area city hits a critical application deadline. how universal income could help homelessness in the bay. one solution that could help ports catch up with the holidays approaching. this is "today in the bay." >> it's wednesday morning. good morning to you. thank you for starting your morning with us. i am marcus washington. >> i am laura garcia. still ahead, we have a look at your morning commute and forecast. >> but first we start with the covid vaccinations for those between the ages of 5 and 11. today in the bay's chris pallone is live in washington moving us forward. this is a decision a lot of parents have been waiting to hear. >> yeah, this is huge. good morning to you, marcus. child-sized doses of the pfizer

covid vaccine have been shipped to doctor offices around the country. a cdc panel voted unanimously to approve the emergency use authorization, and the biden administration said it procured enough vaccines to inoculate all children 5 through 11 in the u.s. some of the first children in the nation under 12 got vaccinated against covid last night, ready to put the pandemic behind them. >> we have been waiting this day. >> when stuff gets better, i can be closer to my friends. we can get back to normal and we won't have to wear masks in stores and wherever we go. >> the pediatric doses are being boxed and stored at distribution centers across the country, including this one in wisconsin. you can see staff members removing vaccines from the

freezers before packing and shipping the doses out the door. the vaccine for children is one-third the adult dose, and like adults children will get two doses spaced weeks apart, meaning many under 12 could be fully vaccinated by christmas. >> i know a lot of those parents excited about this and this development, but, i mean, we should add that there are a lot of parents that have been hesitant about getting those shots for their kids. >> absolutely, marcus. last week a survey by the kaiser foundation found 27% of parents said they would get their kids vaccinated right away, and parents were concerned about long term affects and taking off if their children has side effects and whether the shot is ready for young children, but

the data shows parents' attitudes did change when teenagers started to get vaccinated. this survey said attitudes might change when the cdc approves the shot, and that happens last night and we will have to see. >> yeah, so i guess we will be waiting and seeing. chris pallone in washington. thanks, chris. >> waiting and seeing and we are checking for you as well, and here at home we reached out to every bay area county, and marin told us its large-scale clinics are set to open this saturday. the same goes for contra costa county, and vaccination clinics begin there on saturday. in sonoma county, vaccinations are ready on monday and in napa county, also ready next week. and solano county is saying maybe a couple weeks, the middle of november. these are good for county

vaccination sites, and your pediatrician or pharmacy could have a different timeline, and may start even sooner, as soon as this morning. check out our vaccine frequently asked questions sections. you will find it right there at nbcbayarea.com and also on our kids. it has answers to the most asked questions, like should my kid get vaxxed and what are the possible side effects. the bay area taking a step in the wrong direction when it comes to covid transmissions. solano and sonoma counties are back in the red tier, which is considered high. all other counties are now in the orange, including san francisco and marin, which were in the yellow until monday. health experts are still confident we won't see another surge like last winter.

>> we can't be like last year, because we have 80% vaccinations across most of the state, and it won't be like last year. >> because the area vaccination rates are so high, health leaders are not expecting to see a surge in see that surge, and we'll keep following that. and then fremont may soon become the next bay area city to launch a universal basic income program. today in the bay's bob redell joins us. >> they are doing worthwhile research to see if poor families in the city of fremont could be helped, namely those at risk of

homelessness and young people transitioning out of foster care. los angeles and oakland, they are already investing in universal basic income as a way to battle poverty, and stockton tried this a couple years ago by giving $500 a month randomly, a program found that people did not stop working in spite of the guaranteed income. their stress levels decreased, and mental health improved and they were better mothers and fathers to children. and that is the last day to apply for phase two in that program in oakland. just like stockton, oakland's guaranteed program is privately funded, and it allows low-income families of color a year and a

half for those that meet three criteria, you must live in oakland and have a household income of no more than 38% of the federal poverty line. you can apply on the city's website. >> that could help out a lot of people. thank you. developing in san francisco, people in one neighborhood hit by crime are now taking matters into their own hands. residents on russian hill, you see right here, they say they are sick of being targeted by crime so they are hiring their own security force. take a look at these. this is video right here. this has been posted on social media. cars burglarized sometimes with people inside, and sometimes the same car is getting hit more than once. last night neighbors met to consider the costs for private security, and laid the blame on the lack of action by law

