it's thursday morning, and good morning to you. thanks so much for make us a part of your morning i'm marcus washington. >> and i'm laura garcia. so you're used to traditionally seeing us on television. we're always here and we also, you can watch live on roku, amazon fire, apple tv and online. let's start with a look at the forecast on this thursday morning. meteorologist kari hall is here. another nice day ahead? >> very nice and warm. kind of feeling like spring out there as we approach near record high temperatures for this afternoon for many spots, and also with high pressure and the warmer temperatures, we have a hazy sky. we're watching out for our air quality as well as long -- along with dangerous waves near the coastline today. looking at our temperatures in napa, we're starting out now at 57 degrees. we'll cool down another couple of degrees around sunrise and

take a look at the trend going straight up as we head for the mid-70s by 1:00 and that's one of the spots we'll be watching for a possible record high. we'll talk more about that. what's ahead for the weekend? that's coming up in a few minutes? >> with start with breaking news. prince charles just tested positive for covid-19 for the second time. now in a sweet the buckingham -- from buckingham palace, he says that he's now in self-isolation. prince charles endured a first bout with covid in march of 2020 during the first few weeks of the pandemic. >> well, new this morning the financial outlook for b.a.r.t. is pretty grim, so grim, in fact, the transit agency may try to turn to you, the taxpayer, for help. "today in the bay" bob redell joins us live from the dublin b.a.r.t. station and the board is meeting i understand in just a few hours to receive a new fiscal report. you've got more details on what it says? >> right, good morning to you, laura. this fiscal report prepared by b.a.r.t. staff estimates that

b.a.r.t. will not get back to pre-covid ridership levels over the next ten years. this report estimates that the base case scenario of b.a.r.t. ridership will only hit 70% of pre-covid requiredship through 2032. financially b.a.r.t.'s costs are covered over the next couple of years because of cost-cutting measures and emergency covid assistance from the federal government but between 2024 and 2032 b.a.r.t.'s cumulative deficit will grow to 1.2 billion, and the transit agency will need outside help. b.a.r.t. will seek funding from the state and feds, but if that doesn't come through, the metropolitan transportation commission is exploring a nine-county tax measure for 2024. b.a.r.t. could also propose a tax measure for three b.a.r.t. counties. we did speak with b.a.r.t. president bob can a saltsman who pointed out that b.a.r.t. staff is taking a conservative approach in the ten-year fiscal

outlook and that there is much that we don't know about how riders will respond post-pandemic? >> there's a lot of uncertainty, so there's a lot of room to exceed our projections and do much better so that we don't need a lot of additional funding or funding that we find at the state or federal level to make up for it. at this point i think we have no idea if we're going to need a b.a.r.t. measure, but we at least need to start look at it to be ready to do it in several years? >> bhrt has announced improvement to its sunday service. starting a week from super bowl sunday, sunday service be extended until midnight on b.a.r.t. during the pandemic b.a.r.t. turned at 9:00 for infrastructure improve president projects and also for the first time in b.a.r.t. history there will be five lines of service till 9:00 on sunday.

reporting live here outside dublin b.a.r.t., bob redell, "today in the bail. ". >> the having a ton of problems there. thanks for that report, bob. marin county health care and first responders learning this morning they will have to be fully vaccinated by april 15th. that's according to new marin county health orders. they will also have to be boosted provided it's more than 15 days after becoming booster eligible. anyone who is not fully vaccinated by then, will have to be reassigned to non-high-risk settings with no public access. exemptions will still be allowed, but weekly testing will not. >> some covid rules are set to expire in the north day tonight, and sonoma county starting around midnight a health order temporarily restricting the size of large gatherings will end. instead, the order ganned gatherings of more than 50 people indoors and 100 people outdoors. health leaders say they believe the county is past the peak of winter surge because cases and

hospitalizations are declining. happening today, an appeals trail for the two former marin high school students who stabbed an italian police officer to death in 2009. gabriel natal and another are now serving life sentences. you two stabbed and killed a plain clothes officer in rome during a botched drug deal. separately, another officer from the same department is now on trial for his handling of the two men in the aftermath of their arrest. 6:05 this morning, and a memorable night for team usa. want to take a live look at the olympic flame in beijing. american athletes taking home more gold. we like the sound of that and the u.s. men's ice hockey team right now playing its first game of the olympic tournament. >> so exciting. "today in the bay's" janelle wang live in beijing. janell, how about a miracle on ice round two? >> reporter: yeah, fingers crossed, right, team usa playing

