microclimate weather. we have seen rain around napa and sonoma and also between santa rosa and novato getting lighter now, and there's a batch of rain coming over the hill soon and making it a wet commute along 101 and the north bay. the rest of the bay area not seeing the rain yet, and we are going to see heavier downpours on parts of the peninsula and the north bay. we will talk more about how much rain you can expect where you live coming up in a few minutes. >> sounds good, kari. today is the deadline for san francisco city employees to show they are fully vaccinated. >> one agency says some employees are holding out, and cierra johnson joins us where some muni riders will have to find an alternate route. >> reporter: good morning. yeah, the decision by some muni

riders are impacted by routes like this one here in the city. look at your screen, and we have a breakdown of which routes are temporarily canceled. it includes one california short route from downtown san francisco to the presidio. 14r mission rapid short route, and next weekend the 30 stockton short and 49 van ness short weekend routes will be suspended. taking a look at the numbers, a spokesperson said 123 employees have not complied with the vaccine mandate, and this is out of 6,000 workers. that number may not seem significant but they tell us that number is significant enough to at least temporarily impact those routes. the agency tells us if they receive any last-minute vaccine verifications, they will re-evaluate the suspended lines. we spoke with the decision of

some drivers to not get vaccinated is disappointing. >> i am a restaurant manager an do it and move forward. >> it's important to note that the suspended routes are supplemental so they support other existing routes, and passengers will not lose the ability to get around. we will, of course, continue to follow the story. we will keep you updated. if we receive any updated numbers on the muni drivers submitting that proof or getting vaccinated, we will let you know when the routes come back online. live in san francisco, cierra johnson for "today in the bay." >> thank you, cierra. a live look in new york city where a vaccination deadline is being enforced. new york city fire department is dealing with a sickout in protests of the city's new mandate. since friday some 2,000

firefighters have called in sick and are on medical leave. all city employees had to have one shot by friday to stay on the job. over the next month the supreme court will hear a series of cases which may fundamentally change abortion access in the u.s. happening today it kicks off as justices hear the arguments surrounding the recent controversial texas abortion law. chris pallone is outside the supreme court. we know how this is presented as a big part here. what part of the law will they be focusing on? >> yeah, marcus, great question. today's arguments are focused very narrowly on procedural questions in lawsuits challenging texas's new anti-abortion law. today's arguments also set the stage for a more direct challenge to the constitutionality of abortion coming next month. as we have been reporting, that

texas law bans abortion after fetal heartbeats are detected, and that's around six weeks, and there are no exceptions for rape or the law saves lives, but advocacy groups and the biden administration are challenging the law and many calling it the harshest infringement on the law since roe v. wade. >> the question is whether an order blocking the state from doing anything to enforce sb 8 will also block private parties from enforcing that, and copycat lawsuits by other anti-abortion advocates, and that's the tricky part here. >> the biden administration asked the supreme court to block enforcement of the law and the court declined and insist fast tracking today's oral argument. one month from today the court will hear arguments in a case

that could more directly address whether abortion is constitutional, and if the challenge to a new mississippi state law that bans abortion after 15 weeks of pregnancy, marcus. >> yeah, i can hear already people are out there showing up for today's hearing. chris, i want to ask before we go, what are some of the likely outcomes here and when will they rule on the case? >> well, of course, we're used to the court ruling in june at the end of the term, but because of the way they fast tracked the hearings in the oral arguments, it's a span of a week to ten days, and there are court watchers that speculate they could decide this much more quickly than they normally do, and when they rule on this it's very likely that if they decide that the people who are pursuing to block the law are able to do so and if they have standing, and this whole texas law could go back to the lower courts to be adjudicated, so it could be a

long time before we know whether the texas law is actually constitutional or not. >> i know it's loud and i can hear the people there, and so is there a large presence? >> i wish i could swing around, but the way we are hemmed in here, i would say there are probably 50 people on each side of the dividing line, both pro and against the texas abortion law. they are vocal, and they have speakers and things like that, but it's a small crowd on both sides right now. >> all right, chris pallone in washington. thank you. it's 6:07 right now. developing this morning a teenager facing charges for a shooting outside of the home of a city council member. he is accused of shooting four people outside of rebeca

armendariz's house about 1:00 saturday morning. one died and two are in critical. police are not revealing a motive at this time. authorities in fremont are trying to figure out what caused a deadly house fire on saturday night. this happened at a home on sras ngata court. firefighters say they found a fourth person inside that home, and so far there's no update on that investigation. if you live in cloverdale, there's a boil water advisory due to a water main break. we will be told when tap water is safe to use again without boiling, and that should be in the next three days. 6:08. taking a live look outside of the san francisco bay. other parts of the bay area will

