coming up in a few minutes. you can download our nbc bay area app. this is to get your personalized micro climate forecast. our app will alert you before rain heads your way. get it for your iphone and android smart phone. the apparent abduction of a girl in the north bay is triggering an amber alert outside of the bay area. take a look at this photo. santa rosa police are looking for 15-year-old georgianna. they believe she was taken from a gas station on guerneville road in santa rosa yesterday afternoon. the man they're looking for is this 20-year-old. he's 5'7" and was last seen wearing a long sleeve orange shirt and black pants. he's believed to be driving a car similar to this one, a green 2007 chrysler town and country with texas temporary plates.

police believe they may be headed to southern california. they issued an amber alert for l.a., san diego, orange and riverside counties. cierra johnson will have a live report. thousands of kaiser health care workers will walk off the job for a one-day sympathy strike. bob redell joining us live from outside a kaiser facility in redwood city. what kind of impact could this have on patients? >> reporter: kaiser says their emergency rooms could have longer wait times. optical services are shut down today. lab and radiology departments could be closed or under reduced hours. outpatient pharmacies could be closed today and tomorrow. and some elective surgeries and non-urgent appointments could be cancelled. this, again, because of a one-day sympathy strike taking

place at 7:00 at this kaiser hoe case behind me in redwood city and 20 other kaiser lo the bay area and central valley. it's to show sympathy with kaiser engineers who have been on strike over pay and alleged unfair labor practices. the strike comes despite the fact that kaiser recently came to tentative agreements with health care workers and pharmacists who also threatened a strike. with regards to the engineers, the union for health care workers striking this morning says kaiser can afford to pay more given the billions in profits and dozens of executives with million dollar salaries. kaiser says the engineers are asking for increases that are, quote, unreasonable. they say we are offering local

39 wages similar to our other employees and that on top of their generous medical and retirement benefits will keep our engineers among the best compensated in their profession at an average of $180,000 in total wages and benefits. kaiser says it understands union solidarity but says this one-day sympathy strike is not lawful. 6:05 right now. osha is suspending its proposal for all large employers to require covid vaccinations or weekly testing. the decision comes after a new orleans appeal court concluded the mandate is fatally flawed. it could have covered 85 million workers but the ruling does not prevent private employers from implementing their own vaccine requirements. the fda could approve booster shots for millions of miles per hours as soon as today. chris pollone is tracking it

all. >> good morning. pfizer's covid vaccine booster is reportedly set to be approved for all adults nationwide. now moderna is asking for that same approval. a decision from the fda could come today giving the green light to pfizer's covid booster shot for all people over 18 who got their second dose more than six months ago. moderna has also formally asked government regulators for the same approval for its booster. once cleared it would make tens of millions of americans eligible to get another shot for protection. covid cases have dropped from the peak of the delta variant surge but about half the country has seen an uptick. covid deaths are averaging a

thousand a day. >> when we compare rates between those vaccinated with two doses and those who have received a booster dose, the rate of disease is markedly lower for those who received their booster shot, demonstrating our boosters are working. >> not waiting for the government to act, some states and new york city have already authorized booster shots for all adults as cases have started to rise again. health officials say vaccines will make the difference for millions. >> you could enjoy the winter and enjoy being at home for the holidays indoors without worrying about masks. >> the latest step to control a pandemic that continues to affect so many. the cdc has a meeting scheduled for tomorrow to talk about boosters setting up the possibility that the pfizer booster could be approved for all adults nationwide this

weekend. of those states and cities that have gone ahead of the federal government on this, california is one of them. people in san leandro shocked to learn about a human trafficking investigation centered in their neighborhood. police say a 17-year-old girl was kidnapped from her home in honduras and held in a shed in san leandro. they say she was sexual assaulted multiple times and forced into prostitution. according to court documents the suspect juan aguilar threatened to kill her grandmother if she reported the kidnapping. neighbors were stunned. >> i haven't had time to really process the information, but it's crazy. that's disturbing, very disturbing. >> investigators saying a lar's wife groomed the 17-year-old to

be a prostitute in san francisco and when that victim confided with aguilar's niece, they reported it to police. new research highlights the risk of wildfires are forecast to rise as the summer weather gets hotter. here's a look at the numbers published in the journal of science advances. the jump in wildfire risk is somewhere around 20% for each degree of temperature increase. similarly the number of wildfires in the sierra could rise up to 83% by the 2040s. the total area burned could nearly double. taking a life look outside overlooking fremont. we'll check the morning commute in just a bit. let's check the forecast now with kari. a chance of a storm coming our way. >> yeah. it's going to be a weak storm

