for laura today. we are off to a foggy start this morning. take a look at how the south bay looks. you know that's not the foggiest place around the bay. >> yeah, i am looking at dublin and you can see the dense fog around the tri-valley. the fog will linger and it will stay cloudy as we await showers to come in later this afternoon. it will be a fairly quick-moving system, and then we are going to clear with chilly temperatures. take a look at our current visibility and map down here to see the visibility. we'll talk more about the rain coming in in the forecast coming up in a few minutes. >> thanks, kari. new international travel restrictions kick in today. here's a live look at sfo for you this morning. the changes come as a growing number of americans are testing positive for the omicron

variant. though the delta variant remains the primary threat, omicron emerging at at least 17 states. alice barr has the latest from washington. >> a scramble for international travelers beginning today. anybody flying into the u.s. from a foreign country must now show proof of a negative covid test taken no more than 24 hours before takeoff. the timeline so tight it's forcing some travelers to cancel. >> it's just really challenging. so much so that i don't know if we are going to be able to do it. >> it's such a quick turn around. >> public health experts defending the move with the omicron variant detected in 47 countries, including the u.s. >> we need to make sure people are not bringing new cases. >> as the strain spreads across

17 states, scientists are learning more about how contagious is it and how severe the symptoms will be and if it's responding to vaccines. >> it's too early to make any definitive statements about it, and thus far it does not look like there's a great degree of severity to it. >> the delta variant seems to pose the greatest risks with the cases rising across the country. >> we have 100,000 cases across the u.s., and 99.9 are the delta variant. >> the biden administration says right now there are no plans for new restrictions on domestic travel. >> there are fresh calls from some top congressional leaders to make the at home testing kits more available. the biden administration is

"today in the bay"'s bob redell is live to explain how the program works. >> reporter: good morning, kris county to give officers in law enforcement an opportunity to de-escalate calls when somebody is in a mental health crisis, to give responders a trip to the hospital for a hold. dispatchers will deploy a clinician along with a police

officer if it seems the 911 call could be related to a mental health crisis. once the officer deems the area safe, the clinician can provide services. the community wellness and crisis response pilot program is launching in the city of san mateo, as i mentioned, along with daly city and south san francisco and redwood. they will spend $1.5 million over the two years in the pilot program. other cities like san josé and san francisco, they have also added mental health response units and this past friday, palo alto started something similar as well. reporting live in san mateo, bob redell, "today in the bay." 6:05 this morning. this wednesday a judge is expected to resentence scott

peterson to life in prison for the murder of his wife and his son. he will be resentenced in redwood city. his attorneys are still seeking to regain a new criminal trial based on one of the volunteers giving false information. chesa boudin is expected to be at a rally organized fighting the recall effort. the recall election happens next june. a follow-up this morning out of san francisco, that is where one restaurant that refused to serve three uniformed police officers is now apologizing and reaching out to the sfpd. the north beach restaurant, hilda and jesse asked the officers to leave on friday because the staff felt uncomfortable by the presence of their weapons. this led to swift backlash on yelp and other social media, and

the owners are now calling it a mistake. they posted a statement saying we are grateful to all members of the force who work hard to keep us safe especially during these challenging types. we hope this will be a teachable moment for us as we repair and continue to build bridges with the sfpd. president biden expected to make the announcement of the diplomatic boycott of the winter olympics in beijing. that announcement will be made sometime this week. a diplomatic boycott means no u.s. government officials would attend the game but the athletes could still attend the games. the winter olympics begin february 4th and will air exclusively on nbc. new video of a blizzard. guess where? it's not minnesota or the

mid-40s. very chilly start. notice there's not a lot of sun in the forecast today. it's going to be cloudy and showers moving into the north bay starting this afternoon. we will talk more about that, coming up. that fog is a big issue for drivers, mike? >> yeah, might not completely stop you from seeing the roadway, we can see the east shore freeway here but look at the bay bridge toll plaza, but sometimes you need to allow yourself extra time. look how widespread this is throughout the north bay where we expect it. highway slowing for 37 and highway 4, where we expect it. concord, walnut creek, highway 24 and then the maze as well here, it creeps down to the tri-valley, and vasco impacted, and fremont and the nimitz and even creeping over towards the peninsula. we're watching the dumbarton bridge. back to you. coming up here on "today in the bay," the reason spotify is

good monday morning. the time is 6:13. come on over here and take a look at the map and check out your drive to work this morning. visibility really low in a lot of spots. only down to quarter of a mile in hayward and half-mile visibility in livermore. we have seen the widespread dense fog in much of the north bay.

