we're extending our special "today in the bay" newscast for anr half hour we're also oadcasting onlinet nbcbayarea.com. you can also watch us live right now on roku, amazon fire and apple tv. >> that's right. let's take a look at the olympic flame burning bright in beijing. what an opening ceremony. it was on pretty early this morning. coming up at 7:45, janelle wang will have a look at some of this morning's highlights. >> moving you forward on the pandemic front and new changes when it comes to both where you go and what you wear. we have live team coverage this morning for you. >> kris sanchez following the new booster rule that's taking effect in the south bay. let's start out with "today in the bay's" cierra johnson breaking down the change in mandates when it comes to wearing masks. there's some encouraging new data behind all of this. >> reporter: yes, good morning, laura. we've been navigating this pandemic for nearly two years now, but the data recently released shows a little bit of good news in terms of the cases
7:01 am
here in the golden state. so to start with, this recent data shows the benefits of receiving that booster shot. now, according to the state health department, californians who have had the booster shot contract coronavirus at a rate less than half of those who are, quote, unquote, fully vaccinated. when we say fully vaccinated, we mean the folks that have the one-dose or two-dose regimen. take a look at the stats. the rate of covid for those with boosters was about 96 cases per 100,000, compared to about 230 kpass per 100,000. covid rates for the unvaccinated californians are about 700 cases per 100,000. and these numbers come as the major cities in our state grapple with how to handle the existing mask mandate set to expire in the middle of this
7:02 am
health officials have outlined metrics that have to be met and that include the county's numbers of covid hospitalizations that fall below 2,500 and it needs to stay that way for seven consecutive days. as of thursday, there were 3,300 covid positive cases in county hospitals, meaning it's unlikely the threshold will be met for several weeks. earlier this week, hopefully in los angeles, they say they need to re-evaluate the mask mandates, especially with the images coming out of the rams/49ers game. the governor and some of the city leaders photographed without wearing masks, so they're taking a closer look at that. it's important to note that the middle of this month is when the statewide mask mandate is expected to expire, so we will of course continue to keep an eye on where each of those cities stand in terms of loosening or possibly not loosening mask mandates. we're live in marin county, cierra johnson for "today in the bay." >> thank you so much. we're moving you forward on

new booster shot requirements in the south bay. it may impact you the next time you go to a sharks game, or take your kids to a museum. "today in the bay's" kris sanchez joins us live with a look at what we need to know. good morning. >> reporter: good morning, laura. this could change your plans if you're hoping to go to the shark tank this weekend or bring the kids to disney on ice or see the sharks game the week after that, because the booster mandate is san jose is now in effect. now, this is like the vaccine mandate, however unlike the vaccine mandate, now people can present a negative covid test instead of proof of booster. if it's an antigen test, results have to be within a day, pcr, two days. at-home tests will not be accepted unless they're overseen by a health profession. only children under 5 who can not be vaccinated are exempt in the city of san jose. this applies to events at all city-owned properties from the

sap center, the california theatre, the convention center, to the tech interactive and childrens' discovery museum. mayor sam liccardo told me the city's workforce really stepped up and is 97% vaccinated and he thinks the community is going to step up, too. >> i feel fortunate to serve in a community that has the highest vaccination rate of any major city in the country. what it tells us is this community really gets it. they understand that we have to follow the science. this is how we protect ourselves, our families and each other. >> reporter: now, the city owns libraries and community centers, but the booster mandate only applies if they are hosting an event with 50 or more people. you won't need to show proof of vaccination if you're picking up a book, for example. if you're flying out of san jose international airport, the booster update won't apply to you. because while there may be more than 50 people, they're not congregated in a confined space. presenting a fake vaccination

