"today in the bay" also streams online. >> let's get you start wd the fork. meteorologist kari hall has a look at the friday forecast for us. >> yeah, starting out nice and cool, also clear, as we take a live look outside in walnut creek. we'll see temperatures in the low 40s for now and continuing until about 8:00. then we start to warm up. a lot of sunshine as we are going to see this weather pattern on repeat. still dry, warming up until above normal into the upper 60s for today. and it's also going to be a light wind as we head into tonight temperatures start to dip back down into the upper 30s and low 40s. so we are going to see more changes ahead. still not seeing much in the way of rain. we'll talk about all of that in the forecast coming up in a few minutes. >> thank you, kari. 5:00 right now, and controversial decisions

returning to the spotlight, a special meeting in oakland is set to get under way. cierra johnson joins us live. officials could make changes to the original closure timeline, i understand, of these schools. >> reporter: good morning, laura. yeah, that's exactly right. last week the board made the decision to close seven schools by the end of next year, next school year, and merge several others. today we're expected to learn that there could be some changes to the closure, the timeline of those closures. so as it stands right now, five schools will close at the end of the community day school and la escuelita elementary school are expected to close. but according to the documents for today's special meeting, the board is expected to re-evaluate when those last two schools close and possibly shift the closures to next school year. now, today's meeting comes after weeks of discussions, walkouts, even some hunger strikes.

nbc bay area has learned that two oakland students who were part of a larger group of students participating in a hunger strike against those closures, they're expected to end their 18-day hunger strike, as well as discuss the board's decision. so in addition, they'll hold a news conference this morning to talk about possibly ending that strike. so a lot to keep track of in regards to those school closures, the re-evaluation of the timeline, as well as those two oakland students. we're live, cierra johnson for "today in the bay." >> thank you very much. the world will remember. that's the warning u.s. secretary of state aimed at russian president vladimir putin as threats of an invasion grow. the biden administration now shifting diplomatic talks into high gear to try to prevent a war. "today in the bay's" brie jackson is live on capitol hill. later today the president is expected to discuss rising tensions with other world leaders. >> reporter: i expected to

hold a call with major allies, including world leaders from canada, france, germany and nato. among other things, they'll discuss russia's military buildup, as well as efforts to pursue diplomacy. president biden says there is evidence russia is moving toward an imminent invasion. the administration also accusing russia of staging a false flag operation to justify going in. russia's ambassador to the u.n. says the accusations are baseless, but another warning sign, a rise in shelling along the front line. on thursday moscow expelled the senior diplomat from the embassy in russia. >> everything they are doing shows that they are prepared for an attack and that attack could happen any day. >> reporter: the u.s. is urging russia to come to the negotiating table, with hopes of preventing a war. secretary of state blinken plans

we've got a live look at the olympic flame as we mark the final few days of competition. it was an extremely emotional and tearful night in prime time. >> "today in the bay's" janelle wang is live for us in beijing. i know you have more on the heartbreaking finale. that 15-year-old at the center of so much controversy. >> reporter: for sure. it was a difficult night to watch the olympics. so many emotions. it was a roller coaster. the winter olympics, most prestigious event, figure skating, had a dark cloud over it the entire time, filled in controversy, scandal, and just a heartbreaking ending. let's show it to you. the russian figure skater at the center of the doping scandal off the podium, coming in fourth. the 15-year-old, kamila valieva struggling during her ste colla tears, after a week of criticis. so difficult for a 15-year-old to handle. her teammate who won silver also

inconsolable at times, outraged and livid after the skate of her life with five kwauds in her program. she refused to go out to the podium at first. another figure skater, anna shcherbakova won gold. without her teammates there, she was sitting there by herself in what was supposed to be the happiest moment of her life. alyssa liu finished in seventh, mariah tell in tenth and karen chen in 15th. i spoke to the ladies one-on-one. for karen, she says the doping scandal affected her the most. >> it was very hard and quite frustrating, but also at the same time it's out of our control and we're just doing our best to adapt and enjoy the process. >> you don't know, you don't have your silver medal yet, or it could be gold. it's still up in the air? >> yes, it's still up in the air. >> any idea when that will be resolved? >> absolutely no idea.

