coming down across the bay area. an atmospheric river hitting the region bringing so much rain, and even causing trees to fall down in some areas. we'll take a look. whiteout conditions the latest storm is bringing to lake tahoe. we have everything you need to know. this is "today in the bay." a very good monday morning to you. thank you for joining us. i am laura garcia. >> i am marcus washington. let's get started with meteorologist, kari hall. she's been tracking it all. a lot of green there, kari? >> yeah, there have been pockets of heavier rain and that's happening right now on the peninsula, up and down the peninsula. while it gets lighter for parts of the north bay, we have seen the rain lighten up for ukiah

and healdsburg, and then it lightens up towards napa and the east bay, except for antioch right now and discovery bay where the rain is lighter there or not happening at all. if you travel over towards 680, it's definitely raining there and some pockets of heavy rain as you move from san mateo down to palo alto towards woodside. for san josé we have light rain that will be picking up for the south county once again as the santa cruz mountains becomes the focus of the next round of heavy rain. we are also expecting the chance of some thunderstorms by late this afternoon. we are looking at the potential of gusting winds and small hail and pockets of heavy rain as this next line of really intense downpours will start to move in as we go into today. we are going to be tracking that. talking about all of the impacts we are expecting with the storm coming up in a few minutes. mike, does that continue for

fremont? >> yeah, we have two lanes blocked around the vargas on-ramp where a big rig crossed the freeway and went into the center divide. the south bay side already showing a slowdown early as folks come out of the dublin interchange area. more slowing for the dublin grade and 580. i will see what is happening to the speed sensors. the rest of the bay shows a move drive but slick conditions. we still have one lane blocked north of the high street off-ramp. you see the flashing lights. the southbound side is distracted by activity and it's a distraction because of the lights glowing because of all the moisture in the air. >> a busy morning there, mike. thank you. hundreds of pg&e customers without power across the bay

area. this is, of course, due to the storm. i want you to take a look at the outage. many small groups affected in the south bay and san francisco. you can see them all here in yellow. pg&e estimates most power will be restored by early this morning. we are getting reports of trees and rocks coming down, and today in the bay's kris sanchez joining us from santa cruz mountains with the news there. a wet start for you, kris. >> reporter: it's a wet start, marcus. if you have to work outside of your home today make sure you give yourself a lot of extra time in terms of finding the gear that you need to leave the house, and also when you hit the roads they are sloppy and wet. we had to driveway under the speed limit to get here to the summit on highway 17, and there was lots of ponding on the roadway. we saw rooster tails that were very high, and the wind is also a factor as well.

we can also tell you that this is what happened in felton. there was a tree that came down into a home. one of the big branches on that very large tree went into a bedroom, but fortunately nobody was hurt. there are four people that will have to find someplace else to stay for a while. through the weekend people were preparing for the rain. >> i got roofing nails here, and i'm going to tack down some of my flashing and roofing material. >> reporter: in santa clara, great america had to shutdown their winter fest event because of the rain, although san josé's christmas in the park did go on. if you have holiday lights and decorations up, make sure they

are secure because it's not just a wet storm but a windy storm as well. give yourself a lot of time. the roadways are very, very sloppy. you know, you are going to want to bundle up, because not only is it rainy but it's very cold out here in the santa cruz mountains. >> all that rain here bringing snow to the sierra. good news for ski resorts, which are finally starting to open for the season. this weekend, north star, kirkwood and heavenly opened up. others have been forced to wait due to the lack of snow out there. however, resort leaders say most resorts in the tahoe basin should be able to fully open after this big storm. >> it's not just a lot of water, and we are seeing rain, and it's just good for the economy and for the water. it's not just the skiers and riders on the resorts, it's going to be great for anybody who is an outdoor enthusiasts.

