are schools listening? >> reporter: good morning. yeah, that district, burlingame, they are taking another step in this pandemic, another milestone, removing those masks outdoors. and this is something that parents have really been wanting. it's a step toward the return to normalcy that we've been talking about for so long. masks are still required indoors and the district will continue to keep a close eye on students as they make this change removing masks outdoors. again, this happening february 14th, which is next monday. so we take a closer look at the outdoor mask policy for some of those other bay area districts and we found a few others, including san francisco unified, east side unified and san ramon valley unified also allowed masks to be removed outdoors. how are local infectious disease experts reacting to another district allowing their students to go maskless outdoors? we spoke with physician

dr. peter chin-hong for insight and he says this should come with also reducing the number of people outdoors. >> that would probably be in between days and then you follow it and if it looks okay, people are honoring it, you can move toward the setting, everybody outdoors at the same time. >> reporter: so where does this district currently stand in regard to covid cases? in the last week of january, only 20 out of 700 students in the burlingame school district tested positive for covid. before that, the district had 31 positive cases. again, the loosening of the mask restrictions in the burlingame school district that happens a week from today, february 14th, and statewide the mask mandate is expected to be lifted for all businesses and restaurants on tuesday, february 15th. so next week. definitely going to be a busy week in terms of loosening restrictions here and in a lot of communities across the state.

cierra johnson, "today in the bay." >> something to keep track of. thanks so much. 5:02 right now. let's talk some olympics. beijing wrapping up day three of the 2022 winter olympics. here's a live look at the flame. this morning a bombshell for team usa figure skating. bay area skater tested positive for covid just before his big competition. >> "today in the bay's" janelle wang live for us in beijing. janelle, it sounds like everything was suddenly up in the air just hours before he was set to take the ice. >> reporter: yes, we're talking about vincent zhou of palo alto. he's supposed to compete night in the individual competition in figure skating but that's on hold. we're at the main center, and you can see the jumbotron showing what's going on right now live in beijing just after 9:00 p.m. that's short track speed skating. as for vincent zhou, this is very surprising news.

we are in a covid bubble here and, upon landing over a week and a half ago, people tested positive, a few. but since then we haven't heard of any cases. vincent came back positive after performing over the weekend. he's undergoing additional testing to confirm the results. if the results are negative, he will be able to compete in the men's short program which begins tonight. fingers crossed that it was a false positive, hopefully. his teammates addressed it shortly after winning silver. >> we're sorry vincent wasn't able to be here for this special moment. he is a big part of this team. we're looking forward to him getting back here and joining us soon. >> reporter: karen chen of freemont took part in the team event as well. a beautiful performance. she landed every jump, nailed every spin, redemption after falling in one of her jumps the previous day. at the end of her performance, she just fell into tears on the

ice, just overcome by emotion and relief. so silver for team usa in the team competition in figure skating. this is the highest score they've ever received inolympic history. also today, from the bay area, joe ann reed of palo alto. she now lives in colorado. she raced in the women's 15 kilometers individual biathlon today. spoiler alert, she did not medal. that event airs later today. so coming up in the next hour, we're going to talk about women's hockey. big matchup tonight. team usa versus canada. they're the biggest rivals. we'll have a lot more on that coming up in the next hour. marcus and laura? >> all i have to say is, go team usa. >> we'll be rooting them on from

afar. >> thank you. if you're actually keeping track of the medals being awarded, we should warn you we're about to show you the medal count, which you can see right here. russia's olympic committee is currently in first place with six medals, netherlands and norway with four. team usa off to a slow start with three silver medals. >> happening today, a preliminary hearing for scott peterson. attorneys will debate evidence ahead of a hearing which may happen as soon as this month. last year the judge resentenced peterson to life in prison for the murder of his wife and their unborn son. his defense team has argued he deserves a new trial due to juror misconduct two decades ago. loved ones, friends and neighbors are banding together to raise awareness about a missing oakland woman.

