prices. filled up the other day. the cost of crude oil, it'show getting to the average of $5. that's for regular gas. if you are mid grade, you are already there. >> i drive a car that only likes the cheap gas. >> yeah, i am already feeling the $5. >> we want to see what else is going on, our chance for rain here in the bay area. >> you want to make sure as you are heading out, maybe you will be filling up and checking windshield wipers, too. we get a storm look at storm ranger, and we can see where the rain is now. this is part of a bigger system rolling in later on today, and we will see some of the rain chances increasing. this is going to be a fairly

strong storm system, just not as strong as the one we had a couple weeks ago. this is a moderate strength atmospheric river. a heavy rain potential as we go into this evening. we will talk more about that and time it out, coming up in a few minutes. >> thank you, kari. developing right now, bay area leaders, they are calling for more security along highways and interstates. this is after a toddler was shot and killed over the weekend. this is on interstate 880. >> when you say senseless, this is the definition of it. bob redell is live. what is it they want specifically? >> reporter: good morning, kris and marcus. specifically a greater chp presence on our highways. i want to direct you to the tv screens. this is jasper wu, and he was just weeks away from his second birthday. his mother was driving him

southbound 880 in oakland, and jasper was in his child seat in the back when a stray bullet from the northbound side struck him in the head and killed him. sadly jasper's father, who was in china, was never able to meet his son because of covid restrictions. he's now on his way back to the bay area for his son's funeral. the oakland china commerce is looking for more. >> we need to spend additional resources on the freeway, because we are seeing so many people shooting on the freeway, and many potential innocent people driving through can be victims of crime. >> this terrible tragedy enforces the need for immediate and intentional actions. i think we have to address

violence holistically and now and the public crisis that it is. >> law enforcement says evidence collected on the north bay side of 880 indicates that jasper and his mom were not targeted. again, law enforcement believes this is a stray bullet and are still trying to locate the shooter. >> intentional or not, a child died and we hope they find that driver. >> we are sharing updates about the investigation as we get them. link to the latest anytime on our website, nbcbayarea.com. in washington, fresh off of passing his trillion-dollar infrastructure bill. there's a wide ranging spending bill to fund social programs and climate change. chris pallone is in washington.

do democrats have enough to get it done? >> we will find out shortly, marcus. congress is not in session this week but democrats continue to work behind the scenes to try and deliver another legislative victory for president biden. it has certainly been no walk on the beach for the president but now with a trillion-dollar bipartisan infrastructure bill passed and ready for his signature, the president has finally wind at his back, and the president is now trying to harness momentum from the infrastructure victory to pass a $1.5 trillion package to fund initiatives. >> get something done. it's time to get something done. >> even if that bill passes the house, there's certainly no certainty at this point that

finding 50 votes in the senate would be harder, and joe manchin is balking at the price tag and even some of the core provisions in the house version, and some republicans say they won't support the build back better plan at all, arguing the public doesn't want it. the house will continue working on the larger spending bill when they get back into session next monday, meanwhile the president and members of his cabinet will be fanning out across the country and on the airwaves to explain what is in the infrastructure bill that passed on friday, marcus. >> when you hear about the infrastructure bills, you wonder how it will affect me and my family and community. how will this affect california with this infrastructure bill? >> we have figures from governor gavin newsom. according to the governor's office, california expect to receive more than $25 billion for federally aided highway

programs as well as more than 4 billion for bridge replacement over five years, and $10 billion for public transportation options across the state, and money for broadband internet and electric charging stations, and $40 million to protect against cyberattacks and money for protection against wildfires. >> thanks so much, chris. the white house is launching a nationwide push to roll out more covid vaccination sites for our little ones. first lady, jill biden, will encourage more parents to vaccinate their children in the 5 to 11 age group. the doses to this group are being given at one-third the size of people 12 and older. one former fda members explains more. >> cvs is scheduled to deliver

vaccines to kids ages 5 to 11, so you will see a broader immunity. >> santa clara county will host a virtual town hall so they can answer questions from parents. you can find a link to all of the details on our website, nbcbayarea.com. new numbers show the vaccination gap is widening for black high school students in the bay area. overall, 52% of black high school students have received at least one shot, which is far below 85% for all students. the gap is the widest in alameda county. experts fear it could translate into more black students being shut out of public high school. happening today, take a look at your screen here. expect another scene like this outside of antioch delta medical center. this is from protests back in july. today 350 workers are threatening to work off on the job.