>> upper elevations could see up to eight feet. and then heads up for anybody heading up into the sierra. chain controls are in effect, and this is what it looked like earlier in the day. this is along 80 between king vale and the springs. take a look at this. some of those people pulled over and put the chains on, while others, yeah, they pulled over and had a little fun in the snow. >> jumping around in the snow. that's right. follow kari on facebook, instagram and twitter as she's tracking the storm. also you can download our nbc bay area app. it's free and it will track the weather where you are. a count by nbc news confirms more than 800,000 deaths from covid since the pandemic began. los angeles county has the most

covid deaths in the country. this comes as more cases of the omicron variant are reported across the country. however, experts believe it's still the delta variant that is leading to more severe cases of death in our country. you know, many are concerned over the possible surge here in the bay area. we asked a ucsf epidemiologist about the likelihood of the major rise in those cases? >> yeah, here people wear masks religiously. i think we will do much better than other parts of the state and the country, too. >> here are the vaccination rates across the area. marin is leading the way, and alameda, napa, solano and sonoma counties have yet to reach 80%. today is the deadline for all bart employees to be fully vaccinated against covid.

bob redell joins us from the bart station there in dublin. >> reporter: good morning. we know that bart mandated all of its employees must be vaccinated by today unless they have a medical or religious exemption. bart tells us the overwhelming now majority, 91% of the employees have been vaccinated as of this past friday and they expect today that number will be higher. the transit agency says it does not expect any service disruptions, because it can cover that with over time. >> so it's too early to say. today the bart board passed a policy statement and it directed our general manager and the management team to work with our labor union to determine the

impacts and what that would look like for those who opt not to get vaccinated. we will be working over the next two months to get as many employees vaccinated as possible, just as we have been doing over the past year. >> reporter: again, that was the bart vice president of the board of directors back in mid-october. bart is saying if an employee gets at least one dose by today they can continue working as they wait for that second dose. also, with regards to ac transit, that board of directors last week approved a mandate for its 2,150 employees, but there will be no testing options. not clear when they would be required to get their shots by. bob redell for "today in the bay." >> thank you, bob. we are keeping track of the latest covid headlines for you in one place. just head to

nbcbayarea.com/coronavirus. the bay bridge, it's a wet start to our monday morning. you see it right there. that's what you are going to face throughout the morning. mike is, of course, keeping track over that. but kari hall, how long will we see the rainfall throughout the bay area? >> it will continue throughout the day, and a wind advisory as well as until 4:00 this afternoon. gusts could reach 30 to 40 miles per hour. we will also have a chance to see isolated thunder and hail as we go into late this morning. lowering snow levels by tomorrow morning. take a look at storm ranger right now. we can see rain everywhere across the bay area, and some of the most intense rain is over the santa cruz mountains right now, and that will continue as we see high amounts of rainfall continue to add up in some of the spots. also, we will be watching out for all of that snow that is dumping across the sierra. i will have more on the forecast

cruz mountains and that's the area we will have to really watch for the next couple of hours. we'll talk about when the rain will get more intense and when we can see some storms, coming up in a few minutes. you think this is tough to see, at least you are not driving through it. on the nimitz we have an alert going on there as well as another one for fremont, and scattered crashes around the bay. we'll get to that, coming up. the markets hit new markets last week despite the worry about inflation. the s&p 500 hit all-time highs even as we worry about 6.8% inflation year over year. and then talking about what to do about inflation, the two-day meeting starts tomorrow. there are two steps to attacking inflation. one is to slow the support that the fed gives the economy by

buying bonds. they call that slowing tapering. then at some point in the future, there will probably be interest rate hikes as well. a group of russian economists say the best investment is bricks of plastic, as lego sets are selling way over their retail price online. the researchers say sets oriented towards adults, like the more complicated star wars sets like the millennium falcon go for the post. the woman there in the middle celebrating the debut is leading one of the blank check companies we talked about. in her spare time, she's a movie and musical producer.