soon see rain as well. did you bring your umbrella this morning? >> if you didn't, and you are still at home, make sure you take it with you. >> quick, run to the car. >> yeah, i like to have a jacket with a hood on it, and you can flip it up, and i don't like to deal with the umbrella and everything, but whatever protects you from the rain. make sure you are prepared. we powered up storm ranger and we are prepared to track this as well as we see light showers moving through parts of the marin county and sonoma county and moving over towards napa county. it's hit or miss. it's light rain moving through. this is what we have seen for the past couple of hours. we will get heavier, more widespread for the north bay. the rest of the bay area looking at hit or miss showers. so for the peninsula, you won't see spots like this in palo alto until 9:00.

we will be watching this by late morning, moving down the peninsula and eventually into the rest of the bay area. we'll talk more about that. mike, you are seeing more of a backup now? >> yeah, the roadways are still dry, and the bay bridge toll plaza, the backup because the metering lights have been on for 15 or 20 minutes and it's slow across the span, and that will keep it moving smoothly there. rain north of novato, and no problems reported there. more details coming up. i wanted to make sure i showed you slowing here into sunol, and into fremont out of sunol, and the crash is on the shoulder. light at the altamont pass, and more on that coming up but the rest of the bay pretty standard.

the idea that a single donation of $6 billion from musk could feed the world apparently, forever, came up on tv and then took on a life of its own on social media. >> i ask any billionaire, come with me on one trip and let me show you the reality. this is not some humanitarian scheme to raismany. i want to put the world food program out of business. my god, people are dying out there. every four seconds somebody is dying out there from hunger-related causes. we have a solution, we have a vaccine for this, and it's called money. >> this idea that musk can somehow solve world hunger took on a life of his own, and the head of the world food program, david beasley, he just did not single out musk, and named

your way to work. we see the rain moving through. we like this. it's a lighter storm. we had a few days before the next storm moves in on wednesday night into thursday. let's time it out and see how much rain we will see today. just kind of breaks up before it moves into much of the east bay as well as the south bay. this is what we normally see with these kinds of storms moving in. the north bay getting in some spots over half an inch of rain, and it will be lighter for napa, a quarter inch of rain. the east bay getting quarter inch of rain, and maybe lighter as we get a look at the rainfall rain update. overall, we're still extremely dry. it's nice to see that we have a surplus of rain for all of our microclimates right now after the historic storm. temperatures today stay cool, so it helps to hold that moisture into the grass.

if you are looking at your automatic water sensors for the lawn, yeah, keep it off for today. we are going to see more rain as we go through the forecast, and again, late on wednesday into thursday. both of these storms are light, so we're not expecting a big soaker. into the weekend, we will see more clouds. daylight saving time ends this sunday, so there's always that reminder to fall back. of course we will remind you more this week. mike, you are seeing a lighter monday drive, too. >> yeah, for some. we'll qualify that, for some. 101, starting to see more slowing coming up. little slowing for 680 at vargas, and a crash is on the shoulder. here the altamont pass, very light traffic compared to what people are used to coming over here because of a crash here in tracy.

>> cancelation frustration. american airlines cancels nearly 2,000 flights over the weekend stranding passengers across the country. the impact bay area travelers are still feeling this morning. this is "today in the bay." let's get this monday morning started. thank you for making us part of your morning. i am marcus washington. >> i am laura garcia. it's monday morning, a new workweek and a new month as well, and new rain is on the horizon for much of the bay area. >> meteorologist, kari hall, has been monitoring the rain falling this morning, and it's already started in the north bay. >> yeah, we are seeing seeing it in the north bay and cloudy in the south bay, and it's off and on with light showers moving through, and further to the north in lake and mendocino counties. we are seeing the rain fall now between santa rosa and novato.