the union also says that bay area lawmakers are pressing both sides for an agreement. delta says, meanwhile, we stand by our offer and seiu should, too. they negotiated this contract and we are confident enough to place it on the ballot. let's take a live look at walnut creek right now. looks like folks are starting to move along the roadways there just a little bit. we also know something else is moving, and that's an atmospheric river headed our way. meteorologist, kari hall, is tracking that. >> we are in a microclimate weather alert, and we want to show you, we can see what is going on now, basically clouds passing by but there will be

clearing and then all of the clouds rolling in as we get ready for the rain. you have turned on the heater yet? we are in the upper 30s right now in morgan hill in santa rosa, and it's only 43 degrees in san josé. here's where we are headed this afternoon with temperatures in the low to mid-60s. even upper 50s in santa rosa and napa. morgan hill, a little more warmer as the rain comes in this evening, and the rain come into the north bay later tonight, and by 5:00 or 6:00, we will see it in santa rosa and ukiah. we will continue with the hour-by-hour outlook in a couple minutes. mike, two reports for fremont? >> yeah, i think it's the same incident because sometimes people get confused which way they are driving on the nimitz, and we're at warren here, you see the stack up in the southbound direction, and one vehicle is in the roadway

is going on now through november 9th at your local grocery outlet. right now at 5:15, we are under a microclimate weather alert to give you a heads up about the rain that could be coming in later this evening. a fairly significant storm for the bay area, and we are starting out cold and mostly clear in the peninsula. right now in the 40s and headed for the low 60s by noon. we'll talk more about when the rain will arrive and how much you may get. that's coming up in a few minutes. you may get slowdowns right here at tesla. at the top of the screen, it's backed up just shy of dixon landing road and heading back towards the mission. those two key points are important for the nimitz. we'll give you an alternate, coming up. happy monday to you. stock market looks bright today after friday's really, really good jobs number. more than half a million new jobs added to the economy, and

the unemployment rate fell big. economists also adjusted their estimates from past months showing the economy doing better than they thought previously, and wages up as well, but bottom line, things look good. many americans don't see it, and we have to get to elon musk, and we have to talk about this. over the weekend you saw the tesla ceo held a twitter poll as to whether he should pay taxes. here's the tweet. much is made lately of gains, so i proposed selling 10% of my tesla stock, do you support this? there's a lot to unpack here. musk doesn't get paid a salary so he doesn't pay tax, not on income because he doesn't make any income. you pay tax because you get a paycheck and he doesn't. he gets stock options and if he

does not cash them in, he has what is called unrealized gains. we don't tax unrealized gains. if he realizes them by selling some of his stock, which is he is proposing to do, he would pay a lot of tax on that money. you don't have to look too far back in history to see a lot of this is performance art, and he said he had to cash out stock options and he would be doing that and paying a big tax in the fourth quarter, and that's now, so it was his plan all along. he said a huge block of my options will sell in the fourth quarter because i have to or they will expire. he was planning to do this all along, but he did it on twitter as a vote. it's a good opportunity to bring up again the fact that the american tax system has trouble taxing billionaires, because they don't make income the way the rest of us do, and nobody has come up with a good solution. the chairman of the senate

