that music. such a big part of my culture, you know. >> i did not know much about him at all, and in the last few days i listened to snippets, and i loved his voice. yeah, that rain coming down across the bay area this morning. an atmospheric river hitting the region and bringing a lot of rain and causing trees to come down into one home. whiteout conditions for you this morning, the amount of the snow the latest storm is bringing to tahoe. we have everything you need to know. this is "today in the bay." very good morning to you. thanks for joining us. i am laura garcia. >> i am marcus washington. and we have that live team coverage to start out with meteorologist, kari hall. she has been tracking the storm. how long will it stick around? >> it will be a while. we have seen the rain continue

throughout the morning. we have seen light to moderate rain, and we are expecting the intensity to pick up today. we powered up storm ranger, our mobile doppler radar to give us the best view of where it's raining. we are seeing it lighten up towards santa rosa and parts of marin county. the rain is still coming down in richmond and oakland. it's lighter over in concord, and not raining right now in antioch or discovery bay. as you head down to san mateo, it's really pouring right now, and then lightens up as you get to palo alto. if san josé, we are seeing light showers coming through. it's dumping down in the santa cruz mountains. that's extending over towards morgan hill, san martin and gilroy. this is the atmospheric river, and it's a long narrow band streaming in from the pacific. that enhances the amount of rainfall we see. cold air coming down from the

north, and once that meets up with the atmospheric river, we will have a chance of thunderstorms late this morning into the afternoon, so we could really start to see things shaking up here with gusting winds, and bright red on the hour-by-hour outlook shows we could see thunderstorms from noon to 3:00 to 4:00 this afternoon. we have three alerts, and north 880, and one lane blocked at high street and we have the build of the morning commute. this happened in the last 20 minutes. you can feel that one lane blocked, and it could be many hours before they can clear that big rig from that portion of the nimitz. here from vallejo, west 80 at highway 12, we have another crash and that could take time to clear. and here southbound 680 at

vargas, an early morning jackknifed big rig, and that backup is ripping back to 84. wet roadways all over. back to you. >> of course, mike, wet roadways and wet weather causing hundreds of people to be without power this morning. pg&e customers without power across the bay area due to the storm. take a look at this map. this is the outage map. many small groups affected in the south bay and san francisco. you can see them there in the yellow. pg&e estimates most power will be restored by 11:00 this morning. santa cruz mountains getting pummeled by the rain, and we are getting reports of trees and rocks coming down as well. today in the bay's kris sanchez joining us from the santa cruz mountains this morning. certainly a wet start to the morning, and you look cold, too, kris. >> reporter: you know, it's very cold out here and it's a very soggy start. there are all kinds of raindrops. sometimes you get the big, fat

juicy ones and then sometimes just the misty ones. we are getting all kinds this morning. make sure you give yourself a lot of time if you hit the roads because the roads are very messy out here. we want to show you what happened in felton. a tree came down on top of a house. one of those big branches from the very large tree came down into one of the bedrooms there. fortunately, nobody was hurt, but unfortunately the people that live there will have to find someplace else to stay. the folks here in the santa cruz mountains, they take it seriously when they say we are getting inches of rain and they were preparing for the heaviest rain still yet to come. we spoke to some folks at the local hardware store. >> anything can happen here particularly in wintertime, and we get a lot of rain compared to other places. >> i have roofing nails here and i will tack down some of my flashing and roofing material. >> reporter: as you are tacking things down, make sure your decorations are tacked down,

too. santa clara, great america, they had to shutdown their winter fest event because of the rain, and the christmas in the park did go on, but again, check your decorations and make sure your patio furniture is put away as well. we have seen caltrans crews out here, and they have been cleaning out the gutters to make sure there's no expansive flooding on the roadway. we have seen crews out and trying to get things ready, and so treat lights out as a four way stop and be careful. the storm bringing a lot of snow to the sierras, and that's good for ski resorts which are finally starting to open for the weekend. this weekend, north star and kirkwood and heavenly opened up.

