cheaper gas prices. that's what we need. it's tuesday. i am marcus washington. >> i am laura garcia. a nice view of san josé out there. meteorologist, kari hall, is tracking when we could perhaps see rain this week. how is that fanning out? >> we'll talk about that in just a bit. it's foggy here in san francisco. that's what we have seen in much of the north bay, but it's not reaching towards oakland so we have a nice drive as you are heading out. a lot of clouds and temperatures that will go from the low 50s to low 60s. we will see that clearing out today, much more compared to yesterday. it will be a little cooler in some spots with mid to upper 60s for our afternoon highs. we will talk more about this, when we could see the rain and changes ahead for the weekend, coming up in a few minutes. >> thank you so much, kari. 6:01 right now. a new milestone in california. 70% are now at least partially

vaccinated according to data compiled by the "los angeles times." so far a little less than 10% of children 5 to 11 years old have received their first dose of the vaccine since the fda gave emergency use authorization. some bay area health experts are trying to down play concerns about a covid winter surge locally. no doubt it's happening in parts of the country ahead of the thanksgiving weekend. nationwide covid cases are rising in more than 20 states. more than 1,000 people are dying every day. despite the alarming trend, local health experts are con tpau confident. >> it could be the elevated baseline that we have been following. >> some of the reason for hope is linked to california's recent

booster shot rollout. ours is just one of three states along with new york city now offering boosters to all adults. the fda is still pee dee baiting authorization. president biden is visiting places where some of the money will be spent from the infrastructure bill. chris pallone is in washington. >> good morning to you. the president is heading to new hampshire today and detroit, michigan, tomorrow. he's trying to sell the biggest accomplishment of his administration so far. >> good morning to you, mr. president in beijing. >> president biden biden ending one of his most successful days with foreign affairs.

prices skyrocket. >> that same spending binge they think fights inflation. >> nancy pelosi said she will hold a vote on the build back better bill this week, and she said she will not allow the lawmakers to take a break for thanksgiving until a vote is taken. among the projects from that bill, $5 billion to update the power grid, and $25 billion for highways. more than $4 billion for bridge replacement and repairs. eta says it includes funding to extend bart into silicon valley, and bart will be applying for funding for track and car replacement as well.

we are keeping close tabs on a story you are probably following as well, especially if you drive for your commute. the near-record bay area gas prices. this is a look we found for gas prices in milpitas this morning. americans are spending $600 more every day than this time last year. >> and it could force the u.s. government to tap into the oil reserves, but it won't lower costs in time for the holiday season. >> almost $6 for a gallon of regular unleaded gas. i just paid over $5 a gallon the other day and that was after shopping around and awful it has to do with supply and demand, and it hurts when you couple it with rising food prices and inflation, and some lawmakers calling on president biden to tap the petroleum reserve, but

it all depends on global supply. >> it's hard to catch back up and it's going to take time. unfortunately, we may not see sizeable relief of the price of oil by 2022, and by then opec's production increases will be over a million barrels a day. >> certainly feeling that pinch. happening today, walnut creek council members will create a new buffer zone around planned parenthood offices to cut down on confrontations between clients and protesters.

other bay area cities including san francisco and oakland already allow for buffer zones. happening today, pleasanton leaders plan to discuss the role of resource police officers. the program started back in 2002, and the program has been unscrutiny since the murder of george floyd. a survey earlier this year found a majority of parents, student and staff there support the program. 6:08. new details this morning on a surge of smash and grab robberies in san francisco. people in one neighborhood are helping people retrieve their belongings. police say the richmond district is a popular dumping spot for those items that are being discarded by thieves. they say tourists are commonly the targets here.

>> these people come to our city, our neighborhoods on their vacation and this is how we treat them. this is the least we can do as neighbors. >> yesterday we were telling you about the visitors from kentucky and tennessee who thieves targeted over the weekend, and among the stolen items was an army backpack that went through two tours of iraq, and that was a special meaning to that owner, and we can say the neighbors helped to reunite that bag with the owner. the investigative unit are diving into the program. during the pandemic, car break-ins hit record lows, and tonight at 11:00, our team asking city leaders about the surge in smash and grabs and why the city has more than three times as many as los angeles. two lake tahoe ski resorts will have to delay their opening

dates. both hoped to welcome visitors back on friday but the warmer weather is causing more snow-melt, and they are hoping they will have better news, perhaps, next week. looking at san francisco live, a nice start to our tuesday morning. the chances of rain, are they dwindling now, kari? >> we will see more chances friday, and we are seeing possibly the same situation later this week, but we are seeing the sky clearing and where the sky is clear dense fog is settling in, especially in the north bay, visibility about half a mile. light patchy fog is drifting around parts of the east bay. later today we will see sunshine and cooler temperatures now that the system has passed and we will see sunshine for a lot more spots later on today. mike, you are seeing a

