good morning, it's saturday, november 13th, 7:00 on the dot. as we take a live look outside, low-lying fog and clouds. the sun shines of a beautiful saturday ahead.

thank you so much for joining us, i am kira klapper. our meteorologist vianey arana. >> it's definitely foggy but not just in san francisco, the interior valleys are seeing it. i want to start out with this great shot of san francisco because it looks so beautiful. you can barely make it out. this is downtown san jose. you can see how dense that fog is and for that reason there is a dense fog advisory currently in effect with some of the locations including into the east bay. down into a quarter of a mile in santa rosa, into areas like fair feel and concord and similar conditions like san jose, less than that. temperatures 40s and 50s, bundle up if you with going to be out the first half of the day. second half of the day we are

expecting plenty of sunshine. by 11:00 and 12:00, we start to warm up nicely into the 60s. we are expecting to see some 70s for today's forecast. even though we are starting out a little chily and foggy, we are expecting sunshine this afternoon. >> we both have our uggs on this morning. thank you so much. we begin with developing news, the three-year-old boy abducted from sacramento has been found safe. the chp cancelled alert around 3:00 this morning. the alert had been issued last night when this little boy, three-year-old leo novell was taken from the san francisco area. an acquaintance shot novell's mother and another man before driving off with the drive.

this man, joshua yuego, took the boy. we are waiting word on whether yuego is in police custody. turning now to our pandemic coverage. yet another county will allow anyone 18 or older to receive a covid-19 booster if they want one. sonoma county is now joining san francisco, san mateo and santa clara in opening up the booster to all adults, not just with those of higher covid risk as the cdc recommended. here is today in the bay with sergio quintana. >> reporter: nights are getting longer and cooler and more people headed inside. that combination is a growing concern in the bay area. >> there is a lot at stakes, we have been through this before, it's the winter time. it's getting colder, what do

people do? holidays, parties, get together. >> reporter: even with booster shots and high vaccination rates here, doctors say we should stay expect new cases. >> it would prevent upticking cases but not like last year. >> reporter: the idea is boosters will fortify immune systems and prevent the surge of patient that overwhelmed hospitals last year. >> colorado was getting hit particularly hard in the last few weeks. hospitals there are seeing a spike in sick ptient and many of them unvaccinated. doctors are hoping booster shots can make a difference. >> at the end of the day, okay if we can get our hospitalizations down by 10% by doing this, it's a win. >> reporter: now that four bay area counties are encouraging

all adults to get their booster shot, the only challenge is booking appointments. all three brands can be mixed or matched but each will have varying ability. i am sergio quintana, nbc bay area news. happening today, san francisco is ramping up efforts to get more children vaccinated. vaccines are on a first come first serve bases. the event begins at 10:00 a.m. a u.s. appeals court last night reaffirmed its ruling to halt the vaccination order. it would have force companies with more than 100 employees to require that workers be vaccinated or face weekly testing. white house officials have not commented on that ruling. back here locally, a $10,000 reward is now being offered for information leading to the arrest of jasper wu's killer.

the almost two-year-old baby boy died after a stray bullet hit him as his mother drove on 880 and oakland one week ago. the chambers of commerce had its sights on running a billboard along 880 with this message. >> see something, say something but most importantly do something. criminals are taking over our streets and the freeways. >> reporter: oakland's chief of police says he supports adding surveillance camera and other crime fighting technology on local freeways to stop the surge of freeway shootings. a follow up now on a carjacking that triggered an amber alert in the east bay. police have made an arrest and we have new video of the crime. take a look. this happens on thursday night off bliss avenue. a man stopped his suv and left it running and got out to talk to a friend. he was standing just feet from his car when a woman walked up

asking for a cigarette and then jumped into the suv and you see there drove off while a one-year-old baby girl was in the backseat. her dad tried to run after the car but could not catch it. two hours the suv was recovered and the baby was safely reunited with her family. 24-year-old natalie iyala is under arrest in connection with the crimes. as the weekend begins, city leaders in oakland are hoping not to see a repeat of the violence they have seen in recent days. the community is desperate for answers and hope is started in the east oakland basketball court. "today in the bay" sheryl hurd explains. >> reporter: tonight people are trying to change the violence by offering activities for young

