marcus and laura are off today. we want to take you live for a . the golden gate bridge there on the left. kari, any chance we will get the wet weather to stick around >> we will get it to return, more rain in the forecast before the end of the week. also ahead, rain and snow that could be with us at the start of next week. right now, light showers moving across the bay area. we still have sprinkles for parts of the bay and in san francisco. the clearing trend is what we are expecting for the rest of the day. once again, we do have more rain in the forecast, headed for sunshine today. tomorrow the clouds start to move back in and as early as late tomorrow night, into early thursday morning, another round of light rain moves in.

we will talk about that bigger storm in the forecast in just a few minutes. oakland leaders are expected to take emergency action to combat the recent surge in crime and deadly violence. >> they are voting on incentives to hire new police officers. bob redell is live with the details. >> reporter: the goal is to immediately fill 60 officer vacancies in the oakland police department. these are positions already funded but just not filled right now. the mayor and oakland city council members want to fill these positions not with rookies out of police academies but with veteran police officers from other places, and so they will vote on a $50,000 hiring bonus. right now opd has only 676

officers and that's a decade-low for the number of officers. this emergency proposal comes amid recent mob robberies of retail stores, and the city just recorded another homicide for 2021, which puts oakland on track with its deadliest year in a decade. councilmembers say these officers are needed on the streets to accomplish this. she proposes the city hire an independent recruiting firm. >> we are going to go nationwide for committed officers with no history of misconduct. i want to be very clear that --

front of omicron, and new york city is mandating vaccine for all private sectors, and it's up to 3.6 million workers, and naturally you are going to see pushback, and we have already seen legal battles play out in the big apple for mandatory vaccines for teachers and workers, and we will have more information coming up on a cruise line outbreak with 17 cases linked to a norwegian cruise ship that left new orleans. more on that on "today."

nasdaq and s&p 500 will open. tesla, meanwhile, replacing some of its cameras in its model sx vehicles because of the cameras. the cameras enable features like auto pilot. the company has not started a recall but will fix the cameras for free if owners complain. instagram set to roll out its first set of parental controls for children in march. the head of the social media app said in a blog post parents will be able to see how long their children have spent using instagram, and limit the amount of time they spend on the app. he is expected to field questions about whether or not social media harms children and

drink your coffee and eat breakfast. storm ranger, our mobile doppler radar showing light sprinkles left from the bay area towards san francisco. the bulk of the more measurable rain is rolling out of here and we will see our sky gradually clearing out today. what else is out there. we are watching a couple more systems coming in, and you probably heard about all the big storms happening over hawaii and all the heavy rain. that eventually will move up and over and into the bay area by late sunday into early next week. we do have something in between with the system sliding down the coast, and we will bring in cooler temperatures and possibly light snow for the sierra. for us, the rain will be very light. maybe 0.1 of an inch of rain between late wednesday into early thursday. the bigger storm once again coming in on sunday afternoon into monday. that will tap into that deep tropical moisture and enhance the amount of rainfall. our models still don't agree on

how much rain we will see, so let's look through a couple of them. it's 1 to 2 inches where you see the red in parts of the north bay. then we go to the gfs model, and it is showing the white and gray, and that's six or seven inches of rain possible with the north bay showing lesser amounts, about two to three. overall it looks like a significant system. thursday's storm brings two to six inches of snow for the sierra, and then check out next week with the possibility of several feet of snow. king vale, 74 inches. the same in kirkwood. this is what we have been waiting on since october when we had that nice start to the ski season and the water year. we are going to see a weak system coming in on thursday, and then once again we will be preparing you for what is coming our way next week. we can enjoy the weekend, even though it will be chilly.

