patchy fog drift around there. after that clears out the temperatures quickly warm up and we will have sunshine and a hazy sky and we could reach 70s in san josé. we will break that down and talk about our record-high temperatures and where we are normally this time of year on december 1st. that's coming up in a few minutes. >> thanks, kari. happening in a few hours from now, leaders in one east bay city are expected to take new action to combat the wave of retail flash mob robberies. bob is live. talk to us about what they are considering here? >> reporter: the walnut creek city council will hold a special meeting deciding whether or not to give their police department hundreds of thousands to detour what happened behind me here at broadway plaza last month. saturday, november 20th, about 80 to 90 thieves stormed the

nordstrom's department store here and took off in cars that were jammed in the streets. when you add up the merchandise and the damage done to the store, the loss was $125,000. four employees in the store were also hurt. this morning the city council will consider giving money to hire five more police officers, and increase over time budgets so officers can work security at high profile stores. the purchase of cameras, they are upgrading those and the possible purchase of a drone, even buying a drone that could scan high-profile areas. >> these brazen acts frighten shoppers, and residents and worry employees. it's amazing there have not been more serious injuries.

>> this proposal could cost $2 million and would be paid for with similar money from the american rescue plan act that was passearch by congress. again, walnut creek city council holding a special meeting in a couple hours from now at 8:30 this morning. reporting live in walnut creek, bob redell, "today in the bay." >> bob, thank you. walnut creek is not alone in taking action after the recent string of smash and grabs. ahead for you today on "today in the bay," kris sanchez is taking a look at a decision to approve new license plates readers and how it could help fight crime. and then the most serious challenge to abortion rights in more than 30 years when the supreme court will listen to a bid to overturn roe v. wade. if mississippi is successful here, states may start setting their own standards for

abortion? >> reporter: that's exactly why this is so consequential, laura. we can't pan around because we are tightly packed in here, and there are hundreds of supporters on both sides of the deeply contentious issue outside the court today. we are hearing this case because two supreme court justices that previously supported roe v. wade have been replaced by conservatives, and those who have long wanted to overturn the landmark abortion ruling see an opening. on the most consequential case on abortion rights, there's a mississippi law that bans abortions after 15 weeks of pregnancy. roe v. wade stops states from banning abortion at around 23 to 24 weeks. mississippi's governor argues

there's no justification for the viability standard. >> there's no fundamental right in our united states constitution to an abortion. >> lawyers for the sole clinic in mississippi that performs abortions argue the law violates long-held precedent and analysts note many constitutional rights are not explicitly spelled out, like the right to marry. >> the court held the constitution protects those kinds of intimate decisions, and that's the logic of underlying the right to an abortion. >> the mississippi law violates the law to safe and legal abortions is what biden said. the justices are not expected to rule until likely next summer. several states race to challenge

roe v. wade since the new justices. >> what makes this case any different and perhaps more significant than the texas one? >> reporter: so this case today goes directly to the question of constitutionality. that separate case is texas is more of a procedural decision. that is the law that basically outsources enforcement of the abortion ban to individuals so that the state is not the one enforcing them. there are many things at issue there questioning procedures. this case today directly challenges roe v. wade. >> all right, alice live from washington, thank you. protests and demonstrations tied to the issue are planned for later today in the bay area, including one at san francisco

federal courthouse and another in palo alto. both set to get under way at 3:30 this afternoon. and then a follow-up from the school shooting in suburban detroit. authorities say a 14-year-old, a 16-year-old and a 17-year-old were all killed by their 15-year-old classmate. eight others including a teacher was injured in yesterday's rampage. overnight in the small town of oxford, many gathered for the vigil. one student says he cannot stop thinking about what happened. >> i have the flashbacks of hearing the gunshots and the crying and sadness. >> the suspect and his parents so far have refused to speak with investigators. investigators say charges may be filed later today. long-time east bay

politician, wilma chan will be remembered in a celebration of life next wednesday. she died last month when she was hit by a car in alameda. the event takes place at oakland's museum of california at 2:00 p.m., and it will be streamed on her district 3 page. now the omicron variant now a concern. >> there are no confirmed cases here in the u.s. just yet, but extra precautions are being put in place. >> laura and marcus, good morning. so far not a single detected case of the omicron case in the united states so far, and that's an inevitability that will change. the biden administration appears to be changing some policies

sales and cultivation already. taking a live look this morning at the bay bridge. you can see a beautiful start to the morning visually, anyway. how does it look when it comes to the temperatures? meteorologist, kari hall, is looking at that. >> we are starting out chilly. we have seen the patchy dense fog rolling around parts of the bay area. in the tri-valley it's clear. look at 580 and all the cars heading into the bay area as we continue to see cool temperatures with upper 40s right now. you can see the trend that goes straight up as we get that sunshine and head up to the upper 60s, and it's going to be well above normal. we are used to seeing temperatures at december 1st at about 60 degrees, and today we are talking 70s in santa rosa and san josé and some of the inland areas, while san francisco and oakland will be in the upper 60s today. we will take a look ahead in the

forecast, but first, mike, you have seen something on the bay bridge toll plaza. >> there was a disabled vehicle reported, and everybody is using all the lanes with equal access and better movement overall. that's great news. not quite as many folks uses using the hov lanes as before the pandemic, and we'll talk about that coming up in a second. slowing here as well as highway 37 and highway 4, pretty typical. benicia bridge, be careful in that portion south of the delta there. disabled vehicle around this area, everything looks okay. back to you. >> thanks, mike. take a look at the bay bridge traffic. this is a live look this morning. you know what?

