to help cope with covid fatigue. cold mornings and some warmer afternoons as rain stays out of the forecast for the next several days. but we'll talk about when rain may return in the microclimate forecast. this is "today in the bay." good tuesday morning. thanks so much for joining us, i'm marcus washington. >> look who came home. welcome back. and we also broadcast live on roku, amazon fire, apple tv and online. >> a lot of places. let's get right to our top story, thousands of students, they are returning to their classroom, this is after a brief district-wide shutdown. and some students, staff and parents may be a bit nervous. sharon is live where there was a deep cleaning in schools. how are things shaping up now?

>> reporter: 28,000 students will be heading back to school. and the superintendent sent out an email with instructions. stay home if you are sick. if you test positive, stay home for ten days or until you are clear of any symptoms such as fever. if you have no symptoms but tested positive, you could take a covid test after five days at home and can return to school by showing a negative test result. those who are unvaccinated or vaccinated with no booster yet and have been in contact with someone who tested positive, you must stay home 7 to 10 days. you may end the quarantine at 7 days with no symptoms and a negative test. also a big change, those cloth masks alone with no longer be allowed starting next week students will have to wear a

surgical mask under the cloth mask. i want to show you the difference. of course we all know the cloth mask that students wear to school. they have been wearing to school. and then the n95 matching. and now starting next week, the superintendent says at their own expense families will have to send students to school either with a surgical mask under the cloth mask or with an n95 or kn95 mask. so that is a big update for sure. this is at the family's own expense. staff will be providing two of these n95 masks per we'll through the end of the school year. but families will have to provide for these on their own. and i have checked online, a lot of the stores are out of these masks. so this will be definitely difficult to implement. and even some health experts are saying that stay away from the n95 masks for the regular public, leave that to the health experts. but every school district is

different. so parents definitely check with your own school district to see the latest on the masks. back to you. >> certainly a lot to keep up with here. but certainly we know the reason, to keep all of the students and staff as well safe. thanks for that report. recent studies show that the pandemic is exacerbating an already growing children's mental health crisis. according to data from the children's hospital association, last year there were more than 47,000 mental health visits to emergency departments at 38 children's hospitals across the country. that is nearly 40% higher than 2020. to help answer some question, i spoke with a developmental behavioral pediatrician. they are wearing masks. you are trying to reach that balance of not making them paranoid but also having them sanitize. and i worry about the long term effects on my kids. >> right. and i think that children are resilient. we know that children are

resilient. and we need to be confident in that because we don't have a lot of choice except we can do everything that we can. again, it goes back to the ongoing communication, isolation that children feel while the anxiety, and not just the school routine, but the caregiver routine is changing. so trying to have as much consistency as possible, maybe a new routine that you are building into -- even if it is your quarantine because one of your family members is sick. and with this new variant, i'm seeing that more and more as patients are staying at home and i appreciate that they are staying home when ill. and families, parents, can't go to work because they need to stay home with their kids. so even within those quarantine days to build a routine in there. >> exactly. you see just talking about what would happen if, there comes the anxiety and the worry. so let's talk about how we can help kids deal with that and cope with anxiety and worry. what do we do as parents?

>> i think that you answer the questions that the children have. and at different age levels, they will ask what happens and want to know what covid is. our society at developmental behavioral pediatrics was talking about a little girl who thought, oh, well, we have changes in elections, does that mean that covid will be over too and lumping all these things together, feeling the national anxiety happening. and done naturing it because these kids are six and don't understand. but they are wise that everything is affected. so talking with the children. and when they ask the question, for example, why did so-and-so die, because children have family members and loved ones who are not here anymore because of covid, other things too. and when they ask where did they go, only giving the information that they have asked for because we can easily overwhelm kids by giving the information that we want to know but thinking about

in several state legislatures to in some cases restrict access to the ballot, he's called had 21st century jim crow. while the republican state leaders say that they are trying to make it easy to vote and hard to cheat. this debate could come to a head this week. president biden is traveling to georgia today, ground zero for republican-led efforts to change state voting laws. the president set to address what he calls an assault on voting rights. >> right now in state after state, new laws are being written. not to protect the vote, but to deny it. >> reporter: 19 states have passed laws ranging from limiting mail-in ballots to voter i.d. requirements since the 2020 election when former president trump and his supporters falsely claimed widespread fraud. democrats say it is a deliberate attempt to suppress the vote, especially among people of color, vowing to pass federal

voting rights protections. >> the time has come to act to defend democracy and protect voting rights even if it means changing senate rules to restore the senate. >> reporter: to overcome republican opposition, top democrats want it change a long standing rule requiring 60 votes to pass legislation. >> they want to silence millions of americans and take over the senate so that they can take over elections. >> and this must change. >> reporter: civil rights advocates from us freighted by washington's inaction now mounting a pressure campaign. >> the president said that he was going to stand for the black community. there is no more important issue than protection of voting rights. >> reporter: the white house says that the president hears those calls for action and today will make clear to the american people who is at stake and his plans to protect it. senate democrats plan to try to advance voting rights legislation as soon as this week. but two moderate democrats could