at howard terminal. the $12 billion plan includes room for housing, offices and retail space. 5:08, a live look in downtown san jose as we get started with this friday. meteorologist kari hall tracking temperatures for us. how is it looking this morning, kari? >> it looks great. it starts out chilly, but it's going to be a really nice weekend. we are looking at a live view of walnut creek where it's all clear. we haven't had any issues with fog lately and it's going to be in the low 40s as you're heading out. we'll see mostly sunny skies, a beautiful sunrise. we've had some really nice sunrises and sunsets the past few days. there will be a few more clouds in the mix which may add to more color in the sky and then our temperatures today reaching into the upper 60s for many of our inland areas and some mid-60s for san francisco and the peninsula. we're going to talk about a big cooldown in our forecast coming up in a few minutes. it seems like a friday light

investigating reports of phantom braking in teslas. the car's computers order a sudden slowdown or stop, having seen an obstacle that isn't really there. the government says 416,000 model 3 and ys may be affected. the head of tesla, elon musk, posted and then deleted a picture of adolph hitler on twitter thursday. musk was comparing canadian prime minister justin trudeau, who has ordered the ticketing and towing of semi trucks in ottawa to the german leader who supervised the murder of millions of people. the american jewish community has asked musk to apologize. this is the second time musk has posted a picture of hitler. it comes as the state of california has accused his company of rampant and breathtaking racism. california's fair employment and housing, the state equivalent of the eeoc, accuses tesla of separating black employees from white and that black employees

were given more physically demanding roles in the factory, while working with equipment scrawled with racist writing. tesla denies the charges. the key thing about this lawsuit for those of us who work in broadcast and we cannot verbalize the specific details of the lawsuit to you because of the language used. the lawsuit describing the experience some black employees allege goes beyond just the word you and i both can't say. there are other words and phrases in the legal document that cannot be broadcast. musk was in a new york city federal court on thursday facing off against the securities and exchange commission, which is accusing him of violating previous agreements not to tweet about the company's financials. this has nothing to do with the hitler tweet. musk accuses the sec of harassing him. the judge gave both sides two weeks to settle their arguments saying, quote, my call to action is for everyone to take a deep breath, but your reasonableness

of the day, a lot of sunshine and we're right now at 45 degrees in san jose. we are going to see a few more clouds in the mix. i think that's going to make the sunrise even more beautiful. get the camera ready. then as we go into our south bay temperatures for this afternoon, it will reach into the upper 60s. this is basically what we had yesterday and the day before. so it does continue today. but take a look at the seven-day forecast at the bottom of the screen. there will be some changes. so we better take it in, soak it up, all of that stuff, because we are going to see some cooler weather. we're headed for 64 degrees in san mateo today, san francisco also 64, but upper 50s for the outer sunset. 60s for napa today. clear lake reaching 66 degrees. it's been all dry and not a whole lot going on. still high pressure with these low pressure systems dipping to the east of us and that's bringing some rain to the rockies as well as snow, but we

may also see a chance of snow for the sierra. as we go toward next weekend, there looks to be a chance of rain. now, we've seen this happen before in the computer models this far out. we're going to wait and see if this actually pans out, but that would be great if we could finally get some rain to wrap up the month of february. our temperatures will take a big plunge by early next week. tuesday will be the coolest day, temperatures in the upper 50s. but it will start to feel a little milder by the end of next week. our seven-day forecast shows our temperatures are going up and down. and for presidents' day it's going to be windy, a plunge in temperatures, and that continues into tuesday and wednesday, as well as the morning temperatures dipping near freezing while san francisco will see temperatures in the mid-50s for much of next week. mike, you're seeing a little bit of slowing out of the south bay. >> a bit. a little unusual, too. it just disappeared, 85 south out of saratoga.