we have seen this kind of visibility in the north bay, but for now it's clearing there. once that clears out we will have warmer temperatures. usually the meteorological winter, when it starts today, we are on trend for cooler temperatures. take a look at our afternoon highs and our forecast reaching into the 70s for santa rosa, where the record high was set back in 2001. 73 degrees. we will be very close to that. we are going to watch these numbers. if we do hit a degree above our forecast, we could set records and we will be watching that in san josé as well. other areas, just really close. we go from the 70s back down to the 60s. just as fast as it warms up, it will be cooling off tonight if you plan to go downtown to christmas in the park or going ice skating this evening, and it's also going to be dry. where we have seen all the rain is in the pacific northwest, and it's still raining for today up around seattle. looks like the atmospheric river

is going just a little further to the north. the reason why we have been missing out is because high pressure will not allow for any of the rain to come in, but it's going to slowly back off and move off towards the east and may allow for a weakening system to go in on tuesday. unfortunately, it looks like the rain dries out before it gets here. we're still looking at dry weather. then looking at the outlook for the month of december, the climate prediction center is showing the bay area could see above average temperatures, what we are seeing now, and an equal chance of getting rain, and then it will move to our north and hopefully we will get rain in here by mid to late december. as of now we are starting out dry with our temperatures in the low 70s for the next couple of days. it will be cooler for the weekend into early next week. mike, you have been watching the fog and how that has an impact on the commute?

tell how much of a problem omicron will be. >> this is "today in the bay." >> a very good wednesday morning. welcome to december. i'm laura garcia. >> i am marcus washington. we want to take a live look at walnut creek. can't see very much out there. the fog is thick. meteorologist, kari hall, will walk us through what we can expect from the forecast today. how is it looking? >> looks foggy in some spots. you can only see the trees in the foreground, but we have the dense fog there and it's clear in other parts of the bay area. just watch out for that as that fog comes through the delta and parts of the east bay. we will start out with clouds and it will gradually clear out. our temperatures go from the upper 40s to the mid-60s by 1:00, and the rest of the day is going to be very nice.

some spots may set a record high for these temperatures that will reach in the 70s today, like livermore and san josé. we'll be watching those numbers closely. we'll talk more about that and what is ahead in the forecast coming up. >> thanks, kari. we are watching you. that's the message from san joée leaders to would-be thieves in order to detour smash and grab robberies and other crimes. the new security would put a new network of cameras up. kris, talk to us about the type of cameras they are looking to put up? >> reporter: the city of san josé will put up license plate reading cameras, but the questions going forward is where will they go and how will they work and what will they capture? the city voted to spend $250,000 in federal american rescue plan funds. under the ordinance the camera footage can be only used for in

misdemeanor like vehicle code violations, and no information can be shared with federal immigration officials. it might seem strange to you that surveillance cameras were wrapped up in the discussion about relief fund including talking about food and spending on wi-fi in the community, but it's about recovery and it's a way to bring small businesses back without fear of crime. >> i know this proposal is dealing with organized retail crime specifically, and that is a major problem and it's something that we need to address and something that i think the lpr cameras can be very effective on. >> reporter: for the record, the city has already been using license plate readers for a few years now and redirected the san josé department to add more cameras a few years back.

over the next month or so they will have to decide if the cameras will be stationary or mobile in order to go to hot spots where the crimes happen. oakland is also having that conversation. >> kris, thank you. more details on proposal to boost security in san francisco. supervisors pushing back the vote on the ordinance in allowing the deputies to be hired by private businesses, and those businesses would be paying the deputies and the deputies would be wearing their uniforms. that vote will happen next tuesday. and then the individual the court is looking to place in our community is named lamar johnson. >> the acting police chief in east palo alto posted this video

a month ago arguing against a proposed placement of 70-year-old lamar johnson in palo alto. the hospital considered johnson recently to no longer be a threat and recommended placement there, and proponents say it's too close to schools and other places serving young people. he served 27 years of a 36-year sentence. today's hearing is in redwood city. 6:34. elizabeth holmes' fraud trial will be quiet for the next few days, but the jurors will be processing some of the recent pivotal testimony. yesterday there was cross-examination, and this included reading back text messages between holmes and her ex-boyfriend. the prosecution also seemed to have gotten her to admit

