at the center of the drug investigation. janelle wang is going to join us from beijing with more coming up in just minutes. first, we're moving you forward this morning as some bay area college students are returning to campus in person for the first time in year. >> "today in the bay's" kris sanchez joins us live. >> reporter: students will be coming back to campus for the first time since the school year began or the semester, the quarter. but each course is still designed to be about 40% virtual, because we are still in a pandemic and they are trying to come up with flexibility. students resume classes online exclusively in late january, but with covid cases and positivity rates dropping and high vaccination rates and booster rates on campus, the president says it's time to find a way to live, learn with the thoughts

that covid will be with us for a while. we talked to the president of the associated student body who says faculty has gotten creative to reach students while they were off campus. >> i had access to amazing faculty and they really led us through the change, so i have to give props where it's due. so there was a period where we had online labs and we were able to use things like ai technology to do those classes and still provide a high quality education for us. >> reporter: san francisco state students are also returning in person today. around the bay area, uc berkeley, santa clara, cal state, stanford, they have already been back in person. in preparation for today's return to campus, the campus did host a lot of vaccination clinics, a lot of testing so that people could feel comfortable and come back with a positive peace of mind and ready to learn in person.

in san jose, kris sanchez, "today in the bay." >> happy first day back for them. you know, we're hoping for an update from san francisco firefighters on a fire they put out last night on lower knob nob hill. one person suffered minor injuries. we're not clear how many residents were displaced and so far there's no word on a cause. breaking news this morning, the duchess of cornwall has tested positive for covid-19. camilla parker bowles is self-isolating. it was announced that her husband, prince charles, also tested positive last week. swiftly and decisively, that's how president biden says the u.s. will act if russia invades ukraine. the president spoke with the president of ukraine over the weekend as the u.s. warns russia could breach that country's borders at any time. world leaders try to avoid this, laura. u.s. officials say there's a distinct possibility that more than 100,000 troops stationed near ukraine could invade. over the weekend president biden took part in an all-out push to de-escalate tensions between russia and ukraine, speaking with leaders on both sides. meanwhile, officials warn that the clock is ticking and running low on efforts to have a diplomatic solution. more u.s. troops arrived in poland sunday in support of nato allies. the biden administration says it's preparing for russia to attack, while stressing american soldiers will not fight in ukraine if it does. the escalating tensions are also top of mind for the ukrainian community in the bay area. at st. michael ukrainian orthodox church in san francisco, there are continued

prayers for peace. >> i want to only ask mr. putin and mr. zelensky to talk and stop the war. >> reporter: while the world waits to see russia's next move, the u.s. is urging americans in ukraine to evacuate now. president zelensky has invited president biden to ukraine to visit, to help de-escalate tensions there. but it's unlikely that president biden will travel to ukraine, considering that u.s. officials are warning americans to leave. back to you. >> thank you. 5:05 this morning, and happening later today, fans will celebrate an oakland raiders and nfl legend. the coliseum is holding a celebration of life for john madden. it starts at 5:30. he died on december 28th at the age of 85. most recently he lived in pleasanton. but for ten years he coached the

the ioc with a ruling on whether she'll be able to compete in the women's singles event starting tomorrow in prime time. >> reporter: yeah, this just came down in the past few hours. we're talking about russian skating phenom kamila valiyeva. right now the latest ruling is she can compete, even after testing positive for a banned substance, a heart medication that can increase endurance. but the ioc has decided there will be no medal ceremony for the ladies figure skating competition if valiyeva wins the medal. she's the gold medal favorite, the only female skater to ever land a quad and no medal ceremony for the team competition that took place over a week ago. russia won gold in that competition, team usa won silver. so the legal battle is not over yet. let's talk about today, women's