others forced to wait to open due to a lack of snow, but most resorts in the tahoe basin should be able to fully open after this storm. >> it's not super windy and a lot of water, and so it's just good for the economy, and again for the water. it's not just the skiers and riders on the resorts, it's going to be great for just outdoor -- anybody who is an outdoor enthusiast -- >> go build a snowman. two to four feet of snow, and the in higher elevations, kari was saying it could be up to eight feet of snow. highway 50 at meyers, a heads up for you if you are headed to the sierra, chains rules are in effect. people tried making their way through that area over the weekend as the heavy snow

started to fall. take a look at this. a lot of those folks over there pulling over to pull out the chains, while others are hey, doing this here, enjoying fun time in the snow. be sure and follow kari on facebook, instagram and twitter. she's tracking the storm. you can also download our free nbc bay area app. nbc confirms more than 800,000 deaths from covid. this comes as more cases of the omicron variant are reported across the country, however experts believe it's still the delta variant leading to more severe cases and deaths. today's the deadline for all bart employees to be fully vaccinated against covid. bob redell joins us from the bart station in dublin this morning. what happens to those employees that refuse to get the shot? >> reporter: it's not clear, laura. bart has mandated all of its employees must be vaccinated by

today unless they have a valid religious or medical exemption. bart did tell us as of this past friday the overwhelming majority of their roughly 4,000 employees have been vaccinated, and that's 91% of bart employees are vaccinated, and the transit agency says it does not expect any service disruptions because they could cover any potential worker shortages with overtime. we did ask the board of directors what would happen to an employee that did not get an exemption and still refuses to get vaccinated after today's deadline. >> so it's too early to say. today the bart board passed a statement and directed the management team to work with the labor union to determine the impacts and what that would look like for those who opt not to get vaccinated. we will be working over the next

two months to get as many employees vaccinated as possible just as we have been doing over the past year. >> reporter: again, that was an interview from mid october. bart has now said that if an employee gets at least the first shot by today, they can continue to work while they are waiting for that second shot. with regard to transit, they have a mandate for its 2,100 employees, and it's unclear what that date will be but there are no testing options. >> we know everything keeps changing when it comes to covid so we are keeping track of the latest headlines for you all in one place. just head over to nbcbayarea.com/coronavirus. now for a live look outside at the bay bridge this monday morning. yeah, pretty soggy across the bay area this morning as we are tracking this storm. take a little extra time to

watch your slippery commute out there. have not seen roads this wet in a while, which is a welcomed change, kari. you have been tracking this storm. we knew it was coming and here it is. >> yes, it will continue. it will stay with us today and the winds will pick up today, and we have the wind advisory in effect until 4:00 as gusts could reach up to 50 miles per hour. we will see some of the higher rainfall totals across the santa cruz mountains, and later this morning into this afternoon, we could see thunderstorms along with hail, and tonight snow levels could be coming down and we could see snow on some of the bay area hills and mountains. looking now at storm ranger, we can see how widespread the rain is now, and mostly light but the yellows and reds shows the heavier pockets of rain. we will see a lot more of this as we go into today as the moisture taps into deep tropical moisture. it's also meeting up with cold air coming in from the north.

we will talk more about the chance of thunderstorms coming up, but mike, you are looking at the ripple affect? >> yeah, we are following this traffic alert since early this morning, and still two lanes blocked south 680 at vargas. it's holding steady here until the morning commute started to build, now we have slowing approaching 680 coming in towards 84. folks are using it as an alternate, so be careful because it's windy and dark. 880 in oakland at high street. traffic is building there. the other alert coming out of the 880, minor flooding reported on many off-ramps. then the sizzling shortage being felt, and it's only being

good monday morning. we are under a microclimate weather alert. right now at 6:15, the powerful storm also kicking up some big breakers near the coast, up to 20 to 25 feet along with dangerous rip currents and swells. we will talk more about the potential of thunderstorms in our bay area forecast. that's coming up in a few minutes. good news. one alert cleared in oakland, 880, and look how quickly the recovery is. we still have three alerts. one for the north bay, and we will talk about all of them coming up. happy monday to you. the markets hit new records last week despite all that worry about inflation. the s&p 500 which is the

broadest of the three major industries hit an all-time high. the federal open markets committee will meet this week to talk about what to do about inflation. the two-day meeting starts tomorrow. there are two separate steps into attacking inflation. one is to slow the support the fed gives the economy by buying bonds. they call that tapering. then, of course, at some point in the future you will probably see several interest rate hikes. a group of russian economists say one of the best investments lately is not in stocks or bricks of gold, but lego bricks. lego sets are selling for way over their retail price online. in general, lego sets increased by value 11% per year, and that's better than most investments. the researchers say sets oriented towards adults like the more complicated "star wars" sets are worth the most.

