this morning. we should alert you with a bit of a spoiler. curling fans, janell, they are not wasting any time getting started. >> action already under way. good evening, marcus and laura. we're 16 hours ahead of you in the bay area so it's just after 9:00 p.m. thursday night here in beijing. we are in the olympic plaza, in the heart of the beijing cluster. behind me as you can see is this beautiful landmark called the beijing olympic tower, the second tallest tower in the capital city. beijing hosted the summer games in 2008 and now the winter games in 2022 so the venues are being reused like the iconic bird's nest for the winter games. it will also be the site of the opening and closing ceremonies. the water cube where swimming and diving took place in 2008 and where michael phelps broke records is now the site of curling. the stadium that hosted volleyball during the summer

games is now the site of figure skating, and the stadium that hosted gymnastics in 2008 is now the site of hockey, and speaking ofites hockey, competition already under way. the women's team usa team getting the -- the puck just dropped a few minutes ago. they are in the first match. the puck just dropped about 5:00 ago. they are facing finland and competition is under way led by palo alto's own hillary knight, team usa. this is her fourth olympics. she's 32 years old. she won silver in vancouver and silver in sochi and gold in pyeongchang, and we want to show you an instagram post that's so cute. she said go team usa. she's been posting on instagram quite a bit so it's nice to see all the athletes, are you know, giving updates as they are here, and other competition that's also under way, that got under

way yesterday was curling, and in the last 90 minutes -- sorry, i can't real talk because it's so cold out here, my lips are starting to freeze. team usa lost to norway in mixed doubles and it wasn't good earlier either because they lost to italy. both teams made mistakes, but in the end italy won 8-4. team usa 1-2 in the preliminary round after beating australia yesterday. they will take on sweden tomorrow. the athletes are here and adjusting. they are competing, and we are in a covid bubble. people have to get tested daily here. also they have can a quarantine at an isolation hotel at an undisclosed location so we get tested every day as well. i'm still adjusting. i have jet lag and my photographer is having no problem. he's sleeping through the night. i'm on four hours of sleep but i'm adrenaline right now, marcus and lauren, so i'm ready to groove. >> we know the short hours is, and robbie is a new dad so any

sleep he can get it the welcome. >> when i can't sleep i just eat. you being in the own bubble for the winter olympics, you're automobile to figure out some things to eat. have you seen any interesting food that you've had or want to talk about? >> well, our hotel has a free breakfast buffet with lots of chinese cuisine. pousson is my favorite so i have that every morning and at the broadcast center where thousands of journalists are converging and hang out every single day where nbc broadcasts out of all these sports that are going on, they have like a commissary, and we have a buffet there, all you can eat if we have time to eat, and there's actually a robotic cafeteria for anybody to go. we'll show you that probably in the next coming days, and we'll shoot the video. no people serving food. it's all robots >> you said my favorite thing, all you can eat.

>> exactly. >> that's why we didn't send him, janell. why we didn't send him. we look forward to seeing all your reports. you'll be joining us in the morning on "today in the bay." thanks so much. now can you go get warm. >> 5:04 right now. continuing coverage of the day's news. hundreds of santa clara county workers now face uncertain futures for not falling the county's new booster man day. the deadline passed on february 1st and according to "the mercury news" 171 health care workers, 22 correctional deputies and 16 probation staff members are not boosted, and this is the only order in the state that doesn't allow workers with exemptions to stay in their current job. each department can decide disciplinary actions, whether it's reassignment, temporary leave or termination. >> well, new this morning, calls for police reform getting louder as last year more officers were charged in on-duty shootings

than ever before. now in 2021 we saw 21 cases here. this is of officers across the nation that were charged with murder or manslaughter, and in 2020 there were fewer than -- there were just five fewer there i can say. according to the data collected by bowling green oourng the number has grown each year in recent years. vallejo police department, they are among the eight sis reassessing its use of force policy and it's asking for the public's help. this is part of a larger plan to improve police and really rebuild police and public trust. >> things are already changing at the vallejo police department. last year was the first time in 20 years that the department saw no officer-involved shooting, and they want to continue that momentum forward. now in 2019, the department underwent an independent assessment that resulted in 45 recommendations for change. in 20209 city entered into a three-year agreement with the california department of justice