stand in the way. they voiced opposition to changing senate rules because of the precedent it could set. back to you. >> so much always to cover. thanks so much, alice. 5:08. a little closer to home, and a little less politics, a live look at the golden gate bridge. a nice clear view. clear skies usually mean cold temperatures. is that how we're starting our morning, kare? . >> absolutely. and let's head farther to the north and golden gate bridge and check out san rafael where it is in the upper 30s right now. we're seeing the temperatures that will trend for the low 40s for the next several hours. and then as we get all of that sunshine we're expecting today, it will warm up nicely but still in the mid-50s by noon here. we'll see the temperature reach 62 degrees. we'll see a high of 64 in dublin and fremont, 65 in san jose.

so nice recovery after this cold start as we do get a lot of sunshine and we'll see that continue in the forecast over the next few days. we'll be watching that, i'll let you know in the distant future when we could see some rain. but mike, you are still tracking a crash in the east bay. and we'll go from our cold start to a lot of sunshine and quickly warming temperatures lunchtime 57. we'll talk about what our forecl be staying away. and now you can hear me now, we're looking over toward castro valley. the crash there, it is still there unfortunately eastbound 580 at red wood road, two right lanes are blocked. but no injuries. that is good news. and also apparently on these home broadcast systems, the mouse clicking on other buttons does things like turning off my mic. it is back on again. >> there is a lot to remember do as we work from home. good morning and happy tuesday to you. the irs is warning that it may take longer for you to get answers about your taxes, questions that you may have, which it blames on underfunding. the treasury department was to get more money under the "build

back better" act but biden was unable to get it through congress. so you can start filing your taxes on january 28th. and they are not due until april 18th this year. now, for those who got child tax credit checks throughout 2021, there may be some extra work for you as you have to account for those on your tax return. but we've known that for quite some time. the irs says if you file electronically, you should get any tax return money no less than two weeks later. other news, vice chairman of the federal reserve is stepping down early. richard clarida didn't say why, but he has been criticized in the past for some stock trades he made. and an ethics committee cleared him of wrongdoing, but he has resigned. his former boss jay powell will be in front of the senate today as he asks for approval for another term as fed chair.

no doubt that he will be asked about rate hikes and inflation. speaking of rate hike, mortgage rates are up, cnbc calculates a $350,000 house, that is the american average, will cost the average buyer $125 more a month today than it would have if you bought it three weeks ago. you can multiply that by three, or maybe four, to get bay area prices. and facebook has told its employees that it is moving its back to the office date from january, this month, to march. any employee who does come back must show proof of a booster shot. you know, we've talked about this before. companies that keep setting dates really are probably making a major mistake. i mean, we didn't expect to be back in the house work from home ourselves. but to set dates, okay, it is january, no, no, it is march. nobody knows. and i think that the best answer, just tell employees we don't know. >> it is a little bit of a wait and see and i think that we're

have any issues with fog. as you are heading out in oakland, it is a cool start. we'll see a mostly sunny sky today. and we'll reach up to about 62. for the south bay, it will be a little warmer, reaching 67 in morgan hill, and east bay also seeing temperatures in the low to mid-60s. just a little cooler in some of the spots like concord reaching 62 as well as 62 today in oakland. 60 in daly city. and for san francisco, we're heading up to about 62 downtown. and 58 in the marina district. and 63 today in sonoma. so with our temperatures feeling nice and mild, we're leak okay, where is the rain? it is farther to the north. we can see all of the showers moving across oregon and washington this morning. and so that will continue to be the trend over the next few days as high pressure steers the storm track away from us and we're also going to see some

warmer temperatures. but it looks like that could start to move by the end of the next week and we could be wrapping up the month of january with wetter weather. but right now, we're not concerned about the drought. just can relax and enjoy the sunshine. so as we take a look at our temperature trend for the next several days, some low 60s, and then just a touch cooler for the weekend. but it is still going to be nice and sunny. and for san francisco, expect highs to continue to reach near 60 degrees at least over the next seven days. mike, you have a traffic alert going on? >> i do. new status for the crash we've been watching for a while. we'll take you out to castro valley. we knew this would be an issue, but at first i thought it was for the extent of injuries. but injuries are not an issue. it is eastbound 580, but the jackknifed big rig, that is a problem. accept any truck is aw lanes. and there may be a second dear crash.any truck is away two

lanes. and there may be a second dear crash. i'm still waiting on details for that. that would be in the commute direction. so again, this is counter commute. and we also have a new crash out of the altamont pass, it looks like it is around north flynn. we'll get more details. 273, that crash getting over toward lawrence not a major issue. no injuries. smooth drive south bay. highway 4 is clear from antioch all the way through concord. and down to the bay bridge, no backup. and none at the toll plaza. next here, a new national champion in college football. and kris sanchez shared this post on facebook. one of her daughters had a possible covid exposure and shared how she tried to book a pcr test. but it wasn't easy.

