change in less than 24 hours. it's definitely chilly out there. notice by 11:00 we will be in the upper 50s, and eventually topping out in the mid and upper 60s. we will get an increase in cloud cover. by tonight we are talking about more rain in the forecast. now, this is going to move from the north bay pushing southward into the overnight hours. your early-morning commute tomorrow will include some scattered rain throughout parts of the bay area. i'll talk about that and what to expect. we have plenty of rain on the way. back to you. >> thanks, vianey. we are moving you and your family forward with the significant news about if you received the johnson & johnson vaccine. the fda may be ready to approve a mix and match strategy when it comes to the booster shots. today in the bay's bob redell is live for us this morning. this comes down to the boosting and immune response. >> reporter: correct, they wanted to see how people who

initially received the johnson & johnson vaccine did when they received the booster shot from pfizer or moderna instead. the study found that by mixing and matching the moderna and a response in those people. for example, with moderna as the booster shot was 50 times higher in the recipients than those that received the j&j booster, which were only five times higher. >> i think this is good news, savannah, for two good reasons. clinically the data says mixing and matching is fine, there is no down side, and may be better particularly if you are a j&j recipient. you don't have to worry about if you got a moderna shot if you got pfizer before, you can get any of the vaccine boosters and it will work just as well.

>> tomorrow night the fda is expected to approve the pfizer and moderna booster for those vaxxed by the j&j. the mixing and matching option will give the states the discretion to offer a different brand of booster shots, and that's something they have been requesting for weeks. san francisco leaders this week announced new incentives to get more people vaccinated, and this is including the opportunity to winfrey sf state scholarships, but do the contests really work? well, not according to new data published. 19 states including california offered vaccine lotteries, and there's no link between prize offers and vaccination rates,

progressive democrats in aiming to pass the cornerstone blanks of his agenda by the end of the month. the white house and progressive democrats hoped to pass a $3.5 trillion spending plan that is a mix of spending on social programs and measures to fight climate change, but moderates like joe manchin favor a smaller bill, after battling publicly in the press the two sides now publicly are trying to reach a compromise. >> you will have a resolution by the end of the week? >> we're talking. >> we're talking. >> progressives threatened to scuttle a bipartisan bill to overhaul the aging roads and bridges if they can't get the build back better compromise, but they may concede. >> are we going to get to some resolution? i believe so but it could take a

little while. >> my democratic friends look like a hog on ice right now. they can't seem to work out their differences. >> attempts to reach a deal will continue today. chris pallone, washington. students and parents in hayward are speaking out as the district considers closing school. the district held the first of four virtual town halls yesterday. because the district is facing a steep financial loss so leaders are considering merging or closing schools. the town hall takes place later tonight. and then the estrada fire happened near watsonville and burned close to 150 acres. cal fire is investigating how that controlled fire got out of control. the rain in the works will

help the fire season, put that at bay, as we take a live look at the bay right now. the golden gate bridge. gorgeous. we had a brief break from the rain, but it could be coming back. >> and we are loving that rain. kari hall is out, but meteorologist, vianey arana is in. it's starting out cold. >> yeah, it is. 40s. i definitely needed a coat this morning when i left the house on my way to work, but this afternoon it will be cool in the mid and upper 60s for a majority of the region. 67 in san josé. a couple upper 50s for around the coastline. 59 degrees in half moon bay. it says the clouds return and late evening rain, and that's what we are going to see, we will see a cool start and then increasing clouds and then in the evening the rain will push

through. by 7:00, notice ukiah, santa rosa, the north will be the first to get that rain and then it starts to spread further southward, about 9:00 or 10:00 through san francisco, and then becoming scattered overnight into tomorrow morning. i will go into detail on the next seven days in a few minutes, but first let's check in with mike. be sure you come back, folks, because those are important changes vianey has coming up. and then the bay bridge, it's 6:08 and metering lights turned on 20 minutes ago or maybe a little longer, and the build took a little bit, a little bit of time to show up here after the metering lights. the richmond bridge, the volume building as well. everybody is pushing west, and that's the way the commute flows in the morning. no problems resulting after what

third-party sellers on its own website when it decides what to sell under its own private brand. you know how amazon has batteries and cable charges, the basics, and they are very similar to best-selling products small businesses are trying to sell on amazon. amazon officials told congress they are not tracking that data when deciding what to make and sell them themselves. congress is accusing bezos of lying to them. congress is giving amazon a few days to prove the company was not lying. at best what we have learned confirms that amazon's representatives misled the committee. at worst, it demonstrates they may have lied to congress.