to improve training, policy, accountability, among other things, and in the same year they also worked with the solano county district attorney's office on a fatal incident protocol for use in officer-involved shootings. in 2021 the department saw a 40% decrease in police use of force cases and zero officer-involved shootings, as i mentioned. >> now the department is asking the public to weigh in on a slate of proposed reforms. already the department ban chokeholds and requires their officer's document every single time they pull their weapon on someone, fine they don't fire. now one of the reasons for the reform is the 2020 police shooting of 22-year-old sean monterosa. they found the person who killed him violated policy by not trying to de-escalate it by shooting his service revolver

through the windshield. >> you'll see an enhanced focus on the sanctity of life prior to using force while building trust and legitimacy with our community. you'll also see, you know, harm reduction, de-escalation, accountability, and that -- that is a matter of reducing injuries to officers and citizens alike. >> vallejo pd is accepting public feedback on its reforms on the vallejo.com website through march 14th and then on february 23rd vallejo will hold a town hall meeting for people to weigh in virtually, of course, if they can. i'll put all this information on my facebook, twitter and instagram pages so you can find that location where can you have your voice heard. kris sanchez, "today in the bay." >> hopefully things will change for the better with everyone. thanks, kris. much more on vallejo's use of force policy.

bay area and a look ahead to the weekend come up. >> yeah, the green dominates the map over my shoulder right here. that's great news. almost everywhere. we'll show you 580 in dublin where the traffic flows smoothly. you can see the volume coming out of the altamont pass. there's some changes for the early longer drives. we'll take a look at that coming up. >> well, good morning, and a very happy thursday to you as well. this time around in the work-from-home cycle i don't have a tv monitor like mike over my shoulder like i do in the studio, an this is the first day i've missed it because we really need something back there that speaks to the upcoming disaster that's going take place for facebook or meta today. you know, like that dog drinking coffee in the fire, you know that meme. i tell the artist to pick that dog and put a facebook logo on the screen as well because few people recognize the meta logo. this would be a good graphic.

ask for the screen with the person holding their hands up like this. so the point here is facebook's stock has plunged in pre-market trading after the company said it actually lost users. based on that facebook stock will plunge so far so fast that the company's overall value, what we call market cap, will fall by so much it will be the biggest loss of value for a single company on the stock market since they invented the stock market. facebook is that big and investors are that disappointed. pre-market facebook has been down as much as 22%. now, meta facebook also said it spent a lot of profits about building up the metaverse. it's hard to say if this will pay off for the parent company. it's a big gamble and a lot of people and some at meta really don't understand what the metaverse actually, is but meta's got to do something. it's losing users for the first

time in 18 years on facebook, and a lot of people are spending their time on other things like tiktok, so it's better to try something else as a company than to do nothing at all. i wish hi better news on the economy but it's looking rough. we get the big jobs report tomorrow, but leading up to that we got some early peaks at data to give us an idea of what the report is going to look lyrics and it looks horrible, like negative numbers bad, according to adp payroll data. we'll find out for sure tomorrow morning at 5:30. spotify says it actually gained paid users over the past quarter. many of the new customers coming before the latest controversy that caused some musicians to leave the platform. the musicians crosby, stills and nash are the late toast cut their ties with spotify and the traffic safety commission tells reporters they are aware of spikes on complaints about tesla suddenly coming to an abrupt

stop, what drivers call the phantom braking. they are seeing danger ahead of it when there isn't any. earlier today tesla announced the recall because in some instances the cars didn't stop. didn't brake to a stop at stop signs when they were driving in self-driving mode. >> let me point out, marcus and laura, tesla designed the cars not to stop at the stop sign. the software was set to do a california stop when set in an aggressive mode. that wasn't a flaw. that's the way they designed the car. >> that was their intention. >> interesting. >> thanks so much, scott. 5:18 for you this morning. the fcc has issued a new proposal that could make it harder for robo callers to leave the ringless voice mails on your inbox. the annoying messages that show up in your inbox without your

before valentine's day. kickoff right about 3:30 and we'll have an entire day of super bowl coverage so it should be a lot of fun. eat get your chips and guacamole going. >> here's a look at our forecast for today. see how things are looking. are the winds going to die down? we've had so many this week? >> yeah. it's going to be much calmer today and nice to get out there it. almost feels like the wind can knock you over the past couple of days so we're going to start out chilly this morning and when the wind calls down we start to see the temperatures dipping and we're just 1 degree above freezing right now in morgan hill, and we're seeing those 30s for the tri-vale as well as parts of the north bay and so with this cold start we're going to see at least a clear sky but also a nice warmup heading into late morning as you're heading out for the commute, you may want to let the car warm up and then head out for work this morning. heater on full blast with our temperatures in the mid-30s and then as we go into late morning