23-year-old alexis gabe has been missing for two weeks. police are not revealing much about the investigation. last week they did search the house of her ex-boyfriend and removed several bags of evidence. he is believed to have been the last person who have seen her. later updated efforts to help housing for those in the south bay. they plan to provide progress reports on half a dozen affordable housing projects now in the pipeline. she is seeking to ex stand the hotel program for homeless families and the county's new tiny home program. 5:07 this morning, taking a live look at the golden gate bridge. not too much traffic this morning, but of course mike is keeping his eye on the commute. as you can see, nice and clear. meteorologist kari hall has the track of the forecast for us today, starting out the week hopefully in a good way. >> yes, and it's going to be a nice, warm week as well.

we're waking up to chilly temperatures and fog in parts of the north bay. visibility just north of the golden gate bridge near zero as you're traveling through novato and santa rosa. it's been changing hour-by-hour, which shows that the fog is drifting around in some of those areas. in the tri-valley, we do have a clear start this morning. it's just chilly with esn the m going from 36 degrees in the next couple of hours to upper 50s at 11:00 and 63 degrees at lunchtime today. we will have a pretty significant warm-up, not only today but the next several days, as we head into the upper 60s today. there will be some upper 70s in the forecast. we'll talk more about that in a few minutes. mike, you were also tracking that north bay commute. >> yeah, since your numbers are showing it, there's a lot of flux for visibility. let's take a look at san raphael. that camera has stayed consistently clear. you see the folks coming off of the hill there and down toward

our temperatures warm up quickly. we're headed for the upper 60s in the east bay. we'll talk about a warm-up, our rainfall deficits and stretch of dry weather in a few minutes. >> so layers is the key. the roadways, we know traffic is going to be moving smoothly across the san mateo bridge and, remember, the express lanes open up for a new segment of 101 starting on friday. we'll talk more about that coming up. >> reporter: good morning. very happy monday to you. just announced, frontier airlines and spirit airlines are merging in a $6.6 billion deal. spotify, once again, apologizing, this time to its own employees, after it was revealed podcaster joe rogan repeatedly used racist language on some podcasts and other appearances. spotify has an exclusive distribution deal with rogan.

rogan has in the past apologized after complaints he was disseminating false information about vaccines and covid. in a statement to employees, the ceo first apologized. he said there are no words i can say to adequately convey how deeply sorry i am for the way "the joe hogan experience" controversy continues to impact each of you, but then on to say the service will stand by its podcaster. i realize some will want more, and i want to make one point the spotify ceo says the company will spend $100 develop content from marginalized groups, reportedly the same as what it pays joe rogan. some supporters say rogan represents an alternative to corporate media, but as jared holt pointed out on twitter, he's a threaten to corporate

media, hands down the most laughable take on this whole debacle. we all know he signed to sot spy for $$100 million. wall street is still trying to figure out what to do after the blockbuster good unemployment report friday. not only was the january jobs number way bigger than expected, jobs added december and november, reports were revised upwards. after those revisions, friday morning we found out the american economy grew by 1.2 million more jobs in the last three months than first reported. that wasn't the total. that was the error. such good news on the economy has some investors a bit worried the fed is going to move more swiftly to hike rates, which are expected next month. you're going to hear a lot more about the metaverse over the next few months as more and more companies promise to invest in something that nobody has really been adequately able to explain.

i did talk to one investor who said stop thinking about it as virtual reality and more like all the digital stuff already in your life. >> the metaverse, to me, is just the blending of sort of what we do in real life with all of the different digital interactions that we have throughout the day, right? >> now, it's an interesting point. you can hear rick yang talk about that on sand hill road wherever you find your podcasts, apple podcast, google play and everybody else. it's interesting, if you're on the couch watching television and looking at twitter and you get an im on, let's say, tinder while you're also listening to music that's being streamed to your house, are you really present or are you somehow in the metaverse already? the digital world is all around you and i think that's his point. >> good multi-tasker, that's what i call it. >> we're used to not being together anyway, though. >> i don't like it, though.