if you have friends from georgia or who attended university of georgia, i know your time line was buzzing last night. georgia this morning celebrating a championship 40 years in the making. college football's top two teams squared off last night for the national championship in indianapolis. after a slow first three quarters, things took off. alabama led by five midway through the fourth. this is when the touchdown pass by stetson bennett put the bulldogs up by one. georgia went on to win 33-18 with their first title since 1980. all this week "today" show team is taking a look back at the favorite moments celebrating today's 70th years on air. >> and this morning reflecting on the charleston church shooting rampage. she said her whole perspective on life shifted when wisdom shared by the survivors she spoke to in the aftermath.

upper 30s. we're 39 in concord and dublin and as well as morgan hill and low 40s elsewhere across the bay area. but after this cold start, it will be a nice day. so make plans to get outside, take in the sunshine as we reach into the low 60s near the coastline today. and i think the warmest hours will be at about 2:00 to 3:00 with some of the south bay temperatures reaching the mid-60s today. and we'll talk about if there is any changes down the line, that is coming up in the forecast in a few minutes. new numbers put into perspective just how fast the omicron variant is spreading. according to the "chronicle," california has seen 6 million confirmed covid cases sinces the start of the pandemic and one in five tests are positive. and positivity rate stands at about 22%. we have live team coverage for you this morning with every you need to know as the cases surge. >> and first we're looking at

the rush that is expected to get tested. and cierra johnson is with us with new help that may be on the way from health insurers. >> reporter: yes, i know it has been a roller coaster ride getting testing available, but good news is heading you are on way and it is coming from the health insurers. so starting this saturday, private health insurers will be required to cover up to eight of those at-home covid-19 test kits per month for individuals on their plans. so you will be able to either purchase them for free under your insurance or submit receipts for the tests for reemabout yourselfment. and the federal government will be launching a website to begin making 500 million at home owing via mail. and here at least four testing sites in san francisco had to reduce hours due to staff

shortages. and some had to shut down after some computers stopped working. so according to district 6 supervisor matt haney, all of this is causing a backlog here in the city. >> we have folks calling in sick. so we need backup, we need support from the state, we need more tests, more people who can provide the tests. >> reporter: so take a look at your screen. these are the locations effective immediately that will see a shift in their hours of operation. they include ella hill hutch, 8:00 to 2:00. southeast health center, monday only 11:00 to 5:00 and then 8:00 a.m. to 5:00 p.m. on tuesday. and alemany, 8:00 to 6:00. and soma, they are noon to 6:00. and we did speak to a health official about what is being done in terms of reinforcement and we were told that the health department is bringing in additional resources to expand that capacity in the form of 150

150,000 rapid tests. and we'll continue that follow that as testing is so crucial in having folks isolate and reduce the spread. cierra johnson, "today in the bay." and speaking of testing, some bay area cities now literally calling in the troops to help respond to that demand for covid testing. california national guard members will be at the antioch community center and other locations to help clinics that simply don't have the staffing. antioch's mayor says that the troops are providing critical help to those who really need to get tested. >> they literally work with people as they were in the line to fill out their registration form and folks that didn't speak english so we had some guardsmen and women who spoke spanish. >> governor newsom deployed the guard over the weekend. this is to keep testing lines moving amid that rush. today is the day that san jose is moving forward with a booster mandate that would impact not only city workers but

really anyone looking to attend an event at a city owned property. and kris sanchez is joining us live outside the s.a.p. center with a look at it. >> reporter: and we know this is a draw for people around the bay area. sharks fans don't exclusively live in the city of san jose and there are a lot of concerts here. anyone who wants to come to a concert or sporting event at the s.a.p. center or any other venue owned by the city of san jose would have to show proof that they got their booster if they are eligible. and that booster mandate will also extend to city workers, might be who gets a paycheck from the city of san jose will have to show that they got a booster or that they will be getting a booster once they are eligible. the full council will consider this measure that already passed the committee. here is the mayor. >> it is important for us to be scanning where the puck is going rather than where the puck is. and we recognize from the cdc and all that we're seeing in th