i am also keeping an eye on rain and we will talk about when that arrives coming up in a few minutes. here's our view of the san mateo bridge, what little of it we can see. we can see the bright light there on the bridge, and that's why you don't use high beams because it can make visibility worse. visibility and context could be thrown off, so we will show you where it's impacted heaviest, coming up. it sounds as if the fed will move much faster than expected to start winding down all the easy money policies that helped to spark so much economic growth. you can eject cash into the economy or raise interest rates. the fed has two missions and they are supposed to be equal. whatever they do definitely affects you. mission one has been to make sure people are employed.

that's working. mission two, lately, has been to control inflation. these missions are almost always in conflict. if you super charge the economy, you get this, but you also get too much of that. control this, and you may interfere with the growth of that. wall street still digesting friday's jobs numbers deciding they are not as bad as they first thought. just 210,000 jobs added in november, and that's a strangely low number, but the unemployment fell to 4.2%. then docusign has been in a free fall, down 42%. bitcoin is down as well. we don't normally talk about bitcoin that much, but its value fell 20% over the weekend. another 5% this morning. this is very disappointing to those people that think bitcoin could be a good investment.

but it's doubling disappointing to those that think bitcoin could be used as currency. if you bought a tesla friday, three days ago you have a car you paid 1.2 bitcoin for, and today that car would cost you more bitcoin because bitcoin is worthless, and that means the money tesla took over the weekend is worth significantly less than just three days ago and that's bad for tesla. the point of this is, we want a currency to stay in value within a pretty narrow range and bitcoin doesn't do that. >> what does this mean for -- what country was it, el salvador, right? >> ecuador -- no -- >> it's an accepted national currency now. >> yeah, same point. you either wish you had not

of rain. we are starting out dry but foggy and maybe even misty and drizzling this morning. this is part of a bigger system that will be coming in later on this afternoon. finally we are seeing the rain moving out of the pacific northwest and into northern california. this is all part of a system that is connecting to that moisture over hawaii. you may have heard about the snow that was in the upper elevations, but a lot of flooding for many of the islands of hawaii. we are going to see light showers moving in here, but a change in our weather pattern will open up the door for more rain later this week. the first round comes in about 2:00 or 3:00 this afternoon for the north bay, and by the evening commute we are seeing light showers covering the bay area, and then off and on tonight and most wrapping up by sunrise tomorrow and then clearing out for the rest of the day, and that's tomorrow, i should say. rainfall totals, about 10.1 to

quarter inch of rain. we could possibly see heavier sierra snow, but we are looking at 2 to 5 inches of snow and then another storm system coming in early next week. the one next week will be the one to watch, because the model is still disagreeing on how much we could see but it could be significant depending on how moisture it gets from the atmospheric river. we could see four to five inches in the north bay, and some models are putting down more, possibly around seven inches of rain for the north bay, and you see how that drops off for the rest of the bay area. we are getting ready for that, light showers, and a chilly week with temperatures reaching in the upper 50s and low 60s and the next round of rain coming up on thursday. mike, how is it looking on the peninsula? >> it's a relatively clear view, but you see the low clouds hovering around.

fog will slow you down in places you may not be anticipating. that's on the peninsula. the road weather index shows you it would be a factor. the radar takes the data and shows us how that looks on the roads. kari warns you about the evening commute, and prepare for slowing because of the rain as well. we are looking at a potential for highway 4 showing a lot more slowing, but the backup at the bay bridge is there at the toll plaza. next here on "today in the bay," "nbc bay area responds." >> she canceled a family trip because a wildfire was nearby, but she couldn't get her travel insurance to take her claim. i am consumer investigator, chris chmura. good monday morning. hope you are off to a good start. i am kris sanchez in for laura. >> i am marcus washington. we want to start with a look outside across the bay area. a lot of people talking about this, a foggy start to the morning. check out this video. this is from our production assistant, and she used her car dashcam. >> we are going to see the fog drifting around. in some spots, visibility is low so allow extra time to get to work. look at walnut creek, and all you can see are the trees in the foreground. we have seen visibility as low as quarter of a mile to half mile in santa rosa and morgan hill. we are reaching into the upper 50s for many of the microclimates and rain will be here as early as this afternoon

for the north bay. we will talk about the rain, fog and chilly temperatures. all of that in the forecast in a few minutes. >> busy lady. now, a look at sfo not because of the fog but because airports across the country are adjusting to new restrictions that begin today tied to the omicron variant. international travelers will feel it first. cierra johnson is live at sfo. what do they have in mind? >> reporter: to start with, it was last week we were notifying that president biden was expected to make that announcement that there would be changes to the travel, particularly those individuals coming from international countries. well on thursday he made the announcement and starting today those coming into those international terminals will have to change when they are able to show that negative covid test to come into the united