lunchtime, 57 degrees. i would still say that's an indoor lunch day but our temperatures will reach into the low 60s for this afternoon 64 in east san jose and some low 60s for much of the east bay. we'll see a high of 16 in oakland and 62 in danville today and near the coastline, upper 50s. you're noticing that most of our temperatures are pretty uniform from the coast to the inland areas. really not a big range in temperatures here, and this is the kind of weather that we've seen recently so if you go to the coast it's the same temperature that you're feeling for say the delta. a large area of high pressure and all of the clouds are still well to the north of us, but notice the clouds starting to dip in to northern california this morning, so we will have a mix of sun and clouds today, but, unfortunately, still no rain. if we're going have clouds wing my as we will have rain and that's not in the card for us today, and so we're still looking at more of the same conditions going into the weekend as well as next week as the very dry air stays in place,

and we notice that our temperatures will be warming up, too. looking at the next ten days, it does show light amounts of rain hitting pacific northwest and not even a drop here and each day we don't get rain or snow, the sierra snowpack has been climbing by about a percentage or two and now we're at 90% of our statewide average and what we should see for this time in february, and those numbers will continue to go down and rainfall deficits still going up. as we look at our temperatures head for the upper 60s and low 70s. next week we'll see our temperatures in the low 70s so that's going to feel more like spring as this warm and dry weather will continue. mike, you're seeing mostly a green drive out there on the commute. >> green on yours means rain and green on mine means that's good but not for rain. green means go, and you're going pretty well everywhere except 84, a little slowing out of

welcome back. it's 5:25. the south bay viewer wanted to cruise off into the sunset with his wife, but wound up in a year-long battle with the cruise line and a travel agent. >> yeah, consumer investigator chris kimura said they helped him navigate. >> jasoned by a travel agent $1,644 to book a cruise on the carnival cruise lines for him and his wife. they were supposed to go in the spring of 2020 but that's when we met our foe covid-19. that cruise didn't happen. jozef says he asked for a refund for more than a year with just no luck. then he called us for help. we reached out to the travel agent cruising agents and carnival. carnival said we reached out to the travel advisers who are coordinating this cruise and they contacted joseph directly. after learning he wanted a refund they issued a check back

dublin. nap ark and santa rosa, still a breeze. temperatures in the 40s and a martinez starting out chilly with a clear sky. no issues with fog and we'll see a mix of sun and clouds today as our temperatures gradually warm up. we're headed for the low 60s. we'll talk more about this, and if you haven't yet made weekend plans we'll take a look at some of the destinations you may be headed to in the forecast in a few minutes. >> we do have breaking news for you this morning. the white house is now confirming president biden plans to speak in about an hour about what the pentagon is calling a large-scale counterterrorism raid. this all happened at a multi-level home near the turkish border in northwest syria. video showing the heavily damaged home as you can see right here. now the white house says a key isis leader was taken out, and according to the "new york times" he died in that raid. another journalist on the ground says 12 others died, including six children and four women. all americans involved in this mission returned safely. >> more breaking news this

closer to home in san francisco. two people injured after more than 20 are displaced an an early morning fire in the heart of the mission district this. video is from citizens app. it damaged a four-story building at mission and 16th street. the ground floor fire started a little after midnight and took firefighters more than an hour to control. two people were injured and suffered smoke inhalation, and we've now learned that 13 units are damaged. no word on what caused that fire but it mau have started with burning debris outside the building. >> also this morning, a bay ash darrah man is in a medically induced coma ever being beaten during sunday's rams/49ers game. >> nbc bay area's bob redell

joins us now with more. what do we know about this. >> reporter: new information will be released today but we don't what that is. investigators are looking at surveillance camera footage to see if there's any images of the suspect or suspects in this attack. 40-year-old daniel luna, the owner of the peruvian restaurant on poedment. he's been in a medically induced coma since monday. medical personnel found him badly beating in the sofi stadium during the first quarter of the nfc game. luna, who was wearing a 49ers jersey had injuries to his face and usher body. police say they don't think robbery was a motive but they have no reason to think he was attacked either bows of his 49ers keep. >> we're working with sofi

stadium to look for surveillance footage that will hopefully help capture this person and lead us to the person or persons responsible. >> reporter: the restaurant where luna works has a seib that says sorry, we'll be back soon. he's in critical condition and there's similar charges on brian snow. he was beaten in the locking last back in 2020. reporting live, bob redell, "today in the bay." >> bob, thank you. developing this morning. new turmoil in san francisco between the police and the district attorney's office. now chief bill scott has terminated the memorandum of understanding of where the police department and the d.a.'s office would work together on criminal investigations.

