on television. you can also watch us live on roku, amazon fire, apple tv and online. let's start with a look at the forecast so you can plan your week ahead. meteorologist kari hall is tracking what we can expect. sounds like still no rain on the horizon. >> still no rain in our forecast, unfortunately. and we're going to have these high winds picking up starting late tonight. right now it's nice and quiet as you're heading out the door, and also clear in walnut creek. we've seen the fog kind of drifting around parts of the bay area, including the south bay, where visibility went down to about a quarter of a mile. not only that, but it's cold out there. some of these temperatures dipping into the upper 30s and will continue to fall another couple of degrees over the next few hours as we approach sunrise. take a look at the fog. visibility at zero in novato and we're also seeing the drifting around parts of the north bay. quarter-mile visibility from san jose to south san jose. so i'm watching that. we'll talk about when the winds will increase and the wind

advisory going up that's coming up in just a few minutes. >> thank you, kari. commuters in san francisco may want to brace for longer waits this morning because covid is creating staffing shortages that will not seem to go away, at least through tomorrow. >> cierra johnson is live in san francisco to talk about this. this is one of those announcements riders may have to start getting used to. >> reporter: good morning, yeah. that's exactly right. earlier this month muni let us know there would be delays because of staffing shortages, now they're saying there are going to be system-wide. this happening both today and tomorrow. again, the agency has been dealing with this for quite some time. earlier this month they had some serious issues, despite 100% of the workers being vaccinated. the staff was still contracting the virus and having to miss work. the agency also said that they're already dealing with shortages of mechanics, car cleaners and transit

supervisors. so what's being done to manage the issue? well, according to sf mta, they're working to increase staff, as well as telling staff to stay home if they have symptoms. they're also encouraging boosters as a prevention. how can you know if your route is impacted by these delays and cancellations today and tomorrow? well, they're saying they'll provide updates on the system via their social media. you can check before you walk to your stop to catch your bus or train. we will also keep you updated on what's going on. we have reached out to the agency for any updates. we'll pass along any information they share with us. we're live in san francisco. cierra johnson for "today in the bay.." >> thank you. new this morning, airbnb is changing some of its policy to avoid out of control parties after several gatherings at short-term rentals in the bay area turned deadly in recent years. the short-term rental company enacted a global party ban and restricted people under 25 who

don't have a positive track record of reviews from renting entire properties. airbnb also stopped allowing single-day rentals during the holidays. i did speak with airbnb's director about how some of the changes went into effect at the beginning of the pandemic when shelter orders shut down bars and clubs. >> what we saw was some people started throwing unauthorized disruptive parties. we have more on that at nbcbayarea.com. u.s. and its western allies are aiming to diffuse the ukraine crisis by striking russia's economy. on capitol hill, lawmakers are working on an agreement to sanction russia, should it invade ukraine. "today in the bay's" brie jackson is live in washington this morning. what do we know about the u.s. plans right now? >> reporter: well, marcus, what we know is that the u.s. is planning a strike aimed at russia's economy. now, senators say that they hope to move forward on the sanctions

package by the end of this week. the u.n. security council is holding an emergency meeting today hoping to put moscow on the defense. meanwhile, on capitol hill, lawmakers say they are nearing the 1 yard line when it comes to a bipartisan bill to sanction russia. senators say some measures may take effect before russian invasion, while others are aimed at providing aid to ukraine. >> which would include sanctions, which would include more military assistance, which would include helping them to fight back against the cyberattacks the russians continue to use against ukraine, and also to help on the disinformation campaign that russia is actively involved in to try to destabilize the zelensky government. >> reporter: the ukrainian president is criticizing the west for waiting to impose sanctions. some lawmakers suggest that ukraine is backing off of its nato aspirations could help. >> any decision about the future of ukraine will be made by ukraine. it won't be made in moscow or in

washington, in the european union or belarus. >> reporter: despite the escalating tensions, there are hopes for a diplomatic path forward. administration officials plan to brief both the house and the senate on ukraine, as well as the tensions with russia on thursday, as more than 120,000 russian troops remain near ukraine's border. marcus? >> brie jackson in washington this morning, thank you. 5:06 right now. southern california scientists have introduced a new way to test for covid at home using a smartphone, a special kit and a little bit of saliva. a uc santa barbara team designed a system using a smartphone to perform the test. they say it could match gold standard lab-based pcr tests and would be a little more affordable. it starts with spitting into a