finance committee, senator ron wyden said whether or not the world's wealthiest man pays any tax at all should not depend on the results of a twitter poll, and elon musks attacked, and it was something i couldn't put on television, and it was juvenile to the point that i would not disappointed if a 12-year-old boy said it. >> a leader with a large soap box, too. i don't get that many votes. >> you don't get a vote as to whether or not you pay taxes. you have to pay taxes and he doesn't. >> i am glad you did not repeat what he said. naughty. >> thanks, scott. let's talk about the gas prices statewide. they are continuing to inch closer to $5 a gallon. as of this morning aaa puts the

average statewide at $4.63, and in san francisco gas is averaging $4.85, and oakland and san josé, it's 10 cents less per gallon. if reviews really matter, the new "eternals" movie is the lowest rated film ever, but did not stop it from raking in the big bucks. >> unguided, we have helped them progress. >> "eternals" brought in $71 million, making it the fourth largest opening since the pandemic, and critics called it an over stuffed plot with lack of character development. trending this morning, fans

>> yeah, too low. you need to be higher, right, kris? you would have bought it if it was on the 50th floor? yeah, i figured that. let's talk about the forecast for you. meteorologist, kari hall, has been tracking that. kari, you say rain coming our way, another atmospheric river? >> yes, and if we were to rate this on a scale of 1 to 5, this is about a 3 so it's pretty significant. it's going to bring us rainfall amounts over the next 24 hours, and it's not here yet and we want to make sure you are ready before heading out this morning. we could see rain in parts of the north bay by 4:00 or 5:00, and we will have a lot to work through as it arrives and it will take several hours. ahead of the storm, i wanted to show you how we are doing with our water year, and right now we already measured over 11 3/4

inches in santa rosa. keep in mind this reset on october 1st, oakland measured five inches of rain, and a surplus of over four tphfrps of rain, and you will see how well we are doing before the next boost. you can see this is what the radar could look like at about 5:00 to 5:30, move into san francisco and getting heavier for parts of the north bay by 8:00, and then really intense rain by about 10:00 to 11:00 across most of the rest of the bay area. then it starts to taper off by midnight. we're still going to see the off and on showers continue through tomorrow morning, and then it moves out by tomorrow afternoon and into the evening. our rainfall estimates for the santa cruz mountains at one to two inches. parts of the north bay, two to four inches of rainfall but it will be higher in the mountains. then we will also have a wind

advisory in effect, some downed trees and power impacts possible. make sure you are prepared for that. the peak of the winds will come in later tonight. 35 to 45 miles per hour at times gusting to 50, and then starting to calm down by tomorrow morning. it's going to be a fairly warm storm so we are not expecting as much snow, but about two to up to ten inches of snow for sports of the sierra. mike, how is it looking right now for the morning commute? >> kari, we still have a problem in fremont. slow down as you head up to tesla over here on the right side here. the southbound jams up and starts at the beginning of tesla, and this crash blocks three lanes from what we understand. chp is arriving on scene. that will be a problem for folks coming down the nimitz and milpitas and 680 out of sunol. other folks are bailing out of the area, so keep that noted down into the south bay. the rest of the bay shows an

niners fans this morning are asking what happened? >> yeah, this was against division leading arizona, and the cardinals were playing didn't make a difference at all, the game not even close as the cardinals won 31-17. believe it or not, the last time the niners won a home game was more than a year and a half ago. >> you have to take advantage of the situation when things are off. the niners found out the hard way when the team posted an in-game score to its twitter feed, and the feed briefly hid some of the fans' negative responses, and then backtracked realizing it's probably not a great publicity move. it would be tempting. don't read the comments, niners. basic rule of thumb.