this is the latest fallout from the -- from a trial involving a police officer accused of using excessive force during a domestic call back in 2019. chief scott accuses of d.a.'s office of of withholding evidence. >> this is not something that we can wait on. >> one of your officers is being charged for beating a black man, breaking his bones, and you want to put out propaganda. >> i really think take offense to your accusations that you just accused me of. >> now the d.a.'s office released a statement about the termination of the agreement saying in part it is disappointing but no coincidence that sfpd chose to withdraw from this agreement during the first-ever trial against an on-duty san francisco police officer for an unlawful beating. a live look at sfo this thursday morning where some airlines say it's time for international travel to take off

again. they are asking the white house to drop covid testing procedures to enter. crisco could get a boost. sfo has really been the backdrop for me for months as we've walked you through the roller coaster ride of the mandates and the testing requirements and some of the travel restrictions, but airlines as you mentioned approaching the white house as a way to increase that international travel. now, some of those airlines are banding together asking the biden administration to drop testing requirements to enter the united states, so as it currently stands, you have to show a negative covid test 24 hours before your flight. now this was reduced from 72 hours before your flight. these airlines are pointing to the falling covid cases across the country as just one of the reasons to remove the mandate.

cnbc obtained a letter from an airline lobbiest to the white house and it read in part removing the requirement will greatly support the recovery of travel and aviation in the united states and globally without increasing the spread of covid-19 rapid its variant. what will do local infectious it is experts think about dropping that mandate. we have a chance to spoke were the doctor saying much of our is moving to the endemek face of covid. >> it moans that you manage it like the include. that's what we're owe telly and i think the airlines are saying let's start with the yourself a, so i think it's really fair. >> it's important to note that the united kingdom is actually dropping the test requirement to

irrelevant and out of date. generally nato has been unified, though our nato allies in germany have been a bit more cautious. part of the problem is they get a lot of natural goose heat their homes from russia, and germany is reluctant to send troops towards russia for very good historical reasons. i spoke with a german tv reporter about his country's attitude towards the crisis. >> i think there is still this kind of fear that comes from the cold war that we should not have any conflict with russia. russia may be some 1,000 kilometers away and that's not so far nowadays and i think there's no fear in germany that we'll be attacked, but neighboring countries, they are afraid of that, and, yeah, so i think for them as we told in the beginning, it's a big deal that

the u.s. sent some troops to europe, of course, only for maybe a short period of time, but they are now there, just to show we are ready to defend our nato allies. the point will be what is going to happen to ukraine in the end? ukraine is neither in the member of the european union for of nato and there will be i think even the u.s. will not risk a war with russia about ukraine in the end, so vladimir putin i think many people in germany think that he doesn't need to attack ukraine because he still has his hands on ukraine. >> now back here at home. one of the military's former top experts on russia and ukraine retired colonel alexander vindman is suing donald trump and rudy giuliani. you may recall colonel vindman testified at a house impeachment hearing in 2018 and was harassed by members of the far right and his brother was fired from a job

days. things will continue as high pressure blocks a storm track from coming into the bay area but it's dryer than normal. unfortunately, it looks like that will be the case. the drought monitor doesn'tor didn't change from last week. bedidn't see any improvementsp as we're expected to it on through one of our wetter months with some dry weather. temperatures headed to the low 60s. normal for this time of year. not seeing a big range in temperatures from the coast. 60s in concord and low 60s for parts of the peninsula, and spots like palo alto reaching 36 degrees. some upper 50s for san francisco, and some low 60s for much of the north bay as our highs start to get a little bit milder. you're probably already seeing that at the bottom of the screen. we're expecting a warmup and

we're still looking at some clouds starting to move in but still no rain. i'm like, okay, if there's going to be some clouds, at least they can bring some rain. that's not going to be the case. the rain is so dry that we've seen a lot of these north of the pacific northwest and that's the trend as we keep a lot of sunshine. the groundhog said more winter but this looks more like spring to me. by next week we're looking at low temperatures reaching into the low 70s. >> take a look at the map, live look first. the metering lights were turned on just as i was making that last report. we don't have a lot of backup, but they may slow the lights down on the span. as we look at the map, i'm going to tell you westbound 80 around treasure island reports of a disabled vehicle blocking the left lane. no slowing shows up on the sensors. the arrows show where there's a
