tapering off this morning, and by 7:00 we will see a break all across the bay area. right now we are seeing the scattered showers moving through and even snow on mount diablo and snow on mount hamilton. it could make your drive a little slower as you are heading out. we are seeing the back end of the atmospheric river moving through, and there is going to be cold air and moisture left behind so that could mean spotty showers. we do have more active weather on the way. we will talk more about that in the forecast coming up in just a few minutes. >> thanks, kari. 5:01 right now. residents in the santa cruz mountains remain on high alert even as the storm moves out of the bay area. >> yeah, this is where last year's wildfires raged. kris sanchez is joining us off

of highway 17 in los gatos. this is a tense time for the homeowners there, kris. >> reporter: a lot of time we see the greatest damage after the rains stop and the land decides to do whatever it's going to do. it's still raining but it's not the big heavy downpour that we were in just yesterday. if you are not near that burn scarred area, the other news is it's a smidge warmer. the river went from two feet to 16 feet if you can believe that, all the rain running off the mountainside, and with that rain running off the mountain slide there's the threat of mudslides in the burn scar areas. some people decided to stay put. >> a lot of these houses right here, these bottom areas are considered mud rooms, if you will. if you have something valuable, you don't put it on your first

floor. >> we're just going to ride it out. we have been evacuated and we don't want to have to go and get hotels again after the evacuation and the firefighter and all that. >> so the advice is always to leave while you can. when it's a warning and not an order before the roads become impossible. this was seen at ice cream grade where a boulder blocked the roadway, and crews were trying to clean out the debris and make sure the storm drains were working effectively. there are still slides flashing about the sloppy driving conditions heading up towards the summit on 17, and we heard this morning there's a possibility of perhaps snow up there. we are keeping our eyes on that and wekr sanchez for "today in bay." and then over in half moon

bill today to raise the debt limit. alice, the clock is ticking down to tomorrow's deadline. >> laura, congress finds itself in a familiar bind up against the clock with a must-pass deadline while at the same time internal divisions within the democratic party are threatening a key piece of the biden agenda. this morning major deadlines hanging over the u.s. capitol as lawmakers race to raise the debt limit and head off a catastrophic default on the nation's loans by the end of the day tomorrow. senate majority leader, chuck schumer, saying bills will pass today, and the majority leader wants to pass before christmas. >> the work is not yet finished but we are working hard to put the senate in a position to get the legislation across the finish line. >> the massive package known as the build back better act has

yet to earn firm support from all senate democrats. president biden working to sway senator manchin. he says he won't use the weekend's devastating tornadoes as evidence of climate change. >> i don't want to say anything that is not precisely true. what is certain, it is one of the worst tornado disasters we have had in the country, and the second thing that is certain is that it's unusual. >> what is not unusual, the now familiar divide over the president's agenda. he's hoping to push that through congress. there's one more piece of major legislation hung up in the senate. the annual defense bill for military spending must be passed by the end of the year, and right now it is stalled over one

senator's demands that china be punished for its human rights abuses. >> so much to follow. thank you, alice. back here at home police are now calling the death of a person outside of a tesla factory in fremont a homicide. this all happened yesterday afternoon in the parking lot at the plant. first responders say they answered calls for a person down in the lot and then they could not find them. at first this is being called a suspicious death. police are not revealing how that person died or who they are. the embattled school board members meet tonight. right now it's not clear if cuts will be made to school sites or central operations but it comes as san francisco mayor, london breed, consider as new overnight plan. according to "the chronicle," a agency will monitor the board

and hold them accountable to make sure city dollars are properly spent. here's interstate 80, and -- and claps from laura garcia. excited about the snow. >> right now that snow is still coming down hard. look at this. a beautiful sight, but you might want to hold off on going up there right now. the last few days, several feet of snow have fallen with more expected in the days ahead. while some resorts are already open, all may be open by this weekend. >> that will be nice. if you are going to stay local, why not head to christmas in the park as we take a live look downtown. most people have their lights up around the houses and you can take a tour with the kids and hot chocolate, and get in the holiday spirit. the winters feeling like