hockey, team usa versus finland in the semifinals. the puck drops in just minutes from now. as for the men, they advance to the quarterfinals, after going undefeated in the preliminary rounds. their game tuesday night in prime time. their opponent, they will either face germany or slovakia. and the big news in prime time last night, the debut of women's monobob. team usa wins both gold and silver. kaillie humphries and allan na meyers-taylor said their first week in quarantine at the olympics after meyers tested positive after arriving in beijing. humphries was deemed a close contact. they had to work out in their hotel rooms by themselves, unable to leave, and they come out of isolation winning gold and silver. i just spoke to them about 30 minutes ago. >> i was just optimistic that maybe i would get out in time for one training day and be able to get to the line. but to get out and be able to come full circle and win a

medal, it definitely -- yeah, this was the hardest medal to get, by far, and it definitely feels the nicest. >> reporter: alana dedicated today's competition to her son, nico, diagnosed with down syndrome. he loves the silver medal. she now has a total of three silvers and a bronze from all games. you're going to see san francisco's eileen gu, who advances to the finals, the 18-year-old who skates for china. she was so hungry during qualifiers last night, she had to eat while waiting for her score. so go eileen. she's a supermodel and attending stanford this fall as a freshman. another medal for team usa, megan nick wins a bronze medal in freestyle skiing aerials. coming up at 6:00, one-on-one with erin jackson. she makes history in women's speedskating.

few minutes. >> happy valentine's day to you. we're looking at a red section of the map which will change. it just reopened. lanes at southbound 880, we saw the burst of traffic just a little south of there. a lot of headlights headed south past tesla toward silicon valley. so better news for the nimitz. no major injuries reported here. we still have a closure just north of the antioch bridge. i'll explain that coming up. well, good morning. happy valentine's day and monday to you. i assume you saw that unusual super bowl ad with the qr code that was bouncing around. if you hadn't, here it is. i didn't have my phone with me when it first came on but it lasted a whole minute allowing someone to say, all right, fine, i will grab my phone and scan it. it's an ad for coin base, which handles cryptocurrency. now, some people think cryptocurrency is the future, others think it's silly. but what both sides can agree on is those who hold crypto benefit

when people come into the market to buy. and the ad brought a lot of new customers in. so many, coin base was knocked offline for a bit after the ad ran. the company also warning this morning the $15 in crypto giveaway it's offering has been duplicated by some scammers. the company says in a tweet, a quick note about security because it's super important to us. the only way to be eligible for our bitcoin giveaway is to sign up for a coin base account at that link. if it didn't come from us, it could be a scam. considering coin base and the scammers are both asking you for tax information and banking information, that is worth paying attention to if you are considering buying cryptocurrency. other news, walmart has told employees they don't have to wear masks if they're vaccinated in places that are allowing regular people to take off their masks as well. the stock market continues to be

uneasy about the potential russian invasion of ukraine. oil prices continue to soar. of course, you've got the fed rate hikes ahead as well. kris sanchez was telling us about the first day of classes at san jose state today. it's also the first day for the store on campus. it's a cashier-less store for students, much like we've seen from amazon. extra helpful in the time of a pandemic. you don't have to stand in line or interact with anyone. >> the ability to walk into a store, shop, leave, and you get your receipt automatically and we really view this as the future of shopping, the way that the world is going to shop in the future. and we're trying to deliver it everywhere. we're super excited to be bringing it to this store. >> and, marcus and laura, i saw on one of the super bowl ads that sam's club is going to have a system where you can scan the item with your phone and walk out, which i think is wonderful, this idea that we can speed up transactions, and, you know,

make our time having to just stand in line, it sounds wonderful. >> sounds great. but inventory control in a store, that's interesting. >> yeah, that's hard. new this morning, a dating app creating a safe space to find love for people who don't use drugs or alcohol. >> it's called sober dating and it was created by a divorced woman who experienced challenges finding a man after committing to abstaining from alcohol. one former apple employee helped her with the idea. she says the app helps eliminate at least one potentially uncomfortable conversation. >> you know, a lot of people don't feel comfortable saying, you know, clicking that box, i don't drink. and when do you tell someone that you don't drink. when you onboard to the app, there are so many different questions that peel back the layers of what is important to the user. >> she says it was important for her to develop this app and open