cup. >> you just spit into a cup and you now take that saliva and stick it into this magic mix. you put it into a holder, you turn on your phone, and you're done. >> wow, okay. so 25 minutes later your phone indicates positive or negative. the product still needs fda approval before it can be sold or marketed. happening tomorrow, more covid testing on the peninsula is set to begin. a new provider, carbon health, is expected to offer up to 2,000 tests per day at the county's event center. you can register in advance or you can just show up to get a free test. san mateo county's positivity rate over the past seven days is just shy of 14%. santa clara county is fully reopening courtrooms and clerks offices. three weeks ago access became restricted because of the surge in covid cases. because so many workers were sick, there just weren't enough people to keep everything running. other counties also temporarily

scaled back some of their in-person operations, too. it is time to take a look outside at walnut creek. good morning, as we get started with your day. it's a little foggy to start the day. how is today going to shape up? that's what we turn to meteorologist kari hall with, with a look at what we can expect. >> there was a little bit of fog in the east bay, but it's really foggy in the south bay. take a look at this live camera in san jose as you're heading out. yeah, this is one of those spots where we don't normally see fog this thick and it's been rolling around south san jose into downtown and heading down 101 into the south counties. watch out for that. we're seeing it in the usual spots, in the north bay, novato down to zero. so be careful on your way to work. we have a cool start this morning. temperatures in the upper 30s and low 40s. then take a look at where we're headed for this afternoon. more of the seasonable weather, cool for the afternoon, reaching near 60 degrees across the bay area. we will have milder temperatures, but it comes along

with wind. i'll talk more about that in a few minutes. mike, you're still watching the crash in concord? >> yes, and i hate this part of my job when i talk about a crash, but now it's actually a deadly crash. this is over in concord, northbound 680. and you'll notice the speed sensors are not slowing as you pass by concord avenue. the car went off the roadway, down an embankment. there were reports of a car fire as well and crews are on scene. it sounds like the majority of the activity right now is off the roadway and this is counter to what our morning commute would be. we're tracking that, again, the northbound direction, a deadly crash at concord avenue. the rest of your commute, directions are moving smoothly. we get back to the brass tacks and we're looking at the sensors and smooth traffic throughout contra costa county. the fog is not showing up on the index, but be careful out there, folks, as you drive through

north highway 4. we'll talk about contra costa county coming up. good morning, very happy monday to you as well. i heard on the radio this morning that today is national hug an economist day. well, we'll get earnings from some big companies this week and on friday we get the big monthly jobs report. joe rogan is speaking out as more artists take their music off spotify. rogan is accused of spreading dangerous misinformation about covid on his podcast published and paid for by spotify. rogan points out some of the questions he asked in the past about covid turned out to be legitimate, but in the end he says he's not a scientist. >> i don't know, because i'm not a doctor, i'm not a scientist. i'm just a person who sits down and talks to people and has conversations with them. do i get things wrong? absolutely. >> now, spotify has lost market share in millions in overall value as people canceled their accounts. spotify is warning its podcasts

to follow spotify rules, rules which up until now it had never talked about publicly or even made available. among the rules, podcasters should not assert that aids, covid-19 or cancer are a hoax, encourage the consumption of bleach, suggest that vaccines are designed to cause death or encourage people to purposely get infected with covid-19. those are pretty low bars. rogan could keep doing what he's doing and not violate any of those rules. now, people are discovering it is pretty easy to switch from spotify to another music service, like apple music. if you have an amazon prime account, you already have free access to a limited version of amazon music you may not even know anything about. many people do, though, have carefully cultivated playlists on spotify they don't want to leave, but there are a number of apps that will convert your spotify playlists into other

services. this is called song shift. it takes about the length of a football halftime to convert ten playlists and cancel spotify. one fan said he doubts if people leave spotify they'll accomplish much. >> my guess is there will be more people who join with neil and joni in this quest, but i don't think it's going to in any way revolutionize the way business is being done. i don't think this protest is going to make spotify suddenly see some kind of new light. >> he'll talk more about that on the "today" show coming up. music is music, if you like adele, you can hear it on apple music, amazon music, all those different services. exact same song. what spotify does really well are those playlists. people publish their own and you can listen to those.