christmas, kari. >> yeah, the snow in the sierra is still coming down. you can see basically what is covering all of the sierra at this point. we have spotty rain for the bay area, and we will see off and on showers. it's still raining in san josé, as you can see there. it will taper off with a mix of sun and clouds and then there will be a chance of rain as we go through today. here's what to expect. a chance of spotty showers but cold temperatures. we will see another storm arriving on wednesday afternoon and moving out by thursday and then a chilly weekend ahead if you are going out to all of the holiday festivities. >> on the lens of the golden gate bridge cameras, a few minutes and then kari, talking about spotty showers. there is it, active rainfall on the lens. that means slick conditions. you see the latest bit of radar

a warning, perhaps, for the south bay, coming up. happy tuesday to you. it's not just any tuesday, it's fed tuesday. the federal open markets committee will meet today to discuss what to do about inflation. by now i hope i have given you insight into how the fed works, but remember it worries about just two things, job growth and inflation. up until now, the fed led by jay powell seems to have worried most about job growth while ignoring inflation. suddenly inflation seems to be the big focus. remember, when you

gas is all supply and demand and demand is falling for now. speaking of cars, toyota will increase its efforts towards electric cars. toyota had been resisting. it's lexus brand will go all electric in the next ten years or so. for the first time in history california suspended a permit for self driving tests. the company, pony ai had an accident but no hurt. pony is still allowed to operate cars if there's a safety driver. meanwhile the electric truck, rivian. not all rosy in green energy. people who have solar at home may have to pay more to pg&e for power they don't use.

the state thinks solar homes get the benefit of being connected to electric lines without paying their fair share for the upkeep. so many people have gone solar and it's such a benefit that pg&e has discovered it doesn't get the money it needs to maintain the people who have gone solar, and maybe those who have gone solar have to pay for that. >> they need money these days. >> they do. how do you get from a bobby pin to a home? you trade for it. >> it's that easy. a young woman on tiktok going viral as she tracked her progress. she started this journey in 2020. the trades just kept getting bigger and bigger, ranging from a small diamond necklace to a car and then a solar powered trailer.

i always show mount tam because it always has the highest numbers. berkeley hills measuring over 6 inches of rain while fremont has an inch and three quarters. we are seeing rainfall on mount diablo. palo alto as well as livermore and san josé over an inch of rain. we can see snow in the sierra and spotty rain over the central valley as well as parts of the bay area. we can see some of the snow starting to happen on the santa cruz summit. some of the upper elevations transitioning from rain to snow. for the most part, it's all rain for the bay area right now. we will see this activity tapering off to spotty rain by late this morning into the afternoon. there will be a chance at any

point today, so can't put the umbrella down just yet. our next round of rain comes in tomorrow and that will continue into thursday morning so we are looking at additional rainfall. in marin, we went from 33% capacity on average from october 8th to now 69% of capacity. we have made some big progress here. also looking at san francisco and how much rain we have measured. this year, 11 inches. compare that to all of last season where we had almost nine inches of rain, and that was for the whole water year. so it's doing pretty well at this point. let's keep it going. we have additional rainfall in the forecast. san francisco may get another three quarters of an inch of rain and over an inch of rain in the north bay. for our inland forecast, we will see spotty showers continue through thursday morning, cool and dry for friday and saturday and the rain continues sunday

nbc bay area responds to a santa cruz county viewer's nightmare car rental. >> consumer investigator's chris chmura's team got the refund. >> jessa recently moved here from boston and drove an enterprise rental car from boston. it broke down and she had to pay out of pocket for towing the car and then an unplanned motel stay, and all today, 247 bucks. she thought enterprise should reimburse her and they did not. we asked them to review the case. jessa got a check for $247, exactly what she wanted. speaking of rental cars, before

nice snow on mount diablo and mount hamilton, and the santa cruz summit getting some snow. the rest of the bay area seeing spotty showers. the system is starting to break up just a little bit and we will see drier air come in behind that as we go into the day. we will see more snow going into the afternoon for some of the bay area peaks. overall the trend will be for drying conditions before our next storm moves in tomorrow afternoon. we will be talking all about this and we will go to the sierra for an update on the snowfall and how much more we're expecting. that's coming up in just a few minutes. >> thank you, kari. breaking news for you this morning, pfizer says its covid treatment pill could be in hospitals by the end of the year. the company released new trial data saying the oral anti-covid