their first game. right now the puck just dropped. they are playing team china and people love hockey. it's one of the favorite events here at these olympic games. it's different. there ockey players at these olympics. the league decided not to send any of their players because of covid. dozens of games in the states have already been postponed because of covid. this olympic hockey team, one of the youngest teams ever with the average age of 25. most of the players on this team play college hockey. the usa men's team has not won a medal since silver in vancouver in 2010. >> i want to set the record straight. how many times have you seen "miracle on ice?" >> a lot. >> 300. >> like 400,000 times or something. every single really hockey player in the united states has watched that movie and kind of knows what -- you know what that team had to go through, obviously being a younger team, you know, big aund dogs and, you know, i think we feel the same way in that locker room. >> team usa women's hockey team,

they are now in the quarterfinals. they are going to be playing tonight against the czech republic. okay. from the ice rink to the slopes, chloe kim, our snowboarding queen, she wins gold again. you saw it last night in primetime. it's her second straight gold medal. she crushed her first run with back-to-back 1080s earning a comfortable lead that carried her to the gold medal. chloe's boyfriend posted a touching tribute on instagram saying, quote, words cannot describe how proud i am of this girl. i'm so honored to be part of your life and this journey. you have work so hard for this moment. i love you so much, chloe kim. from the snowboarding queen to the quad king nathan chen wins gold with a dominating and commanding second place finish over japan which also took the bronsz. a big day for team usa. i'm actually wearing a team usa athlete's jacket, check it out. >> yeah. i noticed that. >> my colleague jay gray loaned

well, a little later this morning, california is expected to release its late f-drought monitor and certainly there's really no way that the state is going to see any improvement. that's because we're more than a month now without rain. you noticed during this really critical rainy season. now this graph that was posted by bloomberg shows the data that was collected by the state, how water levels have now fallen well below normal following the early season rain. we were so hopeful back then, remember? well, if things don't change quickly, it is clear that california will actually enter its third year of drought. want to check in with meteorologist kari hall right now. it really doesn't look like anything is going to change any

time soon. >> no. we've seen this large area of high pressure which blocks any chance of rain and we also have la nina which steers things more south. the drought monitor has been updated. i want to take you back and look at the last year and how things change when you see it changing from the deep red color, the highest level of drought, the exceptional drought with the brain that we got in the late fall that helped us out and now we're in a severe drought with the update this morning did not change. we still have a severe drought. we're on day 34 of this stretch with dry weather and normally we do see dry weather during the myle of the water year, but that is usually about 20 days so we've gone beyond that and, still, no rain in the forecast. this is as our temperatures warm up, and we're headed for near record highs. we could reach into the low 80 in the north bay. yes, this is still early february, and we're talking about record high temperature. we'll take a closer look at this coming up. my, you were seeing some

improvement for the bay bridge. >> yeah. a sigh of relief. the crash has cleared from treasure island. you can see the day lights moving much more quickly with a few minutes of recovery time. the mop shows you it's still jammed up. traffic heading down the decline bursting into san francisco. the backup to and through the toll plaza and back to the maze, but the berkeley curve is already. we have your typical slowing iowa 37, highway 4, the usual spots. lighter volume right now. not too bad through contra costa county and getting down to the bay. some folks heading to the san mateo bridge. slowing because of a disabled vehicle around "a" street. that's so 1, the first burst is really clearing from san jose. back to you. >> thank you, mike. well, the oakland a's family grieving this morning. still ahead for you at 6:25, the unexpected death of a once popular player.

happy thursday. right now at 6:14, if your plans today take you to the coastline to enjoy the warmer weather, never turn your back to the water. there's a statement for rip current and sneaker waves all along the coastline today. we're watching that as our temperatures reach record highs for today. we'll talk more about that coming up in a few minutes. >> and we've had a few more minutes for the traffic to recover, and this is great. we're looking for the subtle signs. you see the two hov lanes. those have clear. they were backed up with a problem on the bridge. that cleared better news for hov and there's movement for the other lanes as well and to travel up towards the metering light of traffic. >> well, good morning. good happy thursday to you as well. we do have breaking news, and that is really, really bad news on the inflation front. the commerce department says

prices in january rose 7.5% from the same time last year. that is enormous inflation. it is very discouraging news. now you can see on this chart things just keep getting worse. december showed -- january showed 7.5% and december 7% and november 6.5%, so you can see how this is getting worse. you don't add these up, by the way. these compare to the same time last year, but definitely getting worse. investors planning for a negative day because that inflation number shows the fed has to do something and do it quickly. use rate hikes to essentially kneecap the economy. it's going to hurt. the hikes almost certainly come within a few weeks. the other thing we have to talk about is tesla. this is very serious. yesterday we told you a complaint about tesla's plant in fremont existed. this morning we have more details.