"today in the bay's" bob redell joins us live from livermore. critics say this move could put thousands of lives in danger. >> reporter: correct. more on that in a moment. good morning, lawyer. yes, at&t starting next week will permanently shut down 3g service on towers like this behind me to make room for the 5g spectrum. sprint, t-mobile, verizon will do something similar later in the year. there's only a limited amount of spectrum available for signals. by getting rid of the 3g technology that many of us haven't used, the service providers will have more spectrum to improve their 4 4g and 5g services. they've been transitions customers off of 5g and now less than 1% of mobile traffic lives on the old technology, but as the "today" show reports this morning, critics say this move could jeopardize thousands of lives because 2 million home and

personal emergency systems still operate on 3g and 80% of those customers are seniors. >> it's really across the board. it's alarm systems, security systems, fire alarm systems, medical alert systems, and connected cars with sort of on-star emergency crash detection. >> reporter: the alarm industry and others are petitioning the fcc to delay at&t's 3g shutdown until the end of the year. we've reached out to on-star. that's the mobile technology found in general motor cars that allow drivers to call for emergency service, and alerts on-star when the vehicle has been in a crash. on-star tells us they started software upgrades last year from 3g to 4g in vehicles model year 2015 and we've also reached out to the fcc who tells us they are actively monitoring the phase-out of 3g networks and is working to make sure people with older devices have a reasonable

opportunity to transition. reporting live in livermore, bob redell, "today in the bay." >> thank you so much. 5:32 right now. san francisco police have arrested a man they say is connected to several bank robberies in the city. police are investigating nine robberies that occurred between january 25th and february 5th. according to investigators, the suspect tried to rob another bank yesterday, but was arrested by plainclothes officers working a gun violence reduction operation in the bay area. as the governor looks to transition the state into an endemic, at least one local health expert is saying don't take this as a sign that covid-19 is going anywhere. i had a good conversation with stanford infectious disease expert, dr. karan and talked about his concerns moving forward. >> when i worked on the massachusetts state response in 2020, when our test positivity

rate was below 2%, closer to 1%, that's when things started to feel like they had settled down a little bit, and when things reopened we didn't see a big uptick in cases thereafter for a while. right now in california this past week it was closer to 6%. so we're starting to reopen, and remember the state still strongly recommends wearing a good mask in indoor crowded settings and they really are focusing on people who are fully vaccinated. but we know that fully vaccinated at this point really means you're also boosted, and we have a long way to go there. beyond that, we can't really be sure who is and isn't vaccinated. it could be that people who are vaccinated may still continue to be careful and wear a mask and people who are not vaccinated, and remember we're still seeing cases come into the hospital and still get sick from omicron, may be the ones more likely to go back to normal and not wear a mask and may get sick. i'll a little concerned about that. >> i heard some people saying if i get it, the virus, i'll be over it soon. but you're saying absolutely

not, because you don't know the side effects. but what we are seeing is 73% of people are immune to the omicron variant because they've already had the virus. that could rise to 80% by next month. so how likely is it in your opinion for us to see another damaging variant come into play here in the bay area or across the country? >> there's no guarantee the immunity from omicron is going to hold up, how long it will hold up and what it means for future variants. you know, we had delta and people thought the same thing. we had widespread infections, things are going to go back to normal. many people called for the end of the pandemic four or five times now. the reality is we can't make predictions. we have a new variant, you'll get a lot of people sick again. omicron was a problem. it disrupted society. this is why a lot of us are calling for safer workplaces, better ventilation, make sure you have masks handy. i would not toss your n95 mask. we don't know what's coming next, what variant, when, where.

