the news at 3:00 starts now. thanks for being with us on this olympics edition of nbc bay area news. i'm mathai. >> we begin with the possible shift in how we approach covid. answers are coming our way in about 15 minutes. >> governor newsom has been tight-lipped about the specifics. however, he is about to unveil his plan to move from a pandemic to an endemic. within the last hour we were able to get some details about his announcement. the governor plans on building a statewide stockpile of masks and tests. that will include 75 million masks and 500,000 tests. he wants to have the capacity to administer 200,000 doses of vaccine per day, wastewater surveillance will continue to test for different variants, and he want to expand school vaccination sites by 25%. >> in a recent exclusive interview with the governor, nbc bay area's damon trujilo got a

sneak peek into the plan and how that impact you and your family. >> everyone is wondering what the governor will say about the plan. most superintendents know what they want the governor to add to his plan. moving forward. >> things are looking a little bit better in the bay. >> reporter: the governor gave us a preview friday on how he hopes the state can shift from a pandemic to an endemic. >> the mutations and how we address them this real time, what does the community surveillance look like, testing protocols look like, what does our preparedness strategies look like. >> reporter: he says he wants the plan to not disturb business and people's lives and in his words, how do we maintain our liberties and freedoms at the same time. >> we are basically loosening the reins a little bit on what we have been -- >> since last june there has been no statewide mandates for individual behavior outside the issue of this -- we have had a temporary masking. >> reporter: referencing the december mask mandate because of the omicron surge.

and the future of masking this schools is what educators across the state want hear. >> we are anxious, yeah. and certainly we're hoping for less restrictive requirements. >> reporter: nbc bay area learned that today the governor will say in the not too distant future the state hopes to change the mask rules from a requirement to be highly recommended. superintendents tell me they also want the endemic plan to involve science, not politics, and they insist districts should not be thrown into making public health decisions. >> i would like for him to say that we will consult with the educators on the impacts of changing conditions and changing guidelines. >> reporter: still there is optimism as california enters a new phase. damion trujillo. >> and it's not just california. a growing number of states seem to be loosening restrictions. one metric is vaccines rates. here a look at some of the

trump jr. and ivanka thump will have to answer questions about the family business. a new york judge made that order today so within three weeks the three will have to give depositions about the business practices of the trump organization to new york's attorney general. the trump attorneys say they are going to appeal that order. eric trump was deposed in january, you might remember. invoked his fifth amendment rights some 500 times. new york's attorney general claims the trump organization has filed incorrect financial statements to banks, insurers and the irs. the stanford campus is buzzing tonight. former vice president mike pence is in town and will speak to a sizable crowd. stanford students say they are ready for his visit and so is the security. the university set up barriers where mr. pence is scheduled to speak around 7:00 this evening. the topic? how to save america from the woke left. students have written messages outside the hall with chalk like

moot love, not hate. students, professors and alumni say they are okay with the former vice president coming to campus even if many of them disagree with his message. >> it's fantastic. i think that students need to have a forum where they can hear all different sides and, you know, he is the former vice president. >> some students plan to gather outside the hall to protest his visit. fears of a war in europe surged again today. president biden warned that russia could invade ukraine within days. russia is believed to have built up 150,000 soldiers around ukraine's borders. vladimir putin claims he pulled some back, but nato allies and president biden say that's just not true. biden also insists a diplomatic route is still open, which is where he sent the secretary of state to the united nations today. >> he'll lay out what that path is. i have laid out a path to putin as well. i think on sunday so there is a path, a way through this.

>> are you going to call putin? >> i have no plans to call putin right now. thank you. >> he also told reporters there is evidence russia's planning a false flag operation to justify an invasion. it could be a staged drone strike or a so-called terrorist bombing inside russia. russia is also in the headlines for the olympics. this has been one of the most dramatic days of the games so far. a doping scandal continues to cast a cloud over the games in beijing. this is the performance that a lot of people are talking about. 15-year-old kamila valiyeva stumbled in the free skate and did not win a medal. the olympic committee allowed her to skate even though she tested positive for a banned substance back in december. we will be re-airing this full competition this evening. now, the global pressure on this teenager is intense. so what do local skaters and doctors have to say about this? here is nbc bay area's melissa colorado. >> reporter: skaters of all ages practice at the oakland ice

center. some as young as 7-year-old braylon from san francisco. >> i like the spinning and the jumps. >> reporter: and others as seasoned as two-time u.s. figure skating champion and beijing olympian alysa liu. >> she grew up skating here, started at 5 years old. >> reporter: gloria lee opens her daughter follows in alyssa's footsteps. >> i think that is the dream for them. >> reporter: but the sport comes with extreme challenges as we saw this week. 15-year-old kamila valiyeva, the russian olympic committee was the gold favorite and hailed by some as the greatest skater ever until she tested positive for a banned substance. officials allowed her to compete because of her age. deeming her a protected person under the world anti-doping code. >> with these olympians, they train their entire lives and they have just got one opportunity. >> reporter: 16-year-old alysa liu is the youngest member of team usa across any olympic winter sport. >> several athletes are still

