore, the city's police union is urging officers not to comply with a similar mandate until a bargaining agreement is reached with the city. it comes as those who have gotten the vaccine still facing questions over booster shots, an fda advisory panel voting unanimously to recommend boosters for 15 million americans who received the one shot j&j vaccine. although dr. fauci now says it should have been a two-dose vaccine to begin with. still under consideration is whether j&j recipients will be able to safely receive moderna or pfizer boosters. now, nbc news did reach out to the governor of washington state, jay inslee, for a comment

capitol at 10:00 today. the rain we had overnight, a welcomed sight and still a long way to go to get out of the drought. nbc bay area spoke with a hydrologist says we would have to have 50% more rain than what we got and would have to have that five or six years in a row to be fine. we need to do a better job of capturing the runoff of rain. let's talk about the rain with meteorologist, kari hall. >> yeah, we're starting out with a clearing sky across the bay area. cooling temperatures behind the showers, and most of us getting about one-tenth of a an inch of rain. we will have another round of heavier showers in the forecast very early on wednesday morning. then off and on rain between thursday and friday, a break on saturday and then another storm system coming in on sunday. so it's going to be a busy weekend. we're tracking all of that, excited to finally see rain

"the financial times" reports that in august, china launched a rocket much like the one you see here carrying the hyper sonic missile. the vehicle is capable of carrying nuclear weapons it circled the globe at a low altitude before missing its target at about two dozen miles. classes are canceled today at grambling state university in louisiana after the second deadliest shooting there in less than a week. seven other people were hurt amid the gunfire it took place during homecoming weekend. they did issue a warrant for a person wanted in a shooting on wednesday. neither of the two people killed was a grambling student and police do not know if the incidents are related.

fighting foam. it seemed into the air and groundwater. at 25, she was diagnosed with stage 4 cancer her father died on of a brain tumor. according to her doctors, her neighbors contracting cancer and rare diseases at an alarming rate in 2014, the navy changed its groundwater filtration system and is now monitoring for the presence of pfas are you angry? what do you want >> i was very angry, extremely upset, gone through the cycles for the past five years. and now i want clean water for this town and for the whole world. because our government is failing us >> reporter: but today, epa administrator michael regan telling nbc news they're unveiling the most aggressive plan to date to limit the amount of pfas in water and air >> they have alluded regulation, but that ends. right now, this administration is taking action >> reporter: so what is pfas

it is a class of hundreds of synthetic chemicals that have been used since the 1950s. contamination from the chemicals is widespread. it's not just used to fight fires. it's found in common household items like pizza boxes, nonstick pans, rain jackets, waterproof shoes, carpet and stain resistant furniture. and a brand new study found that half of all makeup and beauty products contain pfas. >> they never break down once they're released into the environment and it means they stay in your body for a really long time. >> that's why they're forever chemicals? >> that's why they're forever chemicals. >> some pfas is linked to high cholesterol, infertility and some cancers why has it taken so long to get to this point? >> what i can say is we are acting with a sense of urgency i've seen firsthand the exposure from these chemical compounds and what it does to a family's

beneficial to pay off my mortgage outright or would it be better to take that money and put it into investments and continue to pay my mortgage casually, you know, for the next 30 years >> sounds like he's getting some dough. that's pretty good so what do you do with it? >> it's also great that he's addressing it. lots of us think on our debts, put knit a shoe box and ignore it and buy a powerball ticket. know what you owe. make a list and make a list of which debts have the highest interest rates i hate when people have to pay so much in interest. one is called the avalanche. the avalanche approach, take your bill with the highest interest rate. i don't care how big that bill is start whacking it. from there, you go down. the other approach is called the snowball that is for somebody who is totally overwhelmed. in the snowball, i want you to start paying your smallest bills. when you do that, you get to check them off >> snowball, okay. >> check it, check it, check it. those are the two best approaches

once you start to do that, then you're going to be moving into a place where, hey, you can start saving money you can say, wait a minute, interest rates are really low. maybe i'm going to refinance my mortgage but none of this will happen unless you write it down and prioritize it. we've got a big one on twitter. here is a question, dwayne asks this how many months of expenses should be saved up in a savings account? >> okay. this is so important because we often think, like, savings, that's what's left over. nothing is left over think of it like food. when i order an eggplant parm and i say i'm going to take half of it home, i eat everything on the plate unless the kitchen cuts it in half and makes me a doggy bag. that's how i want you to think of your money. we say try to have three to six months of your expenses set aside. that's a lot of money. how am i going to do it? think of what is that number and divide it by the number of paychecks it would take to get