enforcement. >> broken glass. cars are just constantly broken into. there are a number of package robberies. i think it's actually rampant. i have a few woman friends and they are uncomfortable and nervous at night. >> we reached out to the attorney district's office after-hours for comment and we are still waiting for a response. and then leaders say three groups of people trashed the los gatos high school campus. eggs were thrown at almost every building and a giant pumpkin was smashed. the principal sent a letter to parents saying in part, unless people help us take a stand i'm afraid that these destructive and hurtful acts will be repeated. it's disheartening and frightening to our staff and student body to know that this

behavior could go unpunished. pleasanton leaders approved a new measure to keep guns from falling into the hands of young children. it would require gun owners to store guns in a locked container and keep an engaged trigger lock. and then at the port of los angeles, unloaded cargo containers are stacked up and waiting to be moved and the port is charging $100 a day after six days if the container is leaving by train, or after nine days if it's going by truck. let's look outside this morning as we look at the bay bridge. a beautiful start to the morning. meteorologist, kari hall, has a look at the forecast and what we can expect throughout the bay area. kari, how is it shaping up for us? >> in some spots, visibility is

low, so spots like the tri-valley and livermore. take a look at the sensors. zero visibility right now. allow extra time to get to work this morning. this has cleared up significantly compared to what i saw just a few minutes ago. yeah, definitely fog in the distance, and we are going to see some of the temperatures in the low 50s this morning, and heading for the upper 60s and low 70s this afternoon. mike, you are seeing slowing in the south bay? i am. the dublin view just starting to improve over there. looking at a nice improvement. we had slowing at 101 at oakland road for a bit, and i did hear about two major accidents and confirmed the information on city streets, and that's coming up, and in san josé. the build for your typical

right now at 6:14 on this wednesday morning, we're dealing

with dense fog in spots, especially novato. right now it's chilly, foggy and may be misting but it's going to be a nice day as we head for the mid-60s by early in the afternoon. we'll get a look at all our microclimates in the forecast, coming up. the mid span, look at that. we are seeing fog again descending down on the tower, and the folks crossing over there towards treasure island. so far traffic is not affected by the fog there, but kari talked about the north bay and tri-valley. more on that, coming up. around lunchtime today the fed's going to reveal what it's planning to do about all the things we are worried about in the economy, mostly prices. if you stepped inside any store anywhere, prices are up around 5% year over year, and that's far love the fed's target of 2% a year. a lot of it is shortages because

we are all trying to buy the same thing, and there are not that many things out there, and some of it could be the flood of money into the economy, and one thing they could do is raise interest rates, and we don't think they will do that today, and then the other is called tapering, and that should have some affect on prices. this is the beginning of the beginning. zillow said it will lay off a quarter of its employees after an absolute disaster of a program buying houses. zillow said it lost more than a half billion buying and flipping houses, which is sobering. who do you know that has lost money selling a house in the past ten years? zillow pulled off the impossible here, losing money in a market where house prices are up like 13% a year. one reason is it overpaid for

the homes which makes you wonder if that zeshimates are accurate. 19 million people got a ride with lyft in the last three months, and that's about 9,000 people every hour. finally, a group of economists decided to write a paper on the economics of being james bond, specifically how much it costs to eat in all of the restaurants, including a martini. he paid 18% of his salary back in the '50s, and it's 26% of his salary now. in the 1955 novel, bond makes 3.5 times the british salary. the average british salary today is 31,000 pounds.

catalogue. it's worth between $330 million and $415 million. that's thanks to hits like this "glory days, born in the usa." and that could rival bob dylan who sold his rights to universal music for $400 million. and then oreos and other snacks expected to raise prices. the company ceo says so far consumers are willing to pay more for products because they are spending less on dining out. according to "usa today," a global glass shortage is hitting the wine industry at the wrong time. this is leaving some bay area winemakers with just too much product and not enough of the

bottles. this is just the latest challenge. wineries dealing with the impact from this year's wildfire smoke. of course, a shipping crunch ahead of the season. >> i may have to take my milk jugs next time. kari, you said they were presailing wine without the bottles? >> yeah, they said you can pretaste the wine in the barrels, and then when we get bottles, you can come back. i was, like, i can bring my own jug, the barrel. >> yeah. >> it's really hitting a lot of industries hard, so we will support the local wine industry as well. in novato, we are down to zero visibility. it has been really think in some