to many different lifestyles. there are 21 different gender identifications users can select. >> there you have it. >> and there are a lot of people who do not drink. i have a good friend who doesn't drink or smoke but hangs out with people who drink and smoke. he's like, it doesn't bother me. i thought you had some more to say, mike. >> a man of few words. >> let's get a look at the forecast this morning. meteorologist kari hall is tracking that for us. >> yeah, it's going to be much cooler today compared to what we had over the weekend, so this valentine's day we're going to have chilly temperatures. take a look at what we're expecting here as the winds pick up today. that's going to make it feel even cooler. highs only reaches into the 50s and low 60s. this week we will have more sunny and comfortable weather. but we're also watching some distant rain chances and we're going to talk about that in a

little bit. let's get you ready for work out the door. in oakland as you're stepping out the door, our temperatures are right at about 50 degrees, but notice the trend. that doesn't really go up that much for late morning into the afternoon. we're going to stay in the 50s here today. we're also seeing more clouds moving in as the cold front drops and we're going to see an increase in cloud cover today. so maybe just some peeks of sunshine. and take a look at our hour-by-hour forecast, helping you to make plans today, as our temperatures at lunchtime will only be at about 54 degrees in san mateo, mid-50s for san francisco, and upper 50s for livermore. notice that there will be a few spots that make it into the low 60s by the middle of the afternoon. but then in time for the evening commute, all of us will be back in the 50s and the temperatures dropping as we head toward the 40s and even some 30s for tomorrow morning. we're going to have the heater cranking a lot more. this as the first system drops in, may bring in light snow, but missing us with any type of

precipitation. the rest of the week is looking dry but there may be a change in the weather pattern that could open up the door for a couple more storm systems to move in by the end of the week and possibly bring us some rain. we know the trend, it kind of dries up before it gets here. we'll see if that actually pans out. some of our models at least putting down one-tenth of an inch of rain, but it is something and it may change the pattern for the future. as we take a look at our temperature trend for concord, we're going to go up and down. we're going to have a cool start to the week and then warm up a little more by wednesday into friday. the weekend is also going to be cooler and that's what we're seeing for our seven-day forecast. notice a lot more sunshine. windy and cool for valentine's day. the rest of the week it's a little bit milder and i think the warmest day will be on friday because our temperatures will be dropping again this weekend. mike, you've been watching two freeway closures. >> yeah, and we have status updates for both of those. the first one you mentioned just

within the burlingame school district can take their mask off when they are outside on campus. they still must wear them inside, but when you're outdoors you can remove the mask. burlingame is following suit of other school districts who have recently lifted their outdoor mask mandates, including san francisco unified, and san ramon valley unified. starting just after midnight wednesday morning, the state will lift its indoor mask mandate for offices and businesses, for people who have been vaccinated. you can see on your screen the city of berkeley and eight other counties will follow the state's new guidance. santa clarita county will continue to require masks indoors, those expected to lift the requirement within a matter of weeks. another something we want to put on the screen for you, you will still, after wednesday, have to wear masks inside public transit, schools, health care settings, senior facilities, correctional facilities, and homeless shelters. again, the lifting of this mask

mandate on wednesday applies to businesses and office settings. this week, governor newsom expected to announce plans for how california moves to the endemic phase of covid when it comes to issues like community surveillance and testing protocols. and, of course, masking for students in schools. >> we are in the process of transforming our public education system and moving out of this pandemic mindset, and that includes the masks and that will happen. the questionte the by this thursday. reporting live in burlingame, bob redell, "today in the bay." >> thanks for the latest. meantime, the city of berkeley will drop mask requirements in both indoor settings. that has some on campus outraged. if you missed our report on this issue, you can check it out on

