thank you for making us part of your morning. i am marcus washington. >> i am laura garcia. >> we begin with the first covid vaccine shots already in the arms of some young children this morning. >> this means 28 million more children are now eligible to receive pfizer's covid vaccine. today in the bay's chris pallone joins us from washington. chris, this is a decision parents have been waiting to hear. >> a big one, indeed, laura and marcus. child sized doses have been shipped to doctor offices nationwide, and a cdc panel approved the emergency use, and the government says 15 million shots will be available nationwide by monday. in connecticut, it was hi-fives and fist pumps as some of the

first children in the nation under 12 got vaccinated for covid-19. parents and children waiting to put the pandemic behind them. >> we have been waiting for this day. >> when stuff gets better, i can be closer to my friends and i can get back to normal and we won't have to wear masks in stores and whenever we go. >> the pediatric doses are being boxed and stored at distribution centers across the country, including this one in wisconsin. you can see staff members removing vials of the vaccine before packing and shipping the doses out the door. the vaccine for children is one-third the adult dose, but just like the adult doses they will be given in two shots three weeks apart, meaning many children if they get the vaccine soon will be fully vaccinated by

christmas. >> let's not forget, there are a lot of parents out there pretty hesitant. >> well, that's absolutely right, marcus. as a matter of fact last week a kaiser family foundation survey found 27% of parents would get their children vaccinated right away, and 33% said they would wait and see, and 5% said only if required, and then 30% said definitely not. some say the shot is not ready for young children, and the data shows parents' attitudes did change when teenagers started to get vaccinated, and surveys show minds might change again when they finally sign off on that, which they did last night. >> i know many adults said the same thing before they got the shot.

bob redell joins us live. what is the next step for this to happen? >> reporter: last night fremont city council voted to research the universal income program and they said it would be worthwhile to give this money to the poorest families, namely those families in homelessness and young people moving out of foster care, and los angeles and oakland are already investing in universal basic income to try and overcome poverty, and $500 a month was given to individuals selected randomly, and the program found that people did not stop working in spite of the guaranteed monthly income. stress levels decreased and mental health improved and people were better mothers and fathers as a result. a live look at oakland.

that city offering guaranteed income, and today is the last day to apply for that program. just like stockton, oakland's guaranteed income program is now in the second phase, phase two, is also privately funded. it provides low-income families of color $500 a month for a year and a half, so it's 18 months, and no strings attached, and phase two is where families must live in oakland and have a child in the household younger than 18, and have a income below the poverty line. people in one neighborhood in san francisco hit by crime, and those residents on russian hill say they are so sick and tired of being targeted, so they are hiring their own security

force. look at the photos we have right here. they are being posted on social media. the cars being burglarized, and sometimes people in the cars, and last night neighbors met to consider the cost of the security company and laid the blame on the lack of action by the police department. >> cars are just constantly broken into. there have been a number of package robberies. i think it is rampant. i have a few women friends and they are uncomfortable. >> we reached out to the district attorneys for comment and still waiting for a response. leaders at los gatos high school say three groups of people trashed the campus, and some of the teachers had their

teachers spray-painted with racial and homophobic slurs. unless people help us take a stand i'm afraid these destructive, hurtful acts will be repeated as the perpetrators become more brazen knowing they were not held accountable. new this morning, pleasanton leaders have approved a measure to prevent guns from getting in the hands of young children. other bay area cities have similar ordinances including dublin, palo alto, san josé and redwood city. and then trying to solve the shipping back port at ports. the port is charging $100 per day after six days if a

container is leaving by train or after nine days if it's going by truck. i think i have halloween costumes in those containers. >> oh. well, taking a look at the bay bridge. a beautiful shot there. you know what else is beautiful? the forecast. at least in my opinion. we will leave it to the expert to break it down on what we can expect today. >> we are starting out with fog this morning, so we have got it all here, and we are starting out with quarter-mile visibility in novato this morning as well as livermore. it's down to zero visibility at half moon bay. we can see the fog moving through dublin right now, and we see the headlights rolling across 580. we will see temperatures in the upper 40s to start. a chilly morning but we are going to see the sky clearing at 8:00 to 9:00, and sunshine the

good wednesday morning. we're now at 5:15, and dealing with patchy dense fog especially in parts of the north bay. in novato, it's 48 degrees right now. it will be a chilly and foggy start this morning, but it's going to be a really nice afternoon, so make plans to get outside. we'll talk about when that rain comes back in the forecast in a few minutes. i will take the outside. san mateo bridge moves nicely. this is highway 92. we're tracking a small crash on the peninsula side on 101. if it's a problem i'll let you know. we'll show you that, coming up. good morning. happy wednesday to you. around lunchtime today the fed is going to reveal what its planning to do about all the things we're worried about in the economy, mostly in prices.