coming in, spotty showers by later on tonight. we're waking up to some low clouds and patches of fog in some spots but not widespread fog like we saw earlier this week. this morning in san jose it's going to be a beautiful sunrise. hopefully you had a chance to check out yesterday's sunset. we're in the upper 40s and we'll see a mostly cloudy day today. we'll see more clouds coming in. that's going to hold our temperatures down, only reaching into the low 60s for today. mike you were tracking a problem on the bay bridge. >> a disabled vehicle reported on the span just past treasure island. we're judging by traffic flowing into the tunnel everything is still moving smoothly. that was reported about 5 minutes ago and i haven't seen any real slowing on our live camera.

livermore. we'll see mostly cloudy skies ahead of this chance of rain. we're only looking at some very light showers. this is a fairly weak storm system coming in. it's going to start in the north bay later on tonight. we'll continue to see the off and on rain through the overnight hours into early tomorrow morning. then it will be clearing out as we go into the day tomorrow afternoon. also still left with some cool temperatures with the sunshine. but the model is only putting down maybe a tenth of an inch of rain. we know with the current drought situation with exceptional trout that we have ongoing, it would be better to see the storm systems that do woman in bring a lot more rain. this is also happening at the same time that we will have a partial lunar eclipse for tonight starting at about 11:00 at night and then as a maximum part of that lunar eclipse will

be at about 1:00 a.m. tomorrow morning we'll see that all wrapping up but maybe we'll have some good video and views from the east coast with that system that's moving through here also blocking our view of the moon. this is what you have waiting for you at the toll plaza. the good news is traffic is flowing better in these lanes here. there's movement there and recovery across the span as the disabled vehicle has been moved. the volume continues to build on your typical pattern, but as we expect, we're going to see lighter volume overall today for

highs reaching into the low 60s. breaking news that we are following this morning, an amber alert issued in southern california after the apparent abduction of a girl in the north bay. cierra johnson live this morning at the santa rosa gas station where the drama all played out. >> reporter: right now investigators are saying they believe it involves a four county radius. i'm in front of that gas station on guerneville road in santa rosa. this is where that situation played out. take a look at your screen. remember this face. this is the victim, 15-year-old georgianna. she's about 5'6" with long hair and thin build. she was last seen wearing a black sweatshirt with green and red cherries and black jeans.

investigators say a witness told them they saw a girl standing with family members near the corner of guerneville and fulton. a male suspect in an orange shirt ran across the parking lot, grabbed that girlvehicle. that vehicle took off eastbound on guerneville. as for that car the girl was forced into, police are looking for a green 2007 chrysler town and country with texas temp tags reading 12478u3. police continue to investigate if there is any connection between that suspect and that victim, but right now they are looking for that girl and that 20-year-old she is believed to be with. again this amber alert is issued

for a four county radius. they don't believe she's in this immediate area. we sent out a push alert this morning about this amber alert. you may have seen it on your phone. download our nbc bay area app b. starting today it's a lot easier to book a booster shot appointment through the new state vaccine website. >> there's been some confusion over who could get the shot and how. kris sanchez is clearing things up with the easiest way to get the booster shot before the holidays. >> this year before making that thanksgiving shopping list or travel plans, a lot of people were just hitting refresh trying to find an appointment for a covid booster in order to be protected in time to gather with family and friends in person. starting today, anyone 18 and up can book an appointment through

the state website myturn.ca.gov. i did a search and came up with 20 locations within 50 miles of my zip code. i did see folks getting shots at my local safeway this week. check with your doctor. those appointments are booking very fast. all bay area counties have walk-in locations so check your county's website for that. we talked with people about their experiences. >> i made an appointment yesterday for my husband on november 30th. i'm going home for thanksgiving on saturday night. so i was hoping to get it before then. >> we put this up on facebook asking people what their experience was like. lots of folks said they had a really easy time booking an appointment. one person said it was easy

peasy. most of those folks talking about their experience in santa clara county. it takes about two weeks for the booster to be fully effective in your body. check out nbcbayarea.com. we have a how to video on how to book an appointment. a bit of a compromise in the painful decision by hayward school leaders to close some campuses. the district's three-year plan calls for six schools to close. now they're going to wait and see and try to get some community feedback. angry parents protested last night, marching to district headquarters. some who attended the meeting on zoom called for the board to slow down the process.

