good morning. it is sunday, november 21st, 7:00 on the dot, as we take this gorgeous live look outside, a golden glow over san jose ahead of what looks to be a sunny sunday. thank you so much for starting it with us. i'm kira klapper. meteorologist vianey arana joins us with a quick look at your micro climate forecast. if that's any indication, it looks like a good day ahead. >> yes. and one thing you'll notice, it's not as foggy as we've seen in the past couple days, but it's also very cold to start. i do want to get to your current temperatures if you head

outside, because we are in the 40s right now, even down through the south bay, parts of morgan hill, as well in through dublin. look at that, 42, livermore. don't worry, though, we are going to be warming up, but that temperature difference pretty significant, especially for the south bay. look at that, 16 degrees cooler at this hour in morgan hill compared to the past 24 hours we had that cold front sweep through. fog and visibility right now not an issue, looking good. a little bit of fog up through the north bay. i'll talk about your daytime high and what to expect for thanksgiving week coming up. we have a follow-up now that you will only see right here on nbc bay area. we have learned of several arrests tied to last month's attempted robbery and deadly shootout at an oakland gas station. the investigation stretched all the way to texas. the entire attack was captured on surveillance camera. three men approach retired oakland police captain ersie joyner as he pumps gas.

they search him for valuables and then check his car. that's when joyner pulled out a gun, shooting and killing one of them. they returned fire, hitting him six times. sources now tell nbc bay area's cheryl hurd that three people have been arrested. u.s. marshals tracked the driver of the getaway car to houston, where they took him into custody. two of others tied to the shootout were arrested in the sacramento area. joyner, meanwhile, spent several weeks in the hospital and is now recovering at home. we have new video this morning showing a swarm of people robbing a nordstrom store in walnut creek yesterday evening. our reporter jody hernandez was there when it happens. she says about 25 cars blocked the street, people jumped out, rushed into nordstrom, racing back out with merchandise before driving away. it's so similar to what we saw in san francisco's union square

friday night. one man who works at a nearby restaurant tells us what he saw. >> i probably saw 50 to 80 people in ski masks, crowbars. they were looting the nordstrom. i had to lock the doors because you never know, they're just right there, they can come right in here. >> police responded with their guns drawn. our reporters saw officers arrest at least two people. and that organized mass robbery in the east bay comes just after a crowd of thieves hit a number of high-end stores in san francisco's union square friday night. more officers are now patrolling the streets including the police chief himself. "today in the bay's" sergio quintana has a look at ways people are staying safe. >> reporter: police on patrol just about everywhere you look. even the chief was walking the beat near the boarded-up louis vuitton store.

>> we are doing everything we can to stay safe, and we will be here with them. >> reporter: it was hit especially hard last night as dozens of people ransacked it. tonight, the store is basically empty. here's what it looked like, people running in the street with merchandise in their arms. police say they responded to the looting as quickly as possible. this video some aggressive efforts by officers to catch some looters has now gone viral. >> thank you, mayor. >> reporter: during a news conference this afternoon, chief scott said the person they arrested was armed. >> they blocked him in, they disabled the car, and they took them into custody safely. i commend them for doing that. and i support that. they did what they needed to do. >> reporter: according to the chief, nine businesses were either looted, burglarized or vandalized in and around union square. some cannabis dispensaries across the city were also hit. >> these are people who have made a decision to come downtown and to commit vandalism and theft, and it has to stop. this is organized crime. >> reporter: so far eight people have been arrested and the

police chief says there will be more arrests soon. >> you will be brought to justice. >> reporter: a visibly anchored mayor london breed says it's important to maintain law and order. >> that people feel safe when they come to such a beautiful city like san francisco, and we are not going to let people turn it into an ugly city. >> reporter: for shoppers saturday night, they're greeted by uniformed guards at store entrances controlling access to shops, trying to maintain as much control on who gets in. >> do you feel safe? >> i feel like any major cities are kind of like this. >> i feel like this type of event has been so huge that i think it will scare tourists. >> reporter: in san francisco, sergio quintana. san francisco district attorney tweeted about the smash and grabs. one post said, quote, trust and safety are our core values in this city. last night's organized crime in union square, bayview district

and beyond, must never happen again. he added in another tweet, he stands with law enforcement to do whatever it takes to keep people safe. and it's not just businesses. as we've been reporting, san francisco is seeing an increase in car break-ins. in fact, the city has the highest rate of car break-ins compared to any major u.s. city. our investigative unit rode along with undercover officers and pored over court and police records to try to find out why. see what they found, on our website. we also have new information about this, an officer-involved shooting last night in oakland. heavy police activity in this video from the citizen app. police say an officer shot and killed a carjacking suspect after he led police on a chase through oakland's rock ridge neighborhood. he tried to ram police with the car he stole, forcing them to shoot at him.