other news, netflix reports profits after the closing bell. the streaming service said the squid game is popular in driving profits. netflix's stock up 18% this year. home prices in san josé up 17.6% from last year. that is enormous. the number of homes for sale fell slightly in august. that's to be expected. people sell their homes in the summer when kids are out of school. san josé houses stay on the market for 13 days from first listing. this house is quite affordable. $93,000. it's in elkhart, indiana.

highway 4 continues to build, and there's more slowing, and half an hour from pittsburg to walnut creek. we are talking about an issue over union city, and we are looking at southbound 880, and this should be off to the shoulder. 680, there could be a crash in lanes. we are tracking that area for the tri-valley. we'll talk more about silicon valley coming up. i am hoping people stay safe and drive slower tomorrow because of the rain. look at the san francisco bridge, it's a cold start. we're in the 40s right now but we will be in the mid and upper 60s today. 67 degrees in san josé. 65 in oakland. 64 in san francisco. i want to get through the timing of this next storm system, so look at the hour-by-hour

outlook. again, here's your time stamp. if you are looking for a way to plan out your day, here it is. the rain starts to move into ukiah and clearlake. i will push this timeline forward to about 10:00 and it becomes more widespread into san francisco, livermore and palo alto and becomes scattered overnight into the santa cruz mountains. be careful on 17, because we are expecting winds to pick up. let's talk about the three systems here. this will be the initial one, the weakest of the three, and then another storm will move in thursday into friday. then the big one that we are looking at for when it comes to significant rainfall totals is going to move in saturday into monday. as far as the timing goes for the third one, if it manages to tap into the atmospheric river with enough moisture, we could see several inches of rain and snow in the sierra as well. the system that will push through tonight is expected to kick up the winds, bringing in a

couple inches of snow. look at what happens head into the next several days because of the incoming system. several inches of snow up there. in addition to that, gusty winds so be careful if you have plans to travel up there for the next couple of days because we are expecting to see gusting winds. we will remain in the 60s. now, let's talk about your climate in crisis. this is something we tap into every tuesday and thursday, and it's important to look at. even with the rain in the forecast, it's important to conserve water. this is a fantastic time to remember those sprinklers. it's time to change the automated settings on your system and make sure and turn it off when we will get rain, which is tonight and the next several days. as far as your landscaping, bay area companies are offering rebates by changing your lawn.

in for kari this morning with a look at what we could expect with the temperatures and the rain outlook that we have. >> yeah, looking good for the next couple of days, and today will be your one chance out of a couple breaks in between. but to get all the storm preparations under way, we're in the 40s right now but we will bump up in the mid and upper 60s and increase the cloud cover. it will be dry for the majority of our day. the storm expected to move in later this evening around 7:00 to the north bay, and becoming more spread outward. we're in the 40s, and i'll talk about what we are expecting for the next several days and rainfall total potentials, coming up. back to you. >> thank you. and then inspectors are headed to the chase center in san francisco after two people fell or jumped from the upper level balcony during two

separate incidents on sunday night, and in one of those cases a man died. cierra johnson is live for us. what are inspectors focusing on here? >> reporter: good morning, laura. right now the building inspectors are preparing to head to the chase center. they are looking at two things. there were complaints filed regarding the height of the rail, and it's all stemming back to the incident that took place on sunday at the fish concert. a little before 9:00 p.m. officers at the chase center were notified a person needed assistance, and they found a man suffering from somebody falling on -- off, and they did not find any foul play and that death

