that is coming up next. plus, one minute he's winning an olympic medal and the next, he's out. >> lost count of the number of times i have cried today. >> a bay area figure skater's emotional roller coaster with covid. we're live in beijing. >> good afternoon. welcome to our special 4:00 p.m. newscast. we begin with breaking news. less than 30 minutes ago, governor newsom confirmed the mask mandate is coming to an end. bottom line, no more wearing masks indoors for many people, beginning next tuesday. that's february 15th. as you might expect, this is not totally cut and dry. there are lot of caveats. the new rules will only apply to fully vaccinated people at indoor businesses. unvaccinated people will still be required to mask up. also, this order does not impact schools, meaning students will continue to wear masks in the r

transportation will still be required to mask up, and as always, individual counties can choose to keep their own mask rules in place. we are currently calling all of our local counties to see if they now plan to follow the state's new guidelines. again, that's next tuesday, february 15th, the governor says mask mandates can end indoors. we'll bring you more updates as they come into our newsroom. we'll post it on our digital platforms and our post olympics news at 11:00. >> breaking, desperate situation in the north bay. crews continue the search for a missing person. firefighters, the coast guard, the national park service are using boats and helicopters to try and find this person who may have been swept out to sea. happened about two hours ago. crews rescued two other people who were trapped on the rocks near the beach. again, that third person, though, is still missing. >> so thank you for being with us on this special edition of

nbc bay area news. >> we'll get to our exclusive coverage in beijing in a few minutes, but other headlines before we get to china. homeowners are upset after someone dumped junk right in front of their house. this is more than just an eye sore, it could impact the asking price on homes for sale. here's nbc bay area's damian trujillo in san jose. >> the city has been proactive in going after illegal dumping, even implements stiff fines but the dumping continues. it's a never ending race to get dumped trash off the streets before someone else adds to it. in all san jose's city crews will visit up to 500 sites per week. trying to keep neighborhoods from turning into dump sites. >> it is getting worse. we have seen a significant increase in illegal dumping reports. and the illegal dumping that's not being reported that we find proactively. >> here on south 26th street, maria is glad the clean-up crew

showed up. >> maria says she even took video of one man who she claims dumped this latest round of garbage, describing him as a local landlord. maria says she told the man not to do it, but that he told her off and did it anyway. the city told maria to upload the video to its complaint site. in san jose, people suspected of illegal dumping can face fines up to $10,000. but the city needs pictures or video proof of the crime to go after those dumpers. >> placing items out front or pushing it out to the curb and slapping a free sign on it is considered illegal dumping. >> a red flag. it's something to consider. >> realtor christina gonzalez says it makes her job harder. she's about to list a home for sale, only to find that someone just dumped their junk feet away from it. >> how many people go in, so if they're not even going in

because they're put off by the neighborhood, then ultimately that reflects into the offer. >> what makes it all more frustrating is the city says people can schedule a pickup of junk like this for free, just by dialing 311. but it appears few people are taking advantage of the service. choosing instead to run the risk of a fine and leave to here for someone else to deal with. in san jose, damian trujillo, nbc bay area news. >> new details on a deadly fire last night in san jose. it started just before 9:00 p.m. firefighters arrived and found flames racing through the home and they found the body of an adult inside. firefighters said a heavy amount of debris helped fuel the flames. neighbors told us this was an accident just waiting to happen. they say the person who lived there was well known for collecting war memorabilia. >> so many people in the bay area loved him.

obviously, his collecting has gotten out of control. i had no idea it was this bad. i feel terrible. >> for more than 20 years we had conversations with the city and the county about the safety issues. >> the victim has not been publicly identified, and at this point, we don't know exactly how the fire started. >> one of the most infamous convicted killers in bay area history wants his conviction overturned. scott peterson is serving life in prison for killing his wife and unborn son. but now, he's fully engaged in a new legal battle to become a free man. he left his cell in san quentin and now in redwood city. >> peterson's attorneys argue that the alleged misconduct of one juror made it impossible for him to get a fair trial. and now they plan to prove that in court. wearing a white mask, scott peterson sat attentively during court proceedings. he also wore a boot on his foot, his attorney says he was recently injured in a fall.