our website, nbcbayarea.com/coronavirus. continuing coverage of supply chain crisis and how it might impact your next hotel stay. according to a survey by the american hotel and lodging association, hotel operators are seeing a 79% increase when it comes to cleaning and housekeeping supplies. 94% say their establishments do not have enough staff. so the bottom line here, your stay might not be what you're used to. a separate survey by the associated general contractors of america shows 20% of construction material costs are up. i sat down with scott anderson, the chief economist with bank of the west, and i asked him about if there's going to be any relief in sight for us. >> why is this crisis still happening an impact on our prices? i mean, do we see an ending in sight here? >> not yet. we've got another hot inflation report for january and no sign of a slowdown yet from january's

hot price increases. so we're not completely out of the woods yet. i think a lot of this is being driven by very strong demand. we had unprecedented support from both monetary policy and the federal reserve, as well as the pandemic relief bills, and consumers have saved a war chest of excess savings of about $2.7 trillion in the united states, which they want to spend here. it's really being driven by goods and durable goods, so we're seeing a lot of the inflation coming from used and new vehicles, for example, from the pandemic lows, these vehicle prices are up 88% from april of 2020. so these are some eye-popping price increases. we're seeing them very broad-based now across the board. >> wallets right now stretched thin. hopefully you have good news for me here. is there any advice you could give to people to try to make things work out for the best? >> well, just be really aware of

the prices you're paying. if you're going to the supermarket, you're probably seeing 13%, 14% increases in things like eggs, milk. you've really got to be price sensitive, price conscience in this sort of environment. we've really got to be paying attention to where your prices are going up and look at a budget, try to budget for things like food, gasoline, every month, and see if you can stick to that budget. that will help you weather the storm until we get prices under control. >> it seems like a lot of people are even being out-priced by their budget. scott, thank you so much for your time. >> so i spoke with scott about so much more, including home prices, the cost of vacations, even airfare. you can watch the full interview on our streaming app, you can download it on roku, amazon or apple tv. you can find it under the must-see playlist. >> 49ers sacked by a ransomware

attack. they recently became aware of a security incident that disrupted the network. a ransomware gang claims it stole the team's financial data and recently posted some of it on a dark website. so far, the cyber criminals haven't publicly asked for ransom. the 9ers say they notified law enforcement and hired a cybersecurity firm to help. new video of the aftermath after an unruly passenger forces a flight diversion. american airlines plane was heading from l.a. to dc yesterday afternoon. the airline is confirming that a passenger displayed erratic behavior that led to an emergency landing in kansas city. security met the plane at the gate and managed to get the situation under control. another passenger on the flight says the individual reportedly opened a door mid-flight and tried to get into the cockpit. american airlines so far is not confirming that. 5:38 right now, a live look in downtown san jose.

new national weather service numbers confirm something you probably already knew, the bayier rainy season is quickly evaporating. check out how much below normal rainfall levels are since the start of the new year. san jose nearly 4 inches light, san francisco and oakland right around 5 inches below normal. this is all since january 1st. we want to check in with meteorologist kari hall right now. the early season rains really saving this from being a whole lot worse, but we need more. >> yes, we do. and now we're looking at day 38 of this dry weather continuing. take a look at the calendar. all of the yellow shadings indicate the dry days. it hasn't rained since january 7th and now we're getting cooler and windy conditions but we're also watching the dry offshore winds that may also kind of make our rainfall deficits dip more. as we take a look at where we stand with our water year that goes back to october 1st, we're

seeing san jose slipping into a deficit. we have a small surplus for much of the rest of the bay area. the sierra snowpack has been declining and we're only at 79% of our normal amount, that was after the big boost we had and we were at some point, the early part of this year, at about 160% of normal. so you can see how much that has declined. we'll talk about what's ahead in our forecast ahead. mike, you're looking at schedule changes. >> that's right, helping folks plan ahead. we'll look at the grid and it's the top one i'm talking about. b.a.r.t. schedule changes are in effect today and i think you're going to enjoy the positive changes there. they're adding service, extending service. there's a great video on bart.gov, so check that out. the sharks are playing tonight so we're watching for sharks in the water and oil in the water.