card is a crime and in some cases it is a felony. in san jose, kris sanchez, "today in the bay." >> thank you. 7:04 this morning. and you've been hearing about the worker shortage. this is where millions of people are deciding not to return to their old jobs during the pandemic. >> what are they doing and how are they getting by? candace nguyen joins us with a first look at her report tonight answering some questions. good morning, candace. >> reporter: good morning. yeah, we are seeing a lot of people are not returning to their old jobs, at least not in the traditional sense. our investigation starts with a conversation with michelle mack from san francisco. she was a tech worker and had a commute a lot of us can relate to. she was wasting an hour of her day commuting to the office and back. during the pandemic she became a new mom and when she returned from maternity leave she was laid off with all these other people. you can imagine all the questions swirling in her head. luckily, she has a husband
7:06 am
that's supporting her, giving her space. she created the product you just saw, created a product that she's selling online. she admits, though, she's making a fraction of what she made at her old job, but with everything going on, her child unvaccinated, and she says if she were to be asked back to work, she would say no, thank you. and we're hearing this is a growing story from a lot of people throughout the bay area. >> you know, i would imagine not everyone has those resources. talk to us about what other people are doing to get by. >> reporter: well, some people are relying on savings. a lot of people aren't buying as much during the pandemic. they're staying in. a lot of people are leaning on another job that they were working alongside the one they're not returning to. but what we're learning is that a lot of people are leaning on state and federal programs that were created to help them during these emergencies, helping with income, with childcare, with housing. but the big concern we're
7:07 am
learning now is what's going to happen to all these people when these programs end. >> right, exactly. and there seems to be that work/life balance culture going on right now. i'm sure you're hearing that as well. >> my goodness, so much. wee spoke to michelle mack and she said so many people are hearing her story, reaching out, how can they pivot during the pandemic and make passive income, even though it's not as much as the job they left. when you go online, especially on tiktok, the great resignation worker shortage, people are sharing their personal stories very publicly. and i think what we're seeing here is a lot less maybe shame than several years ago of people taking time to figure out what is important in life, you know, aside from income, if they have the lucksy to do so. we know that's not for everyone. the pandemic has allowed people the space and time and we're also learning, marcus and laura, that it's also putting pressure, possibly, on employers to improve pay and improve working conditions if they want to get
7:08 am
workers back. >> i can imagine. the work/life balance is so important. you've got one life to live and time, you don't get it back. >> a lot of recruiters are saying it's hard to find employees. this is allowing people or somewhat forcing them to follow their passions, too. >> that's it. it's forcing them to take that space and figure out what they want and that's the new thing here. >> thank you so much for getting up early with us. she's going to be up late tonight. you want to tune in at 11:00, she's got the full investigative report that's coming up, "pivoting during the pandemic" tonight at 11:00 right here on nbc bay area. it's 7:08, as we take a live look out. you can see the city this morning a little foggy out there as we get started with the day. but i'm seeing a clear picture to the weekend. meteorologist kari hall is tracking the weekend forecast for us. and how is it shaping up for us? >> yeah, we're going to have a great weekend across the bay area.
7:09 am
there's so much going on. let's start it off with your road trip to tahoe this weekend, and we're starting out with temperatures in the teens. but then we're also going to see it heading up to the upper 30s. and we do have a lot more sunshine in the forecast for the weekend. we're also going to see a lot of lifts and runs open at palisades tahoe. something a lot more laid back, how about checking out santana row this weekend? tonight our own mike inouye will be there for the lunar new year celebration from 4:00 to 6:00. we have temperatures that will be in the mid-60s, so i think that's just perfect. we also have a lunar new year celebration happening in mill bury and we'll see temperatures in the mid-60s. the pebble beach pro am is going on with great weather for the celebrities there in town, and they're also going to get more sunshine as those temperatures reach into the mid-60s. and a lot more laid back, let's chill out in sonoma valley this weekend. it's going to be in the upper 60s for highs.
7:10 am
sunshine continues. those mornings, though, will be fairly chilly, dipping down into the mid-30s. if your weekend plans take you have very high santa ana winds and those temperatures reaching into the upper 60s. it's going to be sunny as the dry weather conditions there as well. and heading out the door for work this morning, mike, you have a note for the north bay? >> that's right. that's looking a little ahead, as we talk about the weekend as well. let's look at the map. i'm talking about the richmond bridge. there's a bike, ped path that will be closed from sunday night into monday morning. they're doing monthly maintenance. right now this will make you a little later, westbound 80 at mcdonald we have a crash blocking one lane, but it's a critical portion of the east shore freeway. it's friday and lighter volume overall. we see only the circled area with unusual slowing. everything else is pretty standard for highway 4, lighter

