how it's letting residents take part. >> we do have a calmer wind for the bay area today as our stretch of record dry weather continues. a look back at how much rain was measured in january and how much -- how february is shaping up for us in the microclimate forecast. this is "today in the bay." >> a good morning to you on this thursday. thanks so much for making us a part of your morning. i'm marcus washington. >> and i'm laura garcia. if you're on the go we broadcast not only to your television but you can watch us live on roku, amazon fire, apple tv and, of course, we stream live online so let's get it started. let those games begin. the 2022 winter olympics are under way, but getting there was a challenge. >> oh, yeah. our janelle wang made it and joins us live this morning. okay. janell. getting to beijing really was not an easy task. >> no, it wasn't, marcus and

laura, we to test multiple times leading up to our departure to beijing and once we got on that plane and landed at the airport we had to test twice, a deep nasal swab and a throat swab and had to quarantine in the hotel until the test results came back. we also have to test every single day here, a throat swab and we're not allowed to leave our hotel room and athletes have to get tested every day and, unfortunately, a few team usa athletes have tested positive since they arrived here in beijing and one of them includes bobsledder, four-timelismiac elana meyers taylor, isolated in the room by herself and cannot leave until she's received two negative tests. the good news is she's amountic and she has wi-fi so she's able to facetime with her 23-month-old son who is special needs. she's actually set up training in her room and has ten meters

and she's doing sprints back and forth and they will bring an exercise bike in the room so she can continue training. as for her husband, nick taylor, an alternate for the bobsledding team, he's also tested positive, and he's also isolated and he's work out and posted something on instagram trying to keep up a positive attitude. it shows you, marcus and laura, how difficult these specific games, are not just to make team usa and dealing with all these challenges. i spoke with mike tirico, olympic primetime host about all of these covid challenges. >> i think one of the stories of these games will be the athletes who sacrificed so much just to get to the point to train for the olympics, and now that they get this close and knowing the covid concerns and the significant testing that was ahead, they sacrificed even more not seeing family, relatives for a long period of time just so they could be covid free and healthy for this opportunity which comes for some of them only once in a lifetime.

>> yes. once in a lifetime. i have spoken to athletes who say they didn't see any of their family and friends in the months leading up to the olympics. they basically hung out and trained by hem selves so they would not get covid-19. 220 athletes representing team usa. california has the most athletes with 30, and we have over a dozen athletes representing the bay area and tahoe area, so we're following all of them and the big journey and hoping their dreams will come true going for cold. marcus, laura? >> i love it. >> i think also kari, mike, you're all here. not yet. okay. you are all here this morning. so we miss you guys. we're thinking you from beijing. it's much colder. kari will have your forecast. you heard you have some winds and we're dealing with that. >> i hear it's nothing like the overnight temperatures that you're dealing with there. >> throughout the olympics

janell will join us so it will be quite fun. >> we're in the first few days of competition and so far no medals have been won, but that is sure to change hopefully with the usa coming out on top. breaking news this morning. the white house is now confirming president biden plans to speak in about half an hour about what the pentagon is calling a large-scale counterterrorism raid. it all happened at a multi-level home near the turkish border near northwest syria. video shows the heavily damaged home. a key isis leader was taken out, and in the last few minutes he revealed that he took his own life, or they revealed that he had taken his own live and the lives of others by detonating an explosive device. a journalist on the ground says 12 others died including six children and four women. all americans involved in the mission returned safely. 6:04, and new this morning calls for police reform are getting louder, and last year

more officers were charged in on-duty shootings than ever before. take a look at this. back in 2021 we saw 21 of those officers across the nation. they were charged with murder or manslaughter, and then in 2020 we saw five fewer. there were 16. now the numbers have grown each year in recent years. vallejo's police department, they are among the agencies reassessing their use of force policy and asking for the public's help. "today in the bay's" kris sanchez live with more on that. kris, this in part is really part of a larger plan to improve policing and build public trust. >> reporter: right, and they have been working at this for a while, the vallejo police department, and in fact last year was the first year in 20 years that the vallejo police department had zero officer-involved shootings, so they have been working thon reform now. they want the public to start weighing in. now in 2019 the department underwent an independent assessment that resulted in 45 recommendations for change and

