>> we are real happy to see you. we have a lot of news for you, including that showdown between former trump adviser steve bannon and the house committee investigating the january 6th capitol riots. >> overnight, investigators chose to vote bannon face contempt charges for refusing to cooperate with congress. nbc's garrett haake is on capitol hill with the latest on that. meantime, the queen, in the words of buckingham palace, has reluctantly accepted medical advice to rest for the next few days, a decision leading her to cancel several events including a trip to ireland. we're going to start this morning with the coronavirus and the vaccine for kids. this morning, we have new details on the timing of approval of shots for millions of children and how those doses will eventually be rolled out across the country upon approval. it's a daunting task facing several logistical hurdles. first, miguel almaguer with that report. >> reporter: savannah, good morning. the fda's advisory panel is set

to meet next week to discuss the safety and efficacy for a vaccine for children as early as 5 to 11 years old. as early as november, the cdc could give the green light quickly allows shots to go into arms, but distribution won't necessarily be easy. >> done. >> done. >> reporter: if the fda and cdc authorization pfizer's covid vaccine for children 5 to 11 years old, some 28 million kids nationwide would immediately qualify. but the logistical rollout won't be easy. so this morning, the white house now unveiling its multi pronged plan to quickly protect one of the most vulnerable populations. >> everybody come back to the rug. >> reporter: using trusted sites like schools and community centers, many families will have easy access to the free vaccine. a smaller dose than the one taken by adults and given at most pharmacies, the white house says it will prepackage easy to

distribute vials so supply can easily meet sudden demand. >> both children account for about 20% of the population, so children are important to create herd immunity. >> reporter: the two-dose regimen given three weeks apart could be fast tracked with the help of over 125,000 doctor's offices, 100 plus hospitals and tens of thousands of pharmacies standing by targeting rural communities as well as big cities, the white house will need hip from local jurisdictions, including an army of vaccinators and it comes at a critical time. >> we know that when the virus first came into the united states, children accounted for less than 3% of cases. now they account for 27% of cases.

we'll have 200,000 cases of disease in children a week or 250,000 cases a week. >> reporter: just as cold weather states brace for a rise in covid cases, because more americans are gathering and spreading the virus indoors, vaccination mandates still face protests. and now onhie pghrofile reversal. southwest scrapping its plan to put unvaccinated employees on paid leave as a federal deadline in december looms. even as the most vulnerable wait to get vaccinated, many are pushing back. some parents are among the group saying they won't inoculate. this morning, the push to product and the fight against it. to encourage parents of younger children to vaccinate, the white house is pointing out that millions of 12 to 17-year-olds have been fully vaccinated safely. they say those inoculated are ten times less likely to be hospitalized. savannah. >> miguel, thank you. joining us now, the surgeon general of the united states, vice admiral vivek murthy. dr. murthy, good morning. it's good to see you. >> it's so good to see you, too, savannah.

>> before we get into the details of there, i have to say i had a little bit of deja vu because we remember when the white house rolled o a big plan for booster shots for everybody and a few weeks later the fda and the cdc said not so fast and it was much more limited. are you worried about jumping the gun this time and leading to more confusion >> well, savannah, the bottom line is we have to be prepared to ensure that we can get vaccine to families as soon as the fda and the cdc issue their decision and that preparation takes planning, it takes time. that's why we've been working very hard to do a few things over the last several weeks to months number one, make sure we have enough supply for every child in the 5 through 11 range number two, make sure we have tens of thousands of locations where people can get vaccines from doctor's offices to pharmacies to schools to community health centers but third, and this part is really important, we want to make sure that parents have answers to their questions, that they have accurate information

that they can use to make their decision we know there's a lot of misinformation out there so we've been working really hard with doctors and nurses and teachers and parents and other community organizations to make sure people can get answers to their questions from sources they trust >> is there a threshold, a percentage of children vaccinated that is the point where you feel like, okay, now we're starting to break the back of the pandemic, we will be able to reduce the outbreak if we can get to x percentage of children vaccinated >> well, it's a really good question, savannah one of the things we've learned is that magic number is hard to predict, but we do know that every child vaccinated makes a difference i say this as a dad myself i have two kids under the age of 12 so they haven't been eligible to get vaccinated yet. like many parents around the country, i am so excited for a prospect for a vaccine for kids. this will be an important milestone.

