let's get things started for you this morning, but if you have to be on the go, we're not just broadcasting here on television, you can also catch us live on roku, amazon fire, apple tv and online. >> let's get into our forecast with kari. she's tracking what we can expect as we inch closer to the weekend. it is friday eve. >> it is friday eve, and it's going to be a warm weekend. we've been talking about near record high temperatures, and our warmup will reach near record high temperatures for this afternoon. we're also watching out for the possibility of dangerous rip currents and waves at the coastline. ch heads up if you go to cool off this afternoon. air quality will be quite hazy for today are and as we go into afternoon, take a look at these numbers and these temperatures and where we could head for today. we are going to have some really warm weather for this time of year. we're going to be watching that for several days, so we'll talk more about that in the forecast coming up in a few minutes.

>> thanks, kari. we start with break news out of the uk. prince charles has just tested positive for covid for a second time. here's a tweet from buckingham palace indicating that he's now self-ice late. prince charles endured a first bout with covid during march of 2020 during the first few weeks of the pandemic. >> new this morning, the financial outlook for b.a.r.t. is grim, so grim that the transit agency might turn to you, the taxpayer, for help. "today in the bay's" bob redell joins us live from the dublin b.a.r.t. station. bob, the b.a.r.t. board is meeting in a couple of hours i understand to receive a new fiscal report. do we have an indication of what it might say? >> reporter: well, we do. that report is online. good morning to you, laura. this fiscal report prepared by b.a.r.t. staff estimates that b.a.r.t. will not get back to pre-pandemic ridership levels over the next ten years.

according to the best case scenario b.a.r.t. ridership will hit only 70% of pre-covid ridership through 2022. financially b.a.r.t.'s costs are covered over the next couple of years because of cost-cutting measures and emergency covid assistance from the federal government but between 2024 and 2032 b.a.r.t.'s deficit will grow to $1.2 billion, and the transit agency will need outside help. b.a.r.t. will seek funding from the state and feds, but if that doesn't come through the metropolitan transportation commission is exploring a nine-county text measure for 2024. b.a.r.t. could also propose a tax measure for three b.a.r.t. counties. we did speak with b.a.r.t. board president rebecca saltsman saying that b.a.r.t. staff is taking a conservative approach in this ten-year fiscal outlook and that there is much that we don't know about how riders will respond post-pandemic. >> there's a lot of uncertainty, so there's a lot of room to

exceed our projections and do much better so that we don't need a lot of additional funding or funding that we find at the state or federal level to make up for it. at this point i think we have no idea if we are going to need a b.a.r.t. measure, but we at least need to start looking at it to be ready to do it, if we do need it in several years. >> incidentally, b.a.r.t. has just announced improvements to its sunday service. starting a week from super bowl sunday, sunday service will be extended until midnight. during the pandemic b.a.r.t. closes at 9:00 for infrastructure improvement projects. also for the first time in b.a.r.t. history there will be a five-line service until 9:00 on sunday and four trains an hour at sfo stations on sundays until 9:00. reporting live outside of dublin b.a.r.t., bob redell, "today in the bay." >> very interesting. thanks very much. marin health care workers and

first responders learning this morning they will have to be fully vaccinated by april 15th. that's according to a new marin county health order. they will also have to be boosted provided it's more than 15 days after becoming booster eligible. anyone who is not fully vaccinated by then will have to be reassigned to non-high-risk settings with no public access. exemptions will still be allowed, but weekly testing will not. >> some covid rules are set to expire in the north bay tonight. in sonoma county starting around midnight a health order temporarily restricting the size of large gatherings will end. that order banned gatherings of 50 people indoors and 100 people outdoors. health leaders say that they believe that the county is passed the peak because cases and hospitalizations are declining. 5:04 for you this morning and a golden night for team usa. want to give you a live look this morning at the olympic flame in beijing, and the u.s. suddenly moving up in the medal count when it comes to those