the state of california is alleging there is pervasive racism at tesla's plant, pervasive. now the state's department of fair employment and housing, basically the state equivalent of the eeoc, says it will release details of the lawsuit and its filing against tesla on its website this morning, and it hasn't yet, but in a statement you can really kind of an southern how serious these allegations are. the head of the agency says it has, quote, found evidence that tesla's fremont factory is a racially segregated workplace where black workers are subjected to racial slurs and discriminated against in job assignments, discipline, pay and promotion creating a hostile work environment. now tesla closed its media relations and public relations offices sometime back, so the car company rarely responds, but in its blog it denied any racist behavior and said attacking a company like tesla that had done

so much good for california should not be an overriding aim of a stayed agency with prosecutorial authority. now tesla in the past has lost lawsuits against it brought by individuals who accuse the company of racism. but tesla does point out in nearly 50 past complaints by workers to the california department of fair employment that each case was investigated and then dropped. i do think it's worth pointing out some historical context here. tesla's plant used to be owned by gm and duty called neumie which is what you're seeing here, these pictures. before it was owned by gm in the '60s, '70s and '80s and believe it or not at the time it was considered the -- the plant was considered by the union, the united autoworkers, to be one of the most dangerous places to work, not because of the heavy machinery or anything but because of the workers themselves. this according to the actual union. many years ago, marcus and laura, the radio program "this

american life" dedicated a full hour to what it was like in that plant just off 880 there in fremont in the '70s and 5080s and how incredibly dangerous it was. well, you can -- i've linked to it on twitter and facebook. it makes for a fascinating listen. you can listen on your way to work. >> interesting. >> employed so many people in the bay area. thank you, scott. >> yeah. 6:19 right now. trending this morning, this story is amazing. a russian security guard fired on his first day after he decided to put his own twist on a classic painting. >> okay. so according to cnet the guard was working at the russian center and decided to put eyes on a three figures painting. actually took a pain and drew eyes on two of the faces. >> can you believe if? >> no. he told the museum he did it because he was feeling bored. the painting cost around $1 million then.

the restoration will cost a few thousand dollars. >> can i imagine. i was bored so i just decided to put -- what? >> his last name wasn't pick so. let me tell you that. let's check the forecast with meteorologist kari hall painting a pretty picture of our day. >> yeah, and i think we can just leave it the way it is as we wake up and watch the sunrise. it's going to be like a work of art, and as we're starting out this morning our air quality outlook is a little bit unhealthy for people who are sensitive to it because we are seeing this high pressure keeping all of the pollutants that we're putting into the atmosphere trapped near the surface, so take a look at some of these numbers that measure particulate matter. most unhealthy in santa clara valley so if you're able or sensitive to that limit your time out there but take a look at this view and our temperatures and where we're headed for today. santa rosa reaching up to 81 this afternoon. that would break the old record at 79 degrees, and as we take a look at cop cord, 76 is the expected high with a record of

74. we're going to possibly see several new records set today because we know it's not supposed to be this warm in early february, and here's the reason why. this high pressure that's been remaining in the same place now, a northerly wind. it's going to increase our temperatures, but then a cold front dips in on monday, and it looks like on valentine's day we get absolutely no love from this system. all of the rain and snow will stay to the north of us, but we will get a dip in temperatures and there might be some light sierra snow as we go into the beginning of next week, and as we take a look at a couple of the computer models, the euro model doesn't show much except for some showers near the coastline, and then as we take a look at the gfs model going out ten days, it doesn't show much of anything here for us across the bay area, but there could be a little bit in the sierra where the snow back continues to decline. right now at 81% of normal, so really hart to see those numbers really going down, and still the warm weather continues for us.