in 2020 the city entered into a three-year agreement with the california department of justice to improve training, accountability among other things and in the same year vallejo pd worked with the solano county district attorney's office on a fatal incident protocol for an officer-involved shooting. in 2021 the department saw a 41% decrease in the use of force and zero officer-involved shootings as i mentioned. now the department is asking the public to start weighing in on a slate of proposed reforms. already the department banned chokeholds and require that every single time they pull their weapon on someone even if they don't fire. one of the reasons is the 2020 police shooting where an independent investigation found that the officer violated department policy by not trying to de-escalate the situation before shooting his service rifle through the window of his

patrol car. he was in a walgreens parking lot with a hammer in his pocket that the officer mistook for a gun. the proposed reforms cope the community and officers safer. >> you'll see an enhanced focus on the sanctity of life prior to using force while building trust and legitimacy with our community. you'll also see, you know, harm reduction, de-escalation, accountability, and that -- that is a matter of reducing injuries to officers and citizens alike. >> now vallejo pd wants the public to weigh in on these proposed reforms. they are accepting feedback through myvallejo.com, their website through march 14th. on february 23rd, later this month, vallejo pd will host a town hall meeting. i'll put all of this information up on my social pages, facebook, instagram and twitter so can you weigh in if you want your voice heard. >> chris sanchez, today in the bay.

>> and we'll have much more on the vallejo use of force so watch the full interview on our nbc bay area streaming app. download is for apple tv, amazon fire and roku and look for that story under the must see play list. >> it's 6:07 on your nurse morning and now to our climate in crisis. a live look at the san jose skyline. the city just had its driest january on record. the national weather service says san jose had an immirabelli small amount of rain and the rest of 2022 is expected to be dry. you know, meteorologist kari hall joins us now. we were so hopeful with the big juicy storms that we had. i guess they were in december, right. they dumped all the snow in the sierra, but nothing like that in the outlook. >> no, and it's just basically dried up in a typical la nina year where you see the storm track going to the north and then we talk about how this ranks with how dry it was in january. we saw once again the driest

ever on record for san jose, but then take a look at some of our other cities across the bay area. it was the tenth driest for san francisco. redwood city, third driest and oakland the ninth driest and santa rosa the fifth driest ever recorded and when we take a look at the grand scheme of things we're still at a surplus because of the big amount of rain that we had in november and december, and at least in san jose that's what we're starting to see a deficit starting to develop. so we'll take a look at what's ahead in our forecast and i'll let you know if this pattern is going to change. that's coming up in a few minutes. mike, you've been watching the roads. how is it looking right now? >> well, the san mateo bridge, that's where it's hitting across the span because of a crash that happened just over the high rise. our high rise shows you the tail lights moving west. we don't see the flashing lights from the chp. don't see things jamming up here and the map will show you that where the arrow point towards the crash over on the foster

take that dog and put a facebook logo on the screen as well because few people recognize the meta hoego. facebook is better this. would be a good graphic about the disaster. the point is facebook stock has plunged in pre-market trading after the company says they actually lost users. based on that facebook stock will plunge so far so fast that the company's overall value, what we call market cap will fall by so much it will be the biggest loss of value for a single company on the stock market since they invented the stock market. facebook is that big and investors are that disappointed. pre-market facebook has been down as much as 23%. meta facebook also spent a lot of its profits buildinging up the metaverse, it said. hard to say if this is going to pay off for the parent company. it's a big gamble and some including summit meta don't

understand what the mesaverse is. meta has to do something because it's losing users for the first time in 18 years to apps like tiktok so it needs to do something. it's better to do something than it is to do nothing. >> now i wish i can have better news on the economy but that looks rough as well. the big jobs report is out tomorrow but data indicates that the jobs numbers will be horrible, like negative numbers, bad according to adp payroll data. we'll find out if it's bad tomorrow morning at 5:30 and then the national highway traffic safety commission tells reporters that they are aware of a problem with phantom braking. the tesla is apparently seeing danger ahead of it when there actually isn't any. as you know, earlier this week tesla announced a recall because in some instances the car didn't

brake to a stop at stop signs. they were in a self-driving mode and driving through them, what they call the california stop or rolling stop and as we were discussing earlier, this was designed by tesla engineers to happen. when you set is in that mode it doesn't stop for stop signs, it rolls two them and the government said no. >> you can get a ticket for that. >> i don't ups how as a car ghaer would even occur to you. >> no california stops here, no way. >> 6:17 thisprosal that really it harder for those robo callers to leave you ringless voice mails in your voice box. those are the annoying messages that show up in your inbox without a phone ringing at all. the plan would require robo callers to get your permission before they could send you those messages. last year fcc started requiring