>> it seems like there was no community outreach. we had a plan to put on hold any discussions of closure & it has not been recognized. >> the district says enrollment is dropping and $900 million is needed for repairs to district buildings. new this morning, some financial relief coming to cash strapped schools in san francisco. the chronicle reports a decision by the state supreme court means $123 million in frozen money h now go to the district. the money was tied up in a legal battle over a measure voters approved back in 2018. some of the money was already allocated but the district will now receive an additional $50 million. one of the suspects in the murder of a peninsula high school football star is expected

to be arraigned. police last week announced four arrests involving suspects previously arrested and released in this case. two are charged as juveniles. one is in custody on another crime in the midwest. another suspect, antonio valencia, will answer to charges today. a police sergeant accused of robbing a rite aid is expected to be arraigned. sergeant cole tried to run from the scene in san mateo november 3rd. his attorneys suggest that cole was trying to obtain painkillers. the decision to let the music play is hitting a sour note with homeowners surrounding levi stadium. levi's has always had that 10:00 p.m. weeknight curfew for concerts but not anymore. this week, santa clara council

members narrowly voted to lift the curfew for special occasions. the noise deadline will be 11:00 p.m. no matter the day. council members argue the city needs the revenue from non-nfl events. the city manager can only approve the clause five times a year. time to get a live look outside. we're in oakland this morning getting things started. the sunrise is so beautiful. >> stunning. >> look at that. >> kari, i know this is one of your favorite times of the day. >> yes. i was looking forward the getting pictures coming from everybody. i have to show this again. hopefully we see some more mornings and evenings like this going into the weekend.

the forecast coming up. the sun will be in the eyes of these folks heading south through palo alto. we'll show you where things are slowing down in the east bay. new overnight oakland police investigating a deadly double shooting that happened a little after midnight in a high-rise on 17th street right off of broadway downtown. a man and a woman pronounced dead at the scene. police are not identifying the victims so far. this brings the number of homicide in oakland this year to 122. new demands for a mistrial as jurors start the third day of deliberations in the kyle rittenhouse homicide trial. attorneys argued prosecutors waited until two days before

closing arguments to share a high resolution copy of drone video showing uh rittenhouse opening fire. there's a playbook on this. high gas prices are big problem but people think presidents ask solve it and they can't. it doesn't matter who's president. i've been saying this for decades. presidents can't and don't affect the price of gas with the major exception of starting a war in the middle east. president biden just ordered the ftc to look into illegal price manipulation going on between

big oil and gas suppliers. it's like ordering the fbi to look into bank robberies. they're already doing that. the other play is to reduce supply in the national reserves. we tuck away millions of gallons of fuel in case of emergency. but the government could stop filling it and reduce demand. gas prices have been worse. here's a chart from the economists at the st. louis fed. the line tells the tale. that big spike on the left was july 2008. that wasn't president bush's fault either. back then a barrel of oil was $187. it's about $80 today. a much, much bigger concern is

visibility. let's get a look at our view. low visibility in walnut creek. we're back to the dense fog. it's now down to about a mile and three quarters for concord right now. patchy dense fog in the north bay. we're going to see the fog lifting to a mostly cloudy sky. temperatures only reach into the low 60s. the update from the drought monitor this morning still shows the same conditions. we are still in the highest level of drought. the exceptional drought for parts of the north bay into the east bay. and still the extreme drought for much of the rest of the bay area. we're thinking about this as we are expecting showers coming in. this is a very weak and disorganized system quickly sweeping through late this evening into early tomorrow. you can see spotty light showers

in the forecast that will be coming into the rest of the bay area during the overnight and then clearing for tomorrow leaving only about a tenth of an inch of rain or less. this will block the view of the partial lunar eclipse tonight. but we may have some good views outside of the bay area. hopefully we'll have some video of that by tomorrow morning. looking at our seven-day forecast, staying cool throughout the weekend but we'll get a lot more sunshine for saturday into sunday and cool weather next week. the south bay now does show 87 slowing down as well as the 101 from capital expressway. this tends to be the new pattern for the last month. hayward has a new crash, maybe two over near the san mateo