kari hall is here with when we can expect the atmospheric river to happen. >> right now we are waking up to chilly temperatures, and we are looking at storm ranger, that's the red scanner seeing there, and once again giving us a dry morning. we can see the storm that will be approaching as we go into this afternoon and evening. we will start to see the clouds reaching in as we go into today with rain starting in the north bay and in time for the evening commute. we will talk more about that in the forecast, coming up in a few minutes. kari is monitoring the storm, and she's also posting updates even when we are not on air. you can follow her on twitter. she's @karihallweather. today marking a big day for the return of san francisco's tourist industry. the u.s. lifting several restrictions from countries including, mexico, canada and most of europe. today in the bay's cierra johnson is live at sfo to

explain what this means for travelers. >> reporter: another chapter in the covid-related story, in about an hour and a half, that first flight from one of the restricted countries will make its way to sfo. this has been a long time coming, a possible reunion for some folks that have family members there overseas. it's important to note there are rules related to the international travelers coming back to the u.s., and they will have to show proof of vaccination, and children under 18 and from countries with low, some of the restrictions comes as covid has improved in recent weeks, and u.s. citizens and permanent residents have been able to enter the u.s., and many

experts believe we will see an increase of international flights. sfo ramping up to 75% of prepandemic levels for international travels, increasing from 28 carriers to 33. some of the travel experts say regaining international travelers is number one to restoring san francisco's number one, tourism. >> they stay the longest and spend the most money. >> reporter: back out here live, as we await that first flight, there will be other passengers. >> tsa workers are facing the

vaccination deadline, which is today. talk to us about that timeline? >> that's right. the actual deadline is november 22nd, but today is the day the tsa workers have to get the second shot to be considered fully vaccinated by the november 22nd date. if they don't receive that vaccination or submit that proof of vaccination, the workers are at risk of being let go. november 22nd is a huge travel days, a couple days before thanksgiving. that could really pose a problem if there's a large number of tsa workers that do not get that vaccination, especially a couple days before the holiday, a holiday where a lot of folks are eligible for the vaccine. if you don't have the tsa agents, there could be a little problem, and we'll give you an update on what could come out of that. >> just wait until you travel and there's not enough tsa

agents. thanks, cierra. loosened travel restrictions as the borders are back open. some businesses closed their doors altogether because they did not have enough customers. one woman tells us she was barely able to keep her shoe store open. >> like a lot of people, the customers from mexico, they will try and cross the border and they even asked for the day off in mexico. i said, wow, that's so nice. >> preparing for heavy traffic and long wait times. >> happening today, palo alto leaders are expected to expend wider rules for outdoor dining.

>> if the city did vote against it, i think there's a tremendous deficit in their tax dollars. the partners for generating income and allowing businesses to grow. >> alfresco dining will be allowed again only in the busiest areas at least through next june. a new video this morning of a water main break shutting down a busy street on the peninsula. this is ralston avenue in belmont. crews say one lane between south road and twin pines lane will be closed through the morning commute near belmont's city hall. no word on when it will reopen yet. we have been talking about it all morning. meteorologist, kari hall, has been tracking the weather, the atmospheric river come into the bay area. kari, when can we expect to see the rainfall? >> we will see it later this

evening. storm ranger showing us the rain has not yet arrived, and it's a chilly morning as you are ready to head out. you can use the same tool on your smartphone if you have the nbc bay area app, and we're seeing this atmospheric river moving in. we will see it arriving in parts of the bay area later tonight. this is going to be a moderate storm with the wind advisory as well as the heavy rain potential. mike, you are seeing a back up through fremont? >> yeah, the crash continues to block two lanes. they reopened the middle lane, so three lanes open on southbound 880, just right up at the top of the screen there. this crash is blocking two lanes. some folks may want to use fremont boulevard, and warm springs will be slower because of the signals. keep that in mind. stick to the freeway, i think, because it's still moving. 101, a slowdown that is traditional. the rest of the bay looks great. back to you.