parts of the bay area, especially in some of the valleys. in the tri-valley, we have seen it come up to quarter of a mile and at times it's zero. it will be a while before the fog and clouds clear out, but we are in for a nice day. temperatures headed for the low and mid-70s for this afternoon. in walnut creek, we are headed for 71 degrees. oakland today reaching upper 60s. san mateo today headed for 69 degrees. 64 in the outer areas, and we are taking a break from the rain for now and it's approaching the coast but will move into the bay area later today with scattered showers first starting in the north bay, and 12:00 we are seeing the moving into san francisco and oakland and down the peninsula and into the south bay before sunrise tomorrow morning. we could see spotty light showers late tomorrow morning,

but the afternoon is looking nice once again. all of the rain for most of us coming while we are sleeping, so we are looking at about a quarter inch of rain, and slightly higher for parts of the north bay and less for the south bay and tri-valley. the outlook for the rest of the month does show we could see above average rainfall, and for the month of november, the outlook for temperatures looks chilly, especially with all of the rain. we are looking at cooler than normal temperatures here on the 7-day forecast. our inland areas in the upper 60s, and we'll be watching more rain coming in, maybe heavier for next week. mike, you have two major crashes now? >> unfortunately kari, and we had to confirm but both are deadly crashes. one is off of graves, and the other off of 101 and 880. be careful out there, folks.

please. meanwhile, out there on the freeways, a typical build up towards oakland in the north bay direction. the rest of the bay, a lighter traffic flow. also for 580 towards the bay bridge, the backup is there. and then in the tri-valley, we are looking at the dublin county where the fog is drifting to the back ground and now it's something on the shoulder, and this is the same place we had that big rig on fire yesterday, but the flashing lights are a distraction. next here on "today in the bay," we will tell you how one pilot was taken off the job. california severe drought is impacting salmon populations across the state. now there's a new effort to save them. you can watch the full story online. it's right there on our home page.

6:26 this morning. a southwest pilot is in hot water accused of assaulting a flight attendant over a masks, and police are saying the two had an argument over mask while at a hotel bar, and that pilot is facing battery charges and is

>> reporter: yes, they say they have the lower-dose shots ready for the younger set today. bay area public health officials suggest families try their pediatricians first. some school districts like san francisco and alum rock are hosting vaccine clinics, and pharmacies will have lower dose shots, too. cvs said they will start on saturday. >> they have been doing extra training to deal with the pediatric patients at this moment. >> we're all in this together.

it's a scary time with covid but an exciting time. you know, science is making this vaccine safe. what a miracle. >> pfizer released data showing the vaccine was safe and that effective in the age group, and 27% of parents said they would vaccin 30% said they would definitely not vaccinate. some of the parents that oppose vaccinations, they will rally in front of city hall at 11:00 this morning to make their voices heard. >> we are seeing the divide when it comes to this. are they giving specific reasons for not wanting to give their kids the vaccines, the concerns?

>> reporter: we have heard from so many parents, and some is about personal freedom, and a lot of parents say they don't know about the long-term impacts of the vaccine because it's so new. the vaccine is about a year old, that's when the trials first started. some of the parents in that group subset, they say they are worried about fertility issues, but they have no data suggesting there would be fertility issues that get the vaccine for covid. thanks to sanford scientists there could be a new vaccine to help covid that does not require a jab in the arm. their goal is called sterilizing immunity where it allows no chance of infection. they hope the vaccine could be inhaled through your nose and provide a line of defense

immediately. >> the fact would be that you are able to introduce the vaccine into the lungs, and the lungs something the primary source of infection. >> originally they were working on a way to treat brain cancer, but when the pandemic hit they applied their research to protecting lungs instead of the brain. a bay area man asking for help to track down the person that attacked his elderly parents. >> an attorney and advocate, charles young, showed this video of the attack. you can see the man picking up the construction sign and throwing it at young's parents. the police were initially unresponsive and he took hands into his own hands going back to the scene and finding this surveillance video. >> i wanted to share what we did to try and find at least the picture of the attacker and maybe video because we weren't

getting responsiveness from the police department. >> young says that he is speaking out because he wants people to be proactive in the asian community when they are victims of crime. happening today, a man arrested in connection with a deadly weekend halloween party shooting is in the south bay, and he's expected to be in court today. four people were shot early saturday morning outside the home of who you see right here, gilroy council member, and one of them died and two others were critically injured. the 19-year-old suspect is related to the council member, rebeca armendariz. police say her family is cooperating with the investigation and are looking for a second shooter. the criminal fraud trial for elizabeth holmes continues this morning. a one-time investor was on the stand yesterday, stanley mosley, saying he invested $6 million