>> yes, we are going to talk about how much rain we already measured. mount tam at 8 1/2, and it continues to go up. marin measuring over five inches of rain. santa rosa, a little over two inches of rain. fairfield nearing an inch and a half there. and then in danville right now, over half an inch of rain while san josé, we're still trying here. we got about 0.1 of an inch of rain so far. i think it will continue to add up now that we are seeing a cluster of heavy rain moving over the santa cruz mountains and reaching into the south bay. this is also going to bring some of the heavy rain over towards morgan hill and gilroy over the next couple of hours. this is where we will be watching very closely, because this is where we could also seeing some flooding, mudslides and things like that. as we go into late morning, we are looking at our models and it shows this rain will intensify

going into late morning and afternoon. as a matter of fact, as the cold wind pushes down, we could see gusting winds and potentially hail go into late morning and into early in the afternoon. a lot of that pushing out by tonight but then look at the change in colors. this is snow that will be coming down on top of mount hamilton. it will become a lot more scattered going into tomorrow. we won't see the widespread rain we are seeing right now. another round of rain coming in late wednesday evening and continuing through thursday morning, so that's going to bring in additional rainfall totals. we're also watching out for some big breakers along the coastline. today it's going to be dangerous along the coast, with breakers from 20 to 25 feet, and rainfall totals could reach one, two and even three inches of rain.

the sierra is getting a big amount of snow and we could see them receiving 80 inches on kirkwood on top of what they already have gotten. we are looking at four to six feet with some spots getting eight feet of snow this week alone. once again, we could see snow capping our bay area peaks starting tomorrow morning. that chance of thunderstorms could bring hail today. there's a lot to watch out for here. san francisco will keep cold temperatures, and will be clearing out for the weekend. look at that. we have one lane restricted north of the coliseum. the southbound side starting to bunch up as well. there's a lot of slowing going on right here. i will double-check to make sure there are no major incidents going on around south 880 and 66. we are watching this one section where our camera here.

piedmont it has picked up. some of the most intense rain right now is moving through the santa cruz mountains and moving into parts of the south bay. that will be the focus for us as we go through today. the access to some of the heaviest rain has shifted a little bit south. we are also looking out for the potential that we could see thunderstorms. as colder air moves in it will enhance the amount of energy, and by 12:00, 1:00, we could see some of the bright reds here showing intense rainfall, possibly small hail and gusty winds that will be sweeping through the bay area this afternoon. we will watch the rainfall totals continue to go up. looking into tonight, still raining quite a bit. we are looking at the potential of flooding this evening. we could see snow on some bay area peaks. we will talk more about all this and what is ahead in the forecast. mike, you are tracking a traffic alert? >> yeah, we have two official traffic alerts.

we have southbound 580 with two lanes blocked, and then sunol and vargas road. two fast lanes blocked there by a early jackknifed big rig. the other crash we were watching for the tri-valley exit has cleared. slowing across the bridges because of wind and soupy conditions. one lane blocked at 880 near the stadium, and the one lane blocked will be a problem as the traffic builds. here's the bay bridge. look how sloppy it is. back over to you. this morning drivers are on high alert northbound 101 as they watch for possible flooding. >> cierra johnson joins us with a look at the current conditions there. soggy out there, cierra? >> reporter: not foggy, but it's

extremely windy. 101 northbound, southbound, lucky drive in marin county, i will step out of the way so you can see exactly what the drivers are dealing with. there was an overhead sign that says be cautious of flooding at lucky drive, and some drivers appear to be heeding that warning and others are continuing their speed and going faster than i would personally go, and this is all because of the weather pattern we have been seeing over the last day and a half. just a mile down the road from here last night where this weather pattern was evident, power went down near the in-n-out in mill valley, and that caused quite a backup on the freeway. witnesses we spoke with say it was almost hard to find the parking lot given how dark it was. >> i was driving by off of the

highway and on the side road going to in-n-out, and i saw just down the road the power -- the transformer sparked. >> reporter: it took a little while to wrap that situation up. a little further south, trips in san francisco made the trip to the shipyard to pick up sandbags, and the city offered a couple extra hours for folks to reduce the risk of flooding. back out here live, you could see cars just zipping down 101 northbound. again, this is lucky drive. it's a spot where we told you pretty much every time it rains, this is one of the areas you need to be aware of. be cautious. it doesn't take much to hydroplane. if you are traveling and out and about this morning, be careful. there are some areas where