investigation is ongoing. then later police responded to reports of a fall and now they are looking at the railing height and the steepness of the stairs. >> i saw something just go and sound so loud. i looked at my friend, and i said, did somebody just throw a chair? >> reporter: of course the building inspectors running that investigation, and the police department has a separate investigation, and we will relay any information out of either of the investigations on air as it becomes available. cierra johnson for "today in the bay." the south bay mother accused

of hosting out-of-control parties for young teenagers may be back in the bay area as soon as today to face charges. today in the bay's kris sanchez is live for us in los gatos. this is where one school district is reeling from the fallout. what happens next? >> reporter: so shannon o'connor was arrested and is now still in custody in boise, idaho. she's awaiting extradition here to santa clara county. she could still face charges there in idaho related to what was happening when she was put under arrest and when she was taken into custody, and her two sons were taken into protective custody as well. she is facing 39 charges including felony child abuse, sexual assault and providing alcohol to minors and felony fraud because of use of a credit card given to her by an employer. she is encouraging sexual

activity, not all of which was consensual. there were 10 underaged boys and 2 underaged girls in the home where she was staying. >> this was behavior that occurred over a long period of time that she allegedly encouraged, promoted and participated in. that's what makes this so different. >> reporter: as o'connor's place plays out, the superintendent of the saratoga union high school district wants los gatos to try and make it tougher for teens to access alcohol. as her case plays out in the courts on the criminal side, she could face civil charges as well if any of the families of kids at those alleged parties decide to pursue charges.

kris sanchez for "today in the bay." >> thank you. to the pandemic, now covid vaccines for children as young as five years old could be a few weeks away. emergency use fda approval for the vaccine for those 5 to 11 years old may be right after halloween. the dose will be 10 micrograms, much less than for older groups. >> there's a rare risk of myocarditis at higher doses in young males and that was a deliberate attempt the fda asked pfizer to do to keep the dose low so we could see safety. i have an 11-year-old and plan to get him vaccinated, but i will extend the time in between doses and i think that's effective. >> the state says vaccines are required for all eligible students starting with the term following full fda approval. the vaccine for 17 to

12-year-olds received emergency approval in august but full approval is not expected until next summer. united kingdom members are grabbing with a new delta subvariant. so far it's not appearing commonly in the u.s., but in the uk it's now accounting for close to 10% of cases. experts there are not sure if this is the reason for the new surge, or if it spread more easily. so far there's no proof it makes patients anymore sick. in haiti, 16 u.s. missionaries are being held hostage by a gang. according to the "wall street journal," the abductors are demanding $1 million ransom for each person being held. the missionaries include five children. they were abducted over the weekend outside of haiti's

capitol. then the jury is expected to hear more from a former theranos employee that would give tours to potential investors. he testified last week that holmes told him to avoid certain lab areas and demonstrate blood testing machines without letting on to the fact that they did not work yet. if convicted holmes could spend up to 20 years in prison. nbc's scott budman is following the case, and be sure and follow him on twitter. his handle is @scottbudman. today marks 30 years since the deadly oakland hills firestorm. the fire started from a grass fire reignited by strong winds that firefighters believed was out from the day before. sadly 25 people died in that fire. in response, oakland

firefighters now have new policies on monitoring grass fires and carrying more expensive wild land firefighting gear. in 2015, fema granted $5 million to replace the eucalyptus trees with more native trees. >> that is still imprinted in my mind. so sad. >> yeah. let's talk about the great news about all this rain we are getting. >> yeah, hopefully it will help out with the fire season. any chance of rain we see in our forecast is a welcomed sight. we will see late evening rain move into tonight. i want to get you prepared as you head out the door. we're in the 40s now, and we will top out in the 60s today. 65 in oakland.