prices are up around 5% year over year, and that's far above the fed's target of 2% a year increase. a lot of this is shortage. we are all trying to buy the same thing and there are not many things. some of it could be the flood of money into the economy. that is something the fed can do something about. one, by raising interest rates. we don't think the fed will do that today but it could slow the purchases of government debt, and that's called tapering. that should help slow the economy, or at least start to and hopefully have some affect on prices. this is the beginning of the beginning. zillow said it will lay off a quarter of its employees after a disaster of a program buying homes. zillow lost more than a half of billion dollars buying and

selling houses. losing money in a market where house prices are up 13% a year. one reason is it overpaid for the homes, which then makes you wonder if that zestament on your home is very accurate. and then lyft doesn't have enough drivers, which means you are paying more. finally, marcus and laura a. group of economists decided to write a paper on the economics of being james bond, specifically how much it costs to eat in all of the nice restaurants. he paid around 18% of his salary back in the '50s. how much does bond make? they can figure that out. in the 1955 novel, bond makes 3 1/2 times the average british

salary, and you get $150,127, 64, and i assume he expenses the dinners, wouldn't you think? you never see him ask for a receipt. >> and the miles on the martin. >> yeah, he doesn't have to, because he's bond. >> just let him me. it sounds like a thesis by economics students, and that's great. >> yeah, it's a real economics paper. new supply chain problems catching up to bay area wineries now. according to "usa today," a global glass shortage is hitting the industry at the worst possible time. many winemakers just harvested

some bay area grapes, and this is the latest challenge. wineries are dealing with the impact from the year's wildfire smoke and a shipping cost ahead of the holiday. the holiday season is now in full swing at starbucks. the company unveiling its holiday drinks menu, and it's traditional red holiday cups. they are back. starting tomorrow, customers can get four new cup designs in red, white, green and new this year, lilac. that's just purple, right? >> yes. >> i had to ask, you know, the fancy colors. a new item this year, wait for it, as they like to say. >> okay. >> it's the iced sugar cookie

almond milk latte, and i am not a coffee drink, but it tickles my taste buds. >> sounds sweet. >> probably full of sugar. >> probably more sugar in that -- >> you say that, i will set that aside. >> he said he's working out until thanksgiving. >> yeah, watching what i am eating, but eating a lot, you know, just cutting back on some of the fried food. >> let's keep track on "today in the bay." >> let's do daily measurements. >> yeah, it may be hard to see in the early hours for a run because visibility is so low, but we are going to see a foggy morning for us. it's going to be really nice this afternoon. take a look at the temperatures reach into the low and mid-70s for today 73 in east san josé,

and 75 in a few spots. we will see low 70s for the east bay, and that fog holding on a little longer and makes the temperatures rise slowly, and we are heading for 70 degrees in palo alto while downtown san francisco will reach up to 63 degrees, and we will see low 60s and 70s for much of the north bay. parts of the north bay, later tonight, around 11:00, 12:00, we will see some of the scattered showers moving in approaching san francisco by about 12:30 or 1:00 in the morning, and then sweeping on through the south bay and east bay by about 4:00 or 5:00 in the morning. we could still see lingering light showers throughout tomorrow morning, but for tomorrow afternoon it's clearing out once again. this is a fairly quick moving system. during that time it could bring anywhere from close to half an inch of rain, but most of us a quarter inch of rain in the

north bay and a tenth of an inch of rain or less. we are looking at the possibility of getting above normal rainfall, and cooler than normal temperatures for our area. while it's going to be very warm for parts of the midwest and parts of the south. as we look at our forecast, we can see the temperatures are lower than what we normally experience even in early november, as we get ready to set our clock back one hour on sunday, we will see the highs reaching into the mid-60s, and some of the showers returning and maybe a bigger storm headed our way for next week. mike, you have a crash on the peninsula? >> yeah, we are updating that. 101 and 280, it was, past tense, and so it was affecting one of the interchanges. south bay into the city, an easy drive and same thing along the east bay. i misspoke earlier, i think i said earlier 5:00 was the clearing, and there's one lane that is still open but it won't

