clear. we will see our temperatures going from the mid-50s to slowly warming up today. it will be very much like yesterday when we see clouds in the morning clearing out for the afternoon and really comfortable temperatures all-around the bay area. it's a nice start to our holiday weekend, and we are headed to the low 70s for napa, reaching 72 degrees. concord up to 74 today. we will see a high of 73 in san josé. it will be cooler this weekend. i will talk about that and the forecast coming up in a few minutes. >> thanks so much. happening right now, levi may soon become home to world cup soccer. pretty exciting for the millions of soccer fans here in the bay area. today in the bay's bob redell joins us outside levi with more. >> reporter: later today and tomorrow, the 49ers along with the mayors of san josé, oakland,

and others will host fifa officials who are coming to town. they will try and convince them the world cup soccer games, some of them, should be played here in the bay area in 2026. there are 17 other cities in the united states bidding for the opportunity to host some of the games. fifa will choose 10 to 12 host cities from our country and a few more cities expected in canada and mexico. that decision is expected early next year. this video, by the way, is from the last world cup tournament in 2018 where france beat croatia. millions of people would be expected to flood in for a month for the large-scale events. it would not be the first time for us hosting fifa. in 1994, the bay area hosted

multiple fifa games. we also have the infrastructure and passion needed to leverage the economic boost the event would bring to the area for long-term development of soccer. reporting live in santa clara, bob redell for "today in the bay." governor newsom headed to the united nations global climate change conference next week, and among other things his administration is pushing for the end of reliance on oil. they are outlining their agenda for next week's event. more changes coming to the masking and vaccination mandates. contra costa will follow san francisco when it loosens its mask mandate. alameda county will also loosen its mask rules.

under the order all workers no those places must be fully vaccinated. and muni says since all workers are not complying with the vaccine mandate, some of the less busy lines may be temporarily suspended. seven students at berkeley high school tested positive for covid and today classes will not inbound session according to the district that says the students are now at home quarantine. hundreds of close contacts have been notified. the district will provide testing on monday. happening now, president biden is in rome. this is where he and the first lady are meeting with pope francis before turning to world leaders at the g20 summit. meantime on capitol hill members of his own party continue that legislative tug-of-war over his sweeping social spending plans. alice barr is live in washington with the latest on that debate. good morning, alice. >> good morning, marcus. so the president is in a little bind because he's going to be pushing for some of the

commitments from world leaders with some of his top priorities when he has yet to secure his deal on, and it's not because of all republicans that oppose his sweeping plan, which they do, but it comes down to democrats, and they will juggle that throughout his time in europe. this morning the president kicks things off with a visit to the vatican meeting with the pope. that is really twofold. it's a special meeting for the president personally because he's just the second catholic american president, and also they spoke about key policy issues. that meeting just wrapped up between pope francis, the president and first lady there as well, and we know they spoke about climate change issues and about covid-19, and then also protections for the poor. of course, issues that are deeply held for both of these men, and those are the same

priorities president biden will be speaking g20 summit world gs scotland, for the climate change summit. president biden unveiled the new framework for his social and climate change policies that he is trying to get passed and pay for through taxes on the wealthy u.s. and corporations. right now there's no firm commitment on that deal. >> this framework includes historic investments in our nation and in our people. >> the new proposal includes child care, universal pre-k, expanded health care coverage, and medicare for hearing services and $555 billion to curb climate change. but to cut the price tagging to what the moderate holdouts would accept, several top progressive

priorities are out, including president biden wanted to have a vote yesterday on his separate bipartisan infrastructure bill, and that's what house speaker, pelosi, had planned to do but scrapped that because progressives are not willing to sign on until the larger package is set. they are willing to keep working through next week to get to a deal on both bills, with the president telling democrats that nothing less than his presidency and majorities in the house and senate are riding on this. >> when it comes to the bills, it just goes on and on and on. alice barr this morning. thank you, alice. california ports are getting a $5 billion cash infusion to help modernize supply chain systems. pete buttigieg made that announcement yesterday. over the long-term, it's

expected to provide a big boost in modernizing ports and rail connection systems. and then looking at l.a to tense sndstill. it started with some sort of altercation between two men and it led to a scare that had many passengers running for their lives, and one man thought the other had a gun and that sent people running. >> people were whipping around the corner with fear and terror in their eyes, and they were, like, there's an active shooter. >> no gun was ever found, but police later said one of the two men was taken in for a mental evaluation. regular operations resumed after about an hour. and then finding a fire prevention effort for regional parks. $10 million was secured for the

removal, and $3.5 million for new fighting equipment. this afternoon the chief of the east bay regional department will have a joint news conference. this is walnut creek as we get started this friday. oh, when you say friday, it sounds so nice. of course, we have a nice forecast to go with it. meteorologist, kari hall, will monitor that. i will leave the good news to you. >> you already heard the good news, and we are going to spread it across the bay area. as we are waking up and heading out this morning in the tri-valley, and we are starting out clear and it will be another day like yesterday where it was cool and we had a few clouds. it cleared out and it was an amazing day. here we are looking at temperatures in spots like dublin reach into the low 70s this afternoon. 74 for a high in livermore. 73 in san josé. san francisco up to about 67. we will talk about weekend