it's sprinkling in marin county, and this is where we are going to be focused for some of the higher rainfall totals for today. the system will be spreading into the rest of the bay area by late morning. you are at least going to see spotty light showers. we'll talk more about this and how much rain you may see, coming up in a few minutes. marcus? >> thank you. starting today three more bay area counties and one city will ease their mask mandates for many indoor settings. today in the bay's bob redell live for us in walnut creek. this could be a big deal for a lot of those that head to the gym this morning. >> reporter: yeah, for the first time in several weeks, people who are working out here can do so without wearing a mask inside the gym itself. starting today, masks are optional for places like gyms, churches, and some offices as long as you are vaccinated and

not showing any symptoms of covid. >> it's a balancing act between fitness and the risk of covid, and being vaccinated. i'm a little less worried about the risk of covid these days. >> sit easier not having a mask on? >> oh, a lot easier. yeah, here you can work outdoors if you want and not wear a mask prior to the opening up, but, yeah, it's a challenge wearing a mask and trying to breathe when you are exerting yourself, no doubt. no doubt. >> feels good? >> yeah, it feels good. feels like we're one step closer to normalish. >> again, to reiterate, no masks required in some indoor settings in alameda, contra costa county and the city of berkeley. no more than 100 people allowed inside. you must still wear your masks inside places like stores,

restaurants and schools. up north, marin county is lifting more indoor mask mandates, and they are going a step further, masks are recommended but no longer required in most indoor settings, and this includes stores and restaurants. can you take off your mask in a store and in restaurants up in marin county, again, as long as you are vaccinated. masks still required inside places like schools, health care facilities, jails, homeless facilities and on public transit, and that will apply to marin county. reporting live from walnut creek in contra costa county, bob redell for "today in the bay." if you can't lose the mask completely, they are still required in schools, health care facilities, jails, homeless shelters and public transit, and also private businesses can still require people to wear masks indoors if they choose. moderna says the fda is

delaying its covid vaccine for 12 to 17-year-olds while they take time to study the risk of heart inflammation. the review could last until january. moderna will delay filing a request for emergency use authorization of its lower dose vaccine for 6 to 11-year-olds. likely by the end of the week children over the age of 5 will be eligible for pfizer covid vaccinations. the cdc advisory panel meets tomorrow and will have to officially sign off, and when that happens the cdc director must then approve. the pfizer vaccine is 90% effective at preventing symptoms for ages 5 to 11. some parents can't wait to sign their kids up for vaccines, and the vaccines are critical to ending the pandemic. if you have questions, we put together a list of answers for you on nbcbayarea.com. you can find the link in our

trending bar. a live look at sfo this morning, and developing this morning some bay area travelers will be facing another day of delays and headaches, no doubt. american airlines now canceled more than 1,700 flights since friday. today in the bay's thom jensen joins us live from san josé national airport, and there's one delay this hour. how are we looking now, thom? >> reporter: looking a little better. not a lot of passengers here, but that 6:10 flight to dallas fort worth was canceled, and we talked to a couple passengers that were supposed to be on that flight for business in dallas, and one to kansas city, and there's a lot of frustration. they are telling us they never received a text from the airline telling them their flight was canceled and they did not find out until they got here to the airport.

according to flight aware that tracks flights around the globe, american had more than one-third of its flights canceled yesterday, and already today about 8% of its flights are canceled, and that's 249 flights across the country, and six of them are in the bay area. there have been 1,700 american airline cancelations since the start of the weekend, like you said. one family we spoke to said they are glad their phoenix flight left on-time, and their final destination is kentucky, and they are staying positive. >> we are used to flying internationally, so in the united states is not a big deal. >> the cancelations costs

southwest millions, and the airlines informed them it was crew shortages causing the cancelations. >> something to keep taps on as well with the holidays and travel. it's only going to pick up later this month. thanks, thom. new this morning, one of san francisco's busiest safeway stores ended its late night hours. city leaders say it's due to out of control shoplifting. the cast troe safeway on market street scaled back 24 hours to the hours of 6:00 a.m. to 9:00 p.m. happening today, san josé state educators plan a visit to the chancellor. he's visiting the campus a little later this afternoon.

teachers recently declared talks were at an impasse although the administration did not issue a direct response. they argue the school is flush with cash from unspent covid funding. later this week, more rain. we will look at the updated commute, but first let's start with meteorologist, kari hall, tracking that rain. >> this one, we have a couple days of a break to let it soak in before the next storm system comes in. we know the north bay has been a target for the heavy rain and that is going to be the case with this system arriving as well. we see a several daybreak before this second storm system comes in on wednesday. we are looking at widespread rain for the north bay, and it's going to be more spotty for parts of the east bay and into

the south bay. it looks spotty for the santa cruz mountains and the peninsula. i will have more as far as what to expect for rainfall totals in a few minutes. mike, you have traffic issues? >> yeah, 580, there was a crash in tracy, and 680, there's an ongoing crash and activity, and now i am hearing there's stuff in the center divide and on the shoulder, so there's a distraction on both sides of the roadway. folks are backing that here. before you get here, a motorcycle crash, so extra concerned about injuries, and it's causing a big problem for that part of the tri-valley. again, 580 lighter, but 680 tough and that's after folks merge off highway 4. and then the bay bridge toll plaza, of course all lanes are full. back to you. >> thanks, mike. it's 6:40 right now.

