warming up by late morning and then a very nice afternoon with sunshine. we will see the same weather we've had continue with just a few minor changes. we'll talk about that coming up. >> more fog in novato. in palo alto on the peninsula, a clear view, clear drive. not a lot of slowing showing up on our sensors. taking a live look at the futures as the markets are about to open in about 14 minutes. most of them pointing upwards this morning. we'll keep tabs on the opening bell. tesla's move to texas from the bay area officially complete. the electric auto maker announcing the move of its headquarters in a filing with the sec. the shift brings tesla closer to its sister company spacex. one contributing factor behind

the move is the fact that musk stands to save an estimated $2.5 billion in capital gains taxes. apple is reportedly telling parts suppliers demand for the iphone 13 has weakened. it's being seen as a sign consumers are giving up trying to find the hard to get item. apple has cut the production goal for the year by as many as 10 million units due to a lack of parts and supply chain shortages. apple hopes to make the shortfall next year but is telling vendors those orders may not materialize. apple is still on track for a record holiday season, but not the blockbuster the company once envisioned. and a record breaking sale. you may recall the banksy sale back in 2018. recently it sold for $25 million. the painting shows a young girl

allow a couple systems but unfortunately it doesn't look like we'll see anything packing a big amount of rain. we need that right now because of our extreme to exceptional drought that we have across the bay area. we are still looking at very dry concerns as we start out the month of december, which is usually one of our more rainy months. we are seeing dry conditions for now and possibly into the start of next week. as we look at the seven-day forecast, we're going from the low 70s to the mid 60s for the inland areas and maybe some low 60s for early next week with more cloud cover. mike, you've been watching a couple of issues out there on the roads. >> in davis we still have that deadly crash affecting i-80. the rest of the bay with green sensors all over. just starting our second slowing for san jose and 101 north.

>> we're starting out foggy again and starting to see the visibility get lower in parts of the east bay, the follow rolling through the delta and over toward concord where it has dropped to about a quarter of a mile as you're heading out for work. we continue to see dense fog in novato with visibility at zero. be really careful on your way out the door and heading to work as temperatures reach near record high temperatures for today into the upper 60s and low 70s. today marks five years since the ghost ship warehouse fire in oakland that killed 36 people. that fire led the city to promise reforms. did the city keep their promise? >> reporter: let's go back to october of 2020 last year. the city auditor put out a report that found that the

oakland fire department fire prevention bureau had failed to inspect just over half the properties it was supposed to within the city. and this was a three-year period after the ghost ship warehouse fire and despite the fact that the department had hired more inspectors. the ghost ship warehouse, which had been illegally converted into a live/work space for artists with illegal wiring and no smoke detectors or sprinklers and crammed with flammable material. the auditor's office told me it does not know if the fire department has improved on its inspections because they have yet to do a follow-up audit, which will happen at some point. in a statement the oakland fire department acknowledges that there are several areas in need of improvement but that they have begun to implement 29 of the 30 recommendations from the october 2020 audit.

ofd has seen solid success in getting properties into compliance but staffing remains a challenge. i'm quoting here. that is the main factor that jeopardizes our ability to fulfill the mission of the bureau. this work is technical and requires people to be very detailed. here's district five counsel member noel gallo. >> there's always room for more improvement and personnel. that's one of the challenges we have, is additional personnel and the funding to accommodate that. since the ghost ship fire, i will say we have been more responsive in neighborhoods like mine that are in great need for the fire code inspections and other public safety issues.

discovered in an sfo traveler. cierra johnson is live at the airport. these new measures cover more than just travel. what will the president address today? >> reporter: good morning, laura. the president will address travel into the united states by international travelers. another talking point is the booster shot for adults. these are talking points we received from white house officials. things we know the president is expected to address. those booster shots for adults also on the table, vaccinations for kids to keep schools open, stronger public health protocols for safe international travel and supplying treatment pills to help prevent hospitalizations

and deaths. that announcement is expected to improve changes to the current testing process for international travel. new guidelines require all air travelers to the united states be tested for covid within the day before boarding the flights. another point of discussion is at-home tests. biden is expected to announce private health insurers must cover 100% of the cost of at-home covid tests purchased by their members. the administration will make 50 million free at-home tests available. the president expected to cover a lot of ground as it comes to that new variant. we're live at sfo.

result of california's recent reclassification of some thefts from felonies down to misdemeanors. policing priority a big issue in san francisco. the chief trying to tackle it head on at a meeting in the tenderloin. so far this year 545 people in san francisco have died from a drug overdose. it is a crisis centered in the tenderloin. at last night's police commission meeting there were a lot of questions about why the department responds in force to retail thefts but not a neighborhood crisis. >> we've sent teams out to clean. yes, it's been frustrating. our police officers are making arrests. it's a little overwhelming and we definitely need more help than just our local law enforcement. >> police say we can expect to

see more officers on the streets arresting more dealers and offering services to addicts. friends and supporters will gather in san francisco to support an elderly asian man testifying against his attacker. in february 2020 someone jump kicked the man and knocked him out at a tenderloin bus stop in his wheelchair. taking a live look outside this morning in the sierra. look at that. palisades, tahoe this morning. several ski resorts delaying their openings indefinitely due to dry and warm temperatures. many resorts wanted to open at the start of december, but there's just no snow. of course, this is footage from snowfall last month. for a short time we were open

in the north bay we're down to about a quarter mile visibility in santa rosa. we've seen fog moving into concord and parts of the deal that. you can enjoy that time out at the park today as temperatures warm up in mountain view going from the upper 50s and low 60s to the low 70s for later today. really a perfect day. temperatures in the south bay head for the low to mid 70s once again. this is well above normal. the last day we'll see a lot of these widespread 70s. more like mid 60s for antioch,

upper 60s for pleasanton and oakland. upper 60s in redwood city and san mateo. san francisco reaching 68 degrees. low 70s for a high in clear lake, sonoma, napa reaching 70 degrees. still rain to our north but that's starting to taper off as the atmospheric river still continues. as high pressure moves away, that's going to allow for that atmospheric river to move closer to the bay area, but unfortunately all the rain will be gone. so we're only looking at some slight rain chances in the forecast. i just got the update on the drought monitor this morning and it's still pretty bad across the region. in the bay area where you see the dark reds, parts of the east bay still in that highest drought category of exceptional drought and extreme drought for the south bay peninsula as well as much of the north bay. this says we are going into one of our wettest months of the
