thanks for joining us. i'm marcus washington. >> i'm laura garcia. we're not only broadcasting to your television, but you can watch us roku, apple tv, amazon and everywhere. let's start with a look at the forecast. how are you doing, kari? >> doing great. it was a nice, clear weekend. temperatures warmed up and the warming trend continues today. we are starting with a clear look in san jose, seeing a little bit of fog drifting around. we are back in the upper 30s for some of our inland valleys. concord and brentwood in the upper 30s. 37 in morgan hill. chilly temperatures to start, but we're also seeing fog in parts of the north bay and santa rosa visibility is down to about a quarter of a mile. once the fog clears out, we're in for a hazy sunshine today and our temperatures going from the chilly start that we have now to some upper 60s and low 70s this

afternoon. we'll get a look at all of our forecast as the temperatures continue to warm up. mike, it's early out there, but we're watching fog in the north bay. >> that's right. chp not giving any additional advisories, but as we look at the bay bridge toll plaza camera, some low clouds are hanging out. a disabled vehicle reported in the area, but i don't see any problems. looking at the map, the speed sensors don't show any issues. an easy drive out of the north bay. there's some fog in novato. a smooth flow of traffic. maybe patchy fog in discovery bay. speed sensors green all the way down to and through the south bay. >> thank you so much. new details at a late-night fire at a home in the south bay. firefighters confirmed someone was found dead in the home. it started about 9:00 last night

near san jose city college. firefighters say there was a lot of debris inside the home. a neighbor tells our crew someone who lived there like to collect war memorabilia. so far, firefighters not indicating if they've determined the cause. sharon will join us for a live report in our 5:00 hour. happening today, berkeley city leaders will require certain workers to stay up to date with boosters. workers at restaurants, theatres and gyms will have to show proof of vaccination and certain places will require full vaccination for those entering businesses. i spoke one-on-one with the city's mayor about the policy. >> berkeley implemented a vaccination requirement for patron to say enter the indoor part of certain businesses, restaurants, bars, movie theatres, like performance venues, gyms. so this builds on that previous vaccination requirement to require that children ages 5

years and older would also have to show -- their parents would have to show proof of vaccination for them to enter the indoor parts of certain businesses, places serving drinks, other types of businesses. and other the other part of our order is requiring that employees of certain businesses have to be boosted. we're doing this out of concern over the spread of covid-19. while we are seeing cases drop a little bit. we are seeing our hospitals filling up, we are seeing people that aren't vaccinated at all ending up in the icu. in order for all of us to get through this surge, we all need to do our part. >> talk to me about what we're seeing as we see those numbers of the omicron variant, the cases, anyway, go down, what is it looking like in berkeley itself? >> well, end of december, beginning of january, we saw the

highest number of cases than we have ever seen throughout this pandemic, and even more than the winter surge of 2021. and i think that's because omicron is so contagious, and having such a highly vaccinated population, a lot of people are asymptomatic, so they may not exhibit any symptoms but be carrying covid-19. that's why masking requirements are important and we have not lifted or loosened our masking requirements. we think at the present time masking is important to help control this surge, as well as requiring, through things like our booster policy that people get vaccinated. this is really critical to protecting our employees, protecting our residents. >> i want to ask you about the businesses, because i would imagine a lot of businesses have been struggling during the pandemic, and of course we know that vaccinations do help keep

the virus numbers low. what are the business owners saying about this? because this could ultimately hurt business, especially small business? >> when we rolled out the first vaccination requirement in september, there was concern, how am i going to implement this, what do i do if i have a patron that doesn't want to comply. over the past six months since we implemented our initial vaccination requirement, it's worked well and we have not heard significant concerns from local businesses. and so this new requirement is making sure that children, that the parents have to show proof of vaccination as well, that the employees of these businesses get boosted. our focus is to continue to get our community fully vaccinated because that is critical for us to get over this pandemic. >> mayor, i want to thank you for your time.

>> thank you. tomorrow the fate of 16 public schools in oakland could be decided. oakland unified is considering closing or merging the schools due to budget shortfalls and a drop in enrollment. the board is set to vote on the plan tomorrow but that may not settle matters. the oakland city council is getting involved later this month. it could pass a resolution calling on the governor to forgive the debt of more than $40 million and keep the schools open. we've got a follow-up this morning. the town of woodside pulling back on its plan to deny applications under a new affordable housing law. woodside recently declared it would be exempt from the new state law allowing family single lots to be split into multiple units. it cited the town being a sanctuary for mountain lions, which are potentially in danger. the state attorney general sent city leaders a memo telling them they got it wrong. shortly after they held a meeting and reversed their policy.