snow. he's warm and home safe this morning. taking a live look at san francisco, still early. 5:36. waiting for the sun's arrival this morning to warm things up. it's a cool start to our morning, kari. >> yes, it is. and i know a lot of people are making those weekend plans. if you think this is cool, how about the temperatures we'll have in the sierra this weekend for the weekend forecast? let's check out palisades tahoe as highs will reach into the 40s. take a look at the morning temperatures, dipping into the teens and lower 20s. we've got a lot of lifts and runs open this weekend here at the resort and we're also going to see some sunshine that continues as we still have some snow on the ground. but if you don't want snow, you want the beach, i think today and tomorrow will be the best days to go out there. on sunday it's going to be cooler and windy, and we'll see the next couple of days. we also have the chinese new year festival and parade going

on. along with fireworks tomorrow in chinatown, we're going to start out with 60s, but temperatures will drop as we go into the evening, so make sure you have a warm jacket to wear in the city. if you're going to the north bay, expect temperatures at about 67 today, but 71 tomorrow, and 65 degrees on sunday. really nice weather there. and if you're thinking of going to yosemite national park, highs will reach into the high to low 40s, morning temperatures in the mid-20s. the dry weather does continue and it's going to be nice for those outdoor hikes, especially in the middle of the day. now, we are going to see a cooldown across the bay area in our forecast and we'll talk about that in a few minutes. mike, you were talking about cable car rides will be free. >> that's right, cable cars and money service in san francisco this weekend. traffic is light right now. holiday weekend. muni is trying to

you talked about the chinese new year parade. traffic is bay bridge right here. saturday, the return of the parade. it starts at 2nd and market. slightly different route than we've seen before. it goes off gearey and stockton street, and then down the stretch. that will mean a disruption to muni lines and that's part of the reason i think they're giving you a free ride. i'll tweet out that information for more specifics. that's what's going on this weekend. i'm predicting slowing. watch for delays. the discounts, saturday morning through monday morning. the rest of the bay this morning, a smooth drive coming from the north bay through the east bay, contra costa county still at speed. alameda, a little slowing. same thing off of highway 84. but nothing big. south bay, peninsula looking great right now and a smooth flow of traffic. a quick look at fremont, the headlights are moving nicely.

peninsula. >> thank you so much. it is 5:43. what appears to be good news in the crisis in ukraine, the russians have agreed to meet with american negotiators. >> if we take the russians at their word, it would mean no invasion this week. but the ukrainian soldiers standing post not letting their guard down. secretary of state blinken will meet with sergey lavrov in europe. the exact date has not been determined. russia has consistently denied it plans to invade ukraine, but american intelligence satellites show an invasion-sized force on the border of ukraine. while president biden has made it clear american forces will not defend ukraine, the u.s. secretary of state did go to the united nations on thursday to warn that body of what seemed to be evidence of impending violence. >> i am here today not to start a war, but to prevent one.

the information i've presented here is validated by what we've seen unfolding in plain sight, before our eyes, for months. blinken seemed to be well aware the last time a u.s. secretary of state spoke to the u.n. the evidence presented turned out to be incorrect and led to a conflict that, in retrospect, most americans regretted. a federal judge in new york has ruled that the new york state attorney general can question former president donald trump and two of his children, ivanka and donald trump jr., as the prosecutor pursues civil charges for allegedly falsifying the value of trump properties. eric trump has already testified and the prosecutor said he pleaded his fifth amendment right against self-incrimination during questioning. that is his right. and ivanka and donald trump jr. have that right as well. the judge in the case told the trumps, quote, it appeared the prosecutor had a good case, that attorney general letitia james

had uncovered copious amounts of evidence of possible financial fraud and wants to question under oath several of the entities' principles. she clearly has the right to do so. now, trump has denied the accusation he undervalues his buildings when paying taxes, overvalues them when putting them up for collateral. but his former attorney told congress he does that, his accounting firm says his financials should not be relied upon. earlier this week trump himself put the administration in writing. we have a company with assets that are far more valuable than what was listed in our financial statements. we'll be monitoring that case and of course marcus and laura, we're in touch with our foreign desk nbc as we monitor what's happening in ukraine. we have several video feeds as well, just so we understand exactly what's happening minute-to-minute. >> we continue coverage on the threat of the russian invasion