returning to normal. today san francisco's iconic union square ice rink is reopening for the holidays. we're live ahead of the opening and will circle back to that later, perhaps even with a double axil. we're getting fancy. >> i see. >> no outfits, though. i am laura garcia. >> i am marcus washington. this is the first day covid vaccinations could be administered to those 5 to 11 years old. >> doctors are expecting to give their first shots to kids in a couple hours, kris. >> reporter: yeah, we're talking 8:00 this morning. the pediatricians here at this practice have been vaccinating children already as kids 12 and up have been eligible, but they say today they will be ready for the lower doses for the smaller bodies, age 5 to 11.

bay area public health leaders have reached out to their pediatricians first, and counties are also getting ready for families. they are trying to make the fair grounds kid friendly that could be fearful of getting any shot, not just a covid shot. school districts like san francisco and alum rock here in san josé are having vaccine clinics. cvs tells us they will start vaccinating children 5 to 11. >> the nurses have been trained, extra training to deal with the pediatric patients. >> it's a scary time for covid, but it's an exciting time.

science is making this right. >> 27% of parents surveyed said they would vaccinate their children right away, and 33% said they would wait and see, and 5% said only if it's required, and 30% said they would not vaccinate. they would gather at san josé city hall at 11:00 this morning. >> kris, thank you. what about no more needles? thanks to sanford scientists there could be a new vaccine for covid that doesn't require a jab in the arm at all.

immunity would allow no chance of infection. scientists a hoping the vaccine they are working on could be inhaled through the nose and provide a line of defense immediately. >> the fact that you are able to introduce your vaccine into the lungs, and the lungs is the prime resource, of course, of an infection. >> originally they were working on a way to treat brain cancer, but when the pandemic hit they applied their research to protecting the lungs instead of the brain. >> how interesting is that? right now a bay area man is asking for help to track down the person that attacked his elderly parents downtown in san francisco. charles jones showed this video of the attack for us. you can see right there, that person picking up a construction sign and throwing it at his parents. he said the police were initially unresponsive, and he

took matters into his own hands and he went to the scene finding the surveillance video. >> we just want a record to be known that, look, there's this guy attacking old asian people on the street. i mean, that should at least be documented. >> young says he's speaking out because he wants people to be proactive in the asian community when they are victims of crime. frightening moments for an east bay photographer after finishing up a photo shoot at the golden gate bridge, thieves tracked the victim after taking sunset pictures, and two men approached as he was parking his car, and one smashed his rear window stealing his camera bag and the other headed to a getaway car. the photographer put his car into gear and chased after them. >> i did chase after them unwisely so and impacted their car to just interrupt, you know,

from -- them from actually escaping and that's when i saw the gun pointed at me. >> one shot was fired as his family came running out. thankfully nobody was hurt. now the victim is calling on camera makers to include anti-theft technology. fremont police arrested one suspect in connection to that robbery. happening today, a man arrested in connection with the deadly halloween party shooting in the south bay is expected to appear in court. four people were shot early saturday morning outside of the home of a gilroy council member. one person died and two others in critical condition. police say on sunday they arrested a 19-year-old suspect, and he is reportedly related to the council member, rebeca armendariz. police also say that her family is cooperating with that investigation and they are now looking for a second shooter. the criminal fraud trial for theranos founder elizabeth

holmes is resuming this morning with testimony from a one-time investors. he said he invested $6 million into theranos after being introduced to holmes from henry kissinger. he said he took everything at face value when it came to the blood testing data. you can find all of our reporting on the theranos trial online. just head to nbcbayarea.com and click on elizabeth holmes trial coverage. 5:37. new this morning, one north bay school district reportedly offering a buyout plan due to declining enrollment forecasts. they are predicting enrollment to start declining next fall. this would be the district's first drop in a decade, and as a result the trustees have approved a staff buyout plan,