he later died at the hospital. no officers were injured. but the oakland police chief says he plans to hold a news conference tomorrow to shed light on all the violence in oakland this weekend. turning now, it's been almost a year since a deadly attack at a church no one san jose. yesterday people gathered to remember the victims, to help each other heal, and to figure out a way to prevent any more violence there. here's "today in the bay's" marianne favro. >> reporter: it was a night he will never forget. the shelter employee at grace baptist church in san jose was stabbed three times by a homeless man last november. >> i felt another ping, immediately with it going into my lower side where my lungs is at. >> reporter: he had a chance to run out of the building but instead he ran to where the female clients were staying to keep them safe. >> i locked the doors.

>> reporter: james pushed against the door with his bleeding back while the attacker tried to get in, giving the women a chance to run out a back door. he gave cpr to one victim and tried to help a shelter volunteer who had been stabbed. the 55-year-old trans woman died. >> on this trans day of remembrance, kimberly and other trans victims murdered in the u.s. in the past year were also honored here tonight. >> reporter: tonight the community gathered at the church to remember and heal with words and music. some shf the police officers who responded to the scene nearly a year ago came to pay their respects to the two people killed. >> tonight is our church's attempt at saying thank you to this community that's poured its love out on us, to those who gave greatly to add-on security at this church and at this shelter. >> reporter: to protect the place of peace from violence.

in san jose, marianne favro, nbc bay area news. turning now, it's now official, san mateo county's supervisor has his eyes set on capitol hill. yesterday he declared his congressional bid with dozens of supporters cheering him on outside the medical center in daly city. he said the hospital is symboli because it's the place he was born. he wants to amplify their voice in d.c. >> because your voices matter more than ever as we try to heal a divided nation. >> canepa will be running for the seat currently held by congresswoman jackie speiers. she represents district 14, which contains most of san mateo county and a small part of southwestern san francisco. she announced tuesday she will not seek re-election. happening today, a vote that

welcome back. it is time now for our weekly discussion with chuck todd, nbc news political director and moderator of "meet the press." hi, chuck. good to see you this morning. thanks for joining us. i want to obviously talk about president biden's massive social spending plan which passed the house on friday. democrats celebrating, of course. but before i ask you what happens next, can you enumerate whathat

you know is going to be in it no matter what. there's a child tax credit that's going to be an attempt to make it more permanent. it will will be paid for, for at least anywhere from two to five years, and they assume it gets renewed. there will be an attempt to start some form of universal pre-k. that's likely to make it in no matter which side of the bill. then there are things in there we won't necessarily know will will make the final bill. they added an extra tax break to state and local taxes. some democrats are a little uncomfortable that the second biggest cost in this bill is going to be the cost of that tax break to folks in blue states in particular who got hit hard by seeing that tax break go away. so i think that might get changed.

and then of course paid family leave. it's in the house bill, very unlikely to be in the senate bill. i know you want some definitive answers from me. the problem is this bill continues to be sort of negotiate on the edges. there's going to be a lot of money for folks with young kids. that's true. how it's totally sort of appropriated at this point i think is still up for grabs in the senate. >> okay, i'll let you off the hook, i won't keep holding your feet to the fire on that. but you did mention things making it or not making it in the senate bill. so what would happen if they make tweaks? it would have to circle back to the house for a new vote. you have two exclusive guests today that are on both sides of that fight. are they indicating that that's what's going to happen? >> well, look, i think you're seeing today i can tell yet conversation i had at least with the secretary of transportation and jk senator jon tester. they think they're close. and what the senate democrats

will eventually agree to will be about 85 to 90% of what the house agreed to. they're all exhausted from their fight and they know this has been terrible politics for them, for the public to watch. so they are trying desperately to get to yes. i think they're going to figure out how to get there. but there is a chance it could still end up the more manchin pushes for trims the more bernie sanders could push back. but i think where everybody's standing is on the democratic side, i think they are going to come to an agreement, just may take a little bit longer than everyone hoped. >> thank you, chuck. have a happy thanksgiving, chuck. we hope you join chuck this morning. he'll have senator jon tester and kevin cramer. those are exclusive interviews. and he'll have that interview with u.s. transportation