people in east oakland. >> we want to bring the community together because of the violence in oakland. >> reporter: pastor rhonda collaborating with other churches and other city by providing a safe haven to attract young people who needs an alternative to violence. >> you have to approach it from a new approach. you have to have a new mindset, you got to recognize hey, some of our young people out there they're looking to make money. >> reporter: in some cases, that has turned to gun battles and street robberies. the question is, will young people involve with crime come to a program like this. >> the key is you really got to meet folks where they are and that's what tonight was all about. >> reporter: council member lauren taylor district sees some of the highest rate of gun violence in the city. >> they're not going to change their decisions based on a stranger.

but when they are in deep relationship, that's why we have to continue to investigate in it and we have to search for families of victims. >> reporter: organizers say they would like to host events like this in the community every three months and expand the program with more volunteers and of course they need more money. in oakland, cheryl hurd, nbc bay area news. we have much more ahead in today in the bay. coming up, a north bay family searching for answers after their horse was shot and killed. the steps they are taking to protect the rest of their animals.

fences and more cameras. >> we lock them up and we are watching around 24/7. >> reporter: they hope getting the word out about buddy's death will help law enforcement find the person who was responsible. >> hopefully someone heard something or know something. yesterday morning you may have heard steve bannon failed to appear in front of the committee. he's being charged with contempt of congress for refusing to answer questions. he's not the only one. trump's former chief of staff mark meadows also didn't show up for his deposition. back here locally and a live look where the city is getting ready for another special election to fill the state

assembly seat once held by david chew. governor newsom announced the election yesterday. his special election is set for april 19th. new details in the east bay where chan was hit by a car and killed earlier this month. supervisors have 60 days to fill chan's seat. governor newsom would select the replacement if the board missed the deadline. advocates want an asian-american woman to be appointed. chan's family is hoping her chief of staff, dave brown who lives in contra costa county. the seat is up for reelection election next year. a nonprofit organization is moving forward with cleaning up

lake tahoe shoreline. the past six months, the group gathered 18,000 gallons of trash. divers have found common items like plastic bottles and beer cans and sun glasses. the group hopes to finish the clean up by february. you can watch the entire story on our website on nbcbayarea.com. you can get the nasa experience now in the east bay, it's all part of a new exhibit and partnership at the science center in oakland at chabot space. it included about 30 enthusiastic school kids who got right to work at the hands-on exhibit. the exhibit had been closed since the start of the pandemic. staff spent that time transforming into a bigger area.

let's turn to meteorologist vianey arana who joins us with a full look of our micro forecast. hey, vianey. >> it's so foggy out there, kira. >> especially in the north bay and east bay, this is san jose. the camera is not broken. that's a live look right now. the fog is so dense, you can't make out the buildings behind it. there is a fog advisory in effect until 11:00 a.m. look at the visibilities in santa rosa down to about a quarter of a mile. san francisco is down about half a mile, oakland a quarter of a mile. look at concord, less than that and san jose as well. keep in mind it's going to remain in place until 11:00 a.m. and slow it down out there. please be safe. when is the fog going to make its exit. the advisory in effect until 11:00 a.m. if we take a time stamp forward all the way through the afternoon, we'll keep some of the fog around the coastline, it starts to get backup around noon

and makes its return right into the late 10:00 or 11:00 hour especially for areas in the north bay, you can expect to see some of that dense fog and into the early morning hours. you can see that lingering around 7:00 a.m. we start to get some of that dense fog once again into portions of the interior value will is. temperatures as you head out the door will be a little chilly, we have a couple of 40s. 77 down in gilroy. san jose at 74. los gatos at 74. livermore at 73. danville at 74. around the coastline is 70s. san francisco is going to be many the mid and upper 70s. nice day and light breeze and

calm and mid-70s up to the north bay as well. i want to show you this beautiful shot of greater tahoe, stunning there, you can see the lake but also we still have little light coating of snow. if you are going to be heading out of south lake tahoe at all. we got fantastic weather, temperatures are in the 50s. look at the sunshine and over night lows usual dipping down into 30s. you have to bundle up out there. if you have been wondering if any of the latest rainstorms have put a dent in our drought monitor. here is a closer look at how the update is doing. good news is parts of mendocino county have gone to extreme to severe, extreme is the red and this tan color is severe. it did boost a little bit about 3% in some spots. we cool down from tuesday to wednesday. >> vianey, it looks good. we have much more ahead in the bay. coming up, veterans day was

