gearing up to make another moment in figure skating. this will be a big day, tomorrow's free skate. we're live with the latest twists in russia's doping controversy. this is "today in the bay." here we go, wednesday morning. halfway through the workweek. i'm laura garcia. >> i'm marcus washington. if you're on the go this morning, we're here on television for you, but you can also take us with you live on roku, amazon fire, apple tv and online. >> let's start with a look at the forecast with kari. she's tracking what we can expect today. good morning. >> yeah, we're starting out with some cool temperatures across the bay area, and a clear view in walnut creek as you're getting up and heading out the door. let's take a look at the high temperatures for today because it's going to be a little bit warmer compared to yesterday, reaching into the upper 60s for the south bay, even some low 70s in a few spots.

we'll see that in santa rosa today and then mostly upper 60s for the east bay, 64 in san francisco, and in san mateo we're looking at a high of about 65 degrees. we'll have more weather like this. we'll talk about that and changes ahead in our forecast in a few minutes. 5:01 right now. moving you forward on mask requirements, which changed statewide overnight. keep the mask handy. there are some exceptions. "today in the bay's" bob redell joins us live inside a tri-valley gym. you've still got it on, though, bob? >> reporter: it is a personal decision based on your own health and whether you have concerns about spreading it to other people who are older or who are vulnerable. so good morning to you, laura. we're in a 24 hour fitness gym in livermore. they just opened up for the first time in a long time, people can come here and they can workout with or without a

mask. the rule being as long as you're vaccinated, however 24 hour fitness says this will be an honor system. they won't be checking the vax status of members. you'll recall at midnight last night, the state lifted the indoor mask mandate and eight of the nine bay area counties are following suit, the exception of santa clarita county which wants to wait a number of weeks until the transmission rate comes down. and in the city of vallejo, which will vote on this issue next week. we spoke with a couple of people who will continue to wear masks indoors regardless of the rule change. >> i just don't feel comfortable yet. i think it's too soon. i mean, i already caught covid because people weren't wearing masks inside and it costs me two weeks of work. so i'm going to still keep wearing my mask. >> my daughter is still sick and i just want to make sure she's safe. >> reporter: even though the indoor mask mandate is lifted, businesses, they can still require you to wear a mask

inside their business. remember, they are privately owned, they're not government run. lynn nice owns labels in downtown in walnut creek. she says she will continue to require face coverings for employees inside her shop for now, because some employees are over 65 or they live with parents who are older. and today the white house and the director of the cdc, they will meet to discuss loosening mask restrictions within our country. a decision on that could come as early as next week. reporting live in livermore, bob redell, "today in the bay." >> thanks for the latest. new cdc data shows the impact the omicron surge had on those too young to receive a vaccine. at its peek, about five times as many children under five were hospitalized compared with the peak of the delta surge. the study includes 14 states, including california. from vaccine mandates to mask rules, we're tracking all of the changing guidance. head to nbcbayarea.com, click on covid-19 faq. we come filed a list of commonly

"today in the bay's" brie jackson is live in washington. what are leaders saying this morning? >> reporter: good morning, marcus. leaders are saying just bottom line, they don't know what putin may do next. u.s. officials are still trying to assess whether there are signs of de-escalation or if russia is headed toward an invasion. president biden warning that a russian invasion of ukraine remains a distinct possibility. despite russia's claims of a partial withdraw of troops. the administration saying it's seen no evidence of that. >> we've been transparent with

the american people and with the world about russia's plans, and the seriousness of the situation. >> reporter: the president stressing the devastating human cost of an invasion in ukraine and laying out consequences here at home. americans could see high gas prices soar even more. >> i will not pretend this will be painless. there could be impact on our emergency prices. >> reporter: the administration will work with energy producers and congress to provide relief if needed. on capitol hill, senators agree sanctions against russia are necessary. >> we need a sanctions package, legislatively, from this congress. we need to show resolve. >> reporter: however, republicans argue now is the time to act. >> i hope the administration is not going to wait until after an incursion to turn the screws and put some real sanctions on the russians. >> reporter: president biden reiterating threats to target