secretary pete buttigieg. turning now to developing news out of atlanta where the search continues for the man who caused chaos at the airport. you may have heard this yesterday, video of passengers running out of the airport after a gun accidently discharged. authorities say something was detected in the man's bag and tsa agents flagged it for another search. well, the man then lunged into his bag, grabbed the gun, and that accidently discharged. he ran and he got away. he's been identified as 42-year-old ken wells, a convicted felon. three people were hurt during the airport evacuation and dozens of flights were delayed. happening tomorrow, the jury in the trial of the three men accused of confronting and killing ahmaud arbery as he jogged through a georgia neighborhood. the trial is set to resume following a dramatic testimony this week. nbc's katie beck has more. >> reporter: well, both the

prosecution and the defense have rested, and the jury will return on monday. they are expected then to hear closing arguments in the case. we expect two very different versions of the same story to be told to the jury. it is the story we have heard play out in court over the last few weeks. the prosecution says there was no reason to kill ahmaud arbery, that he was simply out for a run and that travis mcmichael didn't feel threatened and had no reason to use deadly force. and mcmichael's argument has been one that if he did feel threatened and they had a duty to make a citizens arrest and they suspected arbery of some type of crime going on in their neighborhood. these two narratives will be played out likely in court on monday. whether or not this case could be decided before thanksgiving is yet to be seen. we'll learn those details on monday. i'm catie beck for nbc news. turning now to our

continuing pandemic coverage. house leaders continue to move forward and urge everyone to get a booster before the holidays. so far, 18% of fully vaccinated americans have received that third dose. the number is the same here in california. 18% or about 4.2 million californians have gotten that booster shot. this comes as the cdc is now recommending anyone over the age of 18 to get that extra shot as long as it's been at least six months since they were fully vaccinated. many americans plan to take at-home covid tests before getting together with family this year. chains like cvs and walgreens say they have ample supply now and have lifted limits on how many tests one customer can buy. but health experts are warning that a winter surge could easily overwhelm supplies. the home test typically costs between 10 and $20, and deliver results in 15 minutes. it's been in the works for

years, and now a new pedestrian bridge is open in palo alto. it stretches more than a thousand feet over highway 101 just north of san antonio road. you probably seen the construction, it's been going on for quite some time. the city held a ribbon cutting ceremony yesterday morning. the bridge will allow for year-round access to the bay lands. someone recently got a lot richer. and it was a person right here in the bay area. they played the mega millions lottery and matched the first five out of six numbers last night. they didn't win the jackpot, but they still won nearly $39,000. the winning ticket was sold at a chevron on berryessa road in san jose. the next drawing is scheduled for tuesday night, it it is expected to have a jackpot of $36 million. we here at nbc bay area and our sister station telemundo 48 are teaming up with safeway like we do every year to fight hunger in the bay area. we kicked off our annual

nourishing neighbors food drive yesterday. we just learned as of 6:30 this morning we collected more than $141,000 in donations. wow! members of the "today in the bay" family were at the safeway in santa clara getting the word out yesterday. you can he them there, laura garcia, marcus washington, our girl vianey arana and candace filled in for me because i was out of town. one man they spoke with told them used to be homeless, but he gave a generous donation of $1,000. >> i want to do all i can help. when you get up in your 70s, i just want to make some people happy basically. because i went through some hard times a long time ago. >> what an angel. our food drive runs through christmas day. you can make that $10 donation you're checkinght to our

good morning. it is 7:42, sunday. it's going to be a beautiful day. i hope you get a chance to enjoy the outdoors or maybe just relax at home with all the blinds and let the sunshine in. san jose you can actually see that sunshine popping through. i'm going to scoot out of the way so you can also also how cold it is. morgan hill 40 degrees. san jose 42 degrees. livermore 43. so you weren't imagining the chilly weather this morning. we are actually going to be warming up quite nicely though into the afternoon. so take advantage of these mid- and upper 60s along with the dry weather. we've got fall sunshine this afternoon. 67 degrees in san francisco. it's also going to get a little breezy at times, 15,

20-mile-per-hour winds up through the nbc bay especially san rafael in the 50s. low 70s for the forecast today. i do want to show you a beautiful shot of greater tahoe. we've still got a little bit of snow hanging on from the last couple of times that we got some rain. that definitely helped ease our wildfire concerns. but you don't have to worry about any sort of a rain heading to south lake tahoe in the next three days. if you're getting an early start to your thanksgiving prep, here is the forecast for the next three days. 48 degrees for today. by monday and tuesday, things are going to warm up just a little bit. but clear conditions. temperatures are going to be in the mid-70s. fantastic way to get an early start on so you don't get caught up in the traffic. if you're going to be taking the grapevine down to l.a. over this weekend, temperatures are going

