a powerful storm is arriving p or who will be hit? that's coming up next. >> there is steep terrain here. >> and some people are already seeing rain in the bay area and they are getting ready for the flooding that could come with it. and a cinematographer is killed while shooting a movie and what southbay is trying to do to make sure it never happens again. we are under a microclimate weather alert as a storm moves in. thank you, for joining us. i am terry mcsweeney. people are preparing for what is expected to be a dangerous to 48 hours. we are looking at eight time- lapse of and you can see the first bands of rain.

this is in the burn zone and the santa cruz mountains. these begin at 8:00 tomorrow morning in colluding at boulder creek and bonnie doon. the areas in yellow, in san mateo county, they are under a warning. let's go to our meteorologist. >> what is happening right now, it is the opening act before the main event that is rolling in tomorrow. we have a high-definition view of the rain across the central bay and what this is, this is the moisture out ahead of the storm. this is a warm front headed to the coast. the rain is filling in across the north bay and chances are it will be staying there. the excessive rain outlook targets most of the north bay including sonoma county.

there is a runoff flooding likely to occur. as well as along the peninsula. another area to watch for flooding risk. that is where the flash flood watch is. this is 1:00 in the peninsula and before those start, the wind is going to accelerate. it is that 1-2 punch. gusty winds and increasingly heavy rain moving out of the north bay and then, by this time tomorrow night, serve as high as 20-30 feet. we will also be looking at when the strongest rain gusts and peak weather will arrive. >> we much of the evacuation orders.

they take effect at 8:00 tomorrow morning and people in boulder creek are getting ready tonight. they are filling up gas cans and generators. one woman says she has a supply to last a weekend is not going anywhere. >> we are somewhat high up and i think we are safe. we have gas for the generator and groceries and i think we are going to stick it out. >> firefighters are urging people to not wait to evacuate. it will be more difficult to get out once the storm gets there. from the santa cruz mountains to the north bay, some people were digging trenches hoping to keep the rainwater from causing more damage. >> reporter: arlene and her family went to their property near burnsville and went to work. she said her husband, david, used a pickax to dig a rain trench to steer water away from hillsides. >> with more than 12 inches coming, we are expecting quite a few landslides.

>> they are finding some rockslides, like this one that she came across while we were talking. her son julian says along with digging trenches they will bring in a tractor. >> are you going to have to shore up that road? >> yes pure possibly. we are hoping the road will stay intact and not just flood out. if that happens, this property could get it could be an accessible. >> reporter: they lost two homes on their property last year during wildfires. they plan on rebuilding and are trying to shore things up as much as possible. after a fire and now this massive storm on the way, it is a big challenge. >> this is an exceptional year because of the fire and it causes the dirt to be more fragile. sonoma county is putting

together a temporary rubber dam in the russian river. the dam can handle about 2000 cubic feet per second. the rain flow could include increase that to 20,000 cubic feet per second. this began yesterday and will reopen on monday. tickets tomorrow will be available any other day of the fair. people are certainly aware of what is coming in from cleaning gutters to stocking up on certain supplies. residents are lining up for free sandbags at the public works operational area. tom to me was worried about flooding on his property. >> the area that i live in, the neighborhood is here and i live second to the bottom. and everything flows down. >> it the city public utilities

back window of the patrol car was shattered. it is still not clear what happened that caused the windows to shatter. investigators are asking that anyone with information come forward. the shooting investigation at the alec baldwin movie "rust," continues. but people are asking that people remember halyna hutchins, the woman shot and killed. tonight was the first candlelight vigil to remember hutchins. there is another one tomorrow in burbank. a message from him was read at the vigil tonight. >> he sent me a message that he asked me to read to you. he said, halyna hutchins inspired us all.

her loss is enormous and we will need time to process our grief. the outpouring of sympathy from her friends has been overwhelming and we thank everybody for their kind and generous sharing. please take time to remember her and we will all work together to honor her memory and emulate her determination. earlier today, alec baldwin was seen with the husband and son of halyna hutchins. they hugged as they left the hotel. and they are asking for privacy as the family grieves. director joel souza was shot in the shoulder. he was released from the hospital and said, "i am gutted by the loss of my colleague and friend. she was kind, vibrant and talented. he added that his thoughts are with the family of hutchins.