overnight rain moved in. >> sounds great. meteorologist, kari hall, is tracking showers this morning and has a look at the forecast in case you don't have your holiday lights up yet. >> we did start out with early morning showers, and so wet roads could be left, that's outside in oakland. we will get ready for another chance of quick moving showers on thursday, and then we have a storm that will bring in heavy rain and snow. still light showers as you are stepping out the tker in san francisco and across the bay in fremont, and rain will push to the south of us. a lot more activity that we will break down in the forecast, coming up in a few minutes. new confirmed cases of omicron show up in california. the total number of covid cases statewide approaching 5 million

since the start of the pandemic. so far at least 74,000 people across the state have died. today we are moving you forward with efforts to limit risks, and for one bay area school district, the deadline is now today for teachers to show proof of vaccination. this comes as more businesses tighten vaccine requirements as well. cierra johnson is live this morning. this is something parents and teachers need to pay attention to, because it's a mandate. >> reporter: good morning, kris. west contra costa school district is where the teachers will need to show that proof of vaccination, and it's not just the teachers, but as you mentioned the students will need to show their proof of vaccination to stay in the classroom. take a look at your screen. west contra costa unified, their

teachers are required to show proof of vaccination today and later this month by december 15th, the students must show their proof of vaccination. oakland, hayward and piedmont districts also have similar vaccine mandates. every teacher must be fully vaccinated or have a valid exemption, and if they don't they could lose their job, and those with the exemptions are required to take a covid test weekly. some were worried the mandate would make the shortage first, but the association says it does not. >> we are finding people wanting to teach in contra costa because of the vaccine mandate, making them feel safer being able to teach here. >> reporter: the president of the united teachers of richmond said 99% of its 1,600 members

are vaccinated. as for students they must be fully vaccinated or exempted by january 3rd or will need to return to distance learning. and some businesses are also making changes to their covid protocols. new protocols at the chase center. kids 5 to 11 must show proof of vaccination or have a negative covid test three days within the event. the same thing at the shark arena. sap says they will have testing at the arena for those unvaccinated kids. i was doing reading, and it looks like the testing will take place about an hour before the events, so may be best to try and get your test before you go, because not sure how many test they will have and if you have

to stand in line and you don't want to miss the events. today is the day teachers in contra costa have to show proof of their vaccinations. >> it will be interesting to see what the rate turns out to be right off the bat. thank you, cierra. and then omicron could be a more contagious variant, but includes milder symptoms. that's the census in south africa where omicron is raging. hospitalizations are not increasing as the rate from those -- as they did with the delta-related infections. >> it's probably what you would expect from the baseline infection in the community, but they don't seem to be severe even if they are hospitalized. >> while the jury is still out on the effectiveness of the current vaccine, so far there's no proof they don't work against the omicron variant.

well. the tree lighting ceremony is still happening and is scheduled for saturday at 6:00 in the evening. high-end stores are not the only ones being targeted by robbers. every day stores like safeway and restaurants are facing the same threats. yesterday morning somebody broke into a rotisserie and took the register. customers say theft is a common sight at one safeway at market, too. >> i am hoping they can close the doors and keep people from escaping. >> management reduced store hours, and closed the main entrance and locked up most products and installed fencing inside. there's only one way in and one way out now. the changes have gotten mixed reaction, but some customers worry that unless the stores do something, stores could close with the amount of crime. happening today in san francisco, a key vote that would

allow off duty sheriff deputies to be hired by businesses and neighborhoods. they would be paid by the businesses and not by the city in an effort to stop the smash and grab robberies. officers would wear their uniform while working and be armed. there are flames that happened a little before midnight and the flames did not spread. we do know this often happens when there's dust on the transformers and it rains. and then potential catastrophic flooding in hawaii, and this is heavy winds and rain pummeling the island of oahu. the governor has declared a state of emergency. >> reporter: a tremendous amount of rain falling, in some cases

two inches an hour. in some areas -- remember, this is mountainous, and up to 15 inches flowing down, so the concern this morning are actual mudslides. on maui, so much rain and flooding that it lifted parked cars and moved them down the street. there were some schools closed. power is out. this is not what you expect when you talk about hawaii. there are many here on honeymoons and vacations, and also today is december 7th, the 80th anniversary of the some veterans that survived that and are making their way back here today, and no matter the rain they plan to honor their shipmates that died in that attack. >> as well, they should. thanks. to another kari, our kari, you are talking about weather as well? >> yeah, that storm in hawaii