to be in the 80s in l.a. this week. we've got high pressure dominating taking over. and then heading into tuesday things start to cool off thanks to a system that's going to be just to our north. as far as satellite radar, you can actually see the system turning right up here in the pacific northwest. as far as impacts for us, we're expected to remain mainly dry on tuesday. could see the possibility of some shower activity to the north. but aside from that, we're likely going to stay dry not just for today, tomorrow, but also in through next weekend. so thanksgiving right now, it's going to be dry. but of course we still need more rain. we can always welcome that. and we could see a pattern shift heading from november 29th. so hopefully towards the end of november into early december. we are hopeful that will get a pattern shift with a little bit more rain. so the next seven days, what can you expect for san francisco? well, 60s and showers to the north. but that dancing turkey on thursday might not be dancing on

turkey day. it's going to be sunny and gorgeous. take a look at this. reports of an oil sheen off the coast of huntington beach. the sheen was spotted in the same area as last month's oil spill that closed beaches, killed wildlife, and led to a new push for stronger regulations on oil drilling. more than 140,000 gallons of oil leaked from an oil platform out in the pacific ocean early in october. the coast guard says it will continue to monitor the area and is working to determine if the sheen was from that spill or from a different source. okay. as discussed with chuck todd on friday, democrats in the house of representatives erupted in applause after they passed their 1.9 trillion-dollar version of the build back better bill. it's the largest expansion of the social safety net in decades. and now it goes to the senate where it faces an unknown future. nbc bay area political analyst larry gerston joins us now. hi, larry. good morning, good to see you. the bill has been discussed for months by us, by everybody, by

the house. is it all the back and forth that's taken it so long? or what is it? >> it sure seems like it's been forever. there's no question about that. i think there are two three things we want to think about. we know that republicans in the house have been dead set against the bill. a very diverse democratic caucus. that's been tough for pelosi. there are some touchy areas with respect to this large almost 2 trillion dollar bill. things like paid family leave, childcare payments for the next year or so, money for climate change, various programs. and in some of these cases, progressives aren't happy that the money isn't enough. and the third point is the bill is not fully paid for according

to the congressional budget office. it's anywhere between 160 billion and $360 billion, short from paying for itself. so when you put all of these things together and, yeah, it's still touchy as far as we go because it's got to go to the senate now, and that could be another set of problems. >> so are those the issues that the house version will face in the senate? or are there other tweaks that aren't even on the radar yet? >> it's anybody's guess. but i think those are probably the big ones. we know that joe manchin, for example, wants to take out family leave. that's a 200 billion -- look at the numbers we're talking about, $200 billion portion of that bill. that cuts out a lot. we also know that manchin's concern with some of the climate change provisions. remember, he's from a coal-producing state so he's got to walk a very fine line there. so that might come out. we know, in all likelihood, it's

going to get back down to about $101.5 trillion. again, big numbers, kira. and that's something that most of the senate, the democrats particularly have to have if they're going to go along with it. >> so, how likely is it that the bill will get out of the senate given all of these issues? >> you know, kira, the democrats over this past year have invested all kinds of energy into this bill. they can't afford to let it drop. i know progressives are going to moan and groan. a lot of people maybe aren't going to be happy. but one way or another, that bill has to go. their reputation is dependent on it, and we know that they're not looking too good right now. my thinking is the bill will get out of the senate, the bill will go back to the house where they'll, again, groan about it, but they'll pass it as the senate has changed it, and then go on to the president.

welcome back. it's 7:55. here's a quick look at the top stories we're following on this sunday morning. the mayor of san francisco and the chief of police are pledging to put an end to the large-scale looting and burglaries that happened friday night in union square. according to san francisco police, look at this, nine stores were either looted, burglarized, or vandalized friday night. as a result last night police were all over union square. during a news conference the chief of police and san francisco's mayor london breed said they both support the efforts of officers to catch the thieves. >> they blocked them in, they disabled the car, and they took them into custody safely. i commend them for needed to do.

>> that people feel safe when they come to such a beautiful city like san francisco. and we are not going to let people turn it into an ugly city. >> so far, eight people have been arrested, and the police chief says there will be more arrests soon. turning now, we here at nbc bay area and our sister station telemundo 48 are teaming up with safeway like we do every year to fight hunger in the bay area. we kicked off our annual nourishing neighbors food drive yesterday, and we just learned this morning that we've already collected more than $141,000 in donations. members of the "today in the bay" family were there yesterday. there is vianey at santa clara's safeway getting the word out. one man we spoke with said he used to be homeless but still donated $1,000. our food drive runs through christmas day. when you're at the checkout, you can just make a $10 donation. this is at safeway. that money will go right to our
