part of your morning. i am marcus washington. >> i am laura garcia. let's take a peek outside overlooking san francisco. we're in for a foggy start this friday morning. can see haze there, and you also see it in the south bay this morning. >> yeah, we want to bring in meteorologist, kari hall. she has been monitoring all this. how long can we expect the fog to stick around? >> i think it's from 8:00 to 9:00 and then we will gradually see a clearing. it's in areas that are not used to seeing fog. we see it every day in parts of the delta and north bay, but we are seeing it in parts of the south bay. after that we will have sunshine and also coastal flooding due to king tides, and we have a mainly dry forecast as we continue on the weather pattern. we are seeing some changes and we'll talk more about that and a look at our weekend forecast. that's coming up in a few minutes. >> we'll check back with you. police investigating another

flash mob robbery. this one happened at a south bay mob. >> today in the bay's kris sanchez is here for us this morning. kris? >> yeah, there will be a meeting today. hooded thieves armed with hammers smashed the display cases and made off with $70,000 of jewelry in just 12 seconds. in los angeles, police got a break there and made 14 arrests in a series of smash and grab robberies that netted more than $23,000 worth of items in just ten days last month, but the 14 suspects, they are already out

on the streets again. in part because of california's zero-bail policy instituted early in the pandemic to reduce jail crowding. while awaiting help from the state, shopping centers like the great mall of milpitas doing what they can and bringing in more security. >> i worked at it, for years, and we saw two officers and a security guard when we first came in. >> the security guards are not just hanging out but they are actually, like, interacting. >> this week we reported in walnut creek where about 80 people swarmed the nordstrom's store, the city blocked broadway to vehicle traffic to make getaways a little harder and they will use federal relief funds to add more police officers. the city of san josé also voted this week to spend federal relief dollars to license plate readers in order to detour and solve crimes. we will be listening as the

attorney general's announcement will happen today, and we already heard from many law enforcement officials saying we want the no bail policy to send. >> what is that? >> it was instituted to reduce crowding in jails, and the state policy went away but some counties kept it in way, like l -- los angeles, and santa clara. >> yeah, that's so much inventory for those businesses and during the holidays. >> yeah. all right. addressing the backlog of criminal cases held up by the pandemic. 451 criminal cases now exceeding the city's 60-day maximum, and of those cases 218 people remain in custody awaiting trial with

some having been waiting in jill for over a year. scientists in south africa found evidence that omicron have a higher chance of infections. there are confirmed cases in some states in the united states, and the first case is here in the bay area and a second case now reported in l.a. county. all international travelers arriving in the u.s. must test negative within hours of departure, and travelers need to be thinking about what to do, including canceling upcoming trips. >> do you cancel your trip preimtively. a lot of times the airlines won't refund you the cash amount of your ticket if you are

canceling on your own, and if you wait until your airline or hotel cancels your trip, often times they will give you a full refund. >> you can see more of that on the "today" show coming up right after "today in the bay." and then starting today a new rapid testing site opens offered a voluntary basis because there are no federal requirements for outbound passengers. developing now, lawmakers alerted a government shutdown. today in the bay's alice barr is live in washington for us. this all comes as we have seen the new job numbers out moments ago. >> yeah, and the job numbers are much lower than expected. employers only added 210,000 jobs to the economy, and that's less than half of what the

economy had predicted, and the unemployment did drop more than expected but certainly a mixed bag. president biden expected to focus on the lower unemployment rate than on the lower than expected number of jobs added and he will focus on the last-minute threat on the vaccine mandates. >> good news for federal workers this morning. their paychecks are secure with a government shutdown averted. >> i am glad in the end cooler heads prevailed. the government will stay open. >> on this vote, the yays are 69 -- >> congress passed a stop gap measure.

>> it's disgraceful. >> despite a push from a handful of gop members to block the bill over an opposition to the vaccine mandates. >> the only thing i want to shutdown is congress funding enforcement of an immoral, unconstitutional vaccine mandate. >> republicans plan to bring up a measure next week to overturn the mandate for private businesses. it appears likely to pass the senate with support from moderate democrat, joe manchin. >> i have been very supportive for a mandate for federal government, for military, for all the people that work on the government payroll. i have been less enthused about it in the private sector. >> for now the mandates are tied up in court. opponents argue the mandates could force unvaccinated employees out of the workforce at a time when labor shortages are fueling supply chain problems and soaring inflation. a november jobs report due out this morning could shed light on

whether workers sidelined during the pandemic are beginning to return to the job. again, we just got the results of the november jobs report showing that just 210,000 jobs were added to the economy. i mentioned the unemployment rate dropped further than expected. it was at 4.6%, and it went down to 4.2%. the democratic leaders say this is no time for a victory lap. there are a lot of issues to be worked out between now and mid february to come up with a deal on a full-yearlong-term funding bill. back to you, laura and marcus. >> still a lot of work to be done. alice barr, thank you. state housing leaders making it clear they plan to hold cities accountable for shooting down viable new housing options. in the latest case, california's