problem in the caldicot tunnel? >> yeah, not fog on the roadway but a ladder in the tunnel, and it's number 3, we are looking at a ladder in lanes and there could be a quick traffic break. we do have the volume building out of the contra costa county. in walnut creek, a slowdown for south 680, there could be two or at least one crash there getting to the shoulder, so slow volume builds from highway 4. anywhere south of oakland is looking great. back to you. >> hey, this is great, too. a look at times square where it's almost ready to party like it's 2019. that was the last time clouds could be there for new year's eve, and that was after the pandemic left everybody watching from home last year. if you are thinking about

and it will be dry and whatever little rain we get will quickly dry out from the vegetation, because the models are showing we could only get 0.1 of an inch of rain in parts of the north bay, and it will be less san francisco southwards, and maybe more 0.01 of an inch. saturday and sunday we will get a lot more sunshine while san francisco also chilly, highs in the low 60s. the chance of the spotty showers between thursday night and friday morning. mike, how is it looking for the commute now? >> we're talking about one crash, kari, in particular, and this is southbound 680 monument boulevard, and it's causing slowing through walnut creek. patchy dense fog at times, and we see that on our camera and slowing at 242. southbound, one lane blocked

>> quite the legacy she has had. police looking for answers after being told their children receiving the wrong dosage of the covid vaccine. >> cierra johnson is live to explain what parents should know. >> reporter: i can imagine the parents were initially concerned after receiving the information that their children received the wrong dosage of the covid vaccine. this morning we are hearing more about what happened. we know that 14 children who received vaccines at an antioch pop-up clinic. organizers are not saying whether the kids were given too much or too little of an element that dilutes the vaccine concentration, and they have reviewed the process to make sure it doesn't happen again.

we reached out to an infectious disease expert for insight on the impacts. >> vaccines, when they are drawn for adults or kids, et cetera, you get it in the concentrated form, like concentrated orange juice, for example, and then you dilute the concentrate and draw into the syringe. >> reporter: if it's the case where the children received more than a recommended amount of the vaccine, parents should not be overly concerned and explained during the clinical trial, some children were given more than the recommended amount and showed no ill affects. and this is the first time a vaccine being administered was not the right dose. in march, 6,000 folks at the coliseum received a little less than the recommended pfizer

vaccine, and we are not sure if here they received too little or not enough of the vaccine, so we will continue to follow that. sutter health letting us know it's 14 children that were involved in antioch. >> when it comes to something like this, they have to get it right. >> yeah, with so many kids getting vaccinated these days. it's 6:34 right now. one theory becoming more and more popular is that covid is here to stay, and herd immunity may never happen. some of it has to do with lower than expect the vaccination rates and more potent variants making covid harder to eliminate. >> the delta variant changed everything. it's so much more infectious and looks like it's a little more severe, and it slightly evaded

our vaccine. >> the key to beating covid starts with vaccinations, and wearing masks in high-risk situations. last night there was a bold smash and grab robbery. a group of ten people rushed into the store and smashed the glass case and took off with an undisclosed amount of jewelry. so far there's no word of any arrests. prosecutors in the elizabeth holmes criminal fraud trial aim to wrap up the trial this week. things got heated when the defense cross examined an early investor that lost more than 1 million, and he talked about misleading information and holmes did not return his calls. he contacted the prosecution

team outside of the courtroom, and that is forbidden. he admitted the fbi did tell him not to contact prosecutors. 6:35 and happening today. a critical vote on plans to develop a large chunk of open space in the south bay, so san josé city council members will weigh the plans whether or not to add space. >> supporters argue the commercial development could mean 5,500 new jobs, and not everybody is onboard and that seems to include the mayor, sam ricardo. >> it's a slippery slope. as soon as you allow one particular development to move forward there's no particular basis for drawing a line anywhere else, and you will see an entire valley get developed. >> city leaders will have to weigh rezoning the space to include industrial use.

the hearing takes place this afternoon, and we will continue to follow that. let's head up to san francisco. not a lot of traffic through that span. we will leave that look at the morning commute to mike, and we'll check in with him in a moment. let's check in with kari. >> in the south bay it's not fog, the fog has been really dense in parts of the north bay, in fact down to zero visibility around novato. we have seen low visibility in santa rosa, and napa, about four miles. we have seen patches of fog drifting by and it's not as thick as yesterday across the bay area. we will get more sunshine today after the fog clears out, and it will be cool with highs reaching in the mid to upper 60s. we will see a little more sunshine. mike, you are seeing more traffic this morning. >> yeah, laura is right. we had the golden gate bridge with a lighter volume of

sweeping across the bay area. now all the clouds are to the south but now the fog is settling in. we will see changes in our weather today and the next few days with another chance of rain down the line. we'll talk more about that coming up in a couple minutes. oakland -- well, the nimitz picking up the volume here and not really slowing here in this shot. in hayward, there's a crash clearing. there's a couple other incidents in the east bay and walnut creek coming up. >> we'll check back with you. in wisconsin, attorneys on both sides of the homicide trial for rittenhouse delivered closing arguments yesterday and the jury received the case this morning. jurors have to decide if rittenhouse acted in self defense killing two people in august of last year. one major piece of legislation done, one more to