a state senator is calling for a ban of live ammunition on theatrical settings. >> those rules about workforce safety on movie sets and on other productions, they need to be a matter of law. you really don't need to have a live gunshot or even the sound of a live gunshot anymore. >> he says in this era of special effects and sophisticated sound programs, manufactured gunshots could easily take the place of the real thing. police are asking for help finding a car connected to a homicide. the car is a back 2007 nissan sentra tinted windows, custom rims and a san francisco 49ers license plate frame.

a retired opd -- he pulled his weapon shooting and killing one of the three men involved. the others shot back hitting former police captain --. he survived and is recovering at the highland hospital. they want extra pay for working through the pandemic and they won't go unheard. workers risk their lives by operating trains over the last several months. they think they deserve retroactive hazard pay. >> healthcare workers have received it and many others have. transit workers, however, they have been excluded. so they are being asked to be compensated for the fact that they have had to increase the hazardous work environment.

>> four letters have been sent to vta to negotiate hazard pay but they have not heard back. the south bay is home to a new state-of-the-art vietnamese community center. southbay leaders held a ribbon cutting ceremony. the facility is on center road near tully. it will offer a range of services from dental care to mental health as well as childcare. >> this is a project that has been in development since 2011. many of our seniors and elderly are involved in the planning process. they are letting us know how we can best serve them. >> a soft opening will happen in a couple of weeks. this is the home to the second- largest vietnamese population outside of vietnam.

in 1989. many are gathering to celebrate the 55th anniversary of the black panther party. chinatown hosted its first block party today and it was geared towards children. there were lots of activities set up there. there was a pumpkin carving contest and many more activities. they say, they wanted to bring the youngest members of the community to gather just to have some fun. >> we wanted to keep the spirit of arts, creativity and imagination alive for the children of chinatown. so we rallied together. hundreds of people turned out for this event. it today is national make a difference day. hayward is doing their part to make a difference. today they cleaned up neighborhoods in south haven and calls it a beautification event.

it is muggy outside. in temperatures in the 60s and that is a telltale sign of an atmospheric river. 63 with a light rain into walmart creek and 62 degrees around san jose. all eyes on levi's stadium. we know the rain is going to be a factor but, rain totals, pretty interesting. this is where the rain shadow could help us out a bit as the rain gets started. wind gusts around 30 miles per hour are expected. you are going to want a poncho out there tomorrow to stay dry. rain totals by halftime up to about 15 hundredths of an inch or probably a bit more towards the fourth quarter. those will stay constant out of the south and then rain rates will pick up by the end of the game. heavy rain at times. then the rain starts to transition through the central bay and the santa cruz mountains

. bay area highs around 65 degrees. it will be mild and muggy. it will peak around 2:00 p.m. wind gusts as high as 15 miles per hour. this is a damaging wind pattern. we could see trees down and then more debris on top of storm drains. it really is a 1-2 punch. the rain, that we have here, that is starting to show up, the lift will be increasing and this is looking very impressive on the satellite. this is the area of low pressure here. and this atmospheric river is headed into the coast. now, watch how this installs out into the afternoon. reaching southbay by 7:00 and then moving out of the santa cruz mountains from 11:00

tomorrow night and into monday morning. the rainfall will be to-three inches overall but in the mountains they could see 5-6 inches of rain. we will see what-two inches across parts of the south bay. we do hope to see a bit of a break in the action. shower chances early next week and most of that should be off to the north bay. a very stormers stormy 36 hours and showers tuesday into wednesday. after a storm like this, patchy fog could be an issue but much quieter and welcome weather after a storm he 24 hours. wave heights will be as much as 30 feet. >> i want you to forget everything i said about taking an umbrella to the game tomorrow. thank you very much.