apple and amazon having big trouble with supply chains, they say. san ramon based chevron, though, says no problems. in fact with high gas prices and high demand, it's making lots of money compared to last year. the ceo of chevron was one of the oil executives testifying yesterday before a house committee, and that's him in the upper top row middle in the "brady bunch" box there. congress wanted to know why they still need new leases for drilling on federal land, which led to an interesting moment. remember, because of covid this was mostly a remote video conference, and one california congresswoman, katie porter, she was at home in her garage in orange county. she held up a grain of rice representing an acre of land,

and her point was they already have acres and acres of land they are using, so why would they want more? >> if each grain of rice was an acre, that would be 470 pounds of rice. apparently this acreage was not enough. >> the old minivan. speaking of demonstrations, mark zuckerberg showed off a version of the so-called metaverse. he said things like instagram will change its name to meta. and that look on the bookcase there, and we were talking about this earlier. that bookcase is a book end made out of sweet baby ray's barbecue sauce. it was laura that figured that

this morning. we have so much going on this weekend. you may be getting the kids ready with their costumes to head to school this morning, and for those not going to school, maybe heading to one of the many events going on this weekend, we will have nice weather, so be sure you are wearing a nice warm jacket because we will see peeks of sunshine today and the temperatures will stay in the low 60s. we are headed for the upper 60s in downtown san francisco, and across the bay to oakland, we will see a high of 69 degrees. 74 in livermore. palo alto, expect a high of 72 degrees. for napa today reaching the low 70s as well. sunshine today, fairly nice and mild as we go into the forecast. we are going to see the temperatures matching where we were yesterday, reaching 75 in antioch. near the coastline, we have upper 60s for redwood city and upper 60s for san francisco. north bay highs reaching 72 in novato. now, as we talk about rain and

what is coming our way, we will see showers just to the north of us, more clouds, and then early next week we are going to see two storm systems passing by that will bring in higher rain chances and the possibility in some spots getting over an inch of rain where we see the bright reds, less than an inch of rain elsewhere. when we look back at how the impact of the last atmospheric river impacted the bay area, we saw the decrease of the drought and improvement statewide. a lot of areas went from exceptional drought to extreme, which is still not good. overall a nice weekend as you are making all of your holiday weekend plans. mike, you have more info for the crash in the tri-valley? >> yeah, our friend, aaron, he was going south on 680 and he saw the flashing lights and wanted to let me know something

temperatures. right now heading out the door, temperatures in the mid-50s. it's 53 right now in livermore and 51 in dublin. as we go through today, for napa going from 50 to the upper 60s by 1:00. this is basically going to be a repeat of yesterday. we're headed for the low 70s today. we will see mid-70s in a few spots, but it will cool down this weekend. we'll talk about that and all of the events going on coming up in a few minutes. >> thanks, kari. after canceling in 2020 because of the pandemic, a bay area favorite back for another year. outside lands that brings thousands to golden state park will kick off in a matter of hours, and with performances and crowds, of course, bringing traffic rules with it. cierra johnson is live, a lot of

people expected to attend. >> reporter: yeah, thousands and thousands of folks expended to attend. it's a couple hours away from the first performance, and things are already set up here. take a look behind me. these are the fences where folks will make their way into this park to see those performances on deck, lizzo, and even nelly hitting the stage. a lot of the activity will be outside of the gates because traffic is expected to be pretty crazy. if you are heading out here, here's what you need to know. to start with, organizers say parking is extremely limited and some streets will be congested or completely closed. organizers suggest if you are getting dropped off do so a couple blocks north or south of golden gate park. another option, of course, taking public transit. muni will provide extra service on the north judah as well as the 5r fulton rapid.

and then the shuttle bus at bill graham will run one hour after the music ends each night. let's talk about health and safety once you get inside. everybody coming to the festival has to be vaccinated or show proof of a negative covid test within 72 hours, and there's a pop-up rapid testing facility. keep in mind that will cost you money. for organizers this year, it's sure to be a special one given everything that has played out in the last year and a half. >> everybody is coming back out of, you know, the covid quarantine. to be able to be out here and getting all of these local people participating at the event, vendors, restaurants, artists, musicians, and we feel grateful we are here and able to do this. >> reporter: it's important to know that it's also halloween so

a lot going on this weekend. if you are coming to the festival and want to be really festive and get dressed up, and you can't have fake weapons or fake blood and they are asking to please not dress as a first responder to avoid confusion. they are getting ready for all of the crowds. i believe the first show starts at noon and the music will keep going until 9:30 on sunday. a lot of artists, a lot of people and traffic, so make sure you have a plan on how to get here safely. >> since you are one of the first people there, they should let you do a mic check? >> you know, i should actually open for lizzo. that was my plan. lizzo, if you are watching and need an opening act -- >> if you are an opening act, i want to be a mic man.