>> it's true. >> thanks, scott. one more piece of evidence showing just how hard it is to make it in the bay. san francisco remains the most expensive city to rent a two-bedroom apartment in the united states. >> this is all according to the new list. the average price is about $4,000 per month. that's about a 12% jump from january of last year. new york city, boston, miami and washington, d.c. all cracking the top five and had a higher jump compared to san francisco. trending this morning, a legendry piece of real estate can be yours. >> the key word legendry. in this case, it's two pricey penthouses near little italy in new york city owned by john legend and his wife, chrissy teigen. the couple once planned to connect the units but never did. it includes three glass fireplaces, a custom wine fridge and a 133 inch projection

screen. it can all be yours for $18 million. >> you had me until you said $18 million. >> plus, that commute would be kind of tough. >> maybe if i gave them virtual money. >> good luck with that. >> she'll post it somewhere. >> exactly. 5:18. mike has a look at the commute, but first let's start with your forecast. meteorologist kari hall is looking at that. >> we've got that million dollar view in san jose. it is looking all clear and we're starting out with no fog in the south bay. but we've also seen it drifting around parts of the north bay as temperatures start out chilly. we're in the upper 30s right now, 38 degrees in napa, 37 in dublin, as well as concord and san jose, morgan hill. we're dealing with a cold morning, but take a look at our high temperature. that will get you going. we will start out with sunshine

as we go into the afternoon, and hayward will reach up to 67, also 67 for a high in los gatos and morgan hill today, south san jose, 71 degrees. also 71 in santa rosa. now, we've been talking about how long it's been since we've had any rain, and today marks one full month since we've had a drop of rain across the bay area. we do typically see a stretch of dry weather during our rainy season, but on average that stretch is abo some extremely dry weather. but then we take a look at how we've shape up for the water so far, dating back to october, we are right now still at a surplus because of the big boost of rainfall we had at the beginning. so you're noticing the hills are still green, but they are starting to get patches of brown. and san jose is now starting to slip into a rainfall deficit at about three-quarters of an inch. so we are seeing these grow as

this dry weather continues, and, unfortunately, still this large area of high pressure that's kept it dry is still in place. and even though we are going to see a chance of rain toward the middle of the month, just off the coast it doesn't look like it brings us any precipitation here in the bay area. and as we continue with the dry conditions, our temperatures will be heading up. by thursday, we could be setting some new record high temperatures. a lot of these numbers will be very close because in early february we're not supposed to be this warm. take a look at livermore in our seven-day temperature trend, or going out ten days, you'll see upper 60s, low 70s and mid-70s by the middle of the week and just slightly cooler by early next week. our seven-day forecast for a lot of our valley temperatures reaching into the low 70s today. upper 70s by thursday. once again, that's our warmest day of the week. then mid-70s for saturday into sunday. and, mike, you were looking at some changes on the peninsula.

>> we'll talk about it all week. on friday there's a new section of the express lanes that are opening up on 101. we'll show tu palo alto camera at the beginning of the new section. basically from mount view up to this point there are express lanes in place, and then continuing up toward whipple in redwood city, both directions are going to open starting friday, it will start charging. i remind you to go to bayareafasttrack.org, it allows you to switch based on three categories of people in your car, how many there are, one, two, or more. as we look at the rest of the freeways, traffic is flowing smoothly. nice drive toward the tri-valley. a little slowing for 84. no other issues for that portion of the tri-valley. contra costa valley shows a nice drive. highway 4 under a half hour from

nbc bay area delivers for a san francisco doordash driver after a good chunk ofinstigator his team for some help. >> rodney wrote us when he got locked out of his dasher account. he said doordash initially helped him log back in, but then he found some of his info had changed and $900 had gone missing, money he had earned during deliveries. rodney said doordash didn't help out so he pinged us. we pinged the company's headquarters in san francisco. within a week, rodney got his $900 back. he wrote us a nice note saying i

challenges firefighters faced when they arrived. this is "today in the bay." good monday morning. thanks so much for starting your morning with us. i'm marcus washington. >> and i'm laura garcia. if you're on the go, you can take us on the go. we broadcast not only to your television, but you can watch us on roku, amazon fire, apple tv and streaming online. we want to get started with a look at the forecast. meteorologist kari hall has been tracking a warm week ahead. >> yes, it's going to be warm this afternoon, but it is cold out there right now. take a look at these temperatures. we are in the mid-30s in morgan hill. it is 37 in concord, dublin, and in san jose. and these temperatures will dip a few more degrees around sunrise. so as you're heading out in freemont, we're seeing 30s there as well. you do need the players for today, because with a cold start we are going to be peeling them off as our temperatures warm up going into late morning, into the afternoon.