>> reporter: good morning, mike. good morning to you. i am bertha coombs from cnbc. we've got wall street looking like it will open slightly lower this morning, but we are coming off the best week for the s&p and the nasdaq since december. the dow was up 1% for the week. the markets boosted by earnings reports from the likes of apple and the better than expected jobs numbers we got on friday. those follow a rocky start to 2022 as the prospect of rising interest rates prompted investors to dump tech and stocks in january. we're going to get reports on consumer credit, also consumer sentiment, unemployment, and consumer prices. meantime, apple is reportedly targeting march 8th for its next event. bloomberg reports the company will show off refreshed ipad

air that will both have 5g capability. the iphone se is expected to have a faster chip and improved cameras. the current se was launched back in 2020 and the price tag $399 has remained the same, at least so far. and tequila could soon surpass vodka as america's first liquor. the distilled spirits council says tequila and mescal were the second highest growing categories. tequila was also the second largest category by sales behind vodka, which has been the top selling spirit since the 1970s. the company owning don julio is forecasting the sales will grow faster than the entire spirit industry for the next five to ten years. for those who are watching their weight, both tequila and vodka

4:46. welcome back. you're watching "today in the bay." want to give you a live look at highway 101 in palo alto. this is where traffic should start to be more manageable later this week. the express lanes officially open on friday and will operate from 5:00 a.m. to 8:00 p.m. on weekdays. you will be allowed to use them if you're part of the fast track system. the new lanes will be on 101. this is from santa clara county line to whipple avenue in wed redwood city. buses can use them for free. >> get used to that. what a lovely look outside in south bay. waiting for the sun's arrival. it is early. 4:47 right now. kari has a look at what we're in store for weather-wise. >> yeah, we've got a lot of changes ahead. we've had nice, cool weather recently. it started to warm up over the weekend and it's going to

continue to warm up. as we take a live look outside in san francisco, clear start to our monday morning as you're heading out and the seven-day forecast is at the bottom of the screen. we're going to have fog rolling across parts of the north bay this morning, but elsewhere it's all clear. we're seeing visibility down to zero in novato and it's a quarter of a mile in santa rosa, about a mile and a half in parts of the north bay over toward napa. so you're seeing fog moving around, but it is clear in few e degrees around sunrise and then quickly start to warm up. we'll be in the mid-50s at 11:00 and then eventually make it into the upper 60s for today, reaching 67 in antioch today, 67 in hayward and 70 in san jose. we'll even see some low 70s in parts of the south carolina, in santa rosa. san francisco will head toward 68 degrees. we've been saying it's cool this morning, but take a look at how cold it is for this big plunge

of cold air that's been dipping across much of the rest of the country. so they're dealing with some really frigid temperatures there. as we talk about what's going on here, we know it's been dry, but now we're at a stretch of 31 days, and you may be wondering, what's normal, because we do a lot of the time get a stretch of dry weather. normal, we get about 20 days of a stretch of dry weather in the middle of our rainy season, so we are well beyond that. and, unfortunately, it doesn't look like we'll see a change in the pattern that's continued to bring us dry weather. we're looking at all of the rain and clouds well off to the north and west of here. even for the pacific northwest. that's where a lot of the storm track is targeting, but much of that rain is dried up before making it off toward the east. there may be a slight change in the weather pattern toward the end, but it still doesn't look to bring us any rain before the

middle of february. our temperatures will be warming up. we know in early february we should not be hitting near 80 degrees, but that's what we'll see midweek for gilroy. our temperatures for a lot of the inland valleys will go from low 70s to upper 70s for thursday and friday, slightly cooler with more clouds for the weekend. once again, the clouds won't bring us any precipitation. and, mike, you were checking out what's going on for the commute and looking at the lower deck of the bay bridge. >> that's right, kari. there's some low clouds and moisture hanging around, but visibility is just fine. i'm going to show you the sensors where the lower deck has no slowing. there's some sort of an issue in the roadway, maybe some debris. it's been there for a while and the chp report they haven't seen any slowing. going to call that out for early drivers out of san francisco. kari was talking about novato, do you see all the yellow? visibility really creeping down below a mile so that's tough for some folks to see. in the north bay, you're looking

at the closure for the real mccoy ferry. that will go on for months. if you're going to get on or off, keep that in mind. the rest o slowly. a patch of fog in brentwood, discovery bay, so keep that in mind. happening today, san francisco police arrested a sergeant daven cole last november. officers say that he robbed the pharmacy there looking for painkillers. in an interview with nbc bay area his attorney admitted he was addicted to painkillers that started a decade ago when he was bit by a dog. he's due in court today for a preliminary hearing. a new government assessment

finds russia could invade ukraine at any time. president biden is scheduled to meet germany's leader at the white house today. >> reporter: with the first wave of u.s. troops already on the ground in europe -- >> any message to the troops in poland and their families, sir? >> reporter: -- the white house is sending a dire warning. we're in a window where something could happen that is a military escalation and invasion of ukraine could happen at any time. >> reporter: satellite images show what appears to be russia's border. a assembled roughly 70% of the forces it would need to launch a full-scale invasion. if that happens, troop losses for ukraine could be as high as 25,000 killed or wounded, while russia could lose as many as 10,000 troops. the threat has ukrainians preparing for the worst. >> are you scared for your