but every child who is vaccinated means one fewer child who is susceptible to the risk we see now where so many kids have gotten covid, thousands have been hospitalized sadly we've lost hundreds of children to covid. this is not a benign illness covid has disrupted our kids' lives, it's made schools harder, it's disrupted the ability to see friends and families, made youth sports more challenging. we have the option of protecting them and getting all of those activities back that are so important to our children. >> a kaiser foundation family poll found 34% of parents said they would vaccinate their child right away, another 30 % would wait and see if 24% said they would not. california has mandated the vaccine for kids ages 5 to 12. do you believe vaccine mandates will be necessary and appropriate? >> well, savannah, we have to take those numbers in context. if you look at the adult vaccination effort, before a vaccine was authorized for adults, the numbers were not

that dissimilar. it was under 40% of adults who said they were ready and willing to get a vaccine right away. but once the fda reviews the data carefully and opines on it. once people start seeing their friends and family get the vaccine and do well and once they have a chance to get accurate information, talk to their doctor, hear from credible sources, people's confidence builds. we've seen it with adults and adolescents and we'll see it with children, as well. >> ultimately, the biden administration did resort to mandates in some situations. so, again, i just ask if you think that we will need vaccine mandates in schools if people don't voluntarily get there. >> it's a good question, savannah. those are decisions on when it comes to school requirements that are made by localities and by states. you've seen already some localities and states talk about vaccine requirements for kids. and i think, look, it's a reasonable thing to consider to get the vaccination rates high and it's what we've done with other childhood vaccines likes

measles, mumps, polio. they help create a safer roennment in our schools so our kids can learn and stay safe. >> nice to have you with us this morning opinion thank you. >> thanks so much, savannah. take care. good to be with you. also this morning, a top adviser to former president trump is one step closer to being held in contempt of congress. nbc's senior capitol hill correspondent garrett haake has that story. hey, garrett, good morning. >> hey, hoda, good morning. last night's hearing was short, but it was dramatic with lawmakers ramping up the efforts to get to the bottom of what happened here on january 6th and seth up yet more confrontation with former president trump and his allies. this morning, as former top trump aide steve bannon moves closer to being charged with contempt of congress, the representavetiins vestigating the january 6th riot inclined the form he president and bannon

were involved in the planning. >> it appears mr. bannon had substantial advanced knowledge of the plans for january 6th and likely had an important role in formulating those plans. >> reporter: bannon predicted the coming chaos on his podcast the day before the attack. >> all hell is going to break loose tomorrow. >> reporter: president trump has resisted the january 6th probe and trump is not going to comply claiming executive privilege. republican liz cheney saying of those arguments -- >> they suggest president trump was personally involved in the planning and execution of january 6th. and this committee will get to the bottom of that. >> reporter: next, the full house will vote on contempt charges thursday, raising the question of whether many republicans still loyal to the former president will connect his top aide to the riot that happened in their own house. if the house finds bannon in contempt tomorrow, as expected, it would then be up to the

justice department to decide whether to prosecute him. a conviction could land bannon up to a year in jail, but it's not at all clear if the doj will go that route. >> hoda? >> garret, thank you. also this morning, we're learning more about the families at the center of that kidnapping drama in haiti. 17 minutes of a u.s.-based missionary group being held for a fifth day now as a desperate effort to free them plays out. nbc's sam brock is on the story again for us this morning. sam, good morning. >> reporter: savannah, good morning. we now know that a michigan couple is involved along with their five children been all of whom were taken by kidnappers with it is exception of the father who is now waiting to learn the fate of his family. the gang that took them demanding a $17 million ransom. but fbi experts say that is money that should not be paid. in this western michigan neighborhood, they're praying for a family whose pastor says they visited kenya and third world countries, never haiti, until now. >> we have a hard for people and

they were there because to have what reason because it's a very disadvantaged area. our denomination is very quick to reach out and help. >> reporter: a church member says the family of seven, two parents and five kids, all under 18 except for one knew the risks, went to the caribbean country anyway to see how they could help. now all of them kidnapped except for the father. >> i would say they're very genuine. they are loving people. they had a heart for missions. >> reporter: now they're part of a group of 17 people kidnapped by a local gang demanding a $17 million ransom for their release first reported by "the wall street journal." >> we don't want to give these individuals money because this will further fuel their criminal enterprise. >> special agent in charge tim gallagher says conditions in this case are working against the gang members. >> the bad guys took these kids. they require a lot of resources to keep them healthy. >> reporter: haiti has been up ended by a lack of food, medicine, any semblance of