up. >> thank you very much. it is 6:14 right now. the mother of a man who died in police custody in alameda has reportedly filed a wrongful death lawsuit. last april mario gonzalez died when officers tried to restrain him. medical examiners cited several factors for his death, including the restraining measures and alcoholism and obesity. >> the new lawsuit reported by the chronicle is the second wrongful death suit filed in connection with the case. a quarter after 7:00 right now, president biden will likely address the unexpected news about jobs just released from the labor department this morning. >> scott mcgrew, economists were expecting bad news but got quite the opposite. >> quite the opposite. the calculations in early data markets suggested hundreds of thousands of people would have stayed away from jobs because of
7:16 am
illness last month, meaning we would see no growth or even negative growth in this jobs report just released this morning. in fact, the economy grew by more than 467,000 jobs in january, and that's not all. it's not at all what we were expecting. cnbc calling for the negative job growth, and economists revised november and december's jobs upwards. this morning out of thin air, we've learned, all told, america added 1.2 million more jobs than previously reported. on capitol hill, two senators, one republican, one democrat, have suggested the united states create a select committee to investigate how we handled and sometimes didn't handle coronavirus, much like there were commissions to investigate what went wrong at pearl harbor and 9/11. much like the select committee investigating the response into the attack on the capitol, which is modelled on the 9/11
7:17 am
investigation. the january 6th committee, of course, has gotten very political, but hopes are a covid committee could perhaps be more bipartisan. now, the latest nbc news tally says a total of 900,000 americans are dead from covid. that's about twice the number of americans who were killed in the second world war, roughly one out of ten americans who died lived in california. that's about proportional to our population. california accounts for about 12% of the american population. president biden met with new york city police officers and other city officials yesterday. violent crime way up in new york. the president promised more federal funding, including more money to hire more officers. >> the answer is not to abandon our streets. that's not the answer. the answer is to come together, police in communities building trust and making us all safer. the answer is not to defund the police, it's to give you the tools, the training, the funding
7:18 am
to be partners, to be protecters, and the community needs you. >> now, biden has not supported this idea of defunding police the way some on his left have. in fact, one of his biggest problems during the campaign was many democrats saw him as too far on the right on crime and policing. he was a major part of the 1994 crime bill. you may recall one of his biggest critics was senator kamala harris. and i'll leave you with this. this is president putin in beijing for the olympics, and met with president xi. the u.s., of course, conducting a diplomatic boycott. so president biden will not be there. while we're talking about everything on social media, particularly the odd jobs number, you can reach me on social media and twitter @scott

7:22 am
view as we look across the bay into san francisco. let's head out the door to martinez with our temperatures in the upper 30s. we go into the 40s in the next couple of hours and see temperatures trending more upper 50s, low 60s for today. that's what we've seen these past few days, where it starts out really cool and then not so bad for the afternoon. we will get more sunshine today compared to yesterday. at san jose we'll reach up to about 66 degrees in the afternoon and 61 in antioch, we'll see some low 60s in much of the north bay. and then we'll go back to some cold temperatures again for tonight. and then as we go into the rest of the forecast, we'll keep an eye on what's happening elsewhere across the country, because there's been a big plunge of very cold air and they've been dealing with a big snowstorm as well as ice and that is continuing to progress off toward the east. look at how cold it is for our friends out east. here it's been warm and dry. we see the spin of the clouds just south of l.a.
7:23 am
that's going to cause winds to really whip up today. they're dealing with some santa ana winds, as high pressure dominates across the region. that's also going to increase the fire danger there. high pressure continues at least through the next week and that means not a drop of rain in the seven-day forecast. and as it stays dry, our temperatures will be heading up. let's check out brentwood in this ten-day forecast. we see temperatures in the low 60s for today. the weekend a little bit warmer. but then much warmer for next week as we reach into the low 70s. it's going to feel more like spring in a lot of spots as the 70s come into the forecast starting on tuesday and continue through at least thursday. for san francisco and around the coastline, we'll see highs reaching into the low to mid-60s. and, mike, you were tracking a crash in the east bay. >> yeah, one on the upper east shore freeway does slow down westbound 80 at around mcdonald. that's just shy of the merge off the richmond bridge.
7:24 am
it's starting to move back, so i think the ripple does indicate they should have cleared all lanes and there should be less distraction. there's a slower drive toward the richmond bridge toll plaza and the backup is bigger than at the bay bridge toll plaza where the metering lights are on, but very mild slowing there. highway 4 builds out of pittsburg. the rest of the bay moves sniesly. back to you. >> thank you very much. 7:24 and happening now, organizers are planning another rally to save oakland schools, citing a ballooning budget deficit. the district is considering closing up to eight schools and merging a handful of others. teachers say parents and students will join them later outside one of the schools now on the chopping block. >> and next a quick look at the top stories, including that breaking news this morning of an arrest in the beating of a 49ers fan down at sofi stadium. we're going to tell you new details from overnight about the suspect as the victim remains in a coma. we'll be right back in just two minutes.