drug may be a game changer by allowing for more treatment at home. pfizer said its side effects are mostly mild. one year ago the very first covid vaccinations were administered in the u.s. since that time tens of millions have received vaccinations, boosters and have -- we've seen them created as this virus as evolved. today in the bay's cierra johnson is live in burlingame this morning. this morning new information is coming out as well about the spread of the omicron variant. >> reporter: good morning. that's exactly right. the cdc director released more information about that variant. this news comes as we really hit a new milestone. it has been 365 days since that first new yorker received her vaccination. we have come so far in just a matter of one year. take a look at this. you may remember this video, 365 days ago that nurse from new

york was the first person in the nation to receive that vaccine, and since then millions of others have rolled up their sleeves. to put it in perspective, according to the associated press on the day we began rolling up our sleeves in 2020 the u.s. death toll from covid hit 300,000, and deaths were running at an average of 2,500 per day. this is where we stand as a state in terms of vaccinations. 69.6% of californians have received the vaccine. 3 million currently have at least one dose. 7.6 million have received a booster statewide. and with the availability of the booster this holiday season, more folks are vaccinated compared to last year, and the cdc director visited the "today"

show and revealed more about the omicron variant that is spreading rapidly. >> we still have about 120,000 cases per day and a vast majority are still delta. we have seen omicron in about 33 states, 77 countries worldwide and new data out of the cdc today will show we are detecting it by about 3% across the nation. >> reporter: that was the cdc director, and she said it appears cases of the omicron variant do appear to be less severe, but it's still important if you are gathering with friends and family this holiday season, it's still important to mask up. of course those booster shots do offer that extra layer of protection. amid a surge in covid cases,

mask will be required for everybody regardless of their vaccination status. that includes restaurants, bars, gyms and retail stores. covid cases have spiked 47% over the past three weeks with hospitalizations rising 14%. >> we don't want a lockdown anymore or turn back the clock, so let's try this on a uniformed basis to stem the tide. >> anybody going to a concert or event will have to show proof of vaccination and proof of a negative test at least two days before the event. developing in oakland the push to add more police officers in the city as the city faces

its deadliest year in a decade. bob redell is live. >> reporter: unfortunately the city of oakland, marcus, recorded its 133rd homicide for 2021. the last time the city saw that many murders was back in 2012. the most recent was a 40-year-old man that was found early yesterday morning, around 12:45, dead from blunt force trauma to the head, dead on the sidewalk. within the past 24 hours, opd posted this, the department is hiring and looking for more new officers. last week in response to the increasing violence within oakland, the city council

approved two new police academies and voted to unfreeze positions within opd to add 60 new officers. in other words, to fill the vacancies. the city council could consider a $50,000 hiring bonus to lure experienced officers from other departments. later this afternoon, the safety committee will meet to consider discussing assistance for businesses targeted by armed robbers and an ordinance regulating so-called ghost guns. reporting live, bob redell for today in the bay. happening today, state leaders hope to send a message to young people about the dangers of street racing. governor newsom recently signed a law to crack down on side shows and it allows authorities to suspend driver's license up to six months for people that take part in that activity.

5:36. a live look this morning, here's koufax for you. look at all that snow. nice and beautiful out there, right? heads up for those headed to the sierra. the chains are required and there's a closure on i-880 due to a downed power lines. caltrans advising against traveling to the sierra right now. there's a lot of snow on the roads. >> here the snow is. it has been october since we have had a decent snowfall here. it's still dumping down, as we can see. some of the snowfall totals have been 64 inches to 24 inches with an additional two feet in some spots. this will continue to fall over the next couple of days. it has been really good to see all of this. our sierra snowpack went from 19% on saturday to 35% today.

we do expect it to once again go up even more go into the weekend. we wanted to check in on the sierra and see what is going on. we went there with all of this fresh snow. it's such good news for those snow resorts. joining us now is alex at palisades tahoe with more info. i hear -- it's very dark behind you, not because it's nighttime or early morning, but you have a power outage going on there, alex, right? >> yes. yeah, good morning. i had a really nice scene behind me lit up with our lights, and you could see the snow we are getting and the snow caps in the background and two minutes before we came on i lost power. you can tell i have been standing here for ten minutes and you can see the snow accumulated on me, so it's coming down heavy right now. >> tell me what it looked like a couple days ago before the heavy

snow started falling. >> yeah, you know, like you mentioned, we had the big storm in october, 3 1/2 feet on the mountains and since then, we did not see any precipitation up here. it was a dry and warm october for us. we did not have the temperatures to even make snow, so last week you could see grass, brown, green, and now it's a totally different scene up here. we got 20 inches -- i think actually a little moreover night, so we're at about a four foot storm total. we have broken the 100-inch mark for how much snow we have gotten this season, today. >> when are you preparing for a full reopening? >> yeah, so obviously this snow will go a long way for us to get a lot more terrain open. our operations crews are up on the mountain assessing. there's avalanche danger right