structure. dr. margaret degott who works at this hospital in port-au-prince calls it a gang land. its when the kids of people that sell things be on the streets, so this situation has never been as bad as this. >> reporter: if you don't pay a ransom, what happened to the hostages? >> very often the people are killed. it's a question of life or death. >> reporter: the u.s. government has a policy of not paying ransom in cases like this, but that would not prevent families or others who have the money from putting it up. savannah, back to you. >> sam brock, thank you. 15 minutes after the hour. craig is back after having a few days back. nice to have you back. >> good to be back. we turn to texas now and the scene of a horrific crash. but get this. there was a miraculous ending there. the plane rolls off the runway, burst into flames. but somehow all 21 people on board managed to escape.

morgan chesky is at that scene. morgan, good morning. >> reporter: hey, craig, good morning to you. and the road near that airport still closed down as investigators trying to figure out what went horribly wrong. we know this plane was bound for boston. everyone on board excited to see the playoff game between the astros and the red sox. but when it started to take off, something didn't work and the terrifying aftermath was caught on video. the scene, gut wrenching. black smoke billowing from wreckage 30 miles west of houston. beneath the flames, the remnants of a private jet. >> i have vision of a plane that's fully engulfed. >> reporter: the charter was bound for boston tuesday morning, but never left the ground. the plane attempted to take off from houston executive airport shortly after 10:00 a.m. local time. >> possibly 21 people on board. there are multiple people off the plane at this time. >> reporter: instead, the twin engine aircraft rolled through a fence and caught fire in an open field.

the 18 passengers, two pilots and one flight attendant on board somehow managed to escape on their own. the youngest passenger, just 10 years old. >> however they did it, no one is deceased and man, that is an awesome feeling for us as first responders. >> reporter: two people were taken from the scene with nonlife threatening injuries. the crew on board somehow pulled off a miracle. when you saw this speed at which this fire was burning through the plane, did it look like something someone would walk away from? >> the initial accident, nobody thought anybody would walk away, but they walked away before the fire consume today plane. i'll have to say it goes back to a crew that made sure everybody got out and did it the right away. >> reporter: the ntsb scene now on scene investigating why the plane couldn't gain altitude and how it caught fire. in a statement, the spokesperson for the plane's owner said we are extremely grateful there were no fatalities or serious

injuries. we will be working with the ntsb and the faa to ensure we are complying with all of their requirements. to those who witnessed the aftermath, it was the best outcome in a worst case scenario. >> the aircraft held together long enough for everybody to get off and get off in one piece and we'll just thank our lucky stars. >> reporter: we know ntsb investigators will be back out here on the scene searching for that cause. we learned the plane in this crash was 34 years old. important to know, this nd-80 series is no longer used by any u.s. airline, but what investigators uncovered in this field behind me could be critical for those foreign airlines that still have nd-80s in their needs. >> morgan chesky, all 21 were able to get out, amazing. >> happy anniversary. yeah. >> ten years for you. how was it? >> we had a glorious time. >> oh, good. >> long weekend, no kids? >> long weekend, no kids.

young children could be weeks away and the biden administration is lining up vaccination sites for millions of kids as young as 5. nbc national correspondent miguel almaguer joins us with the latest on this break news. hi, miguel, good morning. >> savannah, good morning. the fda's advisory panel is set to meets next week. then as early as the first week of november, the cdc could green light the shots, quickly allowing the shots to go into the arms of children 5 to 11 years old. if that happens, distribution won't necessarily be easy. this morning, the white house is unveiling its multi pronged plan to quickly vaccinate those kids using trusted sites like schools and community centers. many families will have easy access to the free vaccine. a smaller dose than the one taken by adults and given at most pharmacies, the white house says it will have pre-existing packages that are easy to distribute vials. the two-dose regimen can be fast tracked with the help of over 25,000 doctor's offices, 100 plus hospitals and tens of