russia's gas pipeline if it attacks ukraine. meanwhile, secretary of defense lloyd austin is in europe this morning reassuring nato allies. >> you can expect that that commitment will remain rock solid going forward. >> reporter: the commander in chief vowing to give diplomacy every chance to succeed. in washington, brie jackson, nbc news. switching gears, but still all eyes on this, just 24 hours from now the world will be watching in beijing. here's a live look at the olympic flame and at this time tomorrow figure skating's top women athletes will be going for gold. right now a russian 15-year-old sits atop of the standings, all in a cloud of controversy. >> let's check in with "today in the bay's" janelle wang live in beijing. let's start with good news about palo alto's figure skater vincent zhou. >> reporter: yeah, really good news, laura and marcus. vincent zhou is out of quarantine. he's been in quarantine for over

a week now, ever since testing positive for covid back on february 7th. he tested positive right after securing team usa's silver medal in the team competition. unfortunately, he had to withdraw from the men's individual where his teammate, nathan chen, won gold. zhou plans to perform in the exhibition gala that closes the games on sunday. an update on kamila valiyeva, in first place after the ladies' short program. the ioc says it's premature to make any conclusion on the 15-year-old's case. it's still being investigated. valiyeva got the okay to compete, despite testing positive for a banned substance before the games, a heart medication that can increase endurance. she said she accidently took her grandfather's medication. 16-year-old alyssa liu from california, the top american right now in eighth, fremont's karen chen is in 13th and mariah

bell is in 11th. let's go to slopestyle, team usa rakes in more medals in prime time, where the american men dominated freeski slopestyle. alex hall wins gold. his run had so much creativity and he landed every trick. three-time olympian nick goepper took silver. the 27-year-old from indiana has won a medal in this event in every olympics since its debut in sochi in 2014. i took this picture at the sochi games right after the young men of team usa swept the podium in freeski slopestyle. nick goepper on the left now has two silvers and a bronze. >> i'm kind of excited to sort of hit this peak and, like alex said, there's still a lot of skiing to be done the rest of the year. i can't wait to go home and sleep in my own bed. i've got a brand new snowmobile at home i can't wait to ride. >> are we see you again? you're still in your 20s. >> great question.

if you're keeping track of team usa's overall medal count, a spoiler alert, we're going to reveal the count now as the music plays. >> if you don't want to see the count, close your ice. there's going to be music playing. once it stops, that means we're done. ♪ new video to show you, something we haven't seen in a while. look at that, snow falling in the sierra, after more than a month of no rain or snow. this is a view from a wildfire camera. more than an inch of snow fell overnight in some places. i know it's not a lot, but we're sure hopeful. any other forecasted storms in the sierra, kari? >> we're going to see another chance as we go into late this weekend, more cool air coming down. we had about 1 to 2 inches, but still our sierra statewide

snowpack is at about 72% of normal, and that was great to see. hopefully we do get more in the future. we are also dealing with a cool start to the week. it's going to warm up for this afternoon. we're right now in the low 50s in fairfield. we can see the trend heading into the low 60s at 10:00 and upper 60s at noon. that's already going to be warmer than yesterday. we'll talk about the warming trend in the forecast coming up. mike, chp was calling out some bridges. >> i called this one out, the san mateo bridge. these headlights eastbound, we were going to have restricted access. you remember possibly until 1:00 p.m. today. they waived that off because they were able to complete their work early. hear that, kids, do your work early and you get a few days off. wind advisory for the venetian and antioch bridges. no other problems. >> i'll do my work early if i get the next couple of days off.