gold medals, and this all comes as doping allegations swirl around the olympic figure skating competition. >> which is so interesting because so many eyes have been on the ice as well. nbc bay area's janelle wang has been reporting live from beijing getting all the action. let's talk first about all the gold and maybe warn viewers as well here with a spoiler alert some of the news that happened in some of the hours after last night's network coverage as well, right, janell? >> reporter: that's right. lawyer, a. we just saw it live on tv in the past hour. team usa wins gold in mixed team aerials. china came in second, canada third. this is a debut of the event, and this is the first time that team usa has won a gold medal in aerial free-style skiing since 1998, and we had lots of gold. earlier the quad king has been kroufnltd we're talking about nathan chen. he wins the gold medal in men's

individual figure skating. his routine featured five quads. he landed every single one of them, rocketing him to a dominant victory. he skated to "rocket man" and both nathan chen and elton john are both trending right now on social media. >> the fact that i was able to get a second chance at the olympics, i, of course, didn't want to lose out on this opportunity, and, you know, i think i learned really well how to sort of fall back and rely on my team and find the right pieces to work with and just trust them, trust myself and trust the rest of the people who have given me such great advise over the past four years, and that certainly helped here. >> reporter: you can hear more from chen on the "today" show at 7:00 a.m. we actually just walked by him past the elevator, really cool. one of seven u.s. men to win olympic gold in men's figure skating. before last night it'slize check in 2010 and before that it was brian boitano in 1997.

i would stress, you guys, during his entire routine i probably held my breath for four and a half minutes. robe and i posting a lot of stuff behind the scenes. meantime, controversy, 15-year-old superstar valieva tested positive for a heart medication. it helps with heart function and can also increase endurance and blood flow efficiency. a possible could strip russia from the gold medal from the team competition that wrapped up on monday. >> you can bet your bottom dollar that we are doing absolutely everything and everyone is doing absolutely that the situation condition resolved as soon as possible because we have athletes and athletes of won medals involved. >> reporter: team usa actually won silver in that event so while this is being investigated we won't know if that means they

we'll reveal the count now as the music plays. >> be sure to look away from your screen if you don't want to see that and come right back or turn back around when you heart music stop. ♪♪ all right. come on back now. it's 5:90. a little later this morning california is expected to release its latest drought monitor and certainly there's no way the state will see any improvement. that's because more than a month now without rain during this very critical rainy season. this graph by bloomberg shows water levels in the state and how levels have fallen well below normal following the early season rain. if things don't change quickly california will enter its third year of drought. kari hall is always tracking it. it doesn't look like things will be changing any time soon. >> yeah.

we've been in this drought for several years now, and when we look back at how things have changed over the past year and we'll loop it to show you the progress that we've seen. it erased when we see all the dark reds that were the highest level of drought and then with the heavy rain that we had in the beginning of the fall, we started to see some gains here and we didn't have the deep reds, that exceptional drought. we went to a severe drought and that's basically where we are right now. with the updates that come out in a few minutes we'll likely not see any progress and we may see a lot more colors changing here as the bay area will continue to see dry conditions and we may see some changes there, so we'll, of course, be following that. i'll have an update when that comes out. you're following a crash not far from sfs. >> that's right. looking at the northbound side at the airport there.

us may set a record high. we'll talk about that coming up in a few minutes. >> and that crash we just talked about just north of sfo, on the peninsula, 101 goes past the water's edge, and it sounds like the proximity with the water may be a complication now for this $. i'm hearing that perhaps all lanes might be blocked for a few minutes there north 101 at sierra point parkway. we'll give you the alternate if chp helps you out there. 280, that's definitely clear. >> good morning, very happy thursday to you as well. thursdays are when we get first-time jobless claim numbers. you remember how astonishing the monthly jobs gained numbers were on friday? today's numbers measure how many people lost their jobs last week. we'll get those at 6:30. also at 6:30, the commerce department released the consumer price index. inflation, we expect the numbers will show 7.3% increase in