there's a little pooling. we know it doesn't take much for your car to begin to lose control. >> it's so dark out there, you could roll right up on it. >> yeah, those rooster tails. thank you so much. and then 101 along ragged point and big sur inn in monterey county. that's a 44-mile stretch of road. the highway patrol made the request to support an evacuation warning given to people living in areas scorched by wildfires, because now with all the rain there's a risk of mudslides. it's expected to stay closed until tomorrow. taking a live look at sfo. the storm has not affected any flights so far, but as the storm continues this week we will keep monitoring any delays. also make sure to check your flight status for any changes. this storm proven to be

destructive. this is near the russian river. that redwood coming down on top of that home bringing down power lines with it as well yesterday. the homeowner was inside but not hurt. that home now red tagged. we want to see what the rain and impact it's having in your neighborhood, so send us photos and video of what is happening outside your video. tag us at nbc bay area, and we could put your video or picture up right here during the newscast. now turning to the devastating tornadoes that ripped through six states. officials in kentucky are struggling to get ahead because of the, quote, level of devastation in that area. this morning in kentucky families and friends cling to hope as rescue crews comb through what is left of a candle factory flattened by this weekend's tornadoes.

more than 100 people were working inside when that twister struck. in a matter of seconds the building was flattened, crushing workers inside. autumn kirk was inside but said a higher power saved her. >> i had a savior, i don't know who it was, but he lifted a concrete wall off of me and three girls and got us out. a uc berkeley sergeant on leave after he shot and killed a man off duty. it happened yesterday at the nation's giant hamburgers in san pablo. the off duty sergeant intervened and shot that suspect. the 29-year-old richmond man died at the hospital. the sergeant is now on leave while the case is being investigated. 5:37. turning back to the storm

coverage on this monday morning, a live look at the san mateo bridge this morning. mike has got his eye on your morning commute. take it easy and maybe allow a little extra time before you head out the door this morning, or just sit tight and listen to kari's forecast right now. this rain will be sticking around. >> yeah, it's not going anywhere. that's why we powered up storm ranger, our mobile doppler radar and we have it parked on san bruno mountain. we're going to be using this as we go into later this morning and the afternoon as the rain becomes possibly more intense and we are looking at the possibility of thunderstorms. we are seeing bright oranges and reds on here indicating we could see thunderstorms moving through and dumping small hail. sweeping across parts of the east bay and south bay into this evening and into tonight, and

then light snow for some of our bay area peeks, like the santa cruz summit and some of the north bay mountains. we will see another round of rain coming in between late wednesday into thursday. that's going to add up additional rainfall totals. we have a wind advisory where winds could gusts up to 55 miles per hour as we go in to today. now we have a look at what is going on for the commute, mike? >> before we get to that, kari, we want to take a live look at the bay area right now. you can see traffic moving along there. you know, we are seeing more people out there on the roads, and that number of drivers dropped because of the covid lockdown. >> mike has been analyzing, poring over all the new data out there on this, mike? >> yeah, we have quite a bit of data, too. over 1,000 cities, so i took a

couple minutes to look it over. our freeways are still slowing, like in san josé here we're showing a similar pattern to what we saw before covid, but the extent and duration of the morning gridlock is still lower than in 2019 regardless of what it might feel like out there. trips downtown are down by 22% nationally, and specifically for the san francisco metro area, we are still looking at only half the volume we saw before the lockdown. that's what the numbers say as far as traffic data. so the main takeaways from the 21 page report, nationally and globally, the trend continues. more positive, the tally for the collisions across the country is down still by 2% compared to 2019. less traffic means we can drive at higher speeds, and

forecast. look how messy the drive is. at the top of the screen we have one lane blocked. one of three traffic alerts we are tracking right now. that does not mean all the crashes, it just means the alerts. we'll talk about your overall commute, coming up. it's quarter to 6:00 right now. the u.s. once again warning russia do not invade ukraine. >> our allies are joining us in that warning, scott mcgrew. >> yeah, the g7 meeting that issued that warning, secretary of state, anthony blinken, warning russia not to invade. russia has tens of thousands of troops amassed at the border and certainly looks like invasion is the plan. u.s. troops will not be used to defend our ally, but an invasion could destabilize eastern europe. big sanctions against russia could destabilize russia.