a lot of sunshine, so you also want to make sure you have sunglasses for today. we're reaching up to 68 degrees in concord today, 69 in dublin, in napa expect a high of about 68 degrees. so pretty warm later today. we'll talk about our continued warm-up in the forecast coming up in just a few minutes. >> thank you so much. 5:31 right now. new details on a south bay fire that turned deadly overnight. it happened not too far from san jose city college. explain some of these difficult conditions that firefighters faced when they arrived on scene. >> reporter: that's right, firefighters say the person there had a lot of clutter in the home. firefighters said they had to be careful when they arrived on scene and they had to get, quote, each bit of debris while they were fighting the blaze. the fire broke out about 9:00 last night near san jose city college. firefighters say one person died in the house fire. the neighbor recalls what the

home looked like before the fire. >> he was quite a collector, collected war memorabilia. yeah, i don't know what the story is, if he's in there or not. i know the wife, supposedly, is on her way back here now. but, yeah, it's terrible. i've been in this neighborhood since 1961. i've never seen anything like this before. >> reporter: the cause of the fire is under investigation. the fire captain says this is a reminder to make sure your smoke detectors are working and get out of the house if you see or smell smoke and call 911 immediately. reporting live in san jose, i'm sharon katsuda, "today in the bay." happening today, health leaders will require workers to stay up to date with boosters. workers at restaurants, theatres and gyms will require

vaccinations and for those entering the businesses. i spoke with the city's mayor about the new policy. >> on september the city of berkeley implemented a proof of vaccination requirement for patrons to enter the indoor part of certain businesses, restaurants, bars, movie theatres, performance venues, gyms. this builds on that previous vaccination requirement to require that children ages 5 years and older would also have to show -- their parents would have to show proof of vaccination in order for them to enter the indoor parts of certain businesses, places serving drinks, you know, other types of businesses. and then the other part of our order is requiring that employees of certain businesses have to be boosted. we're doing this out of concern over the spread of covid-19. while we are seeing cases drop a little bit, we are seeing our hospitals filling up, we are

seeing people that aren't vaccinated at all ending up in the icu. in order for all of us to get through this surge, we all need to do our part. >> talk to me about what we're seeing as we see those numbers of the omicron variant, the cases, anyway, go down, what is it looking like in berkeley itself? >> well, end of december, beginning of january we saw some of the highest number of cases than we have ever seen throughout this pandemic. and even more than the winter surge of 2021. and i think that's because omicron is so contagious and having such a highly vaccinated population, a lot of people are asymptomatic, and so they may not exhibit any symptoms, but may be carrying covid-19. that's why masking requirements are important and we have not yet lifted or loosened our masking requirements. i know san francisco has done that.

we think at the present time masking is important to help control this surge, as well as requiring, through things like our booster policy, that people get vaccinated. this is really critical to protecting our employees, protecting our residents. >> i want to ask you about businesses, because i would imagine a lot of businesses have been struggling during the pandemic, and of course we know that vaccinations do help, they do help keep the virus numbers low. but what are the business owners saying about that? because this could ultimately hurt especially small businesses. >> well, when we rolled out the first vaccination requirement in september, there was some concern, how am i going to implement this, what do i do if i have a patron that doesn't want to comply, you know, is the city going to help enforce. and over the past six months since we implemented our initial vaccination requirement, it's worked well and we have not

heard significant concerns from local businesses. and so this new requirement is making sure that children, that the parents have to show proof of vaccination, as well that the employees of these businesses get boosted. our focus is to continue to get our community fully vaccinated, because that is critical for us to help get over this pandemic. >> mayor, i want to thank you for your time. >> thank you. >> i spoke with the mayor about several topics. you can watch our nbc bay area streaming app to see that full interview. download it for roku, apple tv or amazon fire, and you can find it under our must-see playlist. happening today, a san francisco police sergeant accused of robbing a peninsula rite aid is due back in court. sergeant davin cole was arrested last november after officers say he robbed a pharmacy looking for painkillers.