prices in january compared to the same time last year. december showed 7%. november 6.5%. now you don't add all these up. you compare them to the same time last year. you can see things are getting worse. now, the other thing we've got to talk about. this is very serious is tesla. yesterday we told you a complaint about tesla's plant in fremont existed. this morning we have new details. the state of california is alleging that there is pervasive racism at tesla's plant, pervasive. now the state's department of fair employment and housing basically, the california version of the eeoc, says it will release all the details of this allegation and its lawsuit and the filing against tesla on its website this, mo, but it hasn't yet. in a statement though, you can absorb how serious these allegations are. the head of the agency says,

quote, it's found evidence that tesla's fremont factory is a racially segregated workplace where black workers are subjected to racial slurs and discriminated against in job assignments, discipline, pay and promotion creating a hostile work environment. now, tesla closed its media relations and public relations offices sometime back so the car company barely responds, but in its blog it denied any racist behavior and said, quote, attacking a company like tesla that has done so much good for california should not be the overriding aim of a state agency with prosecutorial authority. now, tesla has in the past lost lawsuits brought by individuals who accused the company of racism, but tesla points out in nearly 50 complaints by workers to the california department of fair employment, each case was investigated and then dismissed. now i think it is worth pointing

out there is some historical context here. tesla's plant used to be owned by gm and toyota called newmie and before that then it was owned by just gm in the '60s, '70s and '80s and at that time it was considered by the union, united autoworkers to be the most dangerous places to work, not because of the machines but because of the workers, according to the union itself. the radio program "this american life" did a look at what it was like at the gm plant in fremont i've linked to it so people can listen to it on the way to work. it's fascinating history. >> facebook messenger rolling out a new feature to help you split the bill during your next group trip. use facebook messenger and payments and it will ask for your information, debit or credit card and put everyone in

forecast. >> is it heating up, carra? >> i thought oklahoma was when to tax back. if you don't know when to text back, how do you google these questions. let get you started with temperatures in the upper 50s. it's already breezy in santa rosa and napa and so that's keeping the temperatures up a little bit more compared to where the wind is calm in san jose, and it's 43 degrees, so the temperatures have really dipped. the seven-day forecast is coming at the bottom of the screen. we're going to talk about the coastal conditions today because there will be a lot of people going to try to escape the warm temperatures in the inland areas. it's also going to be warm at the coastline. beautiful day, but you never want to turn your back to the water because today we could have some dangerous rip currents and sneaker waves, waves that come up a lot higher on the coastline than some. other ones and you can't really tell by looking at the water. looking at the temperatures for

today, we're headed from the upper 60s to low 70s as this dry weather continues. it does look like as we head towards valentine's day there will be some rain nearby, but really the bay area doesn't get any of this love. we see that rain just kind of skipping around us and heading off towards the east and then we go back to some more dry conditions, but there may be a little bit of snow for the sierra. look at our ten-day rain estimate it shows the coastal areas on one computer model could get light rain as we head towards the beginning of next week while much of the rest forecast for the gfs model doesn't show anything for us. looking at the sierra snowpack it continues to decline each day without snow. we've seen the numbers going down. right now statewide we're only at 81% of our normal amount of snow after as much a great start. it's really hard to look at that now, and now as we go through this forecast also with these record-high temperatures, more that have snow is melting. we're also seeing our reservoir levels continue to go down as