kroushl votes and deals needed to build the new ballpark can go forward. a's want to put the ballpark at howard terminal near jack london square. the $12 billion plan includes room for housing, offices and retail space. it's possible the city council could push today's vote off to next month in order to allow members more time to look at that report. but not everyone in the east bay is onboard with the a's ballpark plan. today members of the union that represents the longshoremen at the port of oakland held a rally in front of oakland city hall. they say building the ballpark at the port will cost jobs, will hurt schools in the area and send too much traffic and pollution into make ring west oakland >> what's going to happen if they build a stadium? it's going to be hellish. >> we can't afford to wait for the world to change. we have to make it change. >> many of the people at that rally called for the new ballpark to be built at the coliseum site instead. a desperate search for a

best friend. a man in alameda says somebody stole his dog from his parked car in oakland tuesday afternoon. surveillance cameras show a man break nothing that car and walking away with the pup. jodi hernandez reports the owner is pleading for help. >> i get up in the morning and he is the one that wakes me up. he makes me laugh. he licks on me. he is missing. >> reporter: leonard is lost without his little dog cocoa. >> he is my boy. >> reporter: the disabled retired shipyard worker said he couldn't bring cocoa into his oakland doctor appointment, so they left the dog in the car on broadway street with the windows rolled down tuesday afternoon. >> we take him to the doctor with us. today the nurse asked us to leave the dog in the car, so we did. and someone stole him out of the car. >> reporter: surveillance video shows a man owning the car door and taking the pomeranian mix.

harassment and violence against women. that's the focus of two new bills working their way through the state capitol. lawmakers worked with groups such as stop aapi hate in drafting proposed laws. two-thirds of anti-asian incidents are reported by women and most take place in public spaces or businesses. one bill requires the state's largest transit districts it to study commuter harassment and develop ways to make riding safer. one example would be bart. the second bill directs the state health department to raise awareness about street harassment. it's been less than five months since voter rejected a recall left against the governor, but now it appears voters are growing more

dissatisfied with the governor according to a new poll. the poll was co-sponsored by "the l.a. times" and it shows californians are about evenly split down the middle when it comes to newsom's performance. 48% approve. the hoils crisis were the top issues. it's bronze or bust for team usa. curling. the men missed out on a chance for back-to-back golds after losing to great britain. this is a major victory for the team uk, which hasn't won a medal yet in beijing. now the brits are guaranteed gold or silver. as for team usa, they'll compete for bronze against canada. what's the phrase? the thrill of victory? >> yes. >> and the agony of defeat? a phrase that's been around for decades. never more true than during the olympics. >> searching out the thrills from beijing. a lot has happened in the last

24 hours. >> and sometimes those thrills and agonies they happen in the same event to the seem athlete. take northern california's brit a sigourney. >> in her last warmup run before the freeway halfpipe qualifier, look a loses control, slams down on the halfpipe. that looks like snow on tv, but competitors say that halfpipe is rock hard and icy. it's the kind of crash would send a normal person packing for the day if not forever. it would certainly shake your confidence. but olympic athletes aren't normal people. a few minutes later in competition, able to put that crash out of her mind, put down a good run and a score good enough to qualify for the finals. we have been following how difficult the games have been for mikaela shiffrin. if there is a silver lining, it's been the outpouring of support microclimate has gotten from fans around thempetitors a. for the downhill portion of the

well. not quite 70s today, but close at 68. and we will get down to 60 at 6:00 p.m. and 50s through 7, 8, and 9:00. so it has definitely been amazing the past couple of days. tomorrow we will see a small shift in the forecast. that's going to allow some clouds to begin to return. we have that area of high pressure we have been telling you about for weeks on end. that's keeping the big storms away. but moving down the back side of this is a small system. it's taking the dryer path. it's going to be part any moving over the land. as it moves to the south tomorrow, no rainfall for us, but it is going to pick up clouds. not quite as sunny through tomorrow, but we are going to be able to handle it. 7:00 in the morning we start with the clouds moving in the thickest over the north bay and some that have filtered sunshine and high cloud cover through the east bay and south bay and then through the afternoon some breaks of sun moving in as well but some of those clouds remaining at times as well. as we start off tomorrow morning we begin on the chilly side. temperatures again down in the

low 40s. so don't get rid of that heavy jacket just jet. south bay 42, peninsula 43 and the tri-valley at 40. we will continue with the 40s over the east bay, san francisco and the north bay. so with those clouds temperatures are going drop off a couple of trees but still in the good category across san jose. look at this. 68 in cupertino and upper 60s through sj. over to the east bay, no evs like we had today. we are back into widespread 60s. 68 in livermore, 65 vallejo and 675 in oakland. the peninsula chilly 60 in half moon way, redwood city 66. 64 in the mission, napa, sonoma counties, upper 60s tomorrow. seven-day forecast desperately need rainfall and it continues to be dry. now, there is some indications we might get spotty shower chances wednesday and thursday. it's not large enough that i am adding it to the forecast. i am continuing to watch out for maybe some shower chances next wednesday and thursday.

stockpile of masks and tests and a renewed push to expand vaccine sites at school campuses. we will bring you more of the governor's plan at 4:00. new details about that bay area family that died while hiking in mariposa county. phone records show they tried to call and text for help. you might remember the story. last year jonathan garish, eileen and their baby daughter were found dead on a trail in mariposa county. months later the sheriff determined they died are extreme heat. the fbi computer team extracted data. they found text messages and phone calls they attempted to send, including calls to 911, but none of the texts or calls went through because there was no service in that area. in a south bay, you can receive a free hiv home testing kit from the county health department if you are eligible. the state is providing $20,000 to cover the costs. the goal is to increase access