>> yeah, the south bay, south county and parts of the east bay and north bay. we can barely see anything on the dublin valley in the tri-valley, and slow down and do not turn on the high beams, regular lights will do, and allow extra time to get to work. look at the temperatures here. temperatures in the upper 40s to start and it will slowly warm up today. you will notice this afternoon will be cooler compared to the past few days. we are in the low 70s, and we are talking mid to upper 60s in some spots. we'll talk about all the changes ahead and what is going on this weekend. it's friday, so lighter volume overall and we do have a backup at the bay bridge. there was an accident that we are tracking, and that could be why they turned on the metering

see. here's the fog -- i guess we could call that bay area snow, the dense fog, and at least you can still see the lights. it could be hard to see on your drive to work this morning. visibility about three quarters of a mile in the south county, and even lower in some spots. it's about quarter mile in livermore and there's low visibility in the north bay. a lot of the spots dealing with the fog this morning. near the coast we will have something else that is little -- that we have not seen in quite a while. king tides will cause coastal flooding. it's been a while since we have had that going on. in the winter months, we have had the moon closest to the earth, and it gives a greater gravitational pull and gives us flooding in some of the low-lying spots near the coast. we did have the flood warnings up for us, and not only today but tomorrow and sunday as well

as the temperatures head for the upper 60s for this afternoon. we will see a high of 65 degrees in walnut creek, and only 60 in oakland. cooler today compared to the past few days as we reach into the upper 50s and 60s in san francisco, and mid-60s in parts of the north bay. still all dry here as the storm track remains to the north, but finally we are about to see a change in the weather pattern that will allow for these systems to come in. unfortunately we are not seeing anything strong at this point, so scattered light showers in the forecast next week, and maybe a better chance of sierra snow next wednesday and thursday. here at home we are seeing quiet weather but cooler temperatures and a slight chance of rain on monday and also for the rest of next week, just off and on. we are dry for the weekend and it's looking good for outdoor activities. we are watching out for the fog, and mike, you are watching that in the commute? >> yeah, highway 9, we know about that across santa cruz

we are off to a foggy start this friday morning. meteorologist, kari hall, has a look at what we can expect from the forecast. kari, you say the fog will stick around for a little bit this morning? >> yes. you do need to plan accordingly and allow extra time to get to work this morning. slow it down and use the regular beams as we are seeing some of the fog drifting around in some unusual areas. once that clears out we have a nice day ahead. for the weekend, expect sunny skies and slightly cooler temperatures, but we are also going to have to deal with coastal flooding as the king tides return. for next week, we are watching out for slight rain chances and mainly dry conditions. these are the temperatures we are heading for as we are seeing visibility in the low range, only three quarters of a mile in the south county. once again, heads up about the fog. we'll talk about what is ahead and things going on this weekend coming up in a few minutes, laura and marcus. >> thank you. breaking news we are

following. police in oakland investigating a deadly shooting. it happened along castro street off of highway 980. officers found a victim inside a vehicle a little after 4:00 a.m. still not clear what led up to the shooting, but investigators, as you see, are still on the scene. castro street at 14th is closed wi oakland's 128th homicide of the year. a vallejo police officer that shot and killed a 22er old man last year violated the department policy by not trying to de-escalate the situation. today in the bay's bob redell joins us live. what else do we know that this investigation revealed? >> reporter: laura, the determination to use that deadly force was not objectionably reasonable. that's the finding into the shooting of the 22-year-old last

year in june of 2022. it happened in response to a looting at a walgreens during a george floyd protest. he had a hammer in his sweatshirt pocket, and police officer say the officer that shot him mistook the hammer as a there was a report that was released last night. the report said the officer fired rapidly through the windshield of a patrol car. this was captured by officer body cams. we are not showing you the shooting part of the video, however. the officer's response was reported as poor and did not use any de-escalation techniques. it's up to the department to decide whether or not that

officer will face discipline. we did reach out to the family last night and they said they need time before they comment. reporting live, bob redell for "today in the bay." >> thanks, bob. an attempted kidnapping outside a preschool in san francisco. this has a lot of parents shaken. neighbors say it happened wednesday afternoon outside of the montessori children's house. a woman grabbed the 3-year-old from a nanny and ran. the nanny chased the woman down and got the child back. the suspect tried to then grab a 1-year-old in a stroller, and luckily that baby was belted in. parents walking their children in that neighborhood say it's a lot to deal with. >> shocked. it's, you know, terrifying, you know, in such a safe and family-friendly neighborhood. i walk these streets all the time with my 6-month-old. >> police say officers searched

the neighborhood arresting a 34-year-old erin williams. she is facing kidnapping and child endangerment charges. one man in walnut creek accused of starting several small fires. the series of fired all happened yesterday starting with two dumpster fires. the man eventually tried to set fire to the library. no word yet on charges. the arrival of the omicron variant pushing more people to get tested and receive their covid booster shots. five states now confirming those cases, and as experts trying to get more information on the severity, cierra johnson is live for us in south san francisco. this is with a message from local health leaders, cierra. >> reporter: yeah, the message from the california department of health is to get tested regardless of your vaccination status if you have any of the

symptoms. a lot of folks will be doing that not only as a precaution, and as they begin to catch the flights and trains and drives to visit family and friends. president biden did address the new variant, and he made it clear his administration is making quick and cost-efficient testing a priority. he announced private health insurers must cover 100% of the costs of at-home covid tests, and the administration will make 50 million tests for community members. if you do test positive, you can then get a second test at a lab. there's an online reporting system to make it easier for people to register their results from home.