right now at 5:42, we are under a microclimate weather alert. in santa rosa, a cold start, only 39 degrees. we will have a cold and cloudy morning. rain arrives later this afternoon. we'll time it out for you in the forecast, coming up. maybe more well rested, but the brakes getting a workout right now in fremont southbound 880 past tesla because of a crash blocking lanes here. we will show you how the build is happening at the bay bridge as well. developing this morning, a growing memorial outside energy park in houston where eight young people died during a music festival. the youngest victim just 14

years old. hundreds more people were injured friday night when fans rushed the stage. today in the bay's jay gray is live in houston. there are now a number of investigations under way. >> reporter: yeah, no, absolutely. i want to give you a look right now at what is going on here at the park. you can see the growing memorial at this point. we have flowers, candles, notes that line the fence that surrounds the venue here, while inside things are still locked down, obviously. the investigation is continuing inside to try and figure out how and why all of this happened, and how it happened so quickly. here's what we do know at this point. the youngest victim in all of this was only 14 years old. hundreds more were hurt. you talked about that earlier. the music festival actually

started on friday. panic when fans rushed the stage, eight fans, ages 14 to 17, they could not get out in t stampede. travis scott, the founder of the festival and a houston native, and in an instagram post he sent prayers to the victims and promised to cooperate fully with the ongoing investigation, and fans describing the chaos when it all unfolded. >> i mean, i'm honestly devastated. >> i couldn't breathe. couldn't breathe, gasping for air and drowning in people. >> it was like the biggest mosh pit ever. >> reporter: a security guard collapsed during the chaos, and he had to be revived with narcan, and medics said he could have been jabbed in the neck

with a syringe. a lot unfolding here and a lot of questions left to be answered. >> yeah, so many questions. in case you missed it over the weekend, some people calling for travis scott to stop performing altogether. >> reporter: yeah, you know, there's already a petition in place and we are learning just within the last 15 to 20 minutes that he will not be part of what was supposed to be a festival in las vegas this weekend. again, a lot of people frustrated because travis scott is known as a high-energy performer, and there are mosh pits and crowd surfing at a lot of his concerts. he was the headliner this weekend. >> you send kids to concerts and think they are going to be okay, and then something like this

happens. thanks. the "today" show will go into the chaos of the festival that happened, right after today in the "today in the bay." then the flames that leveled the town of paradise, and sadly 18,000 homes and businesses were destroyed and 85 people died in that fire. each year wildfires seem to get worse. two people from the bay area joined the california senator with two bills to provide more resources for affected communities. after months of inaction, it was a very busy weekend for the

white house. >> scott mcgrew, one setback and one major victory. >> yeah, the major victory, the biggest infrastructure package will become reality, including more money to fight climate change than any other time in history. the setback over the weekend was the federal court ruling that set aside the president's vaccine mandate for private companies, saying until a court could rule if it's constitutional, the mandate could not go forward. the white house cannot make your company make you get a vaccine, but to be clear, your company absolutely can still make you get a vaccine if it wishes as company policy. it has the right to do that. you have the right to quit if you don't want to. as for the infrastructure bill, the house passed that easily over the weekend. this is already passed in the senate, and it goes to the president's desk for a signature. now look at where the money

goes. more than $1 billion for roads and energy. money for clean energy, car charges and internet and roads, and more money to make sure americans have clean drinking water and plus some for airports and seaports. you recognize this. this one is finally passed. now the build back better bill, some democrats worry not without reason. if this is passed, congress may not bother with passing this one. >> let me be clear. we will pass this in the house and we will pass it in the senate. the build back better act will be a once in a lifetime investment in our people. >> we have the great jobs report on friday. 291 days into the biden administration, and in that time the stock market hit new records, and unemployment has fallen big. if you count jobs added from biden's first day in office, as

indicate heavy rain. that's at 8:30 to 9:00. then we will see it moving into parts of the east bay by 11:00 to 12:00, and then on and off showers go into tomorrow morning. by tomorrow afternoon the rain starts to move out of here and . as far as rainfall totals, for the north bay we're looking at 2 to 4 inches. it will be higher in some of our mountains. this is good for us, as we are seeing half to three quarters inch of rain in the south bay, and with this coming along with high winds, expect the potential of power impacts as well as tree damage. let me show you our wind forecast for tonight at 9:00, the winds picking up along the coastline and parts of the north bay, and could get as high as 50 miles per hour. tomorrow morning the winds gradually start to calm down and relax a bit, while the sierra will get a light snow. this is not nearly as heavy as