that morning drive, you'll want to crank up the heat as you're heading off to work. we're going to start out with upper 30s in spots, but then head for the upper 50s and low 60s. you'll see these temperatures getting a little bit milder and then cooling down once again for tonight as we get ready for high winds. let's go through our wind forecast. this will definitely be a focus for the north bay over the next few days. the northerly winds will be blowing offshore and northerly winds are usually pretty dry. so even though the hills and brush is still pretty green, it's possibly going to start to turn brown over the next few days, especially with this prolonged wind event, coming along with extremely low humidity and the lack of rainfall we've seen, even as there's a lot of clouds across the region. we have lows dipping in just to the east, missing us with rain, but with high pressure that's not budging and it's kept it dry. high pressure near low pressure makes the air rush quickly over the bay area, as we get the big pressure gradient and it's

making winds increase. let's talk about the last time it rained here in the bay area. we're having to look back like, how long has it been now? it's been 23, going on 24 days. it hasn't rained since january 7th and we've had all these dry days in between. as we take a look at our forecast or february, it's still looking dry, at least through the 8th. we'll see how it spans as we go toward the beginning to middle of february as well. but then as we check in on the snow pack, we're still right at normal, but each day without snow these numbers are going to continue to go down. we had such a great start. it really is troubling to see that. it's been so dismal for the month of january into february with the potential of any rainfall. it's just been drying up. then we're going to add winds into the mix and we'll be following that over the next few days. temperatures warming up in the valleys, reaching into the upper 60s going toward friday and saturday. it will be a warm and dry weekend.

and, mike, you've been tracking breaking news for the east bay. >> yeah, the deadly crash and car fire off of 680. it's in the ditch on the roadside and, because of that the traffic has cleared as we look at the map. no more slowing at northbound 680. a tragic scene, of course, but the impact on your drive is all right as you head past highway 4. the commute is the opposite direction, again, everything is clear for the southbound side of 680. fog in the north bay registers on the index as we move forward on the maps. we're looking at no delays or backup at the bay bridge toll plaza and no slowing in freemont or san jose on the shoulder. back to you. >> thanks, mike. 5:21 this morning. coming up next on "today in the bay," nbc bay area responds. >> his kid's birthday present is way behind schedule, so a desperate dad asks us to help out. i'm consumer investigator chris

and marcus. the answer is it's not clear. today, january 31st, is the day that the memorandum of understanding regarding covid safety measures between teachers in the mount diablo unified district, it's set to expire. the agreement has outlined things like the vaccination and testing policies for teachers, masking measures, ventilation in the classroom, those sort of things. the district and teachers union last met on january 20th to decide the fate of this agreement, but no decisions were made. we have reached out to the school district and the teachers union this morning to find out if anything changes if the agreement expires today, or will the covid practices outlined in the agreement remain in place until a new agreement is reached. over the weekend the teachers within the west contra costa unified school district announced that they will not go on strike, after they reached a tentative agreement with the district over covid safety

measures. the district has agreed to provide kn95 masks daily for students and staff, weekly testing at all schools, twice-weekly testing for all classes with one covid positive test, and baseline testing after the february and spring break. reporting live in walnut creek, bob redell, "today in the bay." >> thank you, bob. more bay area college students return to in-class learning. most uc and cal state schools moved to virtual learning last month when covid cases started surging. san francisco and san jose state are among the schools still holding off for another couple of weeks before returning in person. >> happening now, the search for a missing woman. 24-year-old alexis gabe has not been seen since wednesday night. investigators believe that she was with an ex-boyfriend at the time. yesterday volunteers searched near walmart in antioch and handed out flyers.

searchers were also in the oakley neighborhood where her car was found with the keys in the ignition. those who knew her well say her car is her baby and she would have never left it like that. police say cameras picked up her car on trenton street at around 9:30 that night. if you may have any information or notice something in that area, you're asked to contact oakley police. san francisco police will hold a virtual town hall this afternoon following a recent deadly police shooting. this happened january 20th enter the international terminal when a tsa employee spotted a suspect by the b.a.r.t. station. responding officers found the man inside the airport and say they fired after he pointed two guns that turned out to be replicas. the state attorney general's office is now investigating. and for the first time in more than 20 years some underground restrooms at b.a.r.t. stations will reopen this week. beginning wednesday, riders will be able to use the facility at