adding up. mount tam, right now over eight inches of rain. marin, five and a quarter, and napa, two and three quarters inches of rain. fairfield, a little less than san francisco. danville, three quarters of an inch. in san josé, still very low. this is a live look at our storm ranger. it's parked on san bruno mountain. it's scanning around the bay area. that's the red beam you are seeing there. still some of the heavier rain moving south of san francisco down the peninsula. very light rain as you head down to san josé. it's really throwing down in the santa cruz mountains. that's going to be the focus of some of the heavier rain today. we are seeing the colder air, a lot more energy starting to push down into the bay area, and the

atmospheric river is the narrow band of the moisture that connects all the way to the tropics, and that will enhance the amount of energy in the atmospheric river. we could see thunderstorms around noon for the north bay, and you are seeing the reds and brighter colors there, that indicates we could see rumbles of thunder along with heavy rain and possibly some small hail. we have seen this in storms past, and it's making its way into the peninsula and parts of the east bay and eventually in the south bay. it could be a big issue as we go into this evening. late tonight and tomorrow morning it's still raining. we will see the colder air coming in and that could mean snow on some of the bay area peaks, as well as in parts of the north bay. the rain becomes more scattered tomorrow.

there will be a brief break before another round of rain comes in going into late tomorrow into early thursday morning, and then we see it all drying out. it's going to be a while. we could get an additional two to three, possibly four inches of rain in some spots, while the sierra gets an additional 70 to 80 inches of snow. that could be really huge there as we go through the rest of this week. it's also going to be very cold. this is a much colder storm than we had in october. we are going to see this tapering off with some snow, and also the chance of hail. look at the weekend. it's clear, but it's going to be very chilly. we only make it up to 50 degrees on friday. mike, you have been watching the bay bridge for the morning rush. >> yeah, we are looking at the morning rush suddenly happening here in the last few minutes, because the folks held up in oakland by the earlier traffic alert, that has cleared and now they are able to make their way up around the bend, and there's the build off the maze as well. you see how wet and sloppy the conditions are.

during lockdown and now we are seeing morning gridlock again. how much of that traffic really returned? i have the numbers from the past year coming up. you're watching "today in the bay." good rainy monday morning to you. thanks so much. i am laura garcia. >> i am marcus washington. okay, we got you covered with live team coverage this morning of the microclimate weather alert started with meteorologist, kari hall, monitoring the activity of the rain. take it away. >> the high impact storm is moving through, and it's going to be raining as you head out the door for many of the microclimates. the access of some of the heavier rain shifting further to the south and that means we are still in several hours with this storm as it will also meet up with cold air coming from the north. as it does so it will enhance the amount of energy in this atmospheric river and we will

see the potential of some storms later this morning into the afternoon. where we see the bright reds, you could see thunderstorms. there will be a break and then we could see this pick up with high winds and heavy rain along with some areas where we could see hail as we go into late this morning into the afternoon. that just continues to push across the bay area. by this evening we could still see the rain continuing. the cold air will come in and we could see this leaving bay area peaks with snow. we will talk more about this forecast and what is ahead coming up in a few minutes. but mike, we have tough conditions for some commuters. >> yeah, really tough. let's look at the san mateo bridge. the visibility is okay, and still the water on the windshield will be a factor, and the build is westbound.

watch for slippery roads, and slow across the dublin grade and in to castro valley. i think all drivers need to be on high alert this morning, and that's especially for folks on north bay 101. >> cierra johnson joining us from marin county. rain is what you are dealing with, cierra. >> reporter: yeah, good morning. i can tell you the wind continues to pick up. since our last bit, it has gotten windier, but good news, this lucky drive exit is notorious for pooling for the northbound and southbound side.

this rain wreaking havoc across the bay area, specifically here in the north bay. last night a little trouble that weather caused by the in-n-out in mill valley. take a look. we have video of what played out last night. it was a couple miles from where i am standing now, but the strength of the weather pattern was evident. the power went out at the strip mall, the power line taken out by the weather, the power line went across the freeway. witnesses we spoke with say it was hard to find the parking lot of that restaurant in the darkness. >> i was driving by off of the highway and on the side road going into in-n-out, and i saw just down the road the transformer spark. >> reporter: a little further south on sunday, folks in san francisco made trips to the

city's public works yard to pick up sandbags. that yard is not typically open on sundays. the city offers extra hours to have folks reduce the risk of any major flooding like what we saw there in october. back out here live, lucky drive, water seems to have receded. about an hour ago it was a whole different situation, when cars were driving through you could see the splash of water coming up. that water not as high on the roadway but it's still windy, so if you are driving on the overpasses, drive a little slower so you can maintain control of your vehicle, not only because of the wind but if there are slick spots, you don't want to lose control. live in marin county, cierra johnson for "today in the bay." >> yeah, never know if that flooding will pop up again. along the big sur coastline, a stretch of highway closed because of the weather.