time biden spoke with putin. one of the several calls the two leaders have had over ukraine. biden promising swift sanctions and punishment, there's that word again, swift. every statement from the u.s. government over the past few weeks has contained the word "swift". swift is also the name of the communications system world banks use to talk to each other about money transfers. to cut the russians off from swift would hurt their economy very badly. the world seems split as to whether the biden administration would really do it, though. one of the more perplexing things that's happening is while the u.s. and allies warn russia could invade at any time, the head of ukraine keeps trying to dismiss that idea. president volodymyr zelensky urging people not to panic, agreeing with the kremlin, which issued a statement calling the u.s. warnings, quote, hysteria. this is strange, because the

country preparing for an invasion against it and the country preparing to invade are both calling america's concern about an invasion overblown. it's not the united states that has 130,000 troops surrounding ukraine. it's the russians. the russians sending out new video this morning of fighters in nearby belarus ready for action. perhaps most alarming to military experts, russian artillery and armor will left their transports and support systems, moving forward on their own. the white house has said repeatedly americans will not fight in ukraine, but the u.s. warning mistakes can be made in conflict between the u.s. and russia might result. >> you are absolutely raising the stakes of miscalculation and certainly increasing the possibilities that american troops and russian troops would come into contact and in combat and then this thing takes off to a whole new level.

>> we're watching everything that's happening. we're looking at a kremlin response, in fact, right now. we'll have an update coming up in our 6:00 hour. on social media you'll find me on facebook and on twitter @scott mcgrew. immigrants rights groups in the bay area and nation are tabing part in a day of action. today is a day without immigrants. this is where some supporters will protest by not attending work or school. protests are also planned including outside the federal building in san francisco. supporters will call for congress to pass a bill, the build back better bill, which they argue could give more people a path to citizenship. the bill is now at a standstill in congress. delirium in la la land as the rams win the super bowl. some of it may have gone a little too far.

oh, goodness. new video of last night's celebrations went late into the night in the l.a. area. in some cases things got pretty intense. police had to disperse crowds. there were reports this morning of vandalism and looting. on the field, the rams won a thriller over cincinnati. mvp cooper kupp scored a touchdown with less than two minutes left. cincinnati had one last chance, on the fourth down the rams pressure got to joe burrow. the rams beat the bengals 23-20. trending this morning, more on the field news, perfect for valentines as well. proposing to his fiance after the game. of course, she said yes. big hugs there. meantime, rams receiver van jefferson dashed and his wife gave birth shortly after the game ended. congrats on so many levels.

clouds and gusty winds. ahead of those winds we're also seeing pretty dense fog. take a look at morgan hill right now. visibility down to about a quarter of a mile and about a half of a mile around santa rosa, lighter fog elsewhere across much of the rest of the bay area. you can see in the try valley as year heading out, and our temperatures starting out in the upper 40s. we go from the upper 40s to the upper 50s at lunchtime. so this is going to be in some spots about 10 to 15 degrees cooler as this system drops in. it may bring in light snow flurries to parts of the sierra. we're missing out on the precipitation or any chance of it over the next several days. but we may be seeing a change in our weather pattern. when the next one comes in, there could be a possibility that we could see a little bit of rain. not a whole lot. that's toward the end of the month. so looking at our ten-day forecast, our temperatures still going up and down. we're down for the start of the week, heading back up by the end

of the week. going to be milder and then cooling down by the end of the weekend. we're all dry here, we're continuing to see conditions, gusty winds and temperatures in the upper 60s and low 70s by the end of the week. and then as you're making weekend plans outside, you may need a light jacket. we'll see temperatures coming down, especially on sunday. h q reports earlier. to calm down?h are calming down. there are a few more incidents, but not as severe as the closures we had over on the freeways. 880 is clear now and no problem. we see a little bit of slowing at the bottom of the screen for san jose's 101 commute. that's typical at this time. so is a little build for highway 4 and 37. the north bay has opened as well, the incident near the antioch bridge. getting to the bay bridge is a smooth dry. a look at the toll plaza shows you no major problems. no metering lights just yet.