ukraine. >> reporter: now, as scott mcgrew has reported, the u.s. is threatening economic sanctions against russia if it does invade ukraine, but russia could respond by cutting how much oil it exports, thereby disrupting supply and demand once again. the petroleum analyst says on top of that, there are terrorist attacks in the united arab emirates, unrest in libya, along with pandemic supply issues ongoing. the analyst says we can expect prices to remain high at least through the summer, invasion or not. there is talk about how to provide the american people a little bit of relief in washington. there's talk about putting a pause on the federal gas tax, which would save a dime or more per gallon. but critics say that's going to create a different problem because all of the gas tax funds contribute to infrastructure and road repair and we could end up kicking the can down the road.

jose. but the coldest temperature right now, morgan hill. and, yes, it's going to be a warm afternoon. we're going from 36 to 67 today, and take a look at the seven-day forecast at the bottom of the screen. we won't have many more days like this with these temperatures feeling nice and mild. heading over toward the east bay, 68 for a high in pleasanton and mid-60s in oakland. we'll see low 60s for daly city, upper 60s for palo alto. expect a high of 64 in the mission district and downtown. we'll see some upper 60s as well for the north bay, with lighter wind and a few more clouds in the mix. we can see clouds as we look across the region, but still no rain. it's been basically blocked by high pressure. we've seen these lows dipping down and missing just to the east of us. but there will be more cold air coming in as we go into next week. maybe light sierra snow. take a look what the models are putting down for next weekend. the possibility of some rain. we've seen this before, and then

as we get closer it just kind of dries up. we're not going to hinge bets on this yet, but it looks like there could be a few spotty sprinkles across the region and a change in the pattern that's kept us so dry. we know the temperatures are going to be much colder next week. as we take a look at livermore, we may have more freezing temperatures for those early-morning hours. and then those high temperatures only reaching into the 50s. but you can see how the high temperatures are going to be going up and down and there will be a quick warm-up after the plunge in temperatures early next week. so we're once again holding onto the warm weather today and tomorrow. a cooldown heading into sunday. maybe a long weekend for you and you're plan to go head out on monday, presidents' day, or maybe even shopping, getting in on the sales. we'll see temperatures in the low 60s and then upper 50s for the valley. notice the mornings, san francisco will see highs in the mid-60s for the next couple of

the way he handled sexual misconduct allegations at his time at fres know state. he announced his resignation after a meeting with board trustees. he reportedly approved a $260,000 payout and retirement package for a former vp back when he was president there. that vp was accused of bullying and sexual harassment. >> california's attorney general says 54 current and former chp officers in east los angeles defrauded the state of hundreds of thousands of dollars. the state department of justice says this took part in a multi-year overtime fraud scheme between 2016 and 2018. the alleged fraudulent overtime hours added up to more than $226,000. arraignments for the 54 officers are scheduled for next month. we reached out to chp about the allegations. they have so far not provided us with a response. employees at westfield

valley mall? san jose are tet to protest over new parking fees. valley fair announced a new parking program that says it will deter non shoppers from parking in their lots. it gives customers two hours of free parking and charges $1 per hour after that. but it also charges employees $3 per day or $40 a month. employees are set to protest sunday demanding free parking. in a statement, westfield valley fair management wrote we support the right of the employees to voice their opinions, but we remain committed to our controlled parking plan. right now at 6:00, parents and students of the east bay are still reeling over the decision to close several schools. ahead in a live report, the new timeline leaders are considering. plus -- >> everything they are doing shows that they are prepared for an attack. >> on the brink of invasion. world leaders now warning russia could invade ukraine any day