all phone providers to implement a verification service to help you identify those calls. >> well, turning for you this morning, an historic bridge in the netherlands is being dismantled for one of the richest men in the world. >> can you imagine. >> according to the bbc jeff bezos is having the part of the bridge dismantled to fit his superyacht. >> oh. >> that's because the yacht is too long and tall to fit through. >> oh, the troubles. >> so the middle section will be temporarily removed and badsios says he's going pay for everything and he'll probably get the parts shipped by amazon prime or big boxes. the bridge dates back to the 1800s, actually a national monument. dutch leaders say the plan will also bring in new jobs so i guess they are looking for the good of their accommodation, but -- >> can't he just go around the longer way? >> i'm sure you could have people do that. >> doesn't the yacht have to come back?

>> to have those problems. >> no kidding. >> and to have that power. >> that's power, that's money, that yacht, interesting. all right. >> you know what's great? the quarterback because it's free. and it's right here right now. >> we were just talking to janell just a few minutes ago. she was out there just freezing. let me show you some of the temperatures out there, yeah. 18 degrees. those are the lows of what we're seeing. they are 16 hours ahead of us, so it's definitely very cold and then going into tomorrow which is not too far away from them, it's going to reach into the low 40s. we'll see highs in the 40s and morning temperatures in the teens and 20s. we are saying it's cold here but it's not that cold, okay, so we're waking up and heading out in san jose to 38 degrees, and with our chilly temperatures we also have a clear sky and now that the wind is coming down

we'll see a few clouds just in the mix today as our temperatures warm up. i almost goss got the drought update and as we take a look across the region, there's a lot of areas with exceptional drought and we're still in a severe -- and we're looking at the dry weather persistent instances and it looks like the drought will continue. lowble 60s and also seeing low 60s along the east bay for the pens ma. in our north bay temperatures reach into the low 60s for this afternoon and at the bottom of the screen there's a seven-day forecast. there will be a warmup.

. going around the high pressure that's keeping the rain to the north of us. that won't be in the cards fours today or the next few days as we continue to see some extremely dry conditions continuing here as our temperatures warm up. the storm track still dodging us and moving over towards the pacific northwest, but even then there's not a lot of rain for those areas as well. so a lot of sunshine in the forecast and our temperatures heading up. this is going to feel more like spring, especially this weekend and into the middle of next week. talking about our valley temperatures in the low 70s, and, mike, you're just seeing a few spots with the delay. >> yeah, kari. only one of those spots is unexpected, but let's show you the bay bridge toll plaza because the metering lights were turned on about 5:45 this morning, and we have had a considerable backup in the last 15 minutes.

a south bay viewer wanted to cruise off into the sun seth with his wife but wound up in a year long battle with the cruise line and travel agent. >> chris chmura is helping to navigate. >> covid-19 in 2020 stopped joseph's cruise from happening. jozef asked for a refund for more than a year with just no long and they we called us for help.

displaced after an early morning fire in the heart of the mission district. this is video from citizen's app. the fire damaged a four-story building at mission and 16th street. firefighters say the building includes a business on the ground floor. it started a little after midnight. it took firefighters more than an hour to control. two people suffered smoke inhalation. 13 units are now damaged, and right now there's no confirmation on what caused the fire, but there are reports it may have started with burning debris outside that building. >> also developing this morning, a bay-area man now in a medically induced coma after being beaten outside of sofi stadium after the 49ers rams game. >> bob redell is live for us this morning. bob, talk to us about what police are saying about this. >> we know law enforcement in southern california said they would be releasing some new information today, marcus and laura, but we don't know what that information is. we do know that the investigators are looking at

surveillance camera footage to see if there's any images of the suspect or suspects involved in this attack of 40-year-old daniel luna who is the owner of a peruvian restaurant on piedmont avenue. he's been in a medically induced coma since sunday. he was found badly beaten in the stadium parking lot at sofi during the first quarter of the nfc championship game. he had injuries to his face, head and upper body and was taken to harbor ucla medical center. police say they don't believe robbery is a motive since luna still had his wallet and phone on him, but they also have no reason that luna was attacked because of his 49ers gear. >> we're working with sofi stadium security and securing surveillance footage which will hopefully have captured this incident and lead us to the person or persons responsible.