limited availability right now at 5:14 on this wednesday morning, as you're heading out, a heads-up that it's going to be a windy day. take a look at these wind gusts at about 15 to 25 miles per hour. so still some pretty high gusts. we'll talk about warmer temperatures and all of the changes ahead in our forecast coming up. >> hold on to your steering wheels because this is the curvy portion of 101 through san raphael. they're moving fine southbound toward the golden gate bridge. the south bay, a couple new incidents on 101 through san jose coming up. >> good morning. very happy wednesday to you. numbers on retail sales are coming out a short time from now. the health of stores very important to our economy. and the numbers have been really strong, despite high inflation. people are out there buying,

even when you take high prices into account. a lot of those sales are cars, even though cars are so expensive these days. "the new york times" says democrats in congress are considering legislation to temporarily lift the federal gas tax until at least the end of the year. federal gas tax accounts for about 18 cents on the price of a gallon of gas. the problem with temporarily setting it aside, of course, is you have to bring it back and that could be very difficult. gas prices are high for a lot of reasons. demand, of course, but also the worry of access to russian pet toll yum may be cut off if the russians invade ukraine. stocks did well tuesday as we heard all the encouraging news about the russians still seeming open to diplomacy. the dow was up more than 400 points, about 1.25%. the nasdaq gained 2.5%, back above 14000. and lastly, marcus and laura, mark zuckerberg sent out a

company-wide memo to workers at meta, renaming or changing policies, but it was the thing that caught everybody's attention is zuckerberg's announcement that workers at meta would no longer be called facebookers, but metamates. zuckerberg revealed where he came up with the name, saying it's a play on the old navy praise, ship mates. you think of the ship, because with no ship, there are no ship mates. then you think of the team and then yourself. so ship mates, meta mates. what do we call each other? >> "today in the bay" mates. >> scott, laura. covid, once again, declining and more people are getting out and traveling. upcoming summer bookings are already 25% higher than at this point in 2019. experts say this echoes a similar bounce happening elsewhere in the travel city. we all want to get out and see the world. trending this morning, what's your uber passenger rating? be honest here. chances are if you're in san francisco, it's probably not that great. >> sf just made uber's top ten list when it comes to the average uber rider rates. it comes in at number six. l.a., number eight. the findings come as uber rolls out a new feature to see how many drivers give you five star ratings and how many gave you just one star. it's all part of a new privacy center available in the company's app, starting today. >> there you have it. sometimes i forget to rate. got to get it done. is it an a plus forecast today, kari? >> absolutely.

i think it's going to be much better than we've seen recently. and as you're getting ready to head out, you need a jacket for the start of the day but maybe short sleeves for this afternoon. and don't forget the sunglasses. we'll take a look at our trend in oakland, heading out the door, temperatures in the upper 40s this morning and we'll see those temperatures really starting to head upward by late morning into early in the afternoon, reaching into the low 60s. let's go to the south bay and check out our highs. we're reaching up to 68 in gilroy, as well as cupertino, and you can see at the bottom of the screen more on this warm weather over the next several days. 70 today in concord. that is the perfect temperature. we're at 65 today in san mateo. san francisco reaching the mid-60s downtown and in the mission district. we'll see upper 60s and low 70s in the north bay. clear lake headed for 6 degrees. we'll see the same in napa. going through the forecast, we've had some gusty winds, and

if you're going to the coastline today there will be a beach hazard statement in effect. that just means that things may be a little more dangerous in terms of the rip currents and the sneaker waves, some waves that come up a little bit higher on the coastline and rip currents that can carry you farther out into the ocean. we're going to see some fairly quiet weather over the next several days, high pressure as we are seeing low pressure systems kind of dipping just to the south and east of here. there will be another one by the end of the weekend. we're watching this to see if we can get rain out of it. it does look like there will be another light dusting of sierra snow. for us, it does look like it will continue to stay dry. this weekend will be nice. temperatures in the mid to upper 60s. you'll notice a cooldown for president's day into tuesday. mike, how is it looking in the south bay? >> it's good. marcus and laura, they're listening to your report but they're checking their ratings. remember, they rate you back, folks.