now and the snow is coming down heavy so they are going slow and being safe to check out the mountain, but later this week, in a couple days, we will have a lot more lifts and terrain open for our guests coming into this weekend. >> we are excited about that. also, being able to ski this season, it's great to see that. thank you for joining us this morning. >> thank you. let's get a check of our commute as we check in with mike. we were talking about i-80 being closed right now. >> yeah, here's i-80 locally. this is not closed. this is the bay bridge toll plaza, open for business. yeah, but i-80 is closed in the colfax area. the metering lights just turned on. they have power here. we also have a lot of wet roadway. this is the case, because the rain just traveled through the area. here's the rain pushing through contra costa county, and the commute building through the

good tuesday morning. we're coming up on 5:44. we do have scattered showers as we take a look at storm ran dur right now, and the rain is moving from san francisco southward into the bay area. this trend will be for drier air to come in for today. we'll talk about that. also the snow we're seeing on some bay area peaks, coming up in a moment. as kari said, be on guard because it's scattered, and as the commute builds, we are seeing that here, and we will show you the bay bridge where things are starting to stack up. president biden says the federal government will do whatever it takes to help kentucky. >> scott, the state is still counting the dead. >> yeah, just awful after a

series of tornadoes hit kentucky and nearby states. the president said he will go visit first responders and victims when his visit won't interfere with rescue efforts. likely tomorrow. the president was briefed on the damage at the white house and has been in close contact with kentucky's governor as well. >> i want you to know that this administration has made it clear to every governor, whatever they need when they need it, when they need it, make it known to me. we will get it to them as rapidly, as rapidly as we can. >> senator mitch mcconnelltwter. that can get kickback. you will recall republican governor, chris christie was grateful to obama after sandy,

and he was criticized by other republicans for his bipartisanship. a lot of people online pointing out when it came to past disasters, sandy, hurricanes in puerto rico, rand paul voted against emergency funds to help those states, and his state, he says, is thankful. he said america should not borrow money to pay for disaster relief, we ought to find money in existing accounts, the same way a family might dip into emergency savings to pay for an emergency roof repair, should not try and do both. the department of justice levels of charges that congress asks for. meadows is refusing to participate in the investigation on the january 6th attack on the

inches. inch and a half in livermore. we are still seeing the rain fall, but most of it south of san francisco. i want to show you further up north around clearlake, and also the area around mount diablo, at the top we are seeing light snow. it's still raining in concord and lafayette. heavy snow starting to come down over hamilton and over our east bay hills and the santa cruz summit, we are seeing snow at the highest elevations with rain elsewhere. we are getting cold air coming in and meeting up with the system, and as we go through today we will have a chance of spotty showers. we are not seeing rain everywhere but there will be a chance of spotty showers into this afternoon and evening. we will see this slowly winding down. our next chance of rain coming in by tomorrow afternoon, and continuing through thursday morning. we do still have a lot more

additional rainfall, even after this system starts to move out of here. we could see another three quarters of an inch to one inch of rain and maybe even over an inch for ukiah and napa. we do have more unsettled weather and a brief break between friday and saturday before we track another big system coming in from sunday to money with additional rainfall and chilly temperatures. enjoy the break we will have on friday and saturday and get out there and see some lights or do something with the family, because, yeah, we won't see many breaks like this. mike, you are seeing the backup building out of oakland? >> yeah, the headlights backing up at the bay bridge toll plaza. can't see much as the water was kicking up behind the cars. lots of slick roadways around the bay area. the radar activity up here, it shows where the build is through

bring in fewer atmospheric rivers, and when we do see them they could be longer and wider with 50% more rain. there's a higher chance we could see some large swings from drought to flooding as a result of big changes and a warmer climate in the atmospheric rivers. we are coining this phrase a precipitation whiplash is what we call this. we have hot and dry summers and more frequent drought, and we have less frequent storms and when we get them, they are more intense. so here's a look at the chart of what we are forecasting for the next 60 years with climate change and storms. this is some of the data that came out of ucla. it's a hotter, drier summer and then less frequent storms, but when we do see them like the