caltrans shutdown the freeway between jagged point and big sur inn in monterey county. cal tran says california highway patrol made the request to support an evacuation warning given to people in areas scorched by mild fires because of mudslides. it's expected to stay closed until tomorrow. send us videos and photos of what is outside your window, just tag us and we may put them on the air. tornadoes ripping through six states over the weekend. officials in kentucky say they are struggling to get a handle on the number of dead because of the, quote, level of devastation" in that area. the death toll nearing 50, but it could be double that. president biden promising swift federal assistance and fema on the ground assessing damage in

the hardest hit areas. this is the san mateo bridge. a wet start to the morning as we have been talking about. meteorologist, kari hall, has a look at what we can expect from the weather today. kari, certainly what we have been needing across the bay area right now, that rain. >> yeah, we have seen a lot of this heavy rain, but we also have the high winds with it. we have a wind advisory in effect. gusts could reach up to 50 miles per hour for today. the rain will continue as we go into this afternoon, and some of the highest rainfall totals will be in the santa cruz mountains. also, we are looking at the potential of thunderstorms along with hail. we could also see lowering snow levels, so that means for the bay area hills and mountains, we could see this wrapping u stormt now, we can see some of the heavier rain moving through the peninsula and moving across the bay area and over the santa cruz mountains. then we are also looking at more of this coming in as we go into today. we will be tracking that, and we will talk more about the impacts coming up in a few minutes,

marcus and laura. >> thanks, kari. now to a live look at the bay bridge this morning, you can see there's more traffic out there once again. this comes after a number of drivers out there commuting daily dropped due to covid lockdowns. >> mike, there's a lot of new data you have been sifting through. >> you could not see that bay bridge clearly but you could see the streaming of lights, and we have a lot of data, 50 countries and over 1,000 cities from the traffic resources. the duration of the morning gridlock is still lower than that of 2019, prelockdown. trips downtown, they are really down by 22%. that's nationally. but for the metro area around san francisco, we're only looking at half the volume we saw before lockdown.

that's a big impact here. a lot of businesses as we know are virtual and some have left. globally, the data reports fewer hours stuck in traffic. compared to precovid data, the number of collisions are down compared to 2019, but unfortunately, there's a significant rise in fatality rates in crashes not just here in the u.s. but globally as well, and that's the note we continue to push that basic speed laws, and common sense. and now the rainy conditions do not allow for speeding. be careful out there. today is the deadline, all

exemption. as you mentioned, today is the day that bart employees must be vaccinated. the transit agency says the overwhelming majority of almost 4,000 employees have gotten their shot. it was a 91% vaccination rate as of last friday, and they do expect that rate will be higher today, this monday. i just heard from bart and they tell me all five employee unions agreed if a unvaccinated employee received their first dose by today, that employee can still work while they wait for their second dose. if the employee who is unvaccinated refuses to get their first shot today and don't have an exemption, they go on paid administrative leave tomorrow, and then the process of termination begins which is a letter and a scheduled hearing. if the employee gets the first dose and the hearing will be

canceled once they are fully vaccinated. bart says they do have vaccination clinics on site at certain locations, and they have done that to make it easier for those employees who are unvaccinated. last week, ac transit, their board of directors issued a vaccine mandate for their employees, and we know there will be no testing option if people want to opt for that or were hoping to opt for that instead of getting the shot. the u.s. once again is warning russia do not invade ukraine. >> our allies are joining us in that warning, scott mcgrew. >> yeah, good morning. the g7 is meeting in england and they issued a warning this weekend. secretary of state, anthony blinken, once again warning russia they could be cut off from world banking if it

invades. russia has tens of thousands of troops amassed at the border and it certainly looks as if invasion is the plan. president biden said u.s. troops will not be used to defend our ally. an invasion could destabilize eastern europe. big sanctions against russia could destabilize russia. and then requesting contempt charges against former trump chief of staff, mark meadows. he's refusing to answer questions under oath, and meadows did turn over documents to the select committee including an e-mail that shows a plan to put the national guard on standby on january 6th, not to protect the capitol but to protect the attackers. california's governor gavin newsom says he will work with the state attorney general to craft a law to allow

californians to sue gunmakers the same way the texas law allows texans to sue those performing abortions. newsom's thinking seems to be if texas can infringe on one right, california might use the framework of the exact same law to infringe on another, just change out the words. in this case, assault weapons, which california bans but a federal court said that's not constitutional. whether or not the governor succeeds whether it's legal at all may be less relevant than the pressure it places on the supreme court and chief justice, john roberts, especially. roberts has been publicly worried about the image of the court and whether americans still take the court seriously. a decision in texas's favor, he may worry, may open the door to similar laws in other states which is perhaps exactly what governor newsom had in mind. we will watch that and talk