the crash never impacted traffic and the scene is cleared. the cause of the crash is still under investigation. a follow-up for you, the driver near san jose airport may look -- the drive may look a little different for you soon. this is after city council members approved new electric billboards for the first time in more than decades. >> "today in the bay's" kris sanchez is live near the airport with what the city will get and what critics say the community is losing. good morning. >> reporter: good morning. so when these two electronic billboards go up they will generate as much power -- rather they will use as much power as 20 homes. that is one of the objections of the people who were criticizing this plan. there was a lot of discussion about this, dating back years, with scientists and community groups voicing opposition. but in spite of that and in spite of the fact that the airport commission did not recommend going forward with the

plan, all but two of the council members voted in favor. so now two electronic signs will go up on airport property along highway 101, just north of the airport property. that will generate about a half million dollars of revenue for the airport. but city staff says the benefit is beyond the financials. >> we can use those billboards to help promote and communicate to the community that we serve about the new services that are available. >> reporter: now, interesting to note when the city surveyed its own residents last year, 93% of people asked said that they did not want digital billboards in the city of san jose, and the city really did ban them about 30 years ago. aside from the revenue, the city does get something out of this deal. this is a deal with clear channel communications, so in exchange for clear channel getting to put up those two electronic billboards, they have to take 12 traditional ones

down. that is supposed to reduce some of the blight we see in our lower income neighborhoods. in san jose, kris sanchez, "today in the bay." >> thanks for the details. 5:32 right now. the ball is now in mayor london breed's court in san francisco, after san francisco overwhelmingly voted to recall three board members. you can see how wide the final margin was for each, all well over 70% voting to recall. recall supporters were frustrated with the board's handling of the pandemic and priorities they argued were misguided. once the ballots are certified, breed will choose replacements to finish out their terms. voters will decide a new board this november. in a statement, breed said, in part, the voters of the city have delivered a clear message that the school board must focus on the essentials of delivering a well-run school system above all else. now, voters in the special election also decided the finalist to fill the assembly

seat vacated. supervisor mat haney and attorney david campos received the most votes. a runoff will be held in april. the seat will be up for grabs again in november. 5:33 and the question for you this morning, are you tired of waiting online to handle dmv related business? well, happening now, a new partnership is launching. this is allowing you to do some of your transactions any time you want. hopefully easing some of your wait time in the process. "today in the bay's" cierra johnson is live to explain how this all works. sounds like some good news. >> reporter: good morning, marcus. we're putting technology to good use and it's eliminating some of the time you may spend inside of the dmv. we're joined by the deputy communications director with the dmv. folks may have seen these kiosks. explain the expansion. let's talk about where you can find them. >> we've partnered with the u.s. postal service to get these into

the main post offices in san francisco and oakland. the greatest thing is they are in the lobby, which means the public can use these machines 24/7, they're available. you can complete some of the ten most common dmv transactions using the self-service kiosk, things like submitting your proof of insurance or getting your driver record. but the most popular one is to renew your vehicle registration. let's show them how quickly this is going to take. these machines are cool because you can get instructions in 12 different languages, you can pay using a debit or credit card or cash. the nice thing about the vehicle registration is you're going to get your registration and your sticker on the spot. you can be out of here in less than two minutes. one thing we do want to tell folks, though, is that we're working to expand our services to make it easier for you, for our customers, so that you can get dmv services any time, anywhere. so we tell folks you can

complete most transactions by going online. we have assisted transactions, which means you can start them online and come into the office. you'll see a real i.d. you have to go online, upload documents and come into the office. but then you're in the office only 10 or 15 minutes and you're back out. the kiosk, one of those types of services where we're bringing them to you. we have 49 in the greater bay area. so they're out there, but what's cool about the san francisco post office, oakland and san francisco, they're available 24/7. did you see that? >> reporter: in the time we did the segment, he was able to complete it. >> you take the sticker, put it on your license plate, this portion in your car, and we're ready to go. we're trying to bring services to the customers in the way they want them, any time, anywhere. and we continue to expand digital options. >> reporter: you can find options, we'll have those listed online and you can find them at this website. so a really convenient way to