will make it over to the bay area. right now we have a weak storm system, and that rain passed and pushed to the south, but the roads are still wet and we have low clouds and patchy fog as well as the mist. here's a look at the system affecting hawaii with all of the heavy rain and the high elevation snow. that will make its way across the pacific into the bay area by the end of the weekend. we will be watching that. today our sky gradually clears and temperatures will head toward the low 60s. enjoy time outside. after that rain comes out, we will catch a break. we are going to start here at the san mateo bridge, and i saw radar activity hovering around the area for a while. we didn't see major slowing bit light so we know there's moisture in the air and sheen on the runway. dumbarton bridge, san mateo

rain, we need the rain but this is just nuisance rain. messed up my hair. >> yeah, i put my plants out to hopefully catch the 0.1 of an inch of rain we were getting. we look outside in san francisco, still clouds overhead and you can see the roads are wet and that's what you will see as you are heading out. most of the rain has cleared even though we have a little bit of green here and there, and some of the rain is pushing to the south of us. as we go into the rest of the day, our sky will continue to clear. we do have a couple more systems down the line, and a stronger one, that's still over hawaii right now and will be headed our way for the end of the weekend. most of the rain will miss out on the bay area. there will be light snow for the sierra, so there's already winter weather watches up for some of the areas in the sierra. then a bigger storm early next week will bring us heavier rain starting on sunday and continue

to monday. so that next storm system we are looking forward to next week will tap into some deep subtropical moisture and enhance the amount of rain we will see. the models right now not agreeing on how much rain we will see, and that's understandable because it's almost a week out, and one computer model in the north bay showing one to two inches of rain and then as you head to santa cruz mountains, looks like it could be three to four inches of rain, and then another model is basically a lot more, for the santa cruz mountains, possibly six to seven inches of rain and the north bay could see a lot more. we talked about the lack of snow in sierra, and this week we are looking at two to six inches of snow, and then some models are putting down next week, heavy snow, up to possibly 74 inches of snow at our big resorts.

that's going to be nice and right in time for christmas. looking at spotty rain in the forecast on thursday, it's going to be a chilly weekend and you will have a jacket on. we will keep you up-to-date on the storm system coming in. the alert is watch out for kari's forecast, because she's getting excited and that means it could be a big one. there's minor slowing here, and the fog is registering for the south bay. keep in mind, the fog, mist and drizzle, a potential for slicker roadways. coming up, 101 and 87 through downtown san josé as well, showing a typical build for silicon valley. contra costa drive, the typical build here as well including the backup at the bay bridge toll plaza. california could be the first state in the nation to decriminalize drugs that include

welcome back. here are our top stories. they include moving you forward on the efforts to limit the covid-19 risk. >> a bay area school district as of this morning requiring its teachers to be vaccinated. our today in the bay's cierra johnson is live this morning. parents will need to pay attention as well. >> reporter: yeah, good morning. not only the teachers have the deadline of today to show proof of vaccination, but students will have to show they are

vaccinated by the end of the month. take a look at your screen. this is what you need to know involving contra costa and the new vaccination policy. the district's mandate policy requires teachers to show proof of vaccination by today, and later this month students must show they have their second vaccine by december 15th, and that includes students 12 and up, a population that makes up half of the district. oakland and piedmont have similar vaccine mandates. there's new protocols in effect for the chase center. that announcement was made right before last night's warrior home game. kids 5 through 11 must show proof of vaccination or a negative test taken within three days of the event, and at the sap center, same goes but it's for kids 3 to 11. they will have testing at the arena for some of the unvaccinated kids, and that testing will last for an hour for kids, and as a backup you

may want to have your kid tested to have that negative result to get into the venues at sap and chase. a follow-up on the deadly shooting of a security guard protecting a tv news crew in downtown oakland, a look at the suspected getaway car. the reward to solve the shooting has grown to more than $38,000. the guard was a retired decorated police officer. he was murdered november 27th. a public memorial service scheduled for thursday at the san josé civic center. high-end stores are not the only ones being targeted by robbers. restaurants are also facing the same threat. theft is a common sight at one safeway at market and church. they have locked up products and stalled fencing and there's only one way in and out.
