thank you for starting your morning with us. i am laura garcia. >> i am marcus washington. it's tuesday, october 19th, and we are here to get you started with your morning. mike is keeping track of your morning, and first let's talk to vianey arana who is in for kari this morning. >> we had clouds yesterday and today, and we're going to start out with mostly dry conditions, but it's also pretty chilly outside. we are in the 40s right now. look at this. morgan hill, 40 degrees, almost in the 30s down through san josé. 47 degrees. livermore, 43. we are noticing a temperature drop, and the reason for that is we have another system on the way. you can see it on satellite radar right here, and this is expected to move in tonight overnight into wednesday. this is going to be a beginning of a five to six-day stretch of

rain in the bay area. this is one of three systems to come in the bay area, and definitely a welcome sight there. now let's get a check of the roads with mike. >> not a lot happening. there's a little crash in san josé, and i'll talk more about it coming up and it may not be a crash and could be on the shoulder. a crash is reported here, and vasco is critical connecting over here, these cities with 580. typically the commute is westbound, and northbound there's a crash north of here. you will be distracted by the flashing lights, and no injuries and no crews on scene. theredwork going on.

for now, back to you. >> thank you. covid vaccinations for children as young as five may be a few weeks away. doctors are being urged to prepare for the approval. >> the vaccine for the 5 to 11 years old may be here before halloween. >> there's a rare risk of myocarditis for younger males. >> jurisdictions should know by next week how many doses would be available to them and the recommended basing of the shots. >> i will extend the interval

harder for underaged to drinking alcohol. and today it has been 30 years since the oakland hills firestorm. it started from a grass fire reignited by strong winds that firefighters believed was out from the day before. 25 people died and 3,500 homes were destroyed. in response, oakland firefighters have new policies for monitoring grass fires and carry more expensive firefighting gear. $5 million was dedicated to replace the trees. i will never forget seeing the beginning of the smoke. all right, let's look at weather. >> all right. >> look who is here this morning. >> hey, how are you doing? >> hey, the rain will help ease

the fire concerns. this is the next system, this moisture is going to interact with the cold front and bring us another round of rain tonight into tomorrow. let's talk about today's forecasted highs. this is a cold front right here and the temperatures are running in the 40s because we have pretty much clear skies and as we head in the first half of the day, you will notice the increase in cloud cover. oakland, 65. concord, 69. san francisco, 64. the first half of the day will be dry if you live north of the golden gate bridge, you will be the first to see it. we have more rain, widespread into the bay area. we will have details on that in a few minutes, but first let's check in with mike. >> there's construction at concord, 242, a little slowing. the map did mark it, and we'll

let's take a live look outside this morning. it's cooler out there. >> yeah, it's beautiful, a dark and lovely look at san francisco this morning as we get started today. lots of times it's, like, look at all the lights, and it's dark out there. halloween is coming. let's get a look at the weather this morning, as vianey is in for kari. >> it's an exciting week in the weather department, and as you head out the door it's chilly out there. 40 degrees in morgan hill. 42 in dublin. oakland, 47. 47 in san josé. i want to show you the 24-hour

temperature difference. hayward, about 8 degrees cooler. we do have instability out there in the atmosphere. this moisture is going to start to push in later this evening paired up with a cold front and it will bring us more rain. i want to show you your daytime highs so you can plan your afternoon. the first half of our day will be dry. i can see the clouds return. 65 in oakland. 67 in palo alto. 64 for san francisco. pretty much mid and upper 60s for today. let's get to the hour-by-hour outlook, because this is going to be an evening event. you will be the first to see the rain if you live near the golden gate bridge. we see rain pushing into ukiah, santa rosa, and a little into san francisco.

now at 9:00, now san francisco starts to get the rain along with the peninsula, palo alto, along half moon bay as well and then we will start to see scattered showers in the overnight hours after 9:00 in through the south bay, gilroy, the santa cruz mountains and also through 6:00 a.m. if you have an early-morning commute you will get the scattered showers and a lot of wet pavement. notice the instability sticks around through wednesday, and then we get an additional system that moves in through thursday. i want to show you the estimated rainfall totals all the way through friday. notice, we get a little under two inches up through the north and mill valley, and then the south bay we get almost under an inch, and this is for the second storm, and we have a third storm on the way and, yes, snow on the

way. now, this is taking you all the way through friday. we have another system moving in. look at this, some of the higher peeks getting snow. this could cause gusting winds and a drop in temperatures. the rain outlook for october 25th, look at all that rain and all of that snow for the tahoe area. several inches possibly up to three and four inches and even more for the higher elevations. we definitely need this. it could be a big help to end our wildfire season. look, we will take what we can get, okay? this is going to help fill up some of the reservoirs. i have never been so happy to see clouds and rain into wednesday, thursday and friday. right here between wednesday and thursday, the rain is going to slow down a little with the

scattered showers, and there will still be enough instability when you might get a thunderstorm or two. our rain is really expected to push all the way through monday into next tuesday. temperatures will remain in the 60s for inland areas, and san francisco dipping down into those low 60s into wednesday, thursday and friday, and we will remain in the overnight lows in the 50s, and, wow, what a sight. bring out the umbrellas and rain books for the kids. >> also, the wiper fluid, because it's if lighter rain it should be worst in my view because i have a dusty car right now. silicon valley all clear for the highways. same thing for the peninsula, as you would expect. over in the tri-valley, the issue is here.

vasco, ears perk up, northbound there's still activity because there's a crash on the shoulder. no injuries or other developments in the last few. mild slowing out of the altamont pass, which is typical for 580. tonight starting at 9:30, right when the rain is coming through the area that vianey is talking about, they are doing construction and because it's inside the tunnel, i believe, i don't think the weather will affect that closure. if it's delayed it will last until 10:00 tomorrow morning and should be cleared before our show even starts tomorrow. we will track that. and then all lanes here reopened heading north through concord with the overnight construction crew. building instructors are

expected to be at the chase center. >> it's a case of fans falling or jumping. >> the fun turned deadly around 8:55. >> i saw something just go and the sound was so loud, and i looked at my friend, and i said, did somebody just throw a chair? >> what she saw was a fan falling from the seats above. other fans rushed to help. >> everybody was getting their phones and flashlights and calling for police and staff. >> a man from greene county, new york, did not survive. and then an hour later another man fell from above, this time landing on another fan. police say they both went to the hospital and are expected to

survive. >> we were so inshock, pretty intense. >> and there was a complaint that guardrails were unsafe, balcony guardrail is not high enough. incline stairs leading this area is steep. san francisco city leaders today will debate tapping into a possible new source of revenue, selling close to $50 million in development rights. it would approve much of the area that would cover potential development on top of current city-owned properties.

developing this morning, san francisco voters can circle february 15th on their calenders. that's when a special election will be held to recall three school board members. the department of elections yesterday certificated petitions seeking to recall each of the three and announced an election date. up in smoke in the north bay. next on "today in the bay," the step one city is taking to help people get high legally. first happening now, 1,000 pg&e customers still without power this morning. this is from the rain-related out euplgs. workers are working to restore full power. the most recent outage map shows the san mateo and san leandro dealing with the largest amount of outages, at its height 35,000 customers were in the dark.