>> reporter: on an early morning, photographer clayton and i headed to avila beach to cover a story i wanted to highlight for a long time, operation surf. the group's mission is to channel the healing powers of the ocean to restore hope, renew purpose and revitalize community. >> morning, how is it going? how are you guys doing? are the waves good for operation surf day? >> reporter: this morning, veterans gathered here to join in a week's long program to change their lives. >> it was from one gentleman in san antonio, texas, wanted to learn how to surf after he got injured. they were working together and just took off from there. it's basically saying yes to somebody who asked for help and

operation surf is born. >> it started out with one veteran and now there are veterans all over the country applying to be apart of this program. tell us about this event today specifically. >> this is an event over the last 11 years designed and tailored to provide a wellness and transform experience. we have an amazing crew that take them out and set goals and accomplish those goals and overcome those limitations they have and light the fire in their life to okay after this and what's next. when they leave here, what are the things you did here that you can take home. you talk to people you connected and the deepest part of what we dough, surfing is really about connection and being vulnerable with each other and hey, you are not alone. ♪♪

>> we have high tides and everything is working in our favor. it's going to be nothing but fun today. ♪♪ >> kind of like this, right knee and the foot around. >> one of our biggest problems in the veterans culture is we don't talk. we hold everything in. not talking is not a good place to be. talk about your challenges today. we were in the battle and more but now we have new battles.

and these new battles, we didn't serve in iraq or afghanistan alone, there is no reason we should be serving out here alone. seeing these veterans tap into that is truly inspiring. >> yeah! first wave of the day. these beautiful waves came through and we are already seeing some of these first timers stand up for the first time on their surf board and their smiles say it all. it's absolutely incredible to witness. >> do you feel like a program like operation surf and what you guys are doing out here in the ocean together can be healing and help you? >> absolutely. for a lot of years the answer

to be a nice day, mid-70s, perfect outdoor weather. 74 degrees for san jose. 75 in milpitas. take a look at the east bay, low 70s, 71 degrees. areas like pleasontan and concord. if you are heading to san francisco today, the winds are nice and light, upper 60s, a nice day to be outside in the city. sonoma, look at this, mid-70s as well. we'll keep the 70s in the forecast for tomorrow. 50s and 60s heading into saturday and sunday. you can see the lake out there, we got a light coating of snow. i want to show you how beautiful the shot of yosemite valley peak is. you are about to miss it at

4,000 feet. a beautiful shot there. they have other fantastic shots of foliage in california. i want to bring you an update on the drought monitor, we got a little bit of rein. the first thought was did this help with our drought? we did go from 88 extreme in california to 80%. mendocino county going from extreme to severe. it did help out a little bit. we'll take whatever we can get the next seven days. monday and tuesday we have a system that's going to cool us off. no rain and a little bit for the north bay. it's going to be a beautiful day. >> looks beautiful, vianey, thank you for that. it's 7:45. coming up on "today in the bay," nbc bay area responds. >> we never really know when the next power outages is going to take place. we got to be prepared everyday.

right? next, charge your smartphone until it's full. if you have a backup battery, grab it. make sure it has a full charge and full tank of gas. speak of your car, don't get it stuck in the garage when your power goes out. move it out before the power outage starts. next, let's protect your outage. power may return with momentary surges or spikes that may cause damage. next, let's talk food, a fridge full of grocery is a lot of money. your fridge may keep cold four hours without power. as for your freezer, it may stay cold as long as 48 hours if you keep the doors close and stock it full. there is no reason to binge buy cheap pizzas.