his attorney later admitted cole was addicted to painkillers which started a decade ago after he was bit by a dog. he's due in court today for a preliminary hearing. new developments, so far no word on authorities over a mounter biker rescued over the peninsula. >> you can go ahead. >> we have new video posted by the chp showing a rescue helicopter crew air-lifting the biker to safety yesterday. authorities say he crashed near the pedro mountain road trail. they're not saying what kind of injuries he suffered. 5:37 this morning, let's take a live look out at san francisco. looking nice and lit up this morning. you can see a little bit of nothing hanging around. meteorologist kari hall has a look at what we can expect from the forecast today coming up. starting out nice and cold, no matter what the forecast will be later today, it's cold this morning. >> yes, it is very cold for a

lot of people getting out the door on this monday morning. it kind of makes you want to stay under the covers and stay warm. but we do have to get moving, and as we take a look outside in san francisco, clear here, but the fog is just to the north and starting to move toward oakland as well. visibility there at about half of a mile and down to a quarter of a mile in santa rosa. fog has been drifting around and we're seeing that in petaluma as well with the temperature at 39 degrees. we go from the upper 30s to upper 50s by 11:00, and eventually we're headed for the low 60s for lunchtime and upper 60s for today. we're going to see a significant warm-up in our temperatures by this afternoon. a lot of hazy sunshine and a light wind and our temperatures continue to warm up in the forecast. we'll be tracking that and we'll talk about how warm it gets and where we'll see the warmest temperatures in our stretch of dry weather in the forecast coming up in a few minutes. mike, you've been tracking how the fog impacts the commute. >> yeah, and that's one of the

things for the north bay. a number of things ahead of you here. delays ahead in the north bay for the ferry. the real mccoy ferry will be stopping service through march when repairs are done. that is an annual thing that goes on, more than annual, but that will be an issue at the border of rio vista and walnut grove. also in the north bay, i've circled west 80 at tennessee, there is a disabled big rig and that may cause distraction, although the sensors don't show it. they show slowing west 37 that has started already. counter-commute, northbound 101 at st. vincent, there's another crash reported off the roadway. there's fog that kari is talking about, the yellow highlighting from novato and north to santa rosa. the rest of the bay looks smooth as far as the speed sensors. there's a new incident near the

because that's when the express lanes open for a new section of 101. we'll take a live look out through palo alto. it's between palo alto and redwood city, the extensions for the express lanes will open but you have to have the new fast track. we'll talk about it more and remind you throughout the week. >> thank you so much. it's 5:44 right now. new developments in the attack at sofi stadium that left a 49ers fan in a medically induced coma. it happened in a parking lot during the nfc championship game. the suspect named brian cifuentes is now claiming self-defense. authorities say video shows chef daniel luna pushing cifuentes first. that's when apparently cifuentes punched back and apparently luna's head struck the ground. cifuentes is out on bail. the federal hate crime trial begins for two of the three men

who gunned down ahmed arbery in georgia. last week the judge rejected a plea deal that would have allowed them to serve out most of their sentence in federal prison. they were all sentenced to life in prison for the 2020 murder of arbery after she shot the 25-year-old while he was on a jog. top officials say russia may invade ukraine any day now. >> officials are scrambling to head that off. >> reporter: yeah, we're sending more weapons, and as we've reported, moved more troops eastward. though the president does say american troops will not intercom bat. in fact, we do have video of troops landing in poland this morning. poland a nato ally. we already have american soldiers stationed there. brand new video into our news room. french president mack macron

president of the united states in presidential elections. nearly every constitutional scholar thinks the responsibility of the vice president set out by the constitution is ceremonial, he or she just presides over the certification of the vote. former vice president pence angered former president trump last week and he said that's exactly right, but the law is kind of vague if you want it to be and trump wanted it to be, claiming the vice president of the united states and not the voters had the final say in who became president. the law that senators are working on that would say no, he doesn't, even pence's chief of staff says the vice president doesn't have that kind of power. >> of course there's nothing in the 12th amendment or electoral count act that would afford a vice president that authority. it's why no vice president in 200 years has ever used the authority and it's certainly not one that i think the republicans