our temperatures head for the upper 70s. it will be a little bit cooler for the beginning of next week. and mike, you're going to take us back to the peninsula. what's happening? >> that's right, car irk. it's official. it's a sigalert. a bigger yield than just a regular crash and not because of injuries, but because we still have two lanes of northbound 101 blob. all lanes were blocked for a few minutes. the left lanes are open now and your right lanes are still blocked heading north, just north of sierra point parkway. there's a crash and it mostly affects the on and off race. there. it looks like the lanes of traffic are getting by. there's more lanes there for 880 and farther south. the only other issue 184 getting past the earlier crash. it's a little slow. there's the bay bridge. we've kind of glossed over that. the reason is because there's no problem. we have a good steady flow of traffic. back to you. >> thanks to you, mike. >> coming up next for you this morning on "today in the bay. coastline. watch out for the speaker waves and we'll have a hazy sky over the bay area. tri-vale, a look at 580, and our temperatures are already starting out a little bit better low 40s right now and then we'll see our temperatures head towards the upper 60s by the lunch hour. once again near record high for today. we're looking at a high of santa rosa of 81 degrees today which is going to be above a record. we could see some more records set as well, so we'll talk more about that. it's coming up in the forecast in a few minutes. >> all right. thanks so much, kari. breaking news for you this morning police are investigating the death overnight near san francisco zoo. a witness at the scene telling us that this is a shooting investigation, but police are not confirming that just yet. this is on great highway near skyline boulevard. video from that scene showing the driver's side that have window busted out. this is not too far from the zoo entrance, and we know from scanner traffic this all started a little after midnight, but

it's not clear if the person who died is a homicide victim. >> in the south bay, happening now, police searching for a gunman in a double shooting. happened a little before 10:00 last night on nacomis drive in san jose, not far from hellyer county park. one has life-threatening injuries. not known what led up to that shooting. >> violent crimes including carjackings and violent crimes on the rise including here in the bay area. this is an issue that divides lawmakers and many americans in a search for solutions. "today in the bay's" bree jackson is live this morning in washington. you spoke to a white house adviser about president biden's crime prevention strategy. >> reporter: that's right, marcus. senior adviser tells me that tackling crime is a top priority, and it's expected to be a key issue heading into mid terms. now republicans argue that democrats' policies are partly to blame for increasing crime rates.

senior white house officials tell me the president is committed to addressing the issue. another day, another deadly shooting. in washington, d.c. police say a stray bullet struck and killed a woman as she sat inside a car wednesday. >> the individuals who were in the car, these were not the intended targets. >> the shooting, a sign of a nationwide spike in crime. according to the council on criminal justice, homicides rose 5% in major cities last year compared to 2020. a recent increase in carjackings plagued many cities as well. >> guns were point at my face before i could blink an eye. >> reporter: white house cme re priority. >> it involves putting more police officers on the more than half a dozen police officers have been shot in the city this year. republican argue calls to defund the police are partly to blame. >> we know that anti-police

culture wars invite more crime. >> reporter: on capitol hill, lawmakers agree more must be done to protect communities, but their plan to do so differs. >> the crime that we are seeing surging across this country is a direct result of democrat soft on crime policy. >> crime prevention must be a partnership between law enforcement and the communities that they serve of. >> white house officials insist the administration is focused on investing in law enforcement while holding police accountable. >> we have not given up on the fact that we need to have police reform. >> reporter: public safety, a key issue heading into mid terms. both parties hoping to convince voters they will keep communities safe. white house officials tell me that aggressive policing as well -- aggressive enforcement

"today in the bay" sharon katsuda joins us this morning. something that a lot of parents are hesitant for and some parents have been waiting for. >> reporter: that's exactly right, laura and marcus. with the omicron surge many parents were pushing for protection for their toddlers and babies, so the cdc has started distribution plans for pfizer covid vaccinations for 18 million children in the u.s. who

are 6 months to 4 years old. this still needs fda approval, but cdc is preparing for this decision soon and says it will be a three-doze vaccination since the studies last year showed two dose weren't as efficient for the youngest group. the cdc is telling state and local health officials they could receive the first shipments of the pfizer doses by february 21st. data on the vaccine for young kids is expected friday, and the fda committee is set to meet next tuesday to discuss it. so what about schools? during his visit to the east bay yesterday, governor newsom says his office plans to release an endemic plan in the coming days, and it will deal with schools. >> we are getting closer and closer to making public an announcement on mask-wearing in our public schools, and no one looks forward to that more than i do, and hopefully in a matter of days we'll putting that out. >> reporter: and the governor says his plan will address there