>> if somebody is positive and needs support in order to properly isolate and quarantine, that can help trigger a communication with marin county public health in order to offer those point of resources. >> it's not just the testing folks are after, it's also booster shots. a lot of the community seeing an increase in demand for the booster shots with the prevalence of the variant. in addition to some of the drug stores, some community health advocates are also creating locations around different communities where you could get those boosters. in santa clara county, they are partnering with several others to make boosters available. >> on the heels of that, 2.2

million doses were administered yesterday alone. it's the highest single day total since may. the new numbers come as we are learning new details about booster shots. people don't need to worry about getting the same brand as your first shot. researchers add many combinations of shot will work together. a follow-up for you. pg&e agreed to a $125 million settlement with the state puc. this is tied to the kincade wildfire in 2019 that burned 78,000 acres in sonoma county. the commission found multiple violations of overhead lines in the fire zone, and that agreement prevents pg&e from seeking $85 million in compensation for removing abandoned power equipment. the utility has not commented.

there in san francisco. we are also going to have temperatures in the mid-50s, and this goes on each night into the new year. sunnyvale, the ice rink is open and you want to head out in the middle of the day while it's still bright and sunny. temperatures will be mild because later this evening you will need the hot chocolate, but it's a beautiful evening for ice skating or enjoying all of the holiday sites there. the beach forecast, it will be a nice one heading out to the beach but keep in mind it will be cooler than the weather we have had throughout the week. we are looking at upper 50s to low 60s up and down the coastline. but if you want the warmer weather, paso robles with the 70s and mostly sunny sky, but we have great weather for the weekend but it will be cool so keep that jacket handy. mike, you are watching the fog. you have to wait to leave oakland, right? >> yeah, those are independent factors. the wait to get out of oakland

is because of the bay bridge toll plaza where the metering lights were turned on. the low clouds in oakland, you can see down the east shore freeway just fine in that section here. the road weather index indicating that factor will be the antioch bridge and carquinez bridge and benicia bridge. the tri-valley a factor for 580 from our view as well as fremont and the south bay, milpitas, and even towards this area, in fact. coming up next, breaking news on the unemployment and the new strides being made to prepandemic jobless levels. >> plus, after another smash and grab here in the bay area, the attorney general, the state's top cop is going to be in san mateo county. what some law enforcement leaders want to hear him say about no bail.

areas have the concern once again of king tides. it's back. that's the extremely high astronomical tides because this time of year the sun is at its closest point to the earth as well as the moon is at its closest point to the earth, and because of that we will have a higher tide than usual. that happens late morning, and we have extremely low tides in the evening, not only today but tomorrow and sunday. we will have to watch the areas shaded in green that is in the coastal flooding. we are reaching the mid to upper 60s in some spots in the south bay. low 60s for the east bay. 64 today in concord. 63 today in san rafael. we are dry but it's all about the change. finally we are seeing the high pressure that is going to be moving out. we will make way for a couple storm systems to move in.

unfortunately they are not packing that much of a punch, so we are looking at slight rain chances and maybe toward the end of the week there could be a chance of sierra snow but doesn't look that promising for bay area rain. we once again, at least, see change here. temperatures for the weekend, cooler. keep the jacket handy and the temperatures will drop off quickly, and then next week we will see more clouds and slight rain chances. mike, any impacts on the commute as you are watching the fog? >> we are looking at santa rosa, it's north on the map, north of novato. this section of i-80, we will see that closure. ten hours there, they are demolishing the bridge. we are looking over here towards the south portion of the commute, highway 17 and highway

off of highway 980. officers found the victim inside a vehicle a little after 4:00 a.m. it's not clear what led up to the shooting but investigators are still on the scene. castro street at 14th street is closed with no estimated time on the reopening. this would be oakland's 128th homicide of the year. a deadly shooting in vallejo back in the spotlight after findings from a new independent investigation. >> bob, it sounds like certain department policies were not properly followed here? >> correct. according to the independent report it finds that the officer who the last of 2022 shot and killed a man, and he violated the department policy by not deploying de-escalation techniques. the officer's response was tactically poor and the determination to use deadly

force was not objectionably reasonable. parking lot during the george floyd protests and he had a hammer in his pocket and the officer mistook that hammer for a gun. now the report that was put together by a former civil rights prosecutor working for an outside firm and the report was released last night and it says the officer fired rapidly through the windshield of a patrol car that was captured by body cameras, and it's up to the police department to decide whether or not that officer will face disciplinary action, and the state attorney general also launched its own investigation. bob redell, reporting live for "today in the bay." >> look where bob was, that shot was all foggy and it's happening throughout the bay area this morning as we look at a family