knock out dmv related tasks. thank you so much. we are in san francisco, cierra johnson for "today in the bay." 5:36 right now. the cost of rent not getting cheaper for those trying to make it in the bay. according to apartment lists, one bedroom rent prices went up between 6.5% and 18% in several cities between december of 2019 and the end of last year. they include fairfield, petaluma, santa rosa, concord and pleasant hills. annie nova says if your landlord wants to raise your rent, negotiating can be key. >> you might ask if i sign for a two-year lease can you raise the rent less. or you could ask them if they could spread out the increase, if maybe you expect in the later part of the year you're going to be earning more, you could say could i pay the increase in the second half of the year. >> even if your rent goes up,

landlords on average are charging less for lease renewals compared with new apartments. a new cause for concern with our climate in crisis. the national oceanic and atmospheric administration now predicts sea levels will rise as much as 8 inches along the west coast by the year 2050, and major flooding is expected to occur five times as often. low-lying areas are particularly vulnerable. in the bay area that includes highways and b.a.r.t. stations near the shoreline and more than 20 san francisco facilities. meteorologist kari hall, of course, has been monitoring all of this. you've been talking about climate in crisis and the importance of it. hearing those numbers and statistics, it's frightening. >> it is frightening. and it's one of the many issues we'll see as our climate continues to change, and we need to make sure we're doing what we can to adapt now. let's take a live look outside in san francisco, as we wake up to a clear sky. no fog and we're also going to see that beautiful full moon this morning, as you're heading

to work. don't be distracted. our temperatures are in the mid to upper 50s. we're at 49 in palo alto, and in san jose at 47 degrees. our highs today a little warmer compared to yesterday as we reached into the upper 60s. up to 70 in santa rosa. most of us will see upper 60s this afternoon. we'll see more weather like this and then changes ahead. we'll talk about that in a few minutes. mike, you were looking ahead to a tunnel closure. >> i want to give folks a warning. there may be a problem coming out of a rin da toward oakland tonight, your morning commute direction, and it will be reopened by 4:30. starting by 10:00, you'll see flares and crews and one of the bores closing. and right now we're moving very smoothly. there is one crash on the shoulder off the walnut creek interchange. pretty easy drive this morning.

microclimates and all the distant cooldown and see if we have any rain chances coming up. >> and there are more folks heading out through the south bay. 101, our camera north of 680 shows a little more volume. the sensors are showing slowing here and a couple of other key spots that show there may be a different flow over the bay shore freeway. we'll show you that coming up. 5:44 right now, happening today, san francisco's police commission is expected to wade back into the controversy surrounding chief bill scott and district attorney chesa boudin. it started with chief scott's breaking of moratorium of understanding which stemmed from how they were handling use of force violations. commissioners are expected to decide whether or not to compel chief scott to undo his decision. a follow-up to the latest bombshell allegation in this feud. boudin has reportedly dismissed the case against a woman whose rape kit was used by police to

identify her in another crime. that's according to the chronicle. in a news conference yesterday, boudin said investigators compared dna from a rape kit collected in 2016 with dna collected at a recently felony property crime scene. chief scott said if the allegations are true, he will fight to end the practice. breaking news, president biden has instructed the national archive to give former president trump's white house visitors log to the committee investigating the attack on the capitol. trump had claimed that executive privilege and protection sometime allowed for protected records. but administrations routinely allow the public to see the white house logs. they gave the national archives 15 days to comply. and president biden has a stern warning for russia, if you invade, the rest of the world is against you.