the forecast and meteorologist kari hall inching towards the weekend. looking pretty good? >> yes. it's going to be very warm, so make plans to get outside and enjoy our near record high temperatures as this dry weather continues. we may see several records fall across the bay area as we head for the upper 70s and low 80s. we'll also have people heading to the coastline but heads up that thereby dangerous waves as well as sneaker waves and rip currents. our air quality is moderate. kind of a hazy sky across the bay area and once again the record high temperatures that we're expecting will be in santa rosa as well as concord. oakland may set another record again today as well as at san jose. we'll take a closer look and what's ahead in the forecast coming up in a few minutes. >> marcus? >> thanks, kari. breaking news to tell you about. one person is dead. this is after an apparent shootout in san francisco. that drama unfolded a little after midnight so here's the

scene where police found one person dying inside the car when they arrived. they say that that person -- another person has just fled the scene of a shootout. this is right near the entrance to san francisco's zoo on great highway. a few blocks away on irving street overs found another person injured by gun fire. the injury not life-threatening. it's still not clear how or if the people involved knew each other and the people involved have not yet been identified. >> in the south bay, happening now, police searching for a gunman in a double shooting. it happened a little before 10:00 last night in san jose not far from hellyer county park. police say one of the two male victims has life-threatening injuries. it's not yet known what led up to the shooting. >> 6:34, new this morning, violent crime including carjackings and police shootings on the rise nationwide including right here in the bay area. this is an issue that divides lawmakers and many americans in the search of solutions.

"today in the bay's" brie jackson at the white house. you actually spoke to the white house about president biden's crime prevention strategy. >> reporter: good morning, marcus, i did speak with a senior adviser about this issue and rising crime rates are expected to be a key issue heading into mid terms. republicans argue that democrats' policies are to blame for the increase, but senior white house officials tell me that the president is focused on tackling this issue. another day, another deadly shooting, in washington, d.c., police say a stray bullet struck and killed a woman as she sat w >> the individuals who were in the car, these were not the intended targets. >> the shooting, a sign of a nationwide spike in crime. according to the council on criminal justice homicides rose 5% in major cities last year compared to 2020. a recent increase in carjackings

plagues many cities as well. >> guns were pointed at my face before i could blink an ice. >> white house senior adviser cedric richmond says tackling a crime remains a top priority. >> it involves putting more police officers on the street. >> in new york alone more than half a dozen police officers have been shot in the city this year. republicans argue calls to defund the police are partly to blame. >> we know that anti-police culture wars invite more crime. >> on capitol hill, lawmakers agree more must be done to protect communities, but their plan to do so differs. >> the crime that we are seeing surge across this country is a direct result of democrats' soft on crime poll. >> i crime prevention must be a partnership between law enforcement and the communities that they serve of. >> white house officials insist the administration is focused on

investing in law enforcement while holding police accountable. >> we have not given up on the fact that we need to have police reform. >> public safety a key issue heading into mid terms. both parties hoping to convince voters they will keep communities safe. >> and marcus, white house officials say in addition to increased funding for police departments, their strategy includes aggressive enforcement of gun safety laws as well as investment in crime prevention programs. marcus? >> brie, thank you. well, moving you forward on the covid vaccine rollout. if you've been waiting for shots for children under 5, you won't have to wait much longer. >> yeah. the cdc preparing to distribute millions of doses which may be in the bay area within the next two weeks. "today in the bay" sharon katsuda is live for us this morning. sharon, this is something that seems like a lot of parents are really hoping for. >> that's right, laura and

marcus. with the omicron surge many parents were really pushing for more protection for their toddlers and babies, so the cdc has started distribution plans for a pfizer covid vaccination for 18 million children in the u.s. who are 6 months to 4 years old. this still needs fda approval, but the cdc is preparing for this decision soon and says it will be a lee-dose vaccination since studies last year showed two doses weren't as effective for the youngest group. the cdc is telling state and local health officials they could receive the first shipments of the pfizer dosage by february 1st. data on the vaccine for young kids is expected friday and the fda committee is set to meet next tuesday to discuss it. so what about schools? during a visit to the east bay yesterday, governor newsom says his office plans to release an endemic plan in the coming days and it will deal with schools. >> we are getting closer and closer to making public an announcement on mask-wearing in

our public schools and no one looks forward that more than i do, an hopefully in a matter of days we'll be putting that out. >> reporter: and the governor says this plan will include what will happen if there are new surges or variants with covid. reporting live in contra costa county, i'm sharon katsuda, "today in the bay." >> thanks very much, sharon. we continue to follow breaking news in southern california. take a look at these live pictures, you'rial shots this morning where there's been a huge brush fire burning in the emerald bay area of laguna beat. the fire reported about 4:00 this morning, and we've seen it grow in size. firefighters say the fire has burned at least seven acres. evacuations are under way, and the pacific coast highway is closed in both directions. just in as well, public schools in laguna beach all cancelling classes. on twitter can you see here people posting videos and photos showing the flames.