"today in the bay's" bob redell is live for us this morning. what does this mean for woodside going forward? >> reporter: good morning to you, marcus. that means that starting today the town of woodside will start, once again, to accept applications that will allow property owners to develop duplexes on their single-family

lots. in december, the town of woodside declared that it was exempt from sb-9, the new state law that allows single family lots to be split into several units and the town's argument was that it's a sanctuary for mountain lions, which are classified by the state as specially protected species. the town argued that they could halt the development of duplexes in the name of protecting mountain lions. critics saw this as a employ by this wealthy town to keep out low income housing.nel sent woodside leaders a memo telling them they got it wrong. >> the proposal that they have put forward violates the clear language of sb-9. there's no basis in fact for it. it's a very bold and remarkable claim that the entire town is somehow a mountain lion p forwa for that. >> reporter: hours after

the forecast today. i guess you don't need to stick around for the forecast because you can just open the door and you know it's cold outside. >> that will wake you up. >> you know it's cold out there. we've had these mornings the past few days. it will warm up this afternoon, even warmer compared to yesterday. we have a lot of changes ahead. it's 41 degrees and we can see the trend going from the upper 30s around sunrise to the big warm-up that we'll see by late morning into the afternoon as we head towards 70 degrees in san jose. 71 in south san jose, and in dublin expect a high of about 69 degrees. we'll see mid-60s for san mateo, san francisco reaching 68 and 68 in san raphael. cold morning, but we've also been extremely dry and we're now at one month since we've even had just a drop of rain. 31 days currently. and we do typically see a stretch of dry weather, even during our wettest months of the year. but that usually lasts about 20

days before the rain comes back. so we're in an extended stretch of dry weather here. then when we take a look at the overall rainfall deficits and surplus, we are still at a surplus because of all of the heavy rain that we had at the beginning of our rainy season. so you're still noticing that the hills are green, with now some patches of brown. and san jose is starting to slip into a rainfall deficit. and we are still not seeing a change in our weather pattern. all the clouds and rain well to the north high pressure keeps our weather very dry, and even at times giving us offshore winds. we are looking at some high winds going into the middle of the week, especially for our hills. and that will be concerning as our temperatures reach into the upper 70s for santa rosa. yes, check the calendar again. it's still early february and we're talking about near 80 degree temperatures for the middle of this week. still a lot of sunshine icons here. i'm not seeing a chance of rain

for the next seven days. mike, you've been looking at some issues going on in the east bay. >> that's right, kari. a couple of new crashes. we'll take you to the maps. it doesn't look like many surprises as far as the colors we see for our speed sensors. smooth flow on the peninsula. south bay showing 101 north through san jose. we'll talk about that more in a second. i do want to point out the crash we did see eastbound 84 at 880, a crash there. it's on the shoulder, no injuries. i'm concerned about the one south of 680 on the right at 84. someone fixing a tire and they may be partially sticking out into the roadway. be careful there. and more slowing than we have often seen north of san martin. we'll track that as well. happening now, a push to add a traffic light at the south bay intersection some argue is unsafe. this is also where a deadly crash happened in december. the intersection is located at

welcome back. you're watching "today in the bay." developing this morning, the navy is investigating the death of a seal trainee, this is after completing a ground rule be hell week test. now, a second trainee was hospitalized after falling ill just hours after finishing that test. hell week marks the end of the first phase in the training process involving basic underwater demolition, survival

and other combat tactics. the navy says that both seemed fine before the test. >> every day during hell week you are examined by a physician to make sure that you don't have any injuries, you're not suffering from hypothermia, you're sick, injured, things like that. >> now, the cause of death is under investigation. that program so grueling that more than half did not make it through hell week and failed to qualify. dive teams have recovered the body of an ice-skater who drowned when ice gave way. it happened saturday at stampede reservoir, eight people were skating when the ice broke. six of them fell in. five others managed to get out of the water. authorities have not identified the person who died. new this morning, delta is petitioning the u.s. department of justice to put unruly passengers on the national no
