good morning. it is sunday, october 24th, 7:00 on the dot as we take a live look outside. wet pavement and the rain coming down on the golden gate bridge on this sunday morning. thank you so much for starting it with us. i am kira klapper. meteorologist, vianey arana, joins us with a look at your microclimate forecast. it's already coming down. >> yeah, look at satellite radar, and there it is, that cyclone off the pacific, and you ca they call the river in the sky. i will zoom in so we can get a

closer look. storm team doppler radar, you can see heavy to moderate pockets of rain in through santa rosa and san francisco, already getting a decent amount of rainfall, and we're not even in the 8:00 a.m. hour. santa cruz mountains getting good rain coming down right now. we are expecting for this to continue all day long. there's a reason why there are flash flood watches in effect right now, and we are monitoring the fire burn scars. along with the flash flood watch we've also got wind advisories in effect. conditions are going to get gusty. more on this in a few minutes. >> thank you. the rain is here and it's a deluge already in parts of the bay area. here's a live look at four cameras across the bay this morning. there are slick roads, standing

water on the freeways and over the bridges. parts of the north bay already seeing torrential downpours. take a look at this in santa rosa overnight where one family was trying to stop the water from flood into their homes. you can see them sweeping out the water to prevent more flooding. in san francisco, people were scrambling to dig ditches to redirect any standing water. here's today in the bay's euro. >> this is our only access road to where our homes were. we lost two homes, three generations in our family. >> this is video she sent us. you can see her husband, david, using a pick axe to dig a

terrain ditch. >> this is the weather system where we are expecting quite a few landslides because of the dead trees and steep terrain here. >> they will also bring in a heavy tractor. >> are you going to have to shore up that road, too? >> yeah, possibly. we're hoping that, you know, this road will stay intact and it's not just going to slide out, because if that happens, this property could get nearly, you know, inaccessible. >> the reids lost their home as part of the lnu complex, and they plan on rebuilding and that's why they are up there now trying to shore it up as much as possible. there are rain warnings issued to residents and they are handing out erosion equipment here in san francisco. the sandbag station at the

public works yard has been busy most of the day. >> the area i live in, the neighborhood is tiered and of course i live second to the bottom. >> san francisco public works workers have been out in anticipation of the heavy drenching this morning. >> right now some people in the santa cruz mountains are preparing to leave their homes. take a look at the map. the areas in red are under evacuation orders and those begin at 8:00 a.m. this morning. it includes several communities. the yellow arrows you see in san mateo county are under evacuation warnings. today in the bay's marianne favro reports. >> reporter: tonight many people

we spoke with said despite the warnings, they plan to stick out the storm at home. many people filling up gas tanks for cars and gas tans to run the generators. >> we have gas cans to run the generator. big concern is power. >> as people in boulder creek put out sandbags, they are most concerned about what will happen when the storm hits the burn scars. the trees and debris may come sliding down during the storm. deputies urge them to leave tonight. >> obviously the debris flow is a concern, and also downed trees are a huge concern as well, downed power lines, and even if a tree doesn't lean on your house, per se, but losing power could put you in a precarious position, or just having a blocked roadway where emergency

personnel can't get to you if you are in medical distress. >> despite the warnings many in the evacuation zones say they feel prepared and plan to stick out the storm at home. >> that's the biggest concern, we would not be able to get out. that's why we have the generator and food and extra water, so we have got easily a week worth of supplies to get us through. >> sheriff deputies say the evacuation warning will become an order tomorrow morning at 8:00, impacting hundreds. >> the areas that will be most affected will be boulder creek, and the north coach, the davenport area as well. >> some we talked with said they are taking a wait and see approach. >> if it's not safe to stay, we will not stay. >> they are going to have extra patrols in the evacuation areas to make sure there's no looting.