go. >> scott mcgrew, biden signed the infrastructure bill and now he has to convince congress to move on the build back better. >> yeah, a majority of americans support that plan, and he's having a problem in congress getting it done. after months and months of effort the president signed the infrastructure bill, not as much money as he hoped, half as much, but it's a bill that has been turned into law and bridges will be fixed because of it. our biggest expenditure on clean water and access to the internet. this is what it looks like when two parties come together and govern and work out their differences and end up with something good for america, and that's progress. there were republicans in this, showing rob portman, he's up

here in the corner. it's okay to show up to the white house to support a bill you voted for regardless of who is president, but some don't see it that way. portman got death threats on a bill to fix highways. here's the president. >> despite the cynics, democrats and republicans can come together and deliver results. we can do this. we can deliver real results for real people. we see in ways that really matter each and every day to each person out there. we're taking a monumental step forward to build back better as a nation. >> partisanship, not bipartisanship seems to be carrying the day. liz cheney is a traditional republican. her dad was the republican vice president of the united states, and she has over the years given

democrats fits on how conservative she is, but to her party she's not a republican. the next task for biden is to convince his own party to pass build back better, and that got more complicated. democrats pay for it by collecting money people owe in taxes, but the congressional budget office will look at this as it scores the bill on this friday and tells us whether the math adds up, and the early indication is that it doesn't. that could give moderates cover to vote against this. jackie speier is going to require from congress, and still has a year to go. we will talk about that on twitter where you will find me @scottmcgrew. happening today, oakland leaders weigh two possible development deals for the site of the coliseum and arena.

both plans involve memorandums of understanding. council members have potential deals in play with developers, and developers will have to work this out with the oakland a's that actually purchased alameda county's share of that land in 2019. and bay area food banks are working hard to make sure everybody can have thanks around the traditional meal. >> that's right. everybody deserves it. we are kicking off a food drive at local safeway stores. kris sanchez is live the show how far the food bank can stretch every dollar it receives, and the need is even greater this year, kris. >> reporter: yeah, they had to add more warehouse space because the need is so great.

food banks around the bay area are serving 80% more people than before the pandemic. more people are experiencing food insecurity, and that's before the pandemic? >> yeah, we have seen the need go so high. when shelter in place happened, we served double from before the pandemic, and now we are serving 80% more than before the pandemic. that shows that people are struggling and need our help. >> donations, it's harder to process what people drop off. >> yeah, we are pushing about 12 million pounds of food out every month, and all this produce behind us, we get that for free and we can turn a dollar into two meals. >> let's talk about what you all

helped us do through our nourishing neighbors drive last year. you donated $3 million, and that equalled out to 6 million meals because they can take your one dollar and turn it into two meals, and that's 12 million pounds per month and a lot of the donations that roll into the giving season stretch into the rest of the year, and a lot of the clients are seniors and children who are perhaps not able to eat at school. we know the need is great and we know your peppermint mocha costs about $5, so for two peppermint mochas you can serve 20 meals around the bay area. >> that's good perspective. yesterday i was driving and there was a homeless woman holding a sign, and she called out, hi, laura garcia, and i was struck because it shows you

don't know who the face of the homeless are anymore. she at one point had a home, and she was able to watch "today in the bay" and now she's on the streets. so that gives us a perspective of who we are helping as our neighbors here. >> yeah, it says two things, one you are a kind person, and two, peoples' circumstances changed fast during the pandemic. they tell us here at silicon valley second harvest, they are seeing families and people who are working and still struggling to make ends meet. >> i have to say that moment stuck with me. well, you know, it just stuck with me. >> well, you are both lucky you crossed paths. >> true. >> we are. thank you so much. it's in giving that we receive. >> yeah, and that reminds something -- i will get to this in a minute, but first you told me, mom, that is somebody's child. >> yeah, when i pass a homeless

and usually a clear sky overhead, and with that visibility can drop very low. the tule fog can come into the south county as well as in the tri-valley, and we see it coming through the delta as well as into the north bay. that's what we have seen the past few mornings, and the reason why we have had the dense fog throughout the morning. it will clear out for a hike in the east bay, but a chilly afternoon only reaching into the low 60s with sun and clouds. south bay will reach in the mid and upper 60s today. 67 in walnut creek, and 64 in san mateo. in san francisco, 62 in the mission district, and santa rosa, a high of 68 degrees. what is ahead? it's really kind of dry out there even though we see a weather system coming in, a chance of rain between thursday night and friday, not a big storm. we go into very dry weather for the weekend. as far as rainfall totals, looks like it could be 0.1 of an inch

of rain or less. look at the cool temperatures, highs in the upper 60s inland. a lot of sunshine. we are going to watch out for a chance of slight showers on friday morning. >> getting over toward the treasure island area toward the tunnel, there could be a disabled vehicle. we don't see a lot of slowing on the map or live camera, but the metering lights could have slowed. that's just a note. it's slowing down towards barrett because of a crash. it smooths out better once you get into berkeley. the rest of the bay shows a nice drive, and we have the sunol and fremont area, a crash on 680