today, a judge ruled on several motions in preparation for a hearing later this month to determine if peterson should receive a new trial. his legal team argues that juror seven in the first trial lied on a juror questionnaire, failing to disclose she was a victim of domestic violence when she was pregnant. >> this juror needs to be cross-examined and needs to be determined what her motives were for, one, being on the jury, and number two, why she lied to get on the jury. >> today, prosecutors said they plan to grant that juror immunity before she testifies. a jury convicted peterson of murdering his pregnant wife and unborn son in 2002 and dumping them in the bay. peterson's death sentence was overturned last year and a judge has now resentenced him to life without the possibility of parole. his defense team says if peterson is granted a new trial, they plan to present a lot of

new evidence, including details on a burglary near the couple's modesto home. >> we now believe we can prove the burglary occurred at the same time or approximately the same time laci disappeared. >> prosecutors have said they will vigorously fight any attempt to throw out his conviction. in redwood city, marianne favro, nbc bay area news. >> switch gears here, let's go to our coverage of the winter games. this is a live look at beijing where it is now tuesday morning. and there's deep heartbreak for a bay area olympic figure skater. vincent zhou of palo alto withdrew from the games after testing positive for covid-19. not long after skating in the team competition in beijing, zhou took to his instagram account to formally deliver the bad news. he says he's feeling pain and he's in isolation, but he talked about how proud he was of his earlier efforts and of his

teammates. >> i'm happy to say at least one of those times was happy tears. that was when i found out that i became an olympic silver medalist. >> for this to happen to vincent a day before the individual men's event, i can't imagine what he's going through. but i know that he definitely is still in a state of shock. >> the timing is just terrible. now, vincent's olympic journey may be over, but his skating journey is not. he says he plans to be healthy and ready for the world championships next month. he also plans to enroll at brown university in the fall. now, this is not the only setback for team usa. the defending team usa champion in snowboarding just missed out on a medal. nbc's joining us now live from beijing. >> absolutely, jessica. what a tumultuous time it's been over the past 24 hours. really an emotional roller coaster getting that silver medal, losing a top figure

skater, and a couple of other team usa athletes we have lost due to injury or just didn't quite make it to the podium in their events. it's really just anything can happen here at the olympics, as we're seeing, but of course, the talk on everyone's mind today as the men's singles competition gets started is a face that we'll be miss, vincent zhou. >> in men's slope style snowboarding, defending team usa champion narrowly missed a medal, coming in fourth. >> i'm a little bummed. not exactly the way i wanted it to go, but i landed my first run. >> but there is hope on the slopes in a new event. men's big air freestyle skiing. with three americans advancing to finals. including alex hall ranking second. >> did some tricks i'm kind of scared of so it feels good to land those clean and just have a good time while doing it. >> but the focus today will be at the hockey rink.

for the undefeated u.s. women's face off against canada. >> here's what's coming up in less than an hour right here on nbc bay area. you have speed skating including short track. that begins at 5:00. also the men's short program in figure skating, and the big rivalry, the usa versus canada in women's hockey. >> all right, have your vaccine card handy if you're going to berkeley. the city is tightening some of its rules for both workers and customer. if you work in a restaurant, theater, or gym, you have to prove you have been vaxed and boosted. the only exceptions are for medical or religious reasons. you also have to show your vaccine info before dining indoors or working out inside a gym. contra costa county is doing the opposite, the county is dropping its requirement for people to show their vax cards at gyms and restaurants. >> well, up next, store fronts and parks targeted. what a mob of vandals did in a

it's being described as a massive graffiti mob, that attack in the mission district happened friday night. when it was over, homes, businesses all tagged. the attack also triggered street fights. as nbc bay area tells us, property owners are angry they're stuck paying the bill for that clean-up. >> spray painting over a graffiti on a monday morning is not unusual. he does it about three times a month. but cleaning up this morning's vandalism on his bus's garage door is a whole other level of frustration. >> you catch somebody doing it, and then you get into it with them, and then you wind up being in a situation you don't want to be in. >> people say they're used to the occasional graffiti in this neighborhood, but friday, they describe a large crowd of people that painted up the entire block. >> jose nelson fernandez says on friday, about 200 people were spray painting everything in sight. including walls and parklets. san francisco police captain

says no one called the police to report the crowd friday night, but today he joined his graffiti specialist to figure out how this incident was organized and who was involved. officer martin ferreira says these kinds of large scale incidents can sometimes get dangerous. >> they get together and sometimes people in the community had issues with one another and fights will break out. >> business owners say the cost of the cleanup is something they're upset about. during the pandemic, the city suspended fines for property owners if they don't quickly clean up the graffiti. >> recently, legislation was reintroduced to reinstate the fines so this is causing a lot of anxiety for business owner because they're getting tagged by large groups of people. >> he says san francisco is unique because many other large cities have crews that clear up the graffiti rather than making business and property owners foot the bill. in san francisco, nbc bay area news. >> they got a lot of national attention for all the wrong reasons. now, a sudden turnaround in the