pandemic and keep our businesses open and obviously keep people out of the hospitals, which is the most important priority. >> reporter: let's take a look at the big picture. these are the stats for santa clara county. 82.4% of people who are eligible to be vaccinated are fully vaccinated. 59.6% of people 16 and up are now boosted. we know that the younger children now also are eligible for boosters. in the city of san jose, the city worker vaccination rate is as high as 92% in some departments. and that includes the fire department and the police department also doing almost as well. and the vote is to happen today. and it could make san jose the first city in the state to have a booster mandate. kris sanchez, "today in the bay." tomorrow new social

distancing limits take effect. it is banning large gathering including anything with more than 50 people indoors or more than 100 people outdoors. gatherings also not allowed if it includes more than 12 people at higher rick of severe illness from covid. now, that new order will remain in effect until february 11th. and it does not apply to school classrooms or recess activities. there is a record breaking the u.s. yesterday. and some bay area hospitals are forced to pivot to help keep beds open. and santa clara valley medical center is pausing all adult elective surgeries. and some 200 people are visiting the e.r. every day and now it is

more. >> we're seeing 320, 350 patients for the last week. and yet a very small percentage in the big picture are getting admitted with severe covid. >> multiple hospitals are asking people not to visit an e.r. just to get tested especially if you are not showing any symptoms. if you are having a hard time finding a testing site, head to nbcbayarea.com/covid testing, we've put together a list of places where you can go to get testeded in the bay area. it is a pretty comprehensive list divided county by county. and san francisco supervisors are going ahead with boosting safety efforts in the tenderloin. this is even though a revote on mayor breed's emergency declaration won't take place next month. today. >> supervisors will consider plans to add more workers to combat the spike in drug overdoses. the measure is tied to the declaration breed made last

month which some supervisors already approved. but because not all supervisors were present for that vote, new debate was added and another vote is planned for february 8th. and 5:38. got monday out of the way. and taking a live look outside, a clear look in san jose this morning. kar kare carrie is keeping the tabs on the broadcast. and no rain in sight. but this morning it is chilly out there. take a look at flee month and our trend this morning as you are heading to work, you need a warmer jacket with low 40s to start and then we'll go from 42 degrees to temperatures in the low 50s at 10:00. and you can see all the sunshine that we'll have at lunchtime as we reach into the upper 50s. eventually our high temperature in fremont will reach 54 degrees. 62 in oakland. in san francisco, look for a high of 60 today and 62 in santa

rose. and mike, you were saying that some emergency crews have gotten busy? >> a lot of incidents have been reported and crews are heading out in many spots. we'll show you the east bay where we have a couple issues for the east shore freeway. the arrow shows you slowing that may be cleared shortly. there is a disable vehicle just shy of the berkeley curve. and the other crash with the circle there is west 80, also commute direction as you are getting through pinole, the crash just past highway 4. and slowing is in critical timing. but commute is calming down again. so this alert continues eastbound 580, two lanes blocked at redwood road. the off-ramp may be closed. you can get off the next exit and look back.

it is almost quarter to 6:00. and victims in the deadly new york city apartment fire now trying to put their lives back together following that weekend tragedy. the number of dead has been revised to 17 with eight of the victims being children. new images show the widespread damage inside the highrise which flames gutted early sunday. firefighters say a malfunctioning space heater started it and because the front door to the unit was open, to allowed the fire to spread more quickly. one fire chief tells "today" show that that could have made all the difference. >> fire will begin to consume the room and if the door is not closed will exit into the hallway with smoke and affect the rest of the building. >> you can watch the entire interview including more fire safety tips later on "today" at 7:00. and we're still waiting to learn the exact cause of death for bob saget. an autopsy ruled out foul play

you might want to check out some of your olympic skills at the park. we'll start out in cupertino with a look at our morning with mid-40s. and then we'll see it slowly warming up, but it will be so nice and sunny today. do you want to make sure that you are making plans to get outside and take in this nice weather as our temperatures head for the mid-60s. we're up to 65 in san jose, and 67 in kill roy. a high of 61 in martinez, 63 in hayward. and we'll see some low 60s for redwood city and san mateo. and san francisco reaching 61 in the mission district with north bay highs up to 63 in sonoma and 65 in ukiah. so we can see the rain still well to the north of us. actually it will continue to stay that way for the week as high pressure steers the storm track up around the pacific northwest. they have really had a lot of rain recently. but then as we go into the end of the month, we could start to see the high pressure moving out of the way and allowing for rain

duty lapd officer is dead. this is after being shot during a robbery. it happened late last night in south los angeles. police say that three people approached that officer and after an argument, he exchanged gunfire with at least one robber. right now it is not clear if any of his attackers were struck by the gunfire. and no word why the officer was there in the first place. the department honored him last night. people in one daly city neighborhood are still on alert this morning after a sighting of a mountain lion. police are keeping an eye on the area. and police are asking people to use caution when they are outside. just try to be aware. right now at 6:00, returning to the classroom, students coming back after a major deep cleaning. i have patients who come in