>> congratulations to him. i wonder if aliens have a vote. we vote elon musk, or if they talk like that. >> do they sound like that? >> they are probably speaking latin or something. >> a higher degree. it's time to get a look at the forecast for you at 6:30 this morning. rain is what you will be met with this morning as you head out. kari hall has a look at that. >> all morning i have been tallying up the rainfall totals even though it's still raining. i want to see how we are doing here. mount tam, over eight inches of rain. marin, five and a quarter inches of rain. napa, two and three quarter inches of rain. and for santa rosa, we have over two inches of rain. for fairfield we have close to two inches there. san francisco an inch -- over an inchf.

redwood city, 1.21. and san josé, finally we are getting on the map with a quarter inch of rain. this is a live look of our storm ranger on san bruno mountain. that's the red beam you are seeing there, that's our mobile doppler radar and it's picking up on where the most intense rain is at this point. south of san francisco, while it's getting lighter in parts of the north bay, you are seeing lighter sprinkles there and then you move over to the east bay. we are seeing pretty steady rain coming down from concord to antioch to discovery bay and over towards oakland. for the peninsula, heavier rain picking up around woodside and palo alto. we can see the pockets of the heavier rain as we are heading up on 101 as well as 280. and in the south bay, we have seen a steady rain in san josé, and it's heavy for the santa cruz mountains and that will continue for the next few hours. we can see all of the snow still coming down across the sierra, and all of the heavy rain that is extending over towards the

central valley. here we are going to see colder air coming in, and once the two systems meet up, that will enhance the energy and possibly produce thunderstorms in the forecast. that's what we were expecting by late morning into the afternoon, and especially for the north bay, you see the bright reds and that could move into the east bay, heavy rain as well as gusty winds and small hail. don't be surprised if you hear thunder and see flashes of lightning. we will see this continue into the evening. once that cold air comes down, we could see snow on some of our bay area peaks. the rain becomes more scattered tomorrow. there will be a brief break and the next round of rain comes in between wednesday afternoon and thursday. then we will get additional rainfall on top of what we already measured. looking at the models, they are showing we could get another one to possibly four inches of rain across the bay area while the sierra already has snow coming down, and it could get an additional 75 inches of snow

around twin bridges and 80 in kirkwood over the next several days. pretty impressive there. we had some cold temperatures, and we are going to see the rain off and on through thursday. the weekend is drying out but it will be very chilly. we are seeing highs reaching into the low 50s. mike, you are still tracking three alerts? >> yeah, three alerts and tougher conditions. bart is saying they have to slow trains down with a concern over breaking because of the slick rails. they have a ten-minute delay system wide. and they had an equipment problem earlier, but have not heard anything else since the initial call. we have seen traffic slowdown as this area is getting hit with the rain. the east bay, we still have this alert, southbound 680. traffic pushing over towards niles, and very windy but we have not heard about any crashes. leave early. there's slowing in the castro

6:57. welcome back. we are moving you forward with a look at the top stories. >> we have team coverage of the atmospheric river rolling through the bay area. let's get to kris sanchez who is live in the santa cruz mountains for us. kris? >> reporter: i am appropriately miserable, which is what we like to see on a rainy morning like this. be careful out there as you are hitting the roadways because the roadways are very sloppy this morning, especially while it's still dark. we did see caltrans crews out cleaning gutters making sure there was no extensive flooding on the roadways. we not seen mudslides or rocks coming down, however look what happened in felton. this tree came down on top of a house and one of the large branches from the tree came down into a bedroom. the good news is nobody was hurt. the bad news is those folks will have to stay somewhere else for a while. there were four people there. we ran into folks trying to prepare for the rain and storm

and winds all weekend long here in the santa cruz mountains. we caught up with them at the hardware store and they were tacking things down, and i would advise do the same thing. kari, it's very cold. >> yeah, it's cold out there as that rain continues. hopefully you can get somewhere warm within the next few minutes, kris. we are looking at intense rain especially in the santa cruz mountains. this rain will continue through thursday. mike? >> kari, the tri-valley is jammed at vargas, an hour and maybe more. alvarado niles, and 580, they are trying to not to hit that portion of 680. wet roadways around. as the rain comes through, look at oakland. slow it down. it's safer. >> very much so. be late if you have to, because we want to make sure everybody