the powell station. three weeks after that, the one at 19th street station in oakland will also reopen. b.a.r.t. shut down ten underground stations and restrooms following the september 11th terror attacks and the transit system will eventually open four more this year following planned upgrades. let's get it out of the way really fast. 9ers fans, there's always next season. >> we like to think that way. losing, no fun here. but the 9ers came so close to returning to the super bowl. late in the fourth quarter of yesterday's nfc championship game, the rams had just taken a 20-17 lead when the 9ers got the ball back for one last drive. jimmy g facing a lot of pressure there, made an ill-advised throw and the interception there. rams with the win. afterward 9er fans who made the trip to l.a. tried to look at the big picture. >> we had a great season. congratulations to the rams. you guys deserved it. >> incredibly disappointed. we should have won.

good luck to the rams in the super bowl. >> very disappointed, but props to the 49ers. they started off the season very slow, nobody expected them to get this far. they beat dallas, they beat green bay. >> so now the 9ers have some big questions to answer, starting with whether or not to bring back jimmy g. first round pick is sitting on the bench and everyone says it is still too early to talk about that. >> oh, the afc championship game, another thriller. this one went into overtime. that's where the cincinnati bengals clinched their first trip to the super bowl since 1988. that is a long time ago. they beat the chiefs 27-24. don't forget, it's the rams and the bengals in super bowl lvi airing r february 13th. kickoff right around 3:30 in the afternoon, but we'll have a full day of super bowl coverage. so here we are, the day

and looking at our low visibility in parts of the south bay, it is foggy around san jose and heading just to south san jose, south county, watch out for the unusual fog we're seeing. but we are seeing usual fog in parts of the north bay, novato, down to zero right now. once we go into this afternoon, our winds will start to pick up and we'll approach our wind advisory that starts at midnight. over the next few days we are looking at some high winds, especially in the north bay. i'm going to continue to keep an eye on that and we'll talk more about it coming up in a few minutes. mike, you've been keeping an eye on the east bay. what's the update on the crash in concord? >> we still have the crash and i want to look at an issue for folks up in the north bay as well. let's look at the map. we're talking about the six bridges project through vallejo and the closure of the over-crossing today that joins the georgia street over-crossing. no real problems except for the fog for the north bay, though.

they have a veto. >> reporter: yeah, they're one of the original members, just like us. so we have a veto, russia has a veto, so we can safely say the security council is not going to vote to take any action as it meets today. but russians can't stop members from the security council from talking about the crisis and proposing solutions, or even proposing action. today's meeting will also allow america and our allies to explain why russia's actions are dangerous. as we watch the meeting, we're waiting on any official response to a u.s. letter sent to a kremlin with some proposals that might mollify the russians to some degree. here's the u.s. ambassador to the united nations speaking on abc's "sunday morning". >> they have continued to escalate, despite our efforts to try to find a diplomatic route for them and to encourage them to de-escalate, and part of the

reason we're calling for this meeting on monday is one more opportunity to find a diplomatic way out for the russians. >> reporter: now, the u.s. does outright refuse one russian demand, that nato prohibit ukraine from applying for nato membership. that's off the table for america and the nato allies. over the weekend, some on social media passed around a tweet from an official republican party account that's extremely misleading. it shows president biden saying answering questions is inappropriate. the republican party intentionally takes something biden said entirely out of context. on thursday, biden and supreme court justice stephen breyer held a short ceremony to mark breyer's time on the bench. the two talked about the rule of law and the constitution, and the president said he would not be taking questions at that particular moment, but that he would take questions at the next press event about an hour later. >> thank you all so very, very

much for being here. and i'm not going to take any questions because i think it's inappropriate to take questions with the justice here. he's still sitting on the bench. but you'll have plenty of opportunities to get me later today and for the rest of the week. >> reporter: you want something on social media checked out? we'll fact check it for you. just talk to me on twitter. you'll find me on twitter @scott mcgrew. >> thank you. just about all of us depend on phones and apps to make it through the day, but could relying on technology to make decisions become harmful in the future? that is a question some people are talking about and that is the new theme of the book called "the loop". this is written by nbc news technology correspondent jake ward. i was able to have a conversation with him and find out more about how this impact could be having on so many of us. >> well, this is very much the theme of the book. i was trying to basically put