and this is with the idea for early retirement for at least 15 employees that qualify. 5:37 on your wednesday morning. taking a peek outside before the sun's arrival. a nice and clear look over downtown san josé. more is expected this week. to get a better timeline, let's bring in meteorologist, kari hall. we have more rain heading our way, and by this time tomorrow morning we will have a much different picture. visibility is the issue as we have seen it drop down to zero in the tri-valley, as well as novato. only a quarter-mile visibility, and half moon bay. you may want to allow extra time to get to work this morning. slow it down. this is the view looking at dublin's camera. it's getting worse. you can barely see anything this morning. temperatures in the upper 40s, and not only is it foggy but it's also chilly, and we are head for sunshine and 70 degrees

across many of the da we'll talk about that forecast coming up. this is the camera from emeriville, and over the last three minutes we have seen a band of low clouds expand and it's now enveloped the camera, and let's look around the area, though. as far as speeds go, we're fine. the camera pointed here, and it's registering fog there as well as the north bay and the tri-valley that kari showed you, 580 from dublin out of livermore, and no slowing shows up on the sensors. on deck, the visibility is better than what you are seeing on the deck from the cameras. whatever work that was going on here is cleared. i will let you know if the freeways become a problem. back to you.

captain won the mayor's office. history made in boston as an asian-american woman wins the mayorship there. michelle wu will takeover for the outgoing mayor who was the first african-american woman to be mayor of boston. and president biden was meeting with world leaders, and all the focus is on what happens for democrats. there are still two bills in the house awaiting approval. i think some democratic strategists are looking and saying what would have happened in virginia if we would have delivered these before the election. democrats are working to restore the full tax break on state and local taxes.

you can deduct salt from your federal tax, but the trump tax law limited how much, and that hit californians hard and even regular folks these days have million-dollar homes. democrats are working to bring the full salt benefit back. new jersey's governorship still too close to call. we're talking about that on twitter, and you'll find me there, @scottmcgrew. a rising star for the raiders off the team and facing charges after a deadly crash. ruggs was released late last night. he crashed his corvette into a toyota rav4 where the driver was

trapped and died. police are charging him with driving under the influence. if convicted he could be sentenced for prison for 20 years. and the a's are playing hardball and upping the ante on a move to vegas. a questionnaire meant to gauge fan support on a move to sin city, including if they prefer an open-air stadium or one with a retractible roof. oakland is still trying to hammer out a new deal on a new waterfront ballpark. more than $1 billion is sitting and waiting to be claimed. an unestimated 1 in 3 californians is entitled to

you will be taking that off because it's shaping up to be a nice day. we are dealing with fog we have seen in the north bay as well as along the coast and in the tri-valley. zero, and slow it down on the roads but once the fog clears out we will have sunshine and temperatures reaching for the 70s. 72 in danville. oakland reaching 68 degrees. mid-60s in daly city. 70 in redwood city. the mission district today headed for 67 degrees. north bay temperatures in the upper 60s and low 70s. it's also nice to see some rar. i kind of like these storms a lot more where they move through the overnight hours so it doesn't really affect your plans for the day. we will start to see the rain coming in at about 11:00, 12:00, 1:00 we're seeing it move into parts of the east bay, down the peninsula and into the south bay before sunrise tomorrow morning with spotty showers left behind

for the morning, and then the afternoon is looking pleasant. as far as how much rain we could see, a lot of our models are consistent, and then in san francisco, about one-tenth of an inch or less. our outlook for the month of november actually shows that for the bay area, we could have above normal rainfall which would be great coming off of october's rainfall, and cooler than normal temperatures for northern california as well as parts of the bay area. we're already seeing that right now. take a look at the 7-day forecast. our temperatures will be in the upper 60s over the next few days, which is a little bit lower than normal for early november. we will watch more rain coming in early next week. san francisco will keep the temperatures in the 60s. mike, now you are seeing a backup at the bay bridge? >> yeah, everywhere else has speeds in the 60s, but not here, you have to pause for the

payments and slower drive as we move lanes across the span. half the lanes you see here at the toll plaza. fog registering there, and that's our weather road index taking kari's data and it will be hard to see up on the bay bridge. it's showing up on the cameras above the roadway level here. a new crash in san josé has me going back and check the chp alert for 101. 101 and palo alto seeing a sudden burst of traffic. no problems, but a lot of lights. back to you. a new option for people dealing with the housing crisis in oakland. last night council members passed an ordinance allowing people in rvs and tiny wheels to stay on private property. rv owners would have to pay