>> as marianne mentioned, there's a shelter opening. rv parking is available. in san mateo county there will be a shelter opening at 8:00 this morning at half moon bay high school. in anticipation of today's rain many businesses are closing. the oakland zoo is closed today because of the weather. anybody that already paid for a ticket will get a full refund. the oakland zoo prides itself on being open year round and tiply only closed on thanksgiving and christmas. the alameda county fair will close because of the storm. it opened on friday. it usually runs in june but was postponed because of the pandemic. assuming the weather will cooperate, it will reopen tomorrow. you can track the storm in the palm of your hand by just downloading the nbc bay area app on your.

you can zoom in to your neighborhood and get a precise timeline on when the rain will hit and move out. now to a follow-up in the east bay. oakland police are asking for the public's help in finding a car connected to a robbery and attempted homicide in involving a retired police officer. this is a car, it's a black 2007 nissan sentra with tinted windows and custom rims and as we have been reporting, on thursday three men robbed a retired oakland police captain at gunpoint as he was getting gas. he pulled his own weapon, shooting and killing one of them, and as the other two escaped they shot the former police officer six times. joyner did survive and is recovering in highland hospital. now to the vta workers. they are fighting for extra pay for working through the pandemic. their supporters rallied at city

hall yesterday. they say workers risked their lives by operating trains and buses over the last 18 months. they say they deserve retro active hazard pay. organizers say they tried to bring up the issue with management since april of last year but have yet to hear back. switching gears now to the 49ers playing on the national stage for sunday night football right here on nbc bay area, and a live look at a wet levi stadium where the rain will not stop niners fans from seeing their team take on the indianapolis colts. the red and gold are trying to snap a three-game losing streak and jimmy g will be the qb for today's game. we will have complete coverage here on nbc bay area. the 49ers and colts kick off at

week after halloween, so they are not going to make halloween for the ghosts and goblins and the transformers and superheroes, but the week after most likely it will be approved, because all the data is pointing to that it's safe. we are still seeing already a lot of resistance in the kaiser poll. 1 in 4 parents saying they would never vaccinate their kids for covid despite for decades kids had to have vaccinations to go to school. we have also talked about boosters. >> that will be interesting to get that update from dr. lewinsky.

match hutchins as they left the hotel. they are asking for privacy as the family tkpwraefz. our investigative unit learned enough signatures have been collected to give san francisco voters to recall the city's district attorney in the june election. officials still need to certify the signatures, but organizers say they collected about 40,000 more signatures than what they need. >> is the district attorney making san francisco safer? >> absolutely not. >> you honestly believe that the city's top law enforcement officer is actually making san francisco more dangerous? >> yes. public safety is not his focus.

that is not his goal. his goal appears to be what is best for the individuals either who have been arrested for a crime or charged for a crime, but not what is best for san francisco. i submitted by resignation to the office as a result of my belief that the office is headed in the wrong direction. >> what made you quit? >> the work that myself and my other dedicated colleagues have done for the past number of years in order to secure public safety for the residents of san francisco have been undermined by a change of policies and his management of cases in the office. >> how so? >> he has shown an unwillingness to prosecute crime effectively in san francisco. we are seeing repeat offenders

and dangerous individuals be released before they should be. >> tonight you will hear her claims that attorneys at the public defenders office are now getting to call the shots over at the d.a.'s office. we will introduce to you a second long-time prosecutor that also just resigned in protests and claims the d.a. asked him to violate statutes to get a leaner sentence for a serious crime. >> it's important to know the district attorney did not grant a request to address the criticism from his former attorney, but in a statement a spokesperson said the d.a. is prosecuting criminals at the same rate as previous district attorneys in san francisco and other nearby counties. the statement went on to say the d.a. is expanding services and support for crime victims and using bold approaches to end gun

violence including prosecuting the makers of untraceable weapons known as ghost guns. we have breaking news to tell you out of the south bay. there's a deadly crash near the barrier ramp. all lanes are blocked right now. it's unclear if slick road conditions contributed to that crash. we will continue to update you as we learn more. speaking of slick roads, it's time to check in with meteorologist, vianey arana. there's so much rain. i saw standing water on 101 this morning. >> yeah. >> a lot to guide you through this morning. >> including the meaning of the atmospheric river, what people are so interested in knowing what is going on. >> yeah, i will get to that in a second. this is a great opportunity to get everybody in the loop. 61 degrees right now in san francisco. this is a live look.