states. new guidelines require individuals to get that test 24 hours before they board their flight, and previously those fully vaccinated will take a test within three days of boarding. this move is crucial for slowing the spread of the variant, but others worry about how easy it is to secure a test from international countries. >> well, it is going to be a problem for some people. i am not sure if it's going to be available everywhere for all of the flyers. >> i think it's necessary, although it has made travel so complicated. >> the nation's top doctor, dr. anthony fauci, said travel bans could be making a comeback, and he appeared on "state of the union," saying omicron could become the dominant strain of the variant, and so far it's early and there's still more to learn. take a look at your screen. this is a map of where the

omicron variant of covid has been identified as of sunday. more than a dozen states have identified the variant, and experts say they expect that number to rise. new testing requirements already under way for those coming into the international terminal at airports across the country including here in the bay area, and it's important to note that if you are planning anytime in the future, that mask requirement for public transportation, trains, planes, buses in the city, you will need to keep your mask on through march of 2022. a lot of changes going into effect to stop the spread of the variant, the omicron variant. new york city's bill de blasio will require all private sector workers to be vaccinated by december 27th.

children 5 to 11 will have to be vaccinated to attend indoor entertainment. funeral services are set for thursday for the security guard who died while protecting a tv news crew, when he was shot and killed. he was a decorated police officers, and services are set for noon at thursday at san joée civic center. vaccinations and masks are required for indoors. and the defense is expected to wrap its case as soon as this week in the elizabeth holmes fraud trial. earlier last week the former theranos ceo faced tough questions on cross-examination, and she's expected to return to the stand tomorrow. another casualty of the pandemic. after 17 years a popular el

tahoe ski resort. you are not supposed to be able to see dirt this time of year. it's one of the tahoe ski resorts delaying openings indefinitely. >> and not enough snow, as you see there. >> kris and marcus, this is truly shocking. take a look behind me. what would formally be a winter wonderland this time of year is simply dry grass and dirt, and there's no snow here in lake tahoe putting a damper on the hopes for a ski season. they are expecting some snow later in the week but not nearly enough that is required to operate a lift such as this. i will have more on that coming up on "today." >> thanks, erin. let's get a look at the forecast. kari, are we getting snow up there anytime soon? >> looks like we could get a little bit by the end of the week, but we are looking towards next week for a more significant storm system. we have seen a change in the overall weather pattern.

we were blocking the storms and keeping them further to the north. now high pressure moved out of the way and we are going to see rain and light snow. once again this week, there's not a lot of it, two to five inches. if you are thinking about going there for christmas it's looking more promising, possibly next week anywhere from two to three feet of snow in some of those spots. here we are getting ready for rain, and the first round very light in the north bay about 2:00 this afternoon. rolling through during the evening commute with light showers and then moving out by tomorrow morning. we'll talk more about how much you may see in a few minutes. mike, you are hearing about reports of a crash in the fog? >> yeah, highway 4, kari, where we see the slowing coming out of antioch and it's focusing over here towards bay point because of the crash. we are seeing the sensors change and they could be clearing the vehicle to the shoulder, and i know it's in the middle of the roadway now until further notice. the fog is pushing down south of

in the case of a tennis star, she's fine after she accused an important chinese official of sexual assault, but only the chinese state media have talked to her every since. you heard bob dole died over the weekend. one of the last of the generations that fought in the world war ii, and he never won the top races but served his country for decades in congress and kept a reputation of being able to reach across the aisle to get things done. he got things done as a republican that might anger some republicans today. child care, food stamps and the ada. flags at half-staff at the white house as they mourn the loss and will stay that way until december 9th, on the president's order. bob dole and elizabeth back a

have the nbc bay area app. you will need that later on today. let's talk about why. we see rain approaching from the north. finally we are seeing a chance of rain in the forecast, even though it's not going to be a strong storm. we are going to see rounds of rain coming in. this connects all the way to some moisture around hawaii. you have heard about the blizzard conditions they have had there, and the flooding for the lower elevations. here we are looking at light rain. by 2:00 or 3:00, we see light showers coming in. widespread rain late on this evening into early tomorrow morning, and it does look like by sunrise most of the rain is already starting to clear out. we head back to dry weather, although it will be much cooler because this is a cold front moving in. we are looking at rainfall totals at about 0.1 of an inch of rain for most of us, but quarter inch for half moon bay as well as redwood city. this is round one of rain moving in. the next round comes in on

thursday. it doesn't look all that impressive for us but could bring in light sierra snow. there's another storm system behind that, and that is looking promising going into next week. of course we will keep you up-to-date on all of that. looking at our temperatures, in the upper 50s and low 60s. another round on thursday, and then we could be tracking a third storm system late on sunday. mike, you are tracking that fog and the impact on the commute. >> yeah, kari, surroundings could look different as you drive through the low clouds. fremont shows you where we don't always see fog. it was extending all the way across towards palo alto, but the latest update is maybe not so bad in fremont, and it will still be in patches throughout the tri-valley. kari said it was tough through the sunol area earlier this morning, continuing with low clouds and fog. continuing with the crash over