mistakes while running theranos. the defense plans to rest its case as soon as next week. amid growing concerns about the covid variant, the white house says expect new airport restrictions. this has more americans prepare for end of the year holiday travel. >> cierra johnson is live. it may impact international travelers the most? >> reporter: yeah, if you are coming to any airport in the united states there are plans to change the testing process, this announcement coming from president biden tomorrow. right now when folks come into the united states if they are fully vaccinated they are required to present a test taken within three days of boarding. that change would make it so you need to have that covid-19 test the day before boarding a

flight, and while the white house may ramp up testing requirements, an epidemiologist said you may not need to ground your plans just yet. >> i think we have the next couple of weeks where we will tell how much of a problem omni cron will be. here at sfo there have been 66 cases with the last positive case coming august 31st. we're also getting a count of how many travelers went through tsa during the busy travel holiday period. tsa confirming it was busier, 2.6 million folks went through

the tsa. in 2020 at the height of covid, it was a little under a million, and before that you can see the numbers going up. i will be curious to see how many folks go through during christmas and the new year's season. we're live at sfo, cierra johnson for "today in the bay." >> thank you. san francisco is one of the first cities in the country to issue the vaccine mandate for city employees. about six months ago there was concern it would lead to terminations and severe staffing sources. firefighters refused to get the shots unless the city met a long list of demands. and now most of the members are vaccinated. >> there are less than 20 who have chosen not to be vaccinated. so yeah, we're in a good place. >> the firefighters union president said the city put those unvaccinated members on

unpaid leave this month and union leaders say they have filed lawsuits aiming -- aimed at the city and they have allowed them to collect or occur sick leave and vaccination time while they are considering the exemptions. more than 98% of city employees are now vaccinated. the state department of water resources will meet this morning to outline new actions should the drought continue into next year. people in marin will face more water restrictions. starting today people will be prohibited from turning on their outdoor sprinklers and drip irrigation systems. you cannot refill completely drained swimming pools. people could face fines as high as $250 that relate to the

drought restrictions. the fog is thick and it's sticking around. hopefully we will see a burn off later today, kari. how is it looking? >> just foggy in some spots, and it's drifting around other areas where we have not seen it in the past few days. the fog is coming over towards the delta and walnut creek as you are heading out. in napa, it's 44 degrees and we will see the temperatures trending much warmer than normal as we reach into the low 70s. we look at the first day of meteorological winter and where we should be. highs in the low 60s is what is average, but this is what we are heading to for today. mike, you were saying the traffic is bunching up on the peninsula? >> yeah, it was, northbound 101,

covid-19 three days before the debate. mark meadows is also agreeing to cooperate with the investigation into the january 6th riot at the capitol. meadows provided records and will soon sit for a deposition before the committee, and he currently refused to cooperate. it's unclear what documents were handed over by meadows. today marks the 33rd year people around the globe are observing world aids day. there are vigils being held outside san josé and san francisco city halls. in the 40 years since the first known aids case, 36 million people have died from hiv,

and problem spots in concord, and sreuz visibility down to a quarter of a mile there. temperatures headed for the 70s in san josé, and even mid-70s for morgan hill. this is well above normal. we should be having temperatures in the low 60s for the first day of december, and all of the rain we have been hoping to get is still to the north of us moving through seattle right now. as we look at the atmospheric river moving to the north, it is being kept there because of the high pressure, but it will slowly start to move off to the east, and then we will start to see chances of clouds and cooler temperatures by next week. unfortunately, the models right now are showing that that chance of rain will dry up before it gets here. let's take a look at the climate prediction center and what they are forecasting for the month of december for the bay area. above normal temperatures, which

is what we are seeing now, and there's a chance we could get more rain. we have an equal chance of getting above-average rainfall with the storm track dipping further to the south. as we look at our 7-day forecast, temperatures in the low 70s. it will cool off for the weekend. take a look at early next week, a few more clouds, and san francisco will see temperatures in the upper 60s for the next few days. mike, that fog is a big issue for the delta. >> yeah, it is. also on the san mateo bridge where it's a clear view, and we don't have a clear bridge. there's a disabled vehicle look there where i am pointing. it's a service lane here on the left side, and on the right side there's a narrow service lane and that looks like where the vehicle is. i have seen everybody slowing, and now it's slow from hayward across the flat section. just at the end of the flat section, speeds improve heading over the high-rise. the dumbarton bridge is a better avenue now, and now more slowing

getting an insight of tsa covid cases. in oakland, there were 39 cases, and here at sfo there have been 66 cases with the last on august 31st. it was a couple days ago where we were live for the holiday travel, and turns out it was not just sfo that saw a lot of people. 2.4 million folks went through the tsa during that stretch of travel. you can see our numbers are slowly coming up, but a lot to keep in mind with the new variant. we will, of course, keep you updated on any of those new developments. cierra johnson for "today in the bay." >> thank you so much. time to look at the forecast before you head out. meteorologist, kari hall, is tracking that. >> we have the fog in the north bay as well as the east bay.