64 in san francisco. the temperatures are a few degrees warmer. we have instability set for this evening moving north to south with overnight scattered showers in the forecast. let's get to mike. we have technically breaking news, an alert in the tri-valley. it's south 680 on to eastbound 580. definitely not your main commute, but one of the lanes blocked because of the treatment of the fuel leak after that crash involving a big rig. we're tracking that. south of there, this is not necessarily called an alert, only one lane is blocked but it's a nice area to avoid if you can. southbound 680 from stone ridge all the way down to sunol. that's the worst part of the commute. everything else is a pretty typical pattern including the south bay. we'll talk about the slowing

top generals advised the president to keep troops in afghanistan, and the president overruled them and president biden said he did not get that advice. bob woodward unveiled a previously unpublished interview with powell. he said in afghanistan, you're never going to win, that's why i don't have any problem with us getting out of there. this evening, the house select committee will vote on whether to charge steve bannon with contempt. that could lead to bannon being jailed or not. the complaint will go to the justice department for action. as i said in the past, this is really an inflexion point in american history.

within city limits, and many are saying it could boost city coffers with many buying their marijuana elsewhere. a south bay statue one step closer to being removed. that statue is of thomas fallen in downtown san josé. he once served as mayor and was a captain in the mexican/american war. last night the city's art commission agreed endorsing its removal. city council members will vote on that recommendation next month. bay area, a teen sings her heart out on "the voice." last night on "the voice," she took part in the singing battles. >> unfortunately she lost that battle, but, you know, she

forecast. san francisco, 64. half moon bay, 59. let's get to your hour-by-hour outlook, because if you are wondering about the rain and when it will get here, here it is. the timeline here, 7:30 the rain moving through ukiah, and then by 10:00 it is in san francisco, and creeping into san josé and the santa cruz mountains as well. overnight scattered showers for the entire bay area. notice over here, south lake tahoe we will see gusting conditions as well, and picking up here locally between 25 and 30 miles per hour, and in the sierra we are talking about 40 plus-mile-per-hour winds. this is in addition to tonight's system and thursday's system, and we certainly need the snow, especially for some of the higher peaks, we could be seeing several feet by next weekend. here's the reason why. the extended out look through

expressway, and also up towards oakland road for northbound 101. that's a typical pattern. the start of the 7:00 hour really kicks in for silicon valley. 680 has been a problem for the last 20 minutes since the crash and a fire crew now block one lane southbound 680 at sunol boulevard. foothill road can take you past the scene but it's getting slower. the rest of the bay shows a typical pattern. >> thank you, mike. it's 6:52 right now. happening now, about 1,000 pg&e customers still without power this morning from rain-related outages. crews are working to restore full power soon. the wet weather sunday night blue several transformers. the most recent outage map shows san mateo and san leandro dealing with the largest outages. at its height, 35,000 customers were left in the dark.

it is 6:55 right now. a look at our top stories this morning. building inspectors are headed to san francisco's chase center today after two people fell, one of them deadly, during a sunday night concert. >> today in the bay's cierra johnson is live in san francisco. cierra, tell us what the inspectors are looking at? >> reporter: those inspectors are looking at the height of the rail as well as the steepness of the steps near the rail, and that's what building inspectors will look at as they comb the building today. it was around 9:00 on sunday that police at the facility were notified a person needed medical assistance and they found a man suffering from injuries from a

possible fall, and that man was from greene county, new york. police did not expect foul play in the death but that investigation is ongoing. about 50 minutes later police responded to another call of a fall. in this situation a man was transported to the hospital after being injured after somebody fell on top of him. those injuries are being considered nonlife threatening, but building supervisors, as i mentioned today, will be back at chase as well as san francisco police department. they are running a separate investigation, so if anything comes out of either of those investigations, we will be sure and relay that information to you. we're live in san francisco, cierra johnson for "today in the bay." >> thank you. 6:57 right now. a south bay mother accused of hosting out-of-control parties for young teenagers may be back in the bay area as soon as today to face charges. shannon o'connor is accused of providing alcohol to minors and encouraging them to have sex. police arrested her last week in

idaho where she now lives. authorities say there were 10 underaged boys and 2 underaged girls in the home when they arrested her. the food and drug administration is ready to approve mix and matching vaccine boosters. this has not been independently confirmed by nbc news but it would allow people to get booster shots regardless of what vaccine shot they originally received. the same vaccine for boosters is preferable. the fda announcement may come tomorrow. today marking 30 years since the deadly oakland hills firestorm. it started as a grass fire reignited by strong winds that firefighters believed was the out from the day before. in response, oakland has more policies regarding wildfires.