upscale town of woodside. it's all about affordable housing and mountain lions. this is a story we reported last week when the woodside town council it cliered the entire town a mountain lion sanctuary, meaning it would be except from a state law that requires communities to build more affordable housing. critics blasted that declaration, accusing the town of creating excuses to avoid building homes for the less affluent. then yesterday, the state attorney general said the town sanctuary declaration would violate state law. last night, the town changed course and this morning began taking applications for new housing projects. even the bay area puma project, which studies mountain lions, questioned woodside's original logic. >> it's something that should be approached delicately, when development is considered at any level. however, to isolate one town and say we're a sanctuary doesn't really work. >> we did not hear back from town leaders today, but in a

statement, they said woodside has always exceeded state mandates for affordable housing and will continue to try to help solve the region's long-standing housing issues. >> okay, seven days of protests, walk-outs, even a hunger strike, all of that in oakland to try and stop what's expected to happen tomorrow. that's when the school board will decide whether to close and merge as many as 15 schools. oakland unified school district says enrollment is at record lows. the budget believe those closures or mergers could free up millions that could be redirected to teacher raises and improving aging school facilities. they also vowed to give displaced students priority enrollment at the new school of their choice. the families say none of that is enough to replace the hole those closures will create. >> she doesn't know where she's going to be. she doesn't know whether her friends will be with her. >> we have seen a dip in enrollment in the two years of pandemic but so has every district across the country. >> an oakland school teacher is

going on his seventh day of a hunger strike to protest the plan. they plan to lobby the fwver to use state surplus money to fill the gap and keep the schools open. that proposal could be taken up as early as friday. >> during this pandemic, doordash has been a game changer for millions of people. tonight, we deliver for a san francisco doordash driver after a good chunk of his money vanished from his account. >> he asked consumer investigator chris kimura for some help. >> rodney wrote us when he got locked out of his dasher account. he said doordash initially helped him log back in. but then he found some of his info had changed and $900 had gone missing. money he had earned during deliveries. rodney said doordash didn't help out, so he pinged us. we pinged the company's headquarters in san francisco. within a week, rodney got his $900 back. he wrote us a nice note saying i cannot thank you enough. doordash indicated someone got

tomorrow, i think we'll see widespread 70s setting up around the bay area. mostly clear skies. a little hazy as high pressure builds. you may have some moderate air quality at times especially around the inland east bay. livermore at 64 degrees. a bit of an offshore wind. 10 miles per hour. over to san francisco, 66 degrees right now. humidity down to 39%. and we'll be watching as this high builds in. air quality impacts on the lower elevations and on the hills here in the north bay, notice this during the morning, probably through wednesday. elevations above 2,000 feet at times, dry and breezy. winds of 15 to 30 miles per hour. again, mainly for the higher hilltops as we go through the middle part of the week. tomorrow morning, patchy fog could be possible around the inner bay and coast. and then more hazy sunshine heading into the afternoon and temperatures starting to climb on up, dress in layers as we go through the morning, still 30s and 40s. we have hit the time of year where we're almost seeing a 30 to 40 degree temperature spread from what you're waking up to to what you're going to find by

lunch time and midafternoon. look at the temperatures by noon. upper 60 in san jose. mid 60s, bay side, and look at the impact of the north winds, down sloping warm dry air into sonoma county and the valleys. santa rosa up to 78 degrees. 73 in san jose, and upper 60s to low 70s around san francisco and oakland. we have this ridge of high pressure which is keeping the rain away, but it's actually going to strengthen for about wednesday through friday, so we're seeing warm temperatures around the bay area. oh, by the way, southern california, wednesday through friday, could see highs in the 80s to near 90 degrees. it won't get quite that warm around the bay area, but the should be warm enough that it will be close to breaking records. thursday and friday right now look to be the warmest days. seeing a bit of a sneak preview in the seven-day forecast. santa rosa, concord, could be the places near 80, that would be breaking records. and the ten-day forecast, it goes all the way out to the 17th. still no rain in the forecast. so today is the 31st day we have

not had measurable rain, and very likely based on that extended outlook, i think it's going to go through at least 40 days without rain. hopefully looking at some changes towards the end of the month. so in the meantime, we fast forward it into springlike weather. san francisco seeing highs very likely in the low 70s for the second half of the week. and the start of the weekend, and valley temperatures very close to records, especially thursday and friday. a little more wind into early next week, so the temperatures again continue to climb all the way through the second half of the weekend and stay warm for those weekend plans too as you can see low 70s through saturday and sunday. back to you. >> super bowl barbecue. >> totally. >> thanks. >> up next, putting fremont back on the world stage. karen chen follows kristi yamaguchi, someone she looked up to as a kid, and ends up on the podium in china, but she's not done. we'll explain next.