firefighters are also dealing with the strong santa ana winds that have been rolling throughout that area, but big towering flames seen in orange county area, as far away as newport beach as well. a lot of smoke in that area. we'll continue to monitor it. those winds are a big concern, and it's been so dry throughout our state. >> absolutely. 6:40 right now and speaking of dry conditions, kari, we're still dealing with that. >> when you think about it, the beautiful sunrise that goes with it. >> that's amazing. >> when you see something like that, just beautiful, kari. >> it is. lighting the way for a warm weekend as we are making plans. maybe you'll be hitting the road and heading to palisades, tahoe, one of the spots that you want to get to soon because we've seen the snowpack declining and take a look at these temperatures this weekend and warning up into the low 50s there. we still do have 48 inches of snow in the lower parts of the mountain and 98 inches in the upper parts of the mountain and

is not through the white house but through the fed and interest rate hikes. the white house really has no control over interest rate hikes, and rate hikes hurt the economy. we're going to talk more about this tomorrow, but the bottom line is nobody likes inflation. the medicine though is very, very bitter indeed. now the move to ban members of congress from trading individual stocks is picking up steam. it has support from both parties. a vast majority americans support that as well. speaker nancy pelosi's husband makes astute trades. people watch for what he does and then they do the same. the speaker says she supports the idea of banning congress members from trading, but she says that should extend to the supreme court as well. it's unlikely the legislative branch congress, to kell the judiciary, the supreme court, what it can and cannot do, and there are already laws in place that forbid members of congress

from betting or benefiting rather from insider trading, and there's also a law that says that they have to report their trades, but they don't always do that. the "new york times" this morning reports some white house documents recovered at mar-a-lago by the national archives may have included classified documents. trump and his aides apparently removed a number of documents when they lost the white house counter to american laws on record preservation. and there's widespread drought conditions all across the west and there wasn't, of course, any improvement and there's a severe drought this morning. we'll see over the next couple of weeks how this changes, but each day we've had dry conditions, and now we're on day 34 without any rain. usually we get a break from rainfall during the rainy season of about 20 days so we've gone bell beyond that, and then as we look out the next ten days it only shows the possibility of some very light amounts of rainfall near the coastline. while we look at another computer model and it shows absolutely nothing, the rain skips the bay area and heads over to the sierra where the sierra snowpack has fallen now to 81% of normal so it's going down every single day. we're seeing the snow melting, especially with the warm temperatures that we've had, and we're feeling it right here in the bay area. take a look at our high temperatures reaching into the upper 70s throughout the we beened. super bowl parties with the windows open, doors open, let in some of the fresh air.

6:55. welcome back, a look at the top stories here on "today in the bay." continue to follow the breaking news in southern california. a look at where the brush fire was burning in the emerald bay area of laguna beach. this is a live look. you can see the smoke, big a n hopes. the fire has burned at least seven acres since it broke out. pacifica highway is actually closed in both areas. i spoke to some friends moments ago texting me that the smoke is very thick and flames are high. they are evacuating at the moment. a lot of people are tweeting out photos and video of the fire. all public beaches are closing. fire fighters are dealing with strong santa ana winds rolling in the area. >> more breaking news this morning. one person is dead arvin a apparent shootout in san

francisco. that drama unfolding a little after midifying. here's the scene where police found one person dying inside a car. who they say he had just fled the scene of a shootout. right near the entrance of the san francisco zoo on great highway, a few blocks away on irving street officers found another person injured by gunfire. the injuries not let anyone. it's not clear how or if the people involved knew each other and those who are involved have not been identified. b.a.r.t. is raising concerns about its financial outlook and may turn to taxpayers for help. b.a.r.t.'s new fiscal report forecasts the return to pre-covid ridership levels for at least ten years. by 2032 it will hit only 70%. b.a.r.t.'s financial costs are covered for the next two years, but by 20329 deficit could grow to $1 billion. b.a.r.t. is seeking new funding and the mtc is exploring a nine-county tax measure since