together an explanation for what you're describing right there, that sort of invisible, unconscious but unmistakable feeling that we are not as in control of our choices as we used to be because we walk around with smartphones in our pockets and spend so much time following the advice they give us. basically what i tried to do was marry the last roughly 50 years of behavioral science, which shows that we make most of our decisions using an ancient instinctive set of circuitries and trying to marry that to what i was figuring out at the time about the rise of ai in business and all of the companies basically figuring out our unconscious patterns as best they could and deploying these pattern recognition systems to find them. it turns out that the combination of what you and i are likely to make decisions about instinctively and those business models go together really perfectly. >> i have to admit, i'm one of the people who i will rely on technology, whether it's waze,

but i'm also from a generation where i use my gut. they tell us to use your gut to make those decisions. so you have some people who kind of know how to do both, but then you have this newer generation, this is all they know. >> that's absolutely right. and the difficulty of resisting the rise of these pattern recognition systems and the ways they influence our decisions is exactly what you are saying. using our gut, our instincts, to make these kinds of decisions, going with our intuition, is a tried and true way. it is how our species has survived all of these years. but it also turns out that we can be played based on our gut instincts, and this leads in the most cynical and predatory cases to things like online gambling, but in the short-term, when you do scroll through social media for hours longer than you meant to, all of that is playing on your gut. >> this is a fascinating conversation and i'm sure a lot of people want to continue that. you can do that by reading the book "the loop" by jake ward.

$3 million. so check under your bed or in your shoeboxes or wherever you keep your topps cards. >> that is a lot of money. it is a little foggy out there. we can see it, for kari and mike, we know you're tracking it on your maps. >> yeah, and we're starting out with fog in some spots, like the south bay. take a look at our downtown san jose camera. this is what you're dealing with as you're heading out for work this morning. when you step out there, you're like, okay, not only do i need to leave early, but i also need a heavy jacket. it's chilly as our temperatures are in the low 40s and we'll see sun starting to peek out by late morning. our temperatures are only headed for the low 60s for today. later on tonight, the wind will be picking up and we can see that there will be a wind advisory pretty much everywhere across the bay area, except for santa clarita county, because we do have the mountains that block

some of the winds. we're looking at especially the north bay for the potential of some of the higher winds that will pick up and this will be a prolonged wind event, longer than we saw for the end of january when we did see some of those winlds picking up a couple weeks ago. for the north bay with the northerly wind that really dries out the air. when we have dry and gusty winds, we do have an increased fire danger and those winds will continue to pick up for tomorrow into wednesday, and then gradually start to calm down on thursday. even though we're focused on the north bay, this is going to be for pretty much all of our bay area hills and mountains, and a little bit calmer in some of the valleys. with the humidity levels dropping, here we are at the end of january talking about a fire danger because the relative humidity numbers will be dropping into the 20s, maybe even the teens over the next couple days. so that's a very dry wind. even though the vegetation is still green, we could see it very quickly turning brown here with the lack of rain that we've

had recently. and that area of low pressure to the east of us is why we'll see the winds increasing. high pressure that hasn't been moving is going to be creating that pressure gradient across the region and that makes the air rush very quickly. and it still keeps us dry over the next few days as our temperatures warm up. we're going from the upper 50s to the mid-60s. this weekend is looking nice, but we'll have to watch out for another high wind event. we're really excited about not only the olympics, but the super bowl, and we're going to check in with al roker, who is in l.a. to show us something unusual going on there. >> hey, kari, how are you? well, i guess everybody around there, you're not too good, are you? look at it this way, it's a california team in the super bowl. once in a lifetime event. february 3rd we've got the olympics starting, and then february 13th the big game. that's right, the super bowl

several people shining flashlights into parked cars. now, when he went outside, that's when he caught a man next to his car in the driveway. he actually chased that suspect to a dark suv. that's when a bullet was fired at the ground in front of him. some neighbors say they're really worried about the rise in crime there. >> pretty surprising. if break-ins, car break-ins could happen, what's next? it could be breaking in-houses and stuff. that's scary. >> now, this is a look at the suv thieves were seen in. police say that there could be as many as six people involved. and new developments in southern california where street vendors are under arrest after a video seemed to catch them trying to stop a small taco stand from setting up nearby. >> this has millions of views. you see the vendor approach workers at the taco stand and then they pour water onto their