now, this is what i really want to get to here. satellite radar, you can see the clearly defined system. look at that, the circulation there. that goes the atmospheric river, you can see it between that tail right there. the yellow is the heavier pockets of rain. it's pouring in the north bay, and has been since last san francisco expected to keep that rain all day long. this is going to be continuing downpours today. look at the south bay camera right now in san josé. you can see along 680, coming down heavy there as well. morgan hill. there are several advisories and watches in effect. the big concern is flash flood watches. this goes into effect and remains in place through early monday morning. we are monitoring those areas

for standing water. we're also monitoring street flooding, anything that is potentially clogged, the gutters. wind advisories in effect all the way through 5:00 p.m. through tomorrow as well as some of the winds could gusts upwards of 50 miles per hour. there's also a high surf advisory in effect for the entire coastline. never turn your back to a wave. we're talking about increased coastal runoff. in addition to that, sierra snow totals could peak anywhere at two to three feet. there's a winter storm watch in effect as well, and not the best day to travel up to the sierra, and you could see closures there as well. 12:00 we start to get heavier pockets of rain push through. into the south bay around 2:30, it starts to get heavier. look where you see the yellow and orange. if you are wondering about the

rain in san josé, around 7:00 it starts to push down pounding the south bay as well as the north bay and into novato, and then it remains light, moderate to heavy all the way through monday morning's commute. tomorrow morning's commute will be dangerous. when we talk about climate change, atmospheric rivers tap into that. this gives atmospheric rivers more fuel to grow. think about it as a stream of moisture that can bring flooding rains and that's what we are seeing today. we'll have another update in a few minutes. >> thanks, vianey, very much. we'll be right back after this. hope you stick with us.

in rain. we will continue to see this all day long, intensifying, really, into the afternoon. i want to show you satellite radar because it gives you a clear view of the formation right here. you can see the atmospheric river affect happening right into the bay area. you will be hearing that a lot today. what exactly is it? let's talk about it. we have atmospheric rivers known as rivers in the sky. they basically tap into the moisture and it creates a stream of moisture that can bring flooding rains, and based on the intensity it will bring heavy winds, strong gusting conditions and we are seeing that right now, and i will take you through the timing of today's big storms, coming up. >> vianey, we'll see you soon. thank you. as we mentioned, the rain is here and it's a deluge already in parts of the bay area. a live look in richmond, dublin, san francisco and san josé this morning. slick roads and standing water. be careful if you are heading

good morning. it's 7:42. we are under a microclimate weather alert. we have storm ranger up and scanning. that's our phoerbl mobile doppler radar. they have seen the heavy rain since last night. wherever you see the green, there's rain. wherever you see the yellow, orange or red, that's based on the intensity of the rain. san josé is falling in the rain shadow, and even san josé has gotten some of the rain. a dangerous commute through santa cruz right now. along with the rain we are seeing gusty winds at 50 plus

miles per hour. this is the storm bringing us all the rain. the atmospheric river affect, we are noticing it, and if you notice the formation of this. you will hear bomb cyclone. what is that? when you think of the word bomb, it refers to the intensity of it. cyclone is basically just a storm. cyclone genesis, and this happens when the storm drops 24 millibars in 24 hours. this happens when cold air mass collides with a warm air mass, and it kicks up the intensity of the rain and the wind. you can see quite the formation there. that will continue to impact us all day bringing us flash flood watches throughout the day. the wind advisories i mentioned are already at 50 plus. this will get intense into this

afternoon. even down through livermore, san josé, 40-plus miles per hour winds up through santa rosa. this will continue all day long into the overnight hours. in addition to this, there's a high surf warning in effect. that will be where we are expecting winds upwards of 30 feet. let's talk about the timing of this. notice the time stamp is up here. 12:30. we start to get heavier pockets continuing in through oakland, and san francisco. pockets of rain really getting intense into the afternoon hours, especially for the south bay. look at san francisco. i know the game is in santa clara county, and for all of you levi fans, take that poncho. tomorrow morning's commute will be a soggy one.

