prepandemic riders. the problem, will they come back or better yet do they need to. >> i do see that so many companies are working remotely. it is going to be harder and harder to get that ridership up. >> reporter: bart held a board meeting to discuss their financial future and according to their ridership forecast, the next two years looked grim. >> we'll not get to prepandemic level not until next summer. >> reporter: the fed handed bart $1.3 billion to keep it running. the rest will run out the next two years and full prepandemic riderships, don't expect that until 2029 at the earliest. >> we want to make sure the bay area residents understand our

fiscal crisis that we are facing once the federal emergency funds run out. >> reporter: the agency is reaching out to state lawmakers to find out if bart can tap into any of the state's budget surplus funding. if those conversations fall through, it could be up to the taxpayers to fill the money gap. >> you are not going to see a ballot measure any time soon. what is the bay area willing to pay when it comes to public transit? >> reporter: in oakland, melissa colorado, nbc bay area news. >> there may be some relief for bay area commuters stuck in that awful traffic jam along highway 101. it does come with a price. bay area transit agency celebrated the opening. new express lanes are on 101 and highway 85 between sunnyvale in redwood city. solo drivers can use lanes for a toll based on traffic at a celebration ceremony at

mountain view. they'll try to make sure the lanes are not just the privileged. >> they'll generate revenue and from that revenue we are creating pilot programs to help people get into a lane. getting some help with their transponders. >> reporter: toll lane advocates say all commuters will benefit simply getting out of the clogged lanes. the switch lane, switch on tomorrow, to use them as a solo driv driver, you will need a fast track transponder. officers found a man who's been shot. paramedics took him to the hospital and luckily he's expected to be okay. another person been shot 20 minutes later and died a few miles from the first crime

scene. the person shot at that man on irving street and he was hit with a bullet when the man fights back. bay area county lifting the mask mandate. mandates will be lifted next week in all bay area. the unvaccinated population will ditch their masks but they have the highest risk of catching the virus and getting sick. he predicts the vaccinated population may not lose the mask just yet. the state is heading in the right direction. it is going down, three weeks snapshot of our positivity rate. we were at 13.9% and it drops to 10.9% and today you see we are at 8.6%. proposed in january and signed by the governor today. the covid emergency response package gives the state as $2 billion boost. it will increase testing capacity and vaccination efforts and also support from land

come and give blood. >> reporter: the mayor joined members to encourage everyone to give blood. the dire national shortage is prompting new call for the fda to lift restrictions on gay and bisexual men out of concerns of the risk of aids and hiv. now gay and bisexual men can donate blood but only if they have not had sex in three months. there is a new study being conducted that could help change those rules again. >> this study is focused on evaluating alternatives to the fda's blood donor policy. under a grant, researchers are recruiting gay and bisexual men to participate in the study. a blood center in san francisco and oakland are helping conduct it. >> this is a great way to be involved in the process, if you can't donate, we encourage you

to see if you are eligible to participate in the advance study. >> reporter: in 2020, the fda relaxed restrictions on other groups of people that had been barred or restricted in donating. for now the message is clear, if you can give blood, please give now. in san francisco, sergio quintana , nbc bay area news. taking a look at our weather now when it is dry like the conditions we have been dealing with. the last thing we need is the wind. early next week we could see gusty winds. right now it is the wind direction, the offshore breezes bringing the clear skies and temperatures to san francisco in the mid-70s. normally we should see highs in the low 60s and instead up to 74 degrees right now. similar conditions out towards walnut creek. livermore, 74 degrees. the warmest spot right now around the bay area is actually san jose. up to 79 degrees.

smashing the old record of 73, setback in 2016 with the northwest winds 12 miles per hour and temperatures map is very interesting. 82 degrees. selena airport at 86 degrees right now. these are the warmest temperatures we see this week. tomorrow we'll break a few records in land during the day tomorrow. tomorrow morning you may need a heater in the morning as you start your car with some low 40s and windchills. by lunchtime you are back in t-shirt weather again. we did have highs close to the 70s and 80st today. looks like another round of that for santa clara and fewer warmer spots. san jose could be close to 80 degrees. notice what's happening here. we may begin to see the ocean air-conditioning coming back mid to late afternoon tomorrow along

with some increasing high clouds. we'll see more of that for the weekend ahead. temperatures cooling slightly towards sunday and the forecast may get more interesting around monday and tuesday. we talked about the chance of seeing more wind for the bay area. one positive element of that change could be a chance of at least seeing more snow shower. for us what we are likely to see instead is gusty wind developing ass the storm drops in. watch these wind speeds as valentine's day monday into tuesday, we could see wind gusts of 20 to 40 miles per hour. for now, another day of record highs could be in store tomorrow. we'll see numbers in the 70s from san francisco. across the valley, trending cooler for super bowl weekend and watching those winds early next week. hopefully, maybe sierra gets a chance of snow. they have not seen any chance of snow in 33 days. that streak may end on monday, those wind speeds something to watch around the bay area next