back here at home the january 6th committee is planning to request contempt charges against former chief of staff, mark meadows, after he changed his mind and is now refusing to answer questions under oath. he did, however, turn over documents. the select committee says mr. meadows sent an e-mail to an individual about the events on january 6th, and said the national guard would be present to protect pro trump people and many more could be available on standby. an attorney for mr. meadows did not respond to nbc's request for comment. former trump adviser, navarro refusing to testify citing executive privilege.

former president trump says it does but there's little legal precedent for a former president to declare anything. that fight is working its way through the courts. speaking of the courts, california's governor, gavin newsom, says he will work with state house and state attorney general to craft a law that would allow californians to sue some gunmakers the same way texas created a law that allows texans to sue people involved in certain abortions. supreme court decisions in the past have established both a right to own a gun and the right to an abortion. they are both constitutional rights. newsom's thinking seems to be if texas can infringe on one right, california might use the same framework of the law to infringe on the other, in this case, assault weapons which california bans, but a federal court says that ban is not constitutional. whether it's legal at all may be less relevant than the pressure

in the bay area and across california. >> marcus, you asked for rain and you are getting it, a lot of it. >> what else is on your list? >> christmas early. >> we are getting very heavy sierra snow. we will talk all about that, but let's talk about how much rain we have measured so far with the rainfall totals. mount tam is adding up, and we are over eight inches right now. and we are over five inches in marin. napa, over 2 1/2 inches. san francisco also more than an inch and a half. about the same in fairfield. a little more there. danville measuring three quarters of an inch. san josé, we're still waiting on some of the heavier rain. it's still going to happen today. we are looking at much of the rain moving from santa rosa on southward. as the storm ranger tracks it, we are seeing pockets of heavy rain along the coast. this is part of the atmospheric

river. that's a long narrow band of rain that taps into the tropical moisture, and it connects back to hawaii, and we are getting cold air mixing in with that and that will add more energy and the potential of thunderstorms by late morning into the afternoon. these spots where we see the red starts first in the north bay, and moves into the east bay, san francisco, around 2:00 this afternoon. during this time, we are looking at heavy rain and possibly small hail. that will be coming through as we go through today. don't be surprised if you hear rumbles of thunder, and we also get pockets of small hail. tomorrow morning we will wake up to light snow coming down on mount hamilton and the summit and the north bay mountains. it tapers off. the rain will become more scattered, and going into wednesday we see another round of rain going north to south starting in the evening and continuing into thursday morning. going through the next few days

we are looking at an additional two inches of rain for many spots. it could be higher for the santa cruz mountains. about three to possibly four inches of snow while the sierra will get an additional 70 to 80 inches of snow at some of our resorts. even south lake tahoe is looking at five or possibly six feet of snow in some of those spots. looking at a big storm system coming in and a weaker storm behind that, and overall it will be cold throughout the week. going into the weekend as we are cleaning up and drying out, it's only reaching 50 degrees. those morning temperatures will be very cold and frosty. go into the week, we will, of course, continue to monitor the near term forecast as we watch out for the chance of storms this afternoon. mike, you have been watching not one, not two, but three traffic alerts. >> exactly. three traffic alerts. the sierra, remember the chain

requirements because they are required. chp, even though only one lane is blocked on northbound 880, they officially issued an alert because we got notified there could be two, possibly three hours, until they could clear the one lane 880 at high street that is jamming up the morning commute as the build comes up past the coliseum. southbound side detracted by the lights as well. that will be a problem between oakland and hayward. also another alert up here for westbound 80 at highway 12, a crash blocking one lane. puddling and ponding around much of the bay. the build up continues 680 south around sunol, and they are trying to get a crew there as well. back to you. >> thanks, mike. happening now san diego police involved in a shooting