>> luna's restaurant website has a message that reads, sorry, we're temporarily closed. we'll be back soon. police say luna is in stable but critical condition in a medically induced comb ark. there are similarities to the similarities on bryan stow, stowe, a bay ash area giants fan who was viciously beaten in the dodgers stadium park lot back in 2011. stowe sustained a brain injury. stowe's attackers were caught and convicted. reporting live, bob redell "today in the bay." >> let's hope he recovers, bob. thank you. 6:34 and developing this morning there's a new turmoil going on in san francisco between the police and district attorney's office. chief scott has suspended the member, o-of-understanding where the d.a.'s office and police department work together on criminal investigations. this is the latest fallout from a trial involving a police officer accused of using

excessive force during a domestic call back in 2019. chief scott accuses the d.a.'s office headed by jason b 0 din of withholding evidence. >> this is not something that we can wait on. >> one of your overs is being charged for beating a black man, breaking his bone, and you want to put out propaganda. >> i really take offense to your accusations that you just accused me of. >> the d.a.'s office released a statement about the termination of the agreement saying in part it is disappointing but no cones sense sfpd chose to withdraw from this agreement during the first-ever trial against an on-duty san francisco police officer for an unlawful beating. >> a live look at sfo this morning where some airlines say it is time for international travel to take off again. they are asking the white house to drop covid testing requirements to enter the united states. really the entire bay area economy will get a boost. >> reporter: good morning, laura. that is exactly right. it could be a big boost from san francisco and every other major city that receives international travelers. sfo has been a backdrop for us for months as we walked through the roller coaster of mandates and restrictions for traveling and international mask mandates but this month we're looking for the airline lobbyist, rather, have approach white house as you mentioned to drop that testing requirement for those coming into the united states. as it currently stands right now you need to have that test 24 hours before your flight. this was reduced from 72 hours. now, these airlines are following covid cases across the country as one reason to remove the mandates. cnbc obtained a letter from an airline lobbying to the white house. it reads in part removing the requirement will greatly support the recovery of travel and

aviation in the united states as well as globally without increasing the spread of covid-19 and its variants. so what do local infectious disease experts think about potentially dropping the mandate? well, we spoke with dr. monica gandhi from ucsf saying that much of europe is moving to the endemic phase of covid because of use of vaccinations and the high use. i-month from the omicron variant. >> it means you manage it like the flu so actually you don't distinguish between people who are vaccinated or not and you don't test people. that's what we're going to get to in this country and essentially the airlines are saying let's start with the airlines, and i think that's really fair. >> reporter: and it is important to note that the uk will be dropping the requirements, their testing requirements next week. so far we've not heard a response from the white house in regards to the request by the airline lobbyists.

it's also important to note if you do have plans to travel or if you're in the city riding the bus or b.a.r.t., you do need to wear a mask because the federal mask mandate is in place until at least mid-march. we're leave at sfo for "today in the bay. a crash and minor injuries of five vehicles involved. we're tracking the progress of that critical part of the contra costa drive. >> forces being shipped out to eastern europe. >> 3,000 of the american troops will go east to help nato allies. >> like poland and romania and more troops will move into germany to replace those moving farther east. all of this in response to the russians who have more than 100,000 troops on the border of ukraine. >> there's no question that russia and president putin has continued to take escalatory and not de-escalatory steps. it's not one moment. we're looking at events over the course of time. >> now even before this latest troop movement putin was objecting to nato forces that he

thought were operating too close to russia. i think he could really make the argument that he's working for himself. there are more nato forces in the area now, not fewer. putin might have been count considering on the recent squabbling that got worse during president trump's time in office. trump literally shoved a fellow nato leader at the meeting. trump often called nato irrelevant and out of date. now, generally nato has been unified in this situation. though our nato allies in germany have been a bit more cautious. part of the problem is they get a lot of their natural gas to heat their homes from russia and germany is generally reluctant to send troops towards russia for very good historical reasons. i spoke with a german tv reporter about his country's attitude towards the crisis. >> i think there is still this kind of fear that comes from the

second world war, from the cold war, that we should not have any conflict with russia. russia may be a,000 kilometers away but that's not so far nowadays and i think there's no fear here in germany that we will be attacked, but neighbors countries, they are afraid of that, yeah, so, i think for them, as we told in the beginning, it's -- it's a big deal that the u.s. sends some troops to europe. of course, only for maybe a short period of time but they are now there just to show that we are ready to defend our nato allies. the point will be what is going to happen to ukraine in the end? ukraine is neither a member of the european union nor of the nato and there will be i think u.s. will not risk war with russia in the end.