washington, d.c., washington state and massachusetts. the cdc said there have not been enough cases to cause concern. delta plus is 10 to 15% more contagious than the delta variant. teens who get vaccinated in san francisco could qualify to win a free ride to college. san francisco state university is offering full-ride scholarships to 10 lucky teens that get vaccinated. it's part of san francisco's larger plan to move closer to 100% vaccination rates among youth. they will pay college tuition in full for four years and that's worth about $30,000. students 12 to 17 years old qualify for the drawing. they can participate by registering at vaccination sites around the city.

sfu's website has the full list of sites. and then the package at the big back better bill will be trimmed. the democratic majority is not united and needs every senator onboard to move the bill throughout that chamber. larry gerston joins us. nbc news is reporting that the key holdout in these debates, senator joe manchin is agreeing to meet with president biden in delaware this morning. what else are the latest developments? >> that's it. manchin will go up, and we have kyrsten sinema of arizona, and we'll talk about her in a moment. and manchin and schumer are going to delaware to try and make nice. manchin is concerned about the amount of money, and two, he

wants to stay away from climate change as much as possible and that's the real rub right now because president biden wants to go to the g7 meeting in a few days with good news about climate change. he's taking an international position on this, and unless congress gives him something related to climate change, that will be tough. he wants to get this out of the way and get something on climate change and move from there. >> speaking of climate change, and i know things had to be cut. what is likely to be gone and what is likely to stay? >> you mentioned 3.5. we started at $6 trillion with bernie sanders' approach, and then 3.5, and now it's under 2. so we have a small list of things likely to stay and likely to go, but who knows. what will stay, universal pre-k,

very important to progressive democrats, and national child care for at least one year. housing and homelessness programs which are also important. they will stay. what will go, free community college which was so dear to president biden. reduced prescriptiondrugs. that would be very important to and major climate change issues, a lot of that will go. >> as a person with young children -- >> we also have a other side to this, which is what is certain? what do we not know about yet? it has to do with extended care for seniors and some sort of immigration reform. that's also very tricky right now as to whether it can get through the reconciliation process. those are up in the air. >> it will be really interesting to see what comes of the talk this morning. it seems to be a big step in potentially the right direction. we know you will update this on a week from today, as always,

welcome back. here's a quick look at the top stories we are following on this sunday morning. right now some people in the santa cruz mountains are preparing to leave their homes ahead of potential mudslides from this morning's downpour. here's a look. the areas in red are under evacuation orders beginning in five minutes at 8:00 a.m. it includes the communities of boulder creek, swanson, and two others. shelters are opening up for people who are told to evacuate. in shelton, the san lorenzo junior high and high school campus opens at 8:00 p.m. for evacuees, and -- 8:00 a.m. for evacuees. rv park something available. in the north bay in santa rosa, this family was trying to stop the standing water and trying to

prevent more flooding in their home. a chp officer got a flat tire after driving over these rocks from a rock slide that covered a half of the road in santa rosa near fox lane. you can track this storm by downloading the nbc bay area app to your phone. it will give you access to our radar, and you can get a precise timeline of when the rain will move in and when it will move out. we have an update on the breaking news out of the south bay. the corner is still on the scene of a deadly crash near the berryessa road on-ramp in san josé. two lanes of the four are reopened letting traffic through, but two lanes still remain blocked as officers continue to investigate. before we go, let's check in with meteorologist, vianey arana. >> we have plenty to talk about.