good monday morning. it's 6:44. it's a soggy morning commute on highway 101 from the park down to san rafael. we are seeing steady showers moving in here, and the rest of the bay area waiting on the rain. we will focus on the north bay and talk about the rainfall totals and a look at the rest of the bay area's forecast coming up in a few minutes. despite the north bay rain, nothing major there. we are recovering in the tri-valley from earlier crashes. on the san mateo bridge, the taillights westbound building in volume as a disabled vehicle was reported, and i think it's clear but we will track it. marcus, back over to you. thank you. great oak parks way, a shooting

happened and one unidentified man was taken to the hospital and doctors could not save him. police are reviewing other details. president biden slipping in the polls with his lowest approval. >> the lowest approval, except one. >> 42% approval rating, the lowest for any president except for trump, who was lower. the nbc poll, 42%. down 7 points from august. this poll does have a 3% margin of error and that's a big margin of error when you are measuring a move of 7%. more alarmingly, 71% of americans think the country is moving in the wrong direction. here's the president on his own poll numbers. >> the polls are going to go up and down and up and down.

they were high and then they got medium and back up and now low. look at every other president. the same thing has happened. that's not why i ran. i did not run to determine how well i will do in the polls. i ran to make sure that i followed through on what i said i would do as president of the united states. >> president biden spoke at the g20 summit in rome. he's in scotland for the climate summit there, and he will push other leaders to cut carbon emissions as we in the u.s. do not have a clean energy deal passed. now democrats hope to have a floor vote on that clean energy deal. part of the build back better bill, and the bipartisan infrastructure bill in the house no later than tomorrow. we'll be tracking all of the discussions at the u.n. climate change summit and reporting progress to you throughout the week on all of our nbc bay area newscasts. we also have our eyes on the governor's race in virginia. that's tomorrow.

retirement, i'm out. >> yeah, like a lot of people. >> just deliver that award to her house. >> yeah, she's like, you bring it to me. >> that's right. >> we're waking up this morning to light showers. walking out the door to some of the rain that's back again, but it's not nearly as heavy as the storm that we had last week, and so it's nice to get these light showers moving in, a couple days spread apart before we see another one. we are seeing the rain now on storm ranger. that's the mobile doppler radar sparked on san bruno mountain. that's giving a view of what is going on with the rain in marin county and napa county, and some of the more steady rain has been further to the north up around ukiah and clearlake. this afternoon we will see more of the rain coming in, and once again, a couple days of a break before this next storm system is set to arrive late wednesday into thursday, and at this point

it also does look pretty weak. here's a look at the hour-by-hour forecast where we see rain moving in but for parts of the east bay and tri-valley, looks light. so the rainfall totals will be much less. take a look at what one computer model is showing with the potential of getting over half an inch of rain in ukiah, and napa may only see a quarter inch of rain and then a quarter inch of rain in parts of the east bay down to the south bay. the water update, it's nice to see one month in we have a big surplus. and our temperatures stay in the low 60s for today. off and onshowers will be moving out tonight and the rest of the forecast will be warming up for tuesday and thursday, and then showers are back looking light. this weekend we fall back, meaning daylight saving time

6:55 for you this morning. welcome back. you are watching "today in the bay." we're looking forward with a look at the days' stop tories. today is the deadline for city employees in san francisco to show they are fully vaccinated. >> today in the bay's cierra johnson is live in san francisco this morning. muni riders may feel the impact. >> reporter: they may feel the impact because there's a number of drivers that did not either show the proof of vaccination or did not receive the full vaccination, so the implications are on your screen right now. taking a look these are the routes that are temporarily suspended. right now the one california short route from downtown san francisco to the presidio, and

then 14r mission rapid and another short will be suspended. this out of 6,000 workers, it may not seem like that many but it's enough to impact the routes. the agency says if they receive any last-minute verification, they will re-evaluate the suspended lines, and we will update you with how many of the drivers did complete their vaccinations. we're live in san francisco, cierra johnson for "today in the bay." starting today, three more bay area counties and one city will dial back their mask requirements. today in the bay's bob redell in walnut creek inside of a gym getting his workout on -- well, not just yet, but he has more