are new surges or new variants with covid. reporting live in contra costa county, i'm sharon katsuda, "today in the bay." >> we've got break news coming in from southern california. these are some photos just no our newsrom where there's a brush fire burning right now in emerald bay area of laguna beach. you can see it's turning quite large. these flames coming over the hillside. evacuations are actually being issued in that area. firefighters set to be arriving on the scene. all this comes, of course, while that area as well is experiencing the strong santa ana winds overnight, and we know we haven't had a lot of really gray across the state. much closer to home, the majestic golden gate bridge. isn't that a pretty postcard shot this morning nice, cool. i bet that water is cold though. that will wake you up. cary has a look at the forecast right now. >> yeah.

we're heading into the weekend, and we're talking about some destinations and places where you may be headed, and, of course, the sierras is always the top of the list where especially now we're seeing that snow decline, and so you want to get there sometime soon. taking a look at palisades and alpine meadows, our temperatures in the upper 40s for highs, but they do have a lot of lifts and runs open for the weekend, and so we are going to enjoy that sunshine, and, of course, the super bowl happening this weekend. sofi stadium. they are going to see temperatures really warming up. in fact they are taking about this may be one of the warm f-super bowls on record because we could see temperatures outside of sofi stadium reaching into the mid-80s. we'll be watching that of course. also watching what's going on with the brush fire in southern california. if you are planning a road trip, maybe heading down highway 1, you want to check out big sur. with the warm weather we'll see temperatures reaching into the mid-70s this weekend and mostly sunny skies, and also very nice in napa valley this weekend.

our temperatures will reach into the low 70s by sunday. we're also going to see the morning temperatures in the 40s. mike, you were watching some breaking news on the peninsula. >> yeah. we had the alert issued by chp. they have just cleared it. that's great news. sierra point parkway. you see the sensors already cleared just north of sfo getting into san francisco. unfortunately coming in over from the east bay a crash, three vehicles involved at treasure island or at the tunnel there, and that's in the middle lane. that may take some time to clear it and chp and the bridge crew not clear how long that's going to take. we do have a traffic building though, highway 37 right on schedule. more traffic coming in. again, we're watching that bay bridge for an issue right now for the morning commute, and this evening looking ahead we do have the warriors game so, remember, around chase center there will be slowing. doors open at 5:30 and the game is at 7:00, and we're looking at that the just over the 220

the plan was first report by "the wall street journal" and likely involves members of the 82nd airborne. american troops would not cross into the border into the ukraine but would be ready for americans who are coming out. the u.s. believes there are about 30,000 americans in ukraine and has strongly recommended that they leave now, but, remember, up until a few months ago ukraine was a great place to do business, and a lot of silicon valley companies worked with or sent employees to tech companies in kyiv. now the ban -- the move rather to ban members of congress from trading individual stocks is picking up steam. it has support from both parties. a vast majority of americans support it is a well. several members of congress have been accused of questionable stock trades, perhaps trading on knowledge they benefited from as members of being could. in fact, it's one of the reasons why the republicans lost the georgia senate races and with it

the senate. as far as the speaker of the house, speaker nancy pelosi's husband makes such astute trades, people watch for what he does and do the same trailed. the speaker says she supports the idea of banning congress members from trading but says that should extend to the supreme court as well. now, it's up likely that the legislative branch, congress, can tell the judiciary, supreme court, what to do and what it can and cannot do. and there are already laws in place that forbid members of congress from benefiting from insider info and a law saying that they have to report their trades, but they don't always follow it. the "new york times" this morning reports some of the white house documents recovered at mar-a-lago by the national archives may have included classified documents. trump and his aides apparently removed a number of documents when they left the white house counter to american laws on record preservation.