enjoy it now because changes are in the works. kari has a look at the forecast. >> by this time tomorrow morning it will be raining. we have a lot of changes coming our way. we are waking up to fog in parts of our inland valleys, especially the tri-valley. look at novato, and visibility is at zero. we're seeing no visibility at half moon bay, due to the dense fog rolling by. allow yourself extra time to get to work. that's a live look outside in dublin. watch out for the fog there. it's a cloudy start, but it will warm up to about 70 degrees, so pretty nice. we will time out the rain coming up in a few minutes. mike, you are also tracking the fog? >> yeah, that's the problem. look at the band right here of low clouds hovering around the deck. it's a problem seeing the bay bridge but not when you are on the bay bridge, and that's great for drivers there. the north bay, 101 seeing a

7:00, right after "today in the bay." and then president biden was not enough to bring out the democrats in virginia. >> yeah, nbc projecting glenn youngkin has won the governorship in virginia. turnout was so important in this race, and the republicans were able to convince their voters to go to the polls. it was a tight race, ultimately centered around education and parents' say and what the kids learn, even the books in schools. >> we are strengthened by our collective belief in the virginia promise. so let's climb that hill together. let's reinvigorate our future and this amazing commonwealth of virginia. >> for democrats this is a disaster, or at least a sobering

wake-up call, but probably disaster is more accurate. remember, biden easily, easily won virginia, a southern state in the 2020 election. this was less than a year ago. in that year democrats lost a ten-point lead and an election. it was election day all over the nation, of course. in new york, former police captain eric adams won the mayor's office and takes office on the 1st of january. history made in boston as an asian-american woman wins the mayorship there. michelle wu will take over from outgoing mayor who was the first african-american mayor to leave boston. president biden returns to all of this from scotland where he was meeting with other world leaders trying to solve climate change. good progress made, but all the focus is on what happens for

democrats. there are two bills in the house still waiting approval, and some democratic strategists are thinking what would have happened in virginia if we were able to deliver these two bills before the election, but kyrsten sinema and joe manchin would not let that happen. the trump tax law limited the salt tax, and that hit californians hard because even regular folk have million-dollar homes in california. we're watching everything that is happening with the returns. new jersey's governorship still too close to call. we're talking about it on twitter. you can find me there. i'm @scottmcgrew. new this morning, the rising star in the raiders off the

team. last night the team posted that they released henry ruggs. the raiders selected wide receiver henry ruggs in the first round last year. ruggs crashed his corvette into a rav4 and that caught fire and trapped the passengers inside where they died. he could be sentenced to prison for 20 years if convicted. the a's sent a survey to fans of their las vegas minor league affiliate and it was a questionnaire to gauge fan support on a move to sin city. it also asked about possible locations in respect to the strip. oakland is still try to go hammer out a deal on a new oakland waterfront water park.

early tomorrow, and right now we have the fog and the remanence of the rain recently causing the fog. quarter mile visibility in the tri-valley. we are going to continue to see eog drifting around for the next few hours. you may want to allow extra time to get to work. after that it clears up and will be a nice day. you may take down the halloween decorations. it's 69 in san mateo and san francisco in the mid to upper 60s. north bay highs reaching 70 in ukiah, and 69 today in napa. we're breaking from the rain for now but here's that storm system and it's moving closer. the timeline of that brings it into parts of the north bay during the overnight hours. i like these quick-moving showers moving in. most of us won't even see the rain because it will be falling

while you are sleeping and by the time you wake up, here we are at 6:30 in the morning and the heaviest rain moved out, and we could be left with spotty light showers in the north bay and then clearing out by tomorrow afternoon. rainfall totals look to be a quarter inch of rain or more for parts of the north bay but much less further to the south. the outlook for the rest of the month shows pretty good rainfall totals especially for northern california for the next few weeks, and also cooler than normal temperatures as we go through the month of november. it does look very nice, especially after all of the rain that we have throughout the month of november -- or october and leading into november with more rain. then after this, our next round of rain comes in early next week while the temperatures for the most part will stay in the 60s. mike, that visibility a big issue for the tri-valley. >> yeah, that's the big variable. thank you for taking the camera control room off and that will protect me from a blank screen,