lunchtime. that's outdoor lunch weather. then we'll see our temperatures up to 70 in some spots, but mainly upper 60s for morgan hill, 69 in east san jose, and 70 in concord. hayward reaching 67 degrees and low 60s for half moon bay. in palo alto in the upper 60s. san francisco, looking at a high of about 65 in the mission district, 61 in the marina. for the north bay, we're up to 68 in napa and 70 in santa rosa. so the warm weather coming along with the need for a lot of people to want to head to the coastline. you need to be very careful. there's a beach hazard statement in effect and that means there could be more sneaker waves, the waves that come up higher on the coastline, and there could be more rip currents for people who get in the water, it could carry you farther out into the ocean. you have to be really careful and never turn your back to the water with these kind of dangerous conditions that will continue into tomorrow. we have a low to the south of

us, kind of making waves a lot more erratic and it's also causing some spotty showers for parts of far southern california. here it's still dry and we're going to continue to see a couple of systems moving off to the east of us that will keep our weather active, but we're going to warm up over the next few days. we'll be watching this next one coming in early next week. it could possibly bring us scattered showers, but it may be like the one we just saw, kind of starved for moisture. it brought the sierra light snow but we missed out on all of the rain that was possible. we'll see if that happens again or presidents' day. and as we go through this forecast, our temperatures in the inland areas reach into the upper 60s. cool mornings and mild afternoons, but there will be another cooldown early next week. san francisco will have some gusty winds again today at about 25, 30 miles per hour. we will have some mild weather over the next few days with a lot of sunshine. heading over to you, mike. you were tracking a crash. >> backing up traffic heading

into fremont out of pleasanton. this section here, a critical point in the report was that there's a semi versus a semi truck, so they thought it could be a huge problem for multiple lanes. one lane is blocked as crews are arriving. there's distraction and slowing and we're down one lane south of where folks join into 680 from 84. we'll give you updates over the next few. slowing for 101 north, what we predicted just north of 680. but north of capital expressway, a little more slowing as well. watching that for anything unusual. no crashes reported over the last ten minutes. we have a build through san martin looking standard. we're just watching for trends. typical for highway 4 through concord, and also for highway 37 up in novato, toward novato. those are moving smoother in the last few minutes. the bay bridge toll plaza metering lights were registered on, according to caltrans but we

bulldog, other owner walking her on new year's day when a man grabbed her and took off. the frenchie was reunited with her owner days later. officers made an arrest yesterday. there was an altercation that led to gunfire on market street. several people got into a dispute yesterday afternoon in the parking lot. police say one person was shot in the leg. new details in the shooting last friday in morgan hill. this happened in front of the sun valley market on monterey road. no one was injured there, but officers have now arrested a 13-year-old now. police say that officers arrested him during a traffic stop monday and found a loaded gun in his waistband. san mateo county deputies are looking for an armed robber or more than one that targeted a redwood city jewelry store. surveillance video showing them enter the store on monday night. one of the armed men, one of

them armed with a shotgun, another with a handgun. the owner says they demanded jewels and cash, but not seen here is the owner. he's said to have pulled his own gun out and fired the gun. the bullet missed the thieves and they quickly left. uc berkeley is asking the state supreme court to reverse a decision that will cut the number of new administrations by thousands this year. a letter explains the university had to make the move to a new court order capping enrollment. this started when a group called save berkeley's neighborhood sued claiming they failed to look at the impact the growing population has on the community. they claim long-time residents have been displaced by the spike in students as the area has faced a major housing crunch. if the decision holds, cal will accept some 3,000 fewer students this fall. well, right now at 6:00, trying to separate truth from fiction at the russia/ukraine

live on roku, amazon fire, apple tv and online. let's get started with a look at the forecast. meteorologist kari hall, of course, tracking what we can expect today. kari? >> yeah, we're waking up to cool temperatures, but it's going to be a warmer afternoon. take a look at the spread in temperatures we're already seeing right now. we have upper 30s in morgan hill, but it is 50 in brentwood, 52 in fairfield and some of these areas with warmer temperatures, those winds will still whipping. so we do have a breezy day ahead, as our temperatures in fremont start out in the low 50s. we'll see the trend headed for the mid-60s by 12:00, and into our lunch hour, sunshine and feeling much more comfortable. some of us will reach about 70. we'll see that in santa rosa, but mostly the temperatures for the peninsula, as well as the south bay, much of the east bay in the upper 60s, which will be warmer than yesterday. we'll talk about the warmer temperatures and what's ahead for the weekend coming up a little