>> 6:34 right now. serious story here. there are a lot of questions in an east bay high school after a photo posted on social media showed a student wearing a ku klux klan outfit on campus. that was worn on wednesday, and administrators met yesterday with the student and his parents. the principal says he wore it on a dare and was not caught until fourth period, post likely because he was wearing it in between classes only. he was surrounded by other students who were actually kids of color. many acting with anger and confusion. >> i had no clue what he was really dressed as, and knowing he went to school with a predominantly black population, i thought it was more disheartening. >> he's not white, he's hispanic.

because his skin was lighter, people assumed he was white, and that's what some kids thought it was funny is he looks white. >> did you think it was funny when you saw it? >> no. >> in that part the student has been assigned consequences for his actions and will participate in our restorative justice process to learn how his actions have impacted and harmed others. he will also work with our restorative justice ambassadors, parents and staff to begin repairing the harm he caused. a shootout in san francisco's popular haight ashbury district leaves a community riddled with bullets holes and fear. there was a shootout between two gangs on central and haight. one victim that arrived to the hospital on their own is in critical condition.

there was another drive-by shooting on saturday may have been related to that shootout. one of the bullets entered a bedroom and landed next to a baby changing table. >> the dresser was right next to the changing table. they have a newborn baby. >> it was, like, pop, pop, pop, and then one car, i hear like one car -- >> police say that investigation is ongoing. no arrests have been made. parents are more hesitant about getting covid shots for their younger kids when it's approved than getting a shot for themselves. the survey predicts attitudes may change once kids start getting the vaccine. 27% of parents say they will get their children vaccinated right away, and 5% say only if they have to, and a little less than one-third say definitely not. parents were concerned about long-term affects, taking time off if their children has side effects, and how the shot isn't

ready, perhaps, for young children, but studies show attitudes showed with teenagers. >> they learned more and seen other teens get vaccinated, and we hope to see the same thing with younger kids as well. >> the most trusted source of information for parents is their pediatricians and schools. the pandemic won't stop trick-or-treating this year. there are steps you can take to make sure you and your family are safe. it's easier to maintain social distancing outdoors, and neighbors should coordinate door knocking. children should wear well-fitted mask, not just the costumes, and use hand sanitizer before they eat treats. if you are handing out candy,

congress that are standing in their way, and this morning we are not so sure they are onboard. two senators may not like all his ideas, but millions of americans do. >> this agenda, the agenda in these bills is what 81 million americans voted for. more people voted than anytime in american history. that's what they voted for. their voices deserve to be heard and not denied, or worse, ignored. >> here's the thing. by announcing what sounded like a deal, the president really has gone all in. either congress is going to get moving or it's not. i don't normally run quotes that i, myself, can't track down. that's just good practice, but i will do it here, because "the new york times" and "washington post" heard it, and it makes a point. according to somebody close to the president, he said i don't think it's hyperbole to say the

house and senate majorities and my presidency will be determined by what happens next week. he's right. the future of the democrats holding the house and barely holding the senate and even the white house may come down to whether or not they can get something done, something they were elected to do, and that is pass two bills. remember, the problem is conservative democrats don't like this one, and liberal democrats won't pass this one without that one. the future of the house, senate and presidency may be in the balance. you may have seen this. republican senator, mitt romney, dressing up from ted lasso. some democrats are pointing out this scene where lasso presents cookies to the boss like in the real ted lasso, except the boss is not rebecca, but kyrsten sinema, one of the two democrats

fremont. daly city up to 62 degrees. 67 downtown san francisco. we will see a high of 72 in napa today. 73 in santa rosa. 7-day forecast is coming up at the bottom of the screen. you will notice there's a lot of rain towards the end of the forecast and that's because we have several storm systems lining up out there in the pacific. the first one moving in will stay to the north of us. we will bring in more clouds and cooler temperatures for the weekend. the next one behind that will bring in measurable rain starting on monday. this is the way it looks. once again, more clouds for tomorrow and temperatures reaching into the upper 60s. no showers here but we will see the rain coming in on monday and then another storm system arriving on wednesday. so as we look at how much rain we may see out of all of this, some of these models are putting down good numbers. the possibility of where we see the red showing that we may see

over an inch of rain, and the recent rainfall that we had really improved the drought for especially the north bay when we went from exceptional to extreme, and once again we have two storms coming next week with our temperatures that will head into the 60s. it's going to be cool when those showers come in, but we have a great holiday weekend heading our way. mike, are you watching the roads and seeing slowing on the bridges? >> yeah, right here like the bay bridge toll plaza, it's friday so not as bad as it could be, tbh, and ftw, for the win, we have highway 37 clear of the crash. things are still clear from highway 4, but we expect that. we are looking at the rest of the bay and there's smooth traffic except for the off-ramp here, and the rest of the bay looks good, just a little slowing through san josé. back to you. >> thanks so much. 6:53.