many people in germany think he doesn't need to attack ukraine because he still has his hands on ukraine. back here at home one of the military's top former experts on ukraine and machine, retired lieutenant colonel alexander vindman is suing donald trump jr. and rude rude. you may recall colonel vindman testified at a house impeachment hearing in 2019. he was a raced by members of the far right, and his brother was fired by a job at the white house. vindman is suing under the ku klux klan act of 1871 which forbids people from preventing government workers from doing their jobs or retaliating against them for doing their job. trump's impeachment came after trump stopped american weapons from going to ukraine to help defend itself against russia unless ukraine agreed to investigate joe biden hand his family. we know that happened because trump himself released the

janelle wang this morning janell, we saw the testing a little bit earlier, additional barriers we understand are in place as well there. >> yeah. marcus and laura, were in this beautiful olympic plaza. you can see the olympic tower behind me, but we're surrounded by barriers. this is for us, the media, the journalist, the dignitaries who have all done the protocols and testing to cover the olympics. we can be here. if you just go 50 feet this way, check this out. there's a barrier here, a fence, and that's the public. the public can be right there. cars, traffic, and anybody can go check out the venues here in beijing, but they can't actually go to the venues, only us, because we've done all the testing and all the proper procedures to make sure the olympics are safe. this is what china has put in place to make sure it's a covid free olympic games all in an effort to keep covid out and this place safe. so we'll be covering the games

forecast for you today. coasting into the weekend, but certainly starting off nice and cold for you. >> yeah. you saw how cold it was where janell. is he's all bundled up and there's temperatures in the teens and those are the kinds of late nights and early morning that you have. the highs in the mid-40s over the next few days so it does warm up nicely. we're starting out with what we are considering cold temperatures. upper 30s right now, and people see it go from the upper 30s to the upper 50s by late morning or eventually reaching to about the low 60s for today. drought monitor coming out today and we still see there's widespread mega drought is what we're calling it across the region because it's been ongoing for so long and here in the bay area we're still in a severe drought. we didn't see a change from last week despite the fact that we had our driest january on record, especially for san jose. but we may possibly see this change as the dry weather

continues. storm track remains well to the north of us. we're starting to see some clouds moving in, but, unfortunately, those clouds don't even bring us a drop of rain. we're still looking at these conditions that will persist into the weekend as well as next week as the high pressure doesn't budge and that rain continues to move up around canada and into parts of the midwest. so as we look at our forecast, still once again, a lot of sunshine, dry conditions and cold mornings and nice and warm afternoons, and by next week it's going to start to feel more like spring as our valley temperatures head for the upper 60s and low 70s and san francisco will continue to see those temperatures in the 60s and look at how warm it's going to be next week. mike, you're seeing a couple of delays for some key routes out there. >> yeah. exactly, kari. as we take a look at the big view of the map. you'll see a traditional viewing heyward coming into the tri-vale but the key spots i'm watching outside of the typical east bay slowing is the east shore freeway west 80 at central.

say 12 others died including six children and four women. all americans involved in this mission returned safely. whenever the president speaks c "today" show. >> the vallejo police department, just one agency, reassessing its use of force policy and they want the public now to weigh in. "today in the bay's" kris sanchez with more on how you can have a say. >> reporter: half, the vallejo police department has been working on a slate of reforms and they say to move forward they really need the community to get involved and tell them what they want of their police force. the vallejo police force is under independent review and also work with the california department of justice and the district attorney's attorney on the use of force policy and also protocol of officer-involved shootings. last year the department had a 40% decrease in use of force incidents and zero officer-involved shootings for the first time in 20 years.

just blowing you over today. our temperatures head for the low 60s and we'll see some warmer air in the forecast and the weekend is still not a drop of rain here anywhere in the seven-day forecast. mike? >> well, they are slowing and it's on the east shore freeway. we're over the halfway mark from highway 4 through a crash at central. that's westbound 80. two trucks are reportedly stuck there. that will take a while to separate the two and that will be an additional delay. highway 4, we have a slower drive there. live look in san jose shows we had a lot of slowing. this is just starting to move a little more smoothly here, north past 680 and that's towards mckee and that's a beautiful sunrise and hopefully it will warm things up because it's kind of chilly in my house right now. >> had a nice warmup indeed. >> just go in the other room and get a blanket. >> all right. that's what's up with us this morning. we're going to the "today" show after that.
